The United States has not only impeded the Council, but it has also supported the Israeli war machine by sending its aircraft carriers to the region and providing Israel with advanced military equipment. It has also provided billions of dollars in support for Israel, in addition to using its media outlets to distort the struggle of the Palestinian people. In that context, my country stresses that the Security Council must uphold its responsibility to end the Israeli massacres and crimes and to hold the perpetrators accountable, without political hypocrisy or double standards. We categorically reject the attempts to equate the killer with the victim and the occupation Power with the people who are under the yoke of occupation and have been denied their basic rights for 75 years.

  3. In waging this brutal war, Israel seeks to liquidate the Palestinian question through its massacres and genocide of the Palestinian people and pursues a scorched-earth policy. Israel once again reminds us of its dark past. The number of casualties caused by its aggression in recent days exceeds 5,000 martyrs, most of them women and children, which undeniably demonstrates that, through its extremist ideology and terror strategy, Israel is the other face of the terrorist organization Da’esh. The Syrian Arab Republic condemns the conduct of the United States and its allies in the Security Council, which has led to the Council’s inability to fulfil its responsibility to halt the Israeli aggression.

  4. Israel has added a new and bloodier chapter to its long list of crimes, with its brutal shelling of the Al-Maamadani Hospital and the Orthodox Church, the third-oldest church in the world. In addition, it has targeted schools run by the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which Palestinians believed were a safe refuge from Israeli bombing. Those massacres would not have occurred had it not been for the insistence of a number of Western countries to give Israel carte blanche, which they falsely call the right to self-defence, while shielding Israel with impunity and providing it with protection. Syria reiterates that the main reason for the current escalation in the occupied Palestinian territories is the injustice suffered by the Palestinian people over decades of occupation.

  5. Mr. Dandy (Syrian Arab Republic) (spoke in Arabic): I deliver this statement on behalf of Mr. Fayssal Mekdad, Minister for Foreign Affairs and Expatriates. This October has seen an escalation of Israeli criminal acts and brutal acts of aggression beyond all imagining, with heartbreaking impacts on the Palestinian people, which constitute war crimes and crimes against humanity. The Israeli occupation is shelling populated residential buildings in Gaza, using internationally banned weapons, cutting off the delivery of the water, fuel, food, medicine and electricity, which are essential to sustaining the life of the people of Gaza, and threatening to forcibly displace them.

My country also rejects those countries’ approach whereby they distort human values by confusing the aggressor with the victim and condemning the victim rather than the aggressor.   8. The attacks materially damaged both airports and put them out of service, and represent no less than the Israeli terrorist authorities’ frenzied efforts to spark war throughout the region. And neither will the Syrian Arab Republic remain silent regarding the violations of the Israeli occupation forces and their attacks on Syrian lands and on our people in the occupied Syrian Golan. We want to once again warn Israel of the consequences of continuing to commit such violations, and to condemn the continued support or silence regarding such practices on the part of some countries that claim to stand up for international humanitarian law and human rights law. We will spare no effort in standing by our brother Palestinian people in their legitimate struggle to restore the rights that were stolen from them more than seven decades ago, including their legitimate and inalienable right to defend themselves and liberate their land. It is the duty of all of us to provide support to the Palestinian people in their resistance. Meanwhile, the Israeli occupation forces have continued their repeated attacks on the sovereignty, unity and territorial integrity of the Syrian Arab Republic. They launched three attacks in the space of 48 hours on the civilian international airports of Damascus and Aleppo, most recently on Saturday, 14 October.

  10. What is happening in the occupied Palestinian territories did not begin on 7 October. Rather, it started many decades ago as a result of Israel’s continued denial of the Palestinian people’s right to establish an independent State with Jerusalem as its capital, and the accompanying continuation of its occupation and intensification of the aggressive practices it began in 1948. In that context, the Syrian Arab Republic stresses that the region will never enjoy stability as long as the Israeli entity and the Western countries supporting it continue their denial and attempt to hide that historical and humanitarian truth. We reaffirm our support for a settlement of the Palestinian question, which is the central Arab cause.

