“The International Atomic Energy Agency (IAEA), the function and findings of which play a pivotal role in the Iranian dossier, has admirably discharged its obligations since 2015, as demonstrated by the 11 reports that it has issued since then. In its most recent reports, the IAEA has once again pointed out the successful implementation of the 2015 agreement owing to the frequent inspections in Iran, which have confirmed limited uranium enrichment exclusively for civilian use and the provisional implementation of its Additional Protocol to its Safeguards Agreement.”

“In adopting resolution 2231 (2015), the Security Council sought, inter alia, to guarantee the exclusively civilian character of Iran's nuclear programme, in accordance with article IV of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). My delegation believes that this agreement constitutes a solid foundation for the implementation of the NPT and that bringing it into question is likely to undermine the collective efforts of the international community to find a peaceful solution to the Iranian nuclear issue. Moreover, it calls on all stakeholders to resolve all disagreements relating to the implementation of the provisions of the JCPOA through negotiations within the Joint Commission provided for in annex 4 of the agreement.”

“Cote d'Ivoire reaffirms its support for the efforts of the Afghan authorities to combat terrorism and calls for enhanced regional and international cooperation in that area. My country welcomes the signing of the Afghanistan-Pakistan Action Plan for Peace and Solidarity, which is an innovative partnership for regional cooperation in the areas of counter-terrorism, violence reduction, refugee repatriation and economic development. In addition, the international community should encourage greater coordination between the United Nations Office on Drugs and Crime and the Afghan Government in order to cut off the sources of funding for armed groups and terrorists in Afghanistan by providing alternative livelihoods to those living in rural areas who depend on poppy cultivation.”

“My delegation deplores the very limited access of humanitarian agencies to vulnerable people and the attacks on humanitarian workers, which constitute a breach of international humanitarian law. We therefore call on the international community to respond to the emergency appeal launched by the United Nations aimed at meeting the basic needs of those affected by the drought. My country commends the Afghan Government, the United Nations Assistance Mission in Afghanistan and donor countries on their efforts to organize the ministerial conference on Afghanistan to be held in Geneva on 28 November. The presence of Islamic State-affiliated terrorist groups in Afghanistan could destabilize the country and the entire region.”

“Furthermore, my country commends the Government on its efforts to provide Afghan women with the means to consolidate their place in society and to promote their participation in regional and international initiatives to bring about peace, while protecting their fundamental rights. The humanitarian situation also remains a source of concern owing to the ongoing drought and low levels of rainfall, which could lead to famine in the country and to the forced displacement of people. According to the report of the Secretary-General (S/2018/539) of 6 June, more than 2 million people across two thirds of the country will be affected by drought and 1.4 million will be severely affected and require emergency food and water assistance in order to survive.”

“Gulbuddin Hekmatyar, which has enabled Mr. Hekmatyar to return to Kabul after a 20-year absence, his supporters to be released and members of his movement to assume provincial governorships. We encourage Afghan stakeholders to continue to engage in dialogue in order to meet their aspirations for peace and take ownership of their country through inclusive and peaceful elections. However, attacks on electoral infrastructure, the abduction of election workers and the intimidation and harassment of registered voters are acts that could disrupt the electoral process and that demand action from the Council.”

“My delegation calls on the Taliban to grant the Afghan President's request to extend the ceasefire and implores it to be firmly committed to direct peace talks without conditions, within the framework of the Kabul process, to achieve a political settlement to the crisis and bring about sustainable peace. An inclusive political process should lead to credible elections and remains the key to ending the crisis in Afghanistan. In that regard, my delegation welcomes the considerable progress made in the dialogue among Afghan political stakeholders, which helped to peaceably resolve the dispute between President Ashraf Ghani Ahmadzai and the former governor of Balkh province, Mr. Atta Mohammad Noor. My delegation is also pleased to note President Ghani's implementation of the peace agreement with the leader of Hezb-i-Islami, Mr.”

My country condemns the wave of violence and deadly attacks, which has plunged Afghanistan into mourning, and once again calls on the Security Council to pay greater attention to the security situation in the country.”

