National and regional institutions should be strengthened to help the private sector to increase its competitiveness. Lack of economic growth, jobs and opportunities create a breeding ground for conflict. “We support the decisions of the extraordinary Summit of the ICGLR and its recent Joint Summit with the Southern African Development Community, which took place in Luanda, Angola, in March 2014, to ensure durable peace and stability in the Democratic Republic ofthe Congo. NAM. also welcomed the establishment of the ICGLR Regional Training Facility on 18 February 2014 in Kampala to fight sexual and gender-based violence in the Great Lakes region. The implementation of the Framework requires financial resources to assist the countries of the region in the provision of social services for the population, generate more cross-border trade and develop the hydroelectric potential of a region richly endowed with water resources.”

I also thank the Secretary- General, the African Union Commissioner for Peace and Security, and the Secretary-General's Special Envoy for the Great Lakes Region for their inputs in this debate. The Great Lakes region is one ofthe African regions that are richly endowed with natural resources and, above all, industrious and creative people. It is one of the cradles of human civilization to which many people in Africa trace their origins, and yet the region is still going through some of the worst conflicts affecting the African continent. “It is a regime that, through its onoing policy of occupation and its criminal policies and practices in the occupied territories, has always been a major root cause that has driven people towards violent extremism. It is also ironic that a regime that threatens its neighbours and remains the only obstacle to the establishment of a nuclear-weapon-free zone in the Middle East should call on the Council to be brave and vigilant concerning Iran's nuclear programme. That is nothing other than a new line of sabotage that Israel has undertaken following the resounding defeat of its all-out attempts to derail the talks between Iran and the P5+1 on a nuclear deal.”

“With regard to the occupied Syrian Golan, the Movement condemns all measures taken by Israel, the occupying Power, to alter the legal, physical and demographic status of the occupied Syrian Golan, which have intensified after the outbreak of Syrian crisis. The Non-Aligned Movement demands once again that Israel abide by resolution 497 (1981) and withdraw fully from the occupied Syrian Golan to the borders of 4 June 1967, in implementation of resolutions 242 (1967) and 338 (1973). Let me add a few words in response to the basest of allegations by the representative of Israel against my Government. Those allegations were made by the representative of a regime that has been the major root cause of instability in the region for more than six decades.”

“Lebanon continues to suffer from consecutive Israeli violations of its borders and incursions against its territory, followed by subsequent years of occupation and aggression. Unfortunately, Israel continues to violate Lebanese air space, intensifying its incursions over Lebanon. Such activities are a blatant Violation of Lebanese sovereignty and the relevant international resolutions, in particular resolution 1701 (2006). The provisions of that resolution should be implemented in a manner that guarantees the consolidation of the foundations of stability and security in Lebanon and prevents Israel from undertaking its daily violations of Lebanese sovereignty.”

“In that regard, we welcome the regional initiatives taken by the countries of the region, including China, Pakistan, Tajikistan, Turkmenistan, Uzbekistan and Iran, to combat the production and transfer of narcotics. At the same time, strong support and commitment by the international donors, Afghan authorities and the United Nations Office on Drugs and Crime is essential in order to deter the menace of drug cultivation and drug trafficking. Illicit drugs are not only a major social and public- health challenge, but also, and more importantly, a main source of income for extremist and terrorist groups. “The railroad project between Herat and the city of Khaf in Iran and Iran's readiness to make its port facilities in Chahbahar available to Afghanistan are two major and ongoing projects in that field. As Afghanistan is a landlocked country, it is agreed that those two projects are very important. We need to move forward with those activities in the framework of the tripartite agreement between India, Afghanistan and Iran as soon as possible. On counter-narcotics efforts, we are particularly concerned about the reports indicating an increase in opium-poppy cultivation in Afghanistan during recent years. It is a real warning sign for the region and beyond. That threat should be addressed by the international community in a very serious manner.”