The Israeli entity is actively destroying infrastructure and continuing its inhumane siege by cutting off water, food, medicine and electricity, preventing the delivery of humanitarian aid, using internationally banned weapons and employing a scorched-earth policy against the Palestinian people, including women and children. Its brutality has reached a point where it is threatening to wipe Gaza out of existence and has attacked a hospital where vulnerable people had been forced to take shelter owing to Israeli death threats. They believed that the hospital was protected under international humanitarian law. How fierce has Israel’s contempt for humankind become? Its extremist ideology and terror strategy have made it the reverse side of the terrorist organization Da’esh.

It has become clear that the international community’s continued silence, and its failure to react to the criminal approach of the Israeli entity, has emboldened Israel to continue that approach in violation of international law and international humanitarian law. It is reminiscent of the crimes that resulted in Israel’s founding and reflects a stark picture of the continuing approach of the gangs that established that criminal entity. That improper practice undermines the participation of civil society representatives in the Council’s meetings, gives the wrong impression about its discussions and diverts them away from their true objective, which runs counter to the responsibilities of Council members. In that context, we call for the adoption of a binding code of conduct related to the participation of civil society representatives and non-governmental organizations in open meetings of the Council. That participation is a privilege which should be accompanied by responsibility. In conclusion, I would like to note that open debates should not be a mere talk show.

Sixthly, promoting transparency in the work of the Security Council demands participation in its meetings by representatives of civil society and non-governmental organizations, which adds value for the Council through the benefit derived from their experience. However, we have unfortunately witnessed the exploitation of the invitations to those individuals that contributed to the dissemination of unfounded allegations in order to advance the nefarious political agendas of certain Member States. Invitations were extended to individuals who were associated with those States, helped to achieve their objectives and contributed to the dissemination of lies and disinformation.

Thirdly, the Council should review its distribution of responsibilities among its penholders, which should alternate between members and should ensure that the Council can benefit from the experience and skills of its elected members. Fourthly, the Council’s use of its resources and time should be streamlined by limiting the frequency of recurring meetings held on issues concerning specific countries. Fifthly, sanctions imposed by the Security Council should be periodically reviewed with a view to preventing their adverse impact on the peoples of the countries they target, particularly with regard to their right to life, food, medical care, development and other human rights.

First, there must be an end the extreme political polarization within the Security Council, which has led certain Council members to underestimate the importance and urgency of certain issues requiring the Council’s consideration, tending to manipulate the Council’s priorities and divert its work from its main objective. Secondly, the Council should promote interaction and constructive dialogue with non-member States, especially when it is considering issues that concern them. In addition, the Council should not disregard serious concerns voiced by those States, particularly when it is drafting resolutions concerning them.

Despite that, and despite the repeated requests from Member States over the years asking for efficiency and transparency in the work of the Council and improvements in its working methods, the facts show that some Council members are still not taking on their mandated responsibilities and are exploiting the Council’s working methods selectively and manipulatively in order to cater to their own whims or interests. For that reason, my delegation would like to make the following remarks.

It reaffirms that the Syrian army does not possess any kind of chemical weapons, nor has it ever used them in its fight against terrorists or anyone else, even in the most difficult conditions on the ground, because it does not possess any such substances. Syria stresses that the armed terrorist groups and their sponsors are fabricating and staging incidences of the use of chemical weapons in order to establish pretexts for waging attacks and military aggressions against Syria and blackmail my country. The United States of America and other Western States continue to hide behind slogans that demand justice for Syrians while shedding tears for their suffering. However, they are fooling no one with their blatant attempts to cover up for their devastating interventionist agendas and their hostile anti-Syria policies.

It is incumbent on all States to assume their responsibility and correct the course taken by the OPCW away from deception, politicization and polarization so that the organization can effectively and credibly fulfil its mandate pursuant to the Chemical Weapons Convention. What was said during this meeting regarding the alleged use of chemical weapons in Ghouta clearly and openly reflects the continued hostile approach of certain States against Syria. Such attempts are aimed at spreading false and misleading ideas. In that regard, the Syrian Government once again denies categorically those lies and allegations regarding the Syrian Arab Army’s use of toxic chemical substances.