“The current situation of conflicts in the world could give rise to scepticism with respect to the Security Council's ability to provide lasting responses to the conflicts that the world is mourning. Cote d'Ivoire, which in the recent past has been a focus of the Security Council's attention, remains convinced that wherever the Council has been able to demonstrate unity and act with firmness, it has been able to effectively rise to security and stability challenges and put an end to the suffering of thousands of people. We would say in conclusion that the Security Council, which has the primary responsibility for the maintenance of international peace and security, must play a leading role in the prevention and settlement of conflicts in the Middle East and North Africa.”

We remain convinced that there can be no alternative to a political solution in Yemen. We therefore urge the various parties to end hostilities and engage meaningfully so as to achieve a political settlement of the crisis as part of the efforts of the Secretary-General's Special Envoy for Yemen, Mr. Martin Griffiths. With regard to Libya, cote d'Ivoire reiterates its support for the Action Plan of the Special Representative, Mr. Ghassan Salame. We urge the international community to give it its full support in order to advance the national reconciliation process and lay the foundations for lasting stability and peace in Libya through an inclusive democratic process.”

“The conflict in Syria continues to crystallize tensions and polarize the Security Council, particularly with the recurrent allegations of the use of chemical weapons by the warring parties. The absence of an independent mechanism for accountability and the fight against impunity remains a major challenge for the Council. It is vital that we overcome our differences with a View to establishing an independent international mechanism for investigating the use of chemical weapons, in Syria and throughout the world. My country also reiterates its support for the efforts of Special Envoy Staffan de Mistura aimed at resuming a political dialogue on the basis of the Geneva process, as prescribed by the relevant provisions of resolution 2254 (2015).”

“In this regard, we welcome all initiatives aimed at finding a peaceful, lasting and satisfactory solution for all concerned with the Iranian nuclear issue. With regard to the Israeli-Palestinian conflict, Cote d'Ivoire reaffirms its position in support ofa two- State solution, in which Israel and Palestine coexist in peace and security on the basis of the relevant Security Council resolutions. We therefore call on Israelis and Palestinians to renounce violence and unilateral action, which only make the prospects increasingly remote of resuming political dialogue with a view to reaching a peaceful solution to a conflict that has lasted too long. My country also urges the Council to play its role to the full, in order to stimulate a new dynamic in the search for a negotiated solution to this crisis.”

“My delegation notes with regret the lack of political prospects for resolving the various conflicts, the shortage of democratic governance, the stalemate in peace processes, the high geopolitical and religious tensions and the humanitarian tragedies that the people ofthe region are enduring. The emergence ofperipheral and non-State actors, including armed groups and such terrorist organizations as Al-Qaida, the Al-Nusra Front and the Islamic State, presents threats to security and stability, not only in the Middle East and North Africa, but worldwide. My delegation would like to emphasize that it is through unity that the Security Council could be in a position to play a leading role in the prevention and resolution of conflicts in the Middle East and North Africa, and indeed anywhere else in the world.”

“The sound conclusions and relevant proposals bode well for a better understanding of the current security and political situation in Mali as we seek to renew MINUSMA's mandate. Cote d'Ivoire agrees with the experts of the independent team that combating terrorism and organized transnational crime is a challenge for regional security and therefore requires a coordinated and comprehensive approach. My country endorses the proposed pact for peace between the Malian Government, the Security Council, the United Nations and international partners. “Furthermore, the deployment of force multipliers would bolster MINUSMA's capabilities and enable it to better protect United Nations staff and civilians. With regard to the protection of civilians, in particular in the centre of the country, which has fallen prey to inter-community violence, it is vital to deploy United Nations police units and boost the capacity of the local police in order to restore State authority. With regard to the humanitarian situation, which is also a source of concern, Cote d'Ivoire notes with regret that the 2018 humanitarian response plan, which was assessed at $263 million, has been financed at just 24 per cent. Cote d'Ivoire welcomes ongoing efforts to operationalize the Joint Force of the Group of Five for the Sahel (G-S Sahel), in accordance with resolution 2391 (2017).”

“My country calls on the United Nations Integrated Multidimensional Mission for Stabilization in Mali (MINUSMA) to invest in securing the elections by lending technical and logistical support to the Malian armed forces, as well as redeploying administration throughout the country. The security situation remains concerning in parts of Mali, due to ongoing asymmetrical attacks by terrorist groups against civilians and MINUSMA camps, as well as community violence in central Mali. My delegation therefore invites the international community to provide MINUSMA with the logistical capacity required to prevent attacks and protect convoys, such as early warning equipment, armoured personnel carriers and medical evacuation and health- care helicopters.”