“On bilateral cooperation, Iran hosted President Ghani on 19 and 20 April for his first official visit to Iran and meetings with Supreme Leader Ayatollah Ali Khamenei and President Hassan Rouhani, during which the two countries pledged greater cooperation in the areas of security information-sharing, counter- narcotics operations, the sharing of water resources, and refugees. The two presidents also underlined their determination to cooperate in fighting extremism and terrorism throughout the region by eliminating those menaces. In the View of the Iranian Government, trade and transit are two main fields that are ripe for expansion in Tehran-Kabul relations.”

“Insecurity, instability and poverty continue to provide fertile ground for the continued presence in Afghanistan of Violent extremist groups such as the Taliban and Al-Qaida, as well as of the more recently emerged Daesh and other foreign terrorist fighters, as the Secretary-General mentions in the report. Unfortunately, the report also indicates that the number of terrorist actions has increased. We regard activities by all Violent extremists in Afghanistan as a security threat to Iran and the whole region. Iran has always condemned all violent attacks committed by terrorist groups, and we reject any cooperation with them, since we believe that would be counterproductive in establishing peace in Afghanistan.”

“Our policy of steadfast support for the Afghan Government has not changed, and will not. We are confident that the National Unity Government is best positioned to face the major challenges to peace and development in Afghanistan, and in that regard we will spare no effort in lending it our support. Once again, unfortunately, the report of the Secretary-General on the situation in Afghanistan (S/2015/422) indicates a deterioration in the country's security situation, describing an increase in armed attacks and violence that is 6 per cent higher than in the same period in 2014 and 45 per cent higher than in 2013. Those figures should be a matter of grave concern to all of us in the region and beyond.”

The failure to resolve this question continues to undermine the credibility of our international system and the rule of law. “strongly condemns Israel's continued and escalating settlement construction throughout the occupied Palestinian territory, including in and around occupied East Jerusalem, in a grave breach of the Fourth Geneva Convention and United Nations resolutions, including those of the Security Council. Those and other systemic violations, such as the demolition of homes, the forced displacement of Palestinian civilians, the arrest and detention of Palestinians, including children, and incessant violence, terror and provocations by Israeli settlers and extremists, including at sensitive religious sites, particularly the Al-Aqsa Mosque, have worsened conditions on the ground, increasing already grave doubts about Israel's claim of commitment to this twisted solution and peace.”

“It also caused vast destruction of homes and vital civilian infrastructure, hospitals and schools, including more than 100 United Nations facilities and the majority of schools run by the United Nations Relief and Works Agency for Palestine Refugees in the Near East, as well as mosques, churches and agricultural and industrial properties, further decimating the Palestinian social fabric and economy and traumatizing the population. Another year has passed, and the suffering and injustice borne by the Palestinian people continue. “Israel has not been held accountable for those crimes, despite the fact that the occupying forces launched tens of thousands of missiles, bombs, artillery shells and live ammunition against a defenceless Palestinian civilian population in an inhuman and criminal onslaught that killed more than 2,200 Palestinians, the majority of them civilians, including hundreds of children and women, injured and maimed more than 11,000, displaced hundreds of thousands and terrorized the entire population.”

“In doing so, the Council would fulfil its duty under the Charter of the United Nations for the maintenance of international peace and security and genuinely contribute to a solution of the Palestinian- Israeli conflict, the core of the Arab-Israeli conflict, which remains a source of grave concern for the region, the international community and for prospects of global peace and stability. “Yet, as regrettably reaffirmed with the failure of the Security Council to uphold its responsibilities during the vote on 30 December 2014 (see S/PV.7354), the Palestinian people have no glimmer of hope for realizing their right to self-determination and freedom and finally experiencing the justice and peace so long denied to them. “The continued occupation of other peoples' lands by that regime and its periodic aggressions to support it lies at the heart of the current situation in the region. There should be no doubt that such Israeli policies are the most important factor creating a space for such terrorists groups as ISIS, Al-Qaida and Jabhat al-Nusra in the region. Finally, let me conclude by reiterating that Hizbullah is part and parcel of Lebanese political life. It is a political party by itself, and is represented in the Lebanese Parliament and Cabinet. Malignant rhetoric has not tarnished and never will tarnish its image and its contribution to the cause of the people in our region, namely, to resist the Israeli regime's continued aggression.”
