“Fifthly, the Syrian Arab Republic welcomed the Technical Secretariat’s team’s conduct of the tenth inspection round to the SSRC from 1 to 6 December, which was the first in 2023. The Syrian National Authority has provided all the necessary facilities and information for the success of the team’s mission. We look forward to issuing our final report to the team, which should reflect Syria’s cooperation with the team and the facilitation provided to it. Syria holds the Western countries accountable for the negative effects on the OPCW in the present and in the future, as a result of imposing on the organization decisions that increase division and polarization.”

“Thirdly, the Syrian National Authority agreed to extend the tripartite agreement among the Syrian Arab Republic, the OPCW’s Technical Secretariat and the United Nations Office for Project Services for an additional period of six months to facilitate the tasks and activities of the OPCW in Syria. “Syria reiterates that the resolution represents only the isolationist position of Western countries and shows that the true goal is to achieve what Western countries have been unable to achieve through acts of aggression and failed political campaigns against Syria over the past 12 years, including blatant support for terrorism and the fabrication of incidents of the use of chemical weapons. That isolationist position came at a time when the Syrian National Authority continued to cooperate with the OPCW Technical Secretariat and achieved the following. First, the Syrian National Authority submitted its monthly reports — Nos. 118, 119, 120 and 121 — for the past months, regarding the activities conducted in Syria.”

“Its adoption through a vote, contrary to established practice, reveals the magnitude of the damage caused to the OPCW by Western countries. The adoption of resolution 2118 (2013) raises the following question: given the blatant politicization of its technical work, is the OPCW able to implement the mandate stipulated in the CWC, and what are the guarantees? The problem in the OPCW today is not Syria. It is a much broader problem. The organization has been transformed into a platform to target other countries that are not marching in line with Western countries. The Syrian Arab Republic rejects that resolution and considers it to be a departure from the framework of the CWC, which regulates the work of the OPCW, specifically the measures that violate the provisions of international law and the Charter of the United Nations.”

“That decision is part of the attempts to legitimize the inhumane unilateral coercive measures imposed by Western countries on Syria, which will exacerbate the suffering of the Syrian people, in particular at the humanitarian level. In that context, I note that the measures included in resolution 2118 (2013) contradict the provisions of article XI of the CWC, which underscores the implementation of the Convention in a way that avoids obstructing the economic and technological development of States parties and international cooperation in chemical activities for purposes not prohibited by the Convention. The notorious resolution establishes a dangerous stage in the work of the OPCW and its future and increases polarization and politicization.”

“My delegation rejects in the strongest terms the fallacies, distortions of fact and allegations in the statements made today by the representatives of some Western countries. We reaffirm that Syria has fulfilled all its obligations under the Chemical Weapons Convention and destroyed its entire chemical stockpile and that the chemical programme has become a matter of the past and a closed issue for my country. Following intense morally and politically unacceptable pressure from the United States, France, Germany and the United Kingdom in particular, a small minority in the Conference of the States Parties to the OPCW voted to adopt spiteful measures against Syria, which has strictly adhered to the stipulations of the Convention.”

However, the hostile statements delivered today by the representatives of some Western countries paint a distorted picture of reality and the truth, blindly ignoring all forms of serious cooperation in which my country has engaged over the past 10 years with the Organization for the Prohibition of Chemical Weapons (OPCW) and its technical teams, even before the Convention’s entry into force. Such cooperation culminated in the successful and verified destruction of our entire chemical stockpile and production facilities.”

“Following the amnesty decree issued by the President of the Republic last month, the Syrian Government opened the door at the beginning of this month to settling the security situation for everyone who entered or left the Syrian Arab Republic illegally, and also announced further measures related to recruitment and military service laws. The Syrian Government continues to coordinate and cooperate continuously with the Office for the Coordination of Humanitarian Affairs (OCHA) with a view to improving the humanitarian situation in Syria. My country recently renewed for an additional three months the authorization granted to the United Nations to use the Bab Al-Salam and Bab Al-Rai crossings out of our concern for ensuring that humanitarian assistance reaches beneficiaries throughout the Syrian Arab Republic, including in the north-west.”