“Faced with the challenges of consolidating peace and reviving sustainable development policies in Central Africa, UNOCA plays a vital role in supporting the efforts of the States and peoples of the subregion in their quest for peace, stability and development, especially through partnership strategies with other institutions, with a view to achieving unity of action and pooling working resources. In that context, we should encourage concrete action, such as the cooperation framework between ECCAS and UNOCA, signed on 14 June 2016 in New York. “Cote d'Ivoire also encourages the implementation of the subregional strategy to combat mercenary activities and transnational organized crime in Central Africa, as well as the adoption of subregional regulations on pastoralism, as decided by COPAX. My delegation welcomes the good cooperation that exists between the subregional organizations ECCAS and the Economic Community of West African States (ECOWAS), within the framework of shared experiences and mutual support in order to face the challenge of fighting instability. It attaches particular importance to the joint ECCAS-ECOWAS summit on peace, security, radicalization and violent extremism, to be held in July.”

“We invite the international community to support the military component of the Regional Cooperation Initiative, which remains a relevant mechanism for cooperation and coordination in the fight against the LRA. The difficulties I have just noted show the need for the establishment of a regional cooperation strategy in order to provide an appropriate response to the challenges undermining Central Africa. In that regard, my country supports the efforts of the Economic Community of Central African States (ECCAS) to promote peace and security, and welcomes the recent adoption by the Council for Peace and Security in Central Africa (COPAX) of the strategy to prevent and combat terrorism in the region, in accordance with the recommendation of the United Nations Standing Advisory Committee on Security Questions in Central Africa.”

“My delegation also supports the strengthening of support for the Multinational Joint Task Force against Boko Haram, in close collaboration with the African Union and the Lake Chad Basin Commission, as recommended by the Secretary- General in his report (S/2018/521). Cote d'Ivoire is also concerned about the actions of the Lord's Resistance Army (LRA), which remains a threat to the safety of civilians, despite the fact that its operational capabilities have been reduced. Indeed, the movement regularly carries out kidnappings, looting, extrajudicial executions and sexual assaults, in particular in the Central African Republic and the Democratic Republic of the Congo. My delegation welcomes the extension of the mandate of the Regional Cooperation Initiative for the Elimination of the LRA by the African Union until 22 August.”

“We call on all parties to resume inclusive inter-Burundian dialogue, under the auspices of the East African Community and within the framework of the Arusha Peace and Reconciliation Agreement for Burundi, with a view to definitively overcoming the crisis. The security situation in the Lake Chad basin is also a source of concern for my delegation in the light of the ongoing threat posed by Boko Haram, whose criminal activities extend to Cameroon, Chad and the Niger. My country welcomes the upcoming implementation of the stabilization strategy for the Lake Chad region, which seeks to identify, prosecute, rehabilitate and reintegrate persons associated with Boko Haram and the Islamic State of Iraq and the Levant, in accordance with resolution 2349 (2017).”

“Touadera, to promote constructive dialogue and consultation with a view to ensuring inclusive national reconciliation, which is essential to achieving lasting peace. In the Democratic Republic of the Congo, my delegation calls for the effective implementation of the 31 December agreement in order to ensure the holding of elections on 23 December. We welcome the progress that has been accomplished in that area. We further encourage the Congolese Government to do more to address the remaining challenges, in particular security issues, and to take the steps necessary to ease the sociopolitical environment as a precondition for peaceful elections. With regard to the situation in Burundi, Cote d'Ivoire takes note of the results of the referendum on the constitutional review, held on 17 May.”

“The absence of State authority over a large swath of national territory, mercenary activities and illicit trafficking in natural resources and weapons are all challenges that have a negative impact on the security of the country and the entire region. The situation demands a coordinated response by the international community to address these challenges. My delegation supports the African Initiative for Peace and Reconciliation in the Central African Republic, conducted under the auspices of the African Union, whose effective implementation of the road map should enable significant progress to be made towards achieving a lasting solution to the crisis in that country. We also welcome the efforts undertaken by the President of the Central African Republic, Mr.”
