“We are concerned about the lack of progress in the Constitutional Committee since last December, despite the tireless efforts of Special Envoy Pedersen, while hostilities in north-west Syria currently continue to devastate the lives of hundreds of thousands of civilians. Fourthly, we stress the importance of unity in the Council so as to find viable solutions to Syria- related issues, including the continued provision of humanitarian support for people in urgent need in Syria. The Council should continue to support all the parties concerned in Syria, as well as Special Envoy Pederson to facilitate further progress. Finally, we are of the view that all the parties concerned must exercise restraint and refrain from any action that could complicate the current situation.”

First, the conflict in Syria, currently in its ninth year, has brought about devastation to the Syrian people in the political, socioeconomic and cultural spheres. The humanitarian consequences, with millions of people in pressing need of aid, amount to a severe crisis that has for long plagued the region and the world. Secondly, the only way to address the conflict is through a comprehensive, long-term and balanced political solution, with full respect for the principles of sovereignty, territorial integrity and non-interference in the internal affairs of Syria in accordance with international law, the Charter of the United Nations and the relevant Security Council resolutions.”

“Secondly, humanitarian assistance on the ground needs to be maintained where it is needed. Humanitarian aid must go to the right people. The Syrian Government has the primary responsibility in that regard, with the continuous joint support of Member States and international organizations. Thirdly, humanitarian work should also help create a favourable environment for the political process, reconciliation and reconstruction in Syria. At the same time, it must be carried out in full respect for the sovereignty, independence and territorial integrity of Syria. Fourthly, Viet Nam has consistently held the position that all disputes and conflicts must be settled by peaceful means, in accordance with international law, including the relevant resolutions of the Security Council.”

“We are troubled by the plight of some 2.7 million people in north-western Syria in urgent need of assistance, including food, shelter, water, health care and winterization assistance. For that very reason, 20 days ago we joined other Council members in voting in favour of resolution 2504 (2020) to renew the cross- border mechanism for the delivery of humanitarian aid to Syria. In order to address the situation, we would like to emphasize the following points. First, all parties to the conflict must fully respect international law, including the Charter of the United Nations and international humanitarian law, and meet their obligations to protect the civilian population and objects. We call on all the parties to abide by the latest ceasefire brokered by Russia and Turkey and to return to dialogue.”

We highly appreciate the tireless efforts of the United Nations Office for the Coordination of Humanitarian Affairs to deliver assistance to Syrian people in need. “Viet Nam reaffirms its unwavering support for the Palestinian people’s legitimate struggle for their inalienable rights, including the right to self-determination and to become an independent and sovereign State. We strongly believe that the only solution for lasting peace and security is the establishment of a Palestinian State on the basis of pre-1967 borders, living side by side with the Israeli State in peace, security and mutual recognition. Given the destabilizing regional context, it is time for the Security Council to enhance efforts to prevent jeopardizing the progress made thus far towards the sustainable safety and security of the Middle East. While the root causes of the Middle East issues have yet to be addressed, Viet Nam is deeply concerned about the recent alarming developments in the region.”

“While the prospect of the two-State solution has yet to be realized, it is imperative that all relevant parties exercise the utmost restraint, refrain from all acts of provocation or violence, end attacks against civilians and act in strict compliance with international law and the relevant resolutions of the Security Council. “We join other delegations in calling on the parties concerned to show more political will and build mutual trust by implementing confidence-building measures. We highly appreciate and support the efforts made by the Secretary-General and his Special Envoy for Yemen. In that regard, we commend the adoption of resolution 2505 (2020) on Monday, renewing the mandate of the United Nations Mission to Support the Hodeidah Agreement (UNMHA), as well as the work of the Redeployment Coordination Committee to support the implementation of the Stockholm Agreement, including substantive monitoring of the ceasefire and the redeployment of forces from the city and port of Al-Hudaydah and elsewhere. It is also critically important that the safety of UNMHA and its personnel be ensured so that the Mission can effectively carry out its mandate.”

“We pay tribute to peacekeepers and members of the Malian armed forces who have sacrificed their lives for the sake of the peace and security of the Malian people. In the light of the findings and recommendations in the Secretary-General’s report (S/2019/983), the letter on the situation in Mali and the work of MINUSMA, my delegation wishes to make the following observations. First, we are of the view that implementing the 2015 Agreement on Peace and Reconciliation should continue to be the key strategy for sustaining peace and security in Mali. In that vein, we welcome the conclusion of the inclusive national dialogue sessions held in November and December 2019. National ownership and the full participation of the parties concerned in the inclusive national dialogue in Mali should be encouraged so that all differences can be bridged.”

“In that regard, Viet Nam highly commends the commitment and efforts of the Colombian Government and all relevant stakeholders in achieving sustainable peace and security in the country. Over the last three years, Colombia has witnessed very positive developments. We believe that those advances will help promote the livelihood of its people. We also stress the important role of the United Nations Verification Mission in Colombia, along with the United Nations country team, in supporting projects and initiatives related to the implementation of the Final Agreement. Many challenges, difficulties and problems remain, as mentioned by Council members. In that regard, I would like to stress the following points.
