“The Movement of Non-Aligned Nations has also expressed its resolve to eliminate all forms of discrimination and violence against women and girls, especially in situations of armed conflict and foreign occupation, including the systematic use of abduction and rape by the parties to a conflict as an instrument of war, as well the trafficking in and victimization of women and girls. In that regard, the Non-Aligned Movement has called upon States to take all necessary measures against the perpetrators of such acts and to ensure compliance with international law and domestic legislation. “The Secretary- General's report indicates that in 2013, eight Palestinian children were killed and 1,265 injured in the occupied Palestinian territories, while 54 boys between the ages of 14 and 17 years of age were held in Israeli military detention for alleged security violations. Moreover, according to the United Nations, in the latest round of Israeli aggression against Gaza, at least 501 children were killed and over 3000 injured, while 373,000 Palestinian children need immediate psychosocial first aid. According to UNICEF, at least 219 schools have been damaged by Israeli air strikes, while 22 were completely destroyed.”

“Despite all the efforts made at the international level for the protection of civilians in general and despite the measures adopted by the Security Council and the relevant humanitarian institutions, it is still regrettably true that armed conflicts continue to take a heavy toll on children. As the Secretary-General's report indicates, we are still witnessing the recruitment and use of children, sexual violence against children, the killing and maiming of children, and recurrent attacks on schools and hospitals, in contravention of international law. Children in the occupied Palestinian territories have always suffered the heaviest casualty rate. They continue to be harshly affected by the ongoing military occupation, conflict and blockade.”

“It is the only obstacle to the establishment ofa zone free of nuclear weapons and all other weapons of mass destruction in the region. It is the only country that refused to participate on the Helsinki conference on the establishment of a nuclear- weapon-free zone in the Middle East mandated by the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, and it is the only country to have attacked peaceful nuclear installations in two countries in the region, one of those attacks being condemned by the Security Council. The Israeli regime is well known to be responsible for many acts of State terrorism and cannot and is not eligible to point fingers at others as a tactic for diverting attention from its extremist and terrorist policies.”

“Iran has submitted reports required by resolution 1540 (2004) and continues to support relevant resolutions of the General Assembly. “I thank Republic of Korea and its Minister of Foreign Affairs, Mr. Yun Byung-se, for convening this meeting. I also thank the Mr. Jan Eliasson, Deputy Secretary-General, for his statement. Resolution 1540 (2004) affirms that the proliferation of weapons of mass destruction constitutes a threat to international peace and security. The Islamic Republic of Iran, as a State party to all major international treaties banning weapons of mass destruction, strongly supports that assertion. As the Secretary-General has rightly put it, "there are no right hands for these wrong weapons". Therefore, the only absolute guarantee against the threat or use of such weapons is their total elimination.”

“Such activities are a blatant violation of Lebanese sovereignty and the relevant international resolutions, in particular resolution 1701 (2006). In the recent period, the Movement has remained greatly concerned, specifically about the illegal policy being pursued by Israel, the occupying Power, against the Palestinian people, their land and their holy sites, about the negative impact on the ground and about the peace negotiations. Despite the international efforts and calls for peace, Israel has continued to behave in a manner blatantly contradictory to the law and the clear objectives of the peace process.”

“Despite serious international efforts and constant, repeated calls for a peaceful and comprehensive solution in conformity with international law and the relevant United Nations resolutions, the Israeli military occupation of Palestinian and Arab lands remains ongoing, and the Palestinian people continue to be tragically denied their inalienable rights and freedom. Furthermore, the peace process is once again at a dangerous impasse, with negotiations suspended due to Israel's repeated rejectionist stance. The failure to resolve the question and the prolongation of the conflict, despite the clarity of international law, including the demands made by the Security Council, continue to damage the credibility of our international system, undermine the rule of law and compound conflict and human suffering.”

“They also emphasized that "SSR should be undertaken at the request of the country concerned, and underlined the primary responsibility and the sovereign right of the country concerned in determining its national priorities in this regard." As for the development of a United Nations approach to SSR, the Non-Aligned Movement believes that such development must take place in the General Assembly to ensure that the formulation of SSR strategies, including scope and mandate, is carried out through the widest possible intergovernmental process. We need thorough discussions in the General Assembly and in the Economic and Social Council to allow for the full participation of the United Nations membership at large in such an important and sensitive issue.”

“The presidential statement adopted on 21 February 2007 (S/PRST/2007/3) also stresses the critical importance of SSR in post-conflict environments and underlines the sovereignty and primary responsibility of the country concerned to determine the national approach and priorities of SSR. In August 2012, the Heads of State or Government of the Non-Aligned Movement noted, in the final document of their sixteenth Summit, held in Tehran, the importance of SSR, among other important components of United Nations peacekeeping in post- conflict situations. They stressed that SSR should be integrated in the broad framework of United Nations rule-of-law activities, thus ensuring that SSR activities and structures do not duplicate the work carried out in the rule of law area.”