Syria believes that the reports issued by the Fact- Finding Mission constitute further proof that the OPCW is using its mandate in a politicized manner when carrying out investigations into reported incidents concerning the alleged use of chemical weapons on Syrian territories. The Fact-Finding Mission continues to employ unprofessional working methods, intelligence modalities and double standards in conducting its investigations. There have also been long delays in the completion of its investigations. In conclusion, some States are trying feverishly to exploit the reports of the OPCW to serve their anti-Syria agendas, which risks undermining the credibility and impartiality of the organization.

We are also surprised that the Technical Secretariat continues its politicized approach, which is devoid of all objectivity and professionalism and allows some Western States to level accusations against Syria as they take advantage of the Technical Secretariat’s biased reports to serve their agendas. The Syrian Arab Republic reiterates its keenness to hold the twenty-fifth round of consultations with the Declaration Assessment Team as soon as possible. We call upon the OPCW Technical Secretariat to refrain from using certain procedural aspects as a pretext to postpone the convening of that round.

It facilitated the visits of the Declaration Assessment Team to Damascus and was behind the initiative to hold a meeting in Beirut with the OPCW Technical Secretariat to discuss ways to enhance cooperation. The extension of the tripartite agreement between Syria, the OPCW and the United Nations Office for Project Services was also discussed at that meeting with a view to facilitating the work of the organization and its teams in Syria. Contacts are ongoing in order to prepare a meeting between the Minister for Foreign Affairs and Expatriates, the Head of the Syrian National Authority and the Director General of the OPCW in order to agree on an agenda for that meeting. The Syrian Arab Republic regrets that some insist on ignoring its positive cooperation with the OPCW Technical Secretariat.

Available information indicates that the United States’ military forces, which are based illegally in the Al-Tanf area, have provided elements of the so-called New Syrian Army, which is a terrorist one, with toxic chemical substances and trained them on their use in order to stage an incident involving the use of chemical weapons and accuse Syria for it. The Syrian Arab Republic has consistently cooperated with the Organization for the Prohibition of Chemical Weapons (OPCW) and has honoured all of its obligations under the Chemical Weapons Convention. Relevant reports of the organization attest to that. In that regard, I note that the Syrian National Authority submitted its 116th monthly report regarding the activities that it carried out on its territories.

My delegation is surprised that the debate is being held again this month, given that there have been no new developments that would require it, other than providing a new opportunity for some States, which are familiar to all of us, to repeat their accusations against my country, thereby wasting the Security Council’s time and resources. My country has repeatedly condemned the use of chemical weapons anytime, anywhere, by anyone and under any circumstances. In that regard, I would like to mention that the United States of America continues its attempts to exploit the chemical weapons dossier to serve its hostile agenda against Syria.

The Security Council recently renewed resolution 1540 (2004), which aims to prevent non-State actors from possessing weapons of mass destruction and the means for producing and delivering them, including chemical weapons. My country strongly supports that resolution. We have always provided the 1540 Committee and the Secretariat with information on the possession and use by certain terrorist organizations of toxic chemical weapons or the fabrication of chemical incidents in Syria, which unfortunately are not dealt with properly. That is why my country looks forward to the implementation of all the aspects of that resolution in a more effective manner, according to its mandate and in cooperation with Member States.

The Syrian Arab Republic reiterates its position regarding the illegitimacy of the Investigation and Identification Team, as the agreement does not provide for the OPCW Technical Secretariat to conduct investigations on identifying responsibility for using chemical weapons. We also believe that granting that illegitimate mandate to the Team was authorized through flagrant violation by certain States putting pressure on and blackmailing Member States in service of its hostile agendas against Syria. Consequently, my delegation reiterates its categorical rejection of acknowledging the Team and its erroneous and unprofessional working methods, which will eventually lead to false conclusions.