“In the same context, the Turkish forces continue their illegal presence on Syrian territory, providing logistical, military and financial support to armed terrorist organizations present in north-western Syria that feature on the Security Council’s lists of terrorist groups. The Syrian Arab Republic affirms that the return of Syrian refugees to their homeland constitutes a primary objective and that Syrian refugees returning to their homeland enjoy, like other Syrian citizens, all the rights and duties guaranteed by the Constitution and laws. In that context, my country has taken measures and put in place facilities to provide for the dignified return of refugees. The United States of America has not only directly engaged in the aggression against the Gaza Strip alongside the Israeli war criminals and turned a blind eye to the repeated Israeli attacks on civilian infrastructure in Syria, but it has also continued its destructive policies by insisting on its illegal military presence on Syrian territory, its support for separatist militias, its theft of Syrian resources, namely, oil, wheat and gas, and its support for, and training of, terrorist groups in the Al-Hol and Rukban camps.”

“Alena Douhan, Special Rapporteur on the negative impact of the unilateral coercive measures on the enjoyment of human rights, is proof thereof: “The comprehensiveness of existing unilateral sanctions regimes against the Syrian Arab Republic and the growing over compliance, in particular following the imposition in 2019 of the Caesar Syrian Civilian Protection Act by the United States of America, have placed the country in a straitjacket with serious adverse effects on a broad spectrum of human rights.” (A/HRC/54/23/Add.1, summary) In that context, my delegation commends the recent adoption by the General Assembly of the resolution entitled “Unilateral economic measures as a means of political and economic coercion against developing countries” (General Assembly resolution 78/135), which requests the Secretary-General to monitor and study the impact of such measures on affected States.”

“It is regrettable that, 75 years since the adoption of the Universal Declaration of Human Rights, we are witnessing some Western countries continuing to act in contempt of the Declaration through their complicity, and even their participation, in the brutal crimes and genocide committed by Israel in the Gaza Strip, as well as through its repeated aggression against Syrian and Lebanese infrastructure, the latest of which was a rocket attack that targeted the suburbs of Damascus on 17 December. Syria warns Israel of the implications of continuing to persist with those attacks, which could push the region towards a full-blown escalation that could not be contained and whose consequences for the region and the world could not be tolerated.”

“That is the second amnesty decree in less than a year. It grants general amnesty for all crimes committed before 16 November. The decree also encompasses many who have been convicted and prosecuted, including juveniles, the elderly and those with terminal illnesses. It is surprising to see that the positive Syrian steps are being met with the persistence of some Western States to politicize the humanitarian dossier by imposing conditions and donor countries failing to honour their pledges to the humanitarian response plan. Only 30 per cent of the pledges have been funded, despite being one month away from the end of the year. That hinders the implementation of United Nations humanitarian programmes in Syria. Furthermore, the United States persists in its hostile policies against the Syrian people.”

“Eighth, we must ensure access to the necessary documents, certify the civil and academic documents granted to refugees abroad and facilitate the regulations and procedures pertaining to housing, land and property. The success of this endeavour requires the States that have been supporting, funding and arming terrorism not to hinder Syrian efforts to increase early- recovery projects, both quantitatively and qualitatively, to fund the clearance of mines and explosive remnants and to tangibly improve the humanitarian and living conditions in Syria. “Fifth, no returnee should be discriminated against for fleeing their places of residence, seeking asylum abroad or staying or residing in an area formerly or currently under the control of armed terrorist groups. Sixth, issues relating to conscription and military service must be addressed in a non-discriminatory manner, and returnees should benefit from the relevant amnesty decrees. Seventh, refugees and returnees, like other Syrians, enjoy all the rights and obligations guaranteed to all Syrian citizens by the Syrian Constitution, laws and regulations, without any discrimination. Syria condemns those flagrant acts of aggression, which represent a grave violation of the Charter of the United Nations and of international law. “We cannot in any circumstances justify this aggression under the pretext of self-defence or countering terrorism. What the Israeli forces have done is tantamount to crimes and deliberate destruction that was witnessed and denounced by all of humankind. If this does not amount to terrorism and deliberate killing, what is it then? Furthermore, Israel persists in its crimes and aggression against Syria, the last of which was the aggression two days ago in broad daylight against the Damascus International Airport and locations in rural Damascus that were targeted by rockets, decommissioning the airport again only a few hours after resuming operations and navigation. This aggression also threatened passengers, jeopardized the safety of civil aviation and disrupted United Nations humanitarian operations.”

“Israel’s crimes in Palestine cannot be separated from its practices in the occupied Syrian Golan since 1967, which are reflected in its continued policy of aggression against our people in the Golan and in its heinous violations of international law and international humanitarian law, which include detentions, killings and displacement; an ongoing expansionist settlement policy aimed at entrenching occupation, increasing settlers and imposing demographic change; and looting of the Golan’s natural resources, confiscations of agricultural land and the construction of large wind turbines on territory that does not belong to Israel, in addition to other projects that are having disastrous consequences.”