Fifthly, my delegation regrets that the Technical Secretariat has refused to cover the expenses related to the participation by the Syrian party in the meeting that was proposed to be held in Beirut to discuss a number of issues. The meeting was therefore not held, notwithstanding the fact that the Technical Secretariat had been covering the participation expenses related to such meetings since we began cooperation between Syria and the OPCW. They have enough money to cover the expenses of such meetings. The economic hardships facing Syria resulting from the unilateral coercive measures must be taken into consideration. Those measures are illegitimate and imposed on Syria by well-known countries, knowing that the Technical Secretariat did not agree to meet with the Syrian National Authority in Damascus.

Fourthly, the Syrian Arab Republic reiterates that it is keen on holding a high-level meeting between the Minister of Foreign Affairs and Expatriates, the Head of the Syrian National Authority and the OPCW Director-General as soon as possible, according to an agenda to be agreed by both parties that contributes to resolving the outstanding issues. In that regard, I note that the Syrian National Authority has responded to the proposed agenda by the Technical Secretariat, and we have put forward certain substantial proposals that will ensure the success of that meeting. We looked forward to discussing all those issues during the meeting that was supposed to be held between both parties.

Secondly, the Syrian Arab Republic has agreed to extend the tripartite agreement among Syria, the OPCW and the United Nations Office for Project Services (UNOPS) for six months, until 30 June 2023. Thirdly, the Fact-Finding Mission visited Syria from 6 to 12 November and was provided with all the facilities necessary to succeed in its mission. Regrettably, that constructive cooperation is not reflected in the report of the Technical Secretariat (see S/2022/897). In that regard, I would reiterate that we still expect the Mission to issue its reports on the incidents reported by the Syrian Republic since 2017. Those reports have been much delayed under groundless pretexts.

  35. My country stresses that it voluntarily joined the Chemical Weapons Convention and honoured its obligations pursuant to the Convention. We destroyed all our stockpiles of chemical weapons and their production facilities in record time. From the time we joined the Convention to this very day, we have continued to cooperate with the OPCW and its Technical Secretariat. In that regard, I would like to refer to certain aspects of cooperation between Syria and the OPCW. First, the Syrian Arab Republic has presented to the Director-General of the OPCW its 108th report number, dated 15 November 2022, which covers the activities carried out by Syria during the reporting period.

The delegation of the Syrian Arab Republic rejects the false accusations levelled by certain Western countries against my country, which are based on unprofessional and non-objective reports resulting from the political pressure exerted by those countries on the Technical Secretariat of the Organization for the Prohibition of Chemical Weapons (OPCW) and its various teams. Furthermore, my delegation reiterates its call for realigning the work of the OPCW, ending the politicization of its technical work and maintaining professional and impartial principles of work. I would also like to thank your predecessor, the Permanent Representative of Ghana, for his work during his country’s presidency of the Council last month. As with previous meetings, we are meeting today without any developments that would require the Council’s deliberations. However, certain Western countries persist in wasting the Council’s resources and time instead of discussing other important issues related to the maintenance of international peace and security and to upholding the purposes and principles of the Charter of the United Nations.

The Syrian Arab Republic condemns the Western States, most recently France and the Netherlands, that continue to send delegations to north- eastern Syria and infiltrate Syrian territories illegally. We emphasize that such practices constitute a violation of Syrian sovereignty and the relevant Security Council resolutions. In conclusion, the delegation of the Syrian Arab Republic stresses that Council meetings on the situation in Syria will continue to be fruitless if the fundamental challenges are not addressed. They include fighting terrorism, halting the support and financing of terrorism, ending the illegal United States and Turkish military presences and the Israeli attacks on Syrian territory and immediately lifting the unilateral coercive measures on Syria, which can only be described as inhumane and immoral.

With regard to the various aspects of humanitarian suffering in Syria, we should also address the United States occupation forces’ continued systematic plundering of Syria’s resources, such as oil, wheat and other agricultural produce, as well as the behaviour of the Turkish regime and its mercenaries, who are using water as a weapon against civilians by halting the operation of the Allouk water station and depriving a million Syrians in Al-Hasakah and its surroundings of water. They are manipulating the water levels of the Euphrates River, increasing the likelihood of thirst and dangerous pandemics and diseases, especially the spread of cholera.

We need to focus on clearing Syrian territories of such explosives and provide the necessary funding for the clearance, which would help to ensure the return of the displaced and refugees to their villages, homes and lands and their ability to take up their normal lives again. My delegation was outraged at the refusal of some Western States on the Security Council to invite Ms. Alena Douhan, the United Nations Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights, to participate in the informal interactive dialogue held on 21 November.

We call on Western States to stop politicizing humanitarian work in Syria, uphold the guiding principles of humanitarian action and honour their pledges to provide the necessary funding to the humanitarian response plan in Syria. In particular, they should support and expand early-recovery projects, as stipulated in resolution 2642 (2022). Less than 42 per cent of the necessary funding has been provided so far, and we are approaching the new year. Mines and unexploded ordnance planted by terrorist groups have claimed the lives of hundreds of women, children and farmers.

  44. We have been engaging positively with initiatives to settle the crisis that are Syrian-led and -owned, and with no foreign interference. In that regard, Syria emphasizes that the Special Envoy needs to continue to play his role as facilitator, as stipulated in his mandate. Concerning the humanitarian situation, the Syrian Arab Republic is doing its utmost to provide assistance to all Syrians without discrimination and to improve their living conditions while providing them with basic services, and is cooperating with the United Nations and its humanitarian agencies in Syria to that end. My delegation stresses the importance of supporting the efforts of the Syrian State in that regard.

  45. Israel has also attacked civilian infrastructure, leading to casualties among civilians and military personnel and to a dangerous escalation in the region. In parallel with its efforts to counter terrorism, the Syrian State has been pursuing local settlements and national reconciliation. We have taken a number of important measures, including the President’s issuance of amnesty decrees, most recently Legislative Decree No. 7 of 2022, which is comprehensive in its scope and in the way it treats terrorist crimes. These measures have been taken to ensure a return to normalcy and enhance national unity, and have enabled many Syrians to return to their normal lives. Despite all those efforts, it is surprising that some still insist on ignoring the achievements of the Syrian State in this area.

  46. Nor should the Council ignore the continued illegal presence of United States forces on Syrian land in support of militias in north-eastern Syria. That is another violation of the Charter of the United Nations and of Syria’s sovereignty, unity and territorial integrity. My country once again demands an immediate and unconditional withdrawal of United States forces from Syrian territory. The Security Council has remained silent while Israel’s occupation of the Syrian Golan and its wrongful practices against our people in the Golan have persisted, in a similar way to the subversive role that the United States and Türkiye have played on Syrian territory. The Council’s silence has emboldened Israel to escalate its attacks on Syrian territory based on flimsy justifications.

They claimed the lives of a number of civilians and military personnel and seriously damaged service facilities and civilian infrastructure in those areas, in flagrant violation of international law, international humanitarian law and the Charter of the United Nations. The Syrian Arab Republic condemns the Turkish attacks in the strongest possible terms. The pretexts that the Turkish regime uses to justify those attacks have been exposed and no longer fool anyone, especially since the Turkish regime has continued to support terrorist groups and sponsor Da’esh and the Al-Nusra Front to this very day. Syria calls on the Security Council to compel the Turkish regime to end its illegal military presence on Syrian territories immediately.

  48. Mr. Dandy (Syrian Arab Republic) (spoke in Arabic): The Security Council once again meets to discuss the political and humanitarian situations and other issues in the Syrian Arab Republic. Up to four meetings on those issues are held every month. It appears that some members of the Council wish to waste the Council’s time and resources, as they continue to ignore the fundamental challenges facing Syria, namely, terrorism, the continued violations of Syrian sovereignty and the catastrophic suffering of the Syrian people as a result of unilateral coercive measures. A week ago forces of the Turkish regime and its terrorist mercenaries launched a series of military attacks targeting northern Syria.
