We welcome the progress made in recent years in several Central African countries. However, we remain concerned about the serious multifaceted political and security challenges, such as armed conflict, terrorism, poaching, transnational organized crime and maritime piracy. In the Central African Republic, the renewed violence, including clashes between ethnic and religious communities and repeated attacks against the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic, continues to be a source of concern.”

“In the light of its experience in the area of peacebuilding and the vital support of the United Nations country team in Cote d'lvoire, my country maintains that such collaboration could provide the right solutions and conditions required to bring about a viable end to the crisis and UNAMID's exit. Its withdrawal should be gradual in order to ensure that the protection of civilians is notjeopardized. In addition, my delegation underscores the importance of providing the necessary funding to the country team to ensure the long-term implementation of rapid recovery, development and peacebuilding activities.”

“My delegation welcomes the progress made on the operational concept of UNAMID, which is focused on peacekeeping in Jebel Marra and on achieving stability and peacebuilding elsewhere in Darfur. It also notes the findings of the strategic review of the Mission conducted with the African Union Commission and calls for the diligent implementation of the Secretary- General's recommendations. My delegation supports in particular the recommendations on defining common priorities and implementing relevant joint activities, in close cooperation with the United Nations country team within the framework of the transition.”

“At the political level, cote d'Ivoire deplores the fact that some armed groups have not signed the Doha Document, which is having an adverse impact on the peace process in Darfur and on the implementation of the Document's provisions. My country shares the view of the Secretary-General with regard to the importance of making a greater effort to encourage such groups to take part in the peace process, based on the provisions of the Doha Document, which is the only viable path to peace in Darfur. cote d'Ivoire congratulates the Sudanese Government on the progress that has led to a considerable improvement in the security situation and improved stability in Darfur, despite the current challenges.”

“Cote d'Ivoire encourages the Sudanese Government to redouble its efforts to settle the land management issue. We also call on the international community to provide financial support to the Sudanese Government so as to enable the various committees established in accordance with the Doha Document to continue activities that ensure the well-being of the people of Darfur. My delegation is concerned about the negative impact of climate change on agriculture and livestock farming, both of which help to improve food security. We call on the international community to meet the funding needs of the 2018 Humanitarian Response Plan for the Sudan.”

“With regard to the humanitarian situation, my delegation notes that two major challenges remain, in particular the issue of internally displaced persons and the effects of climate change on the population's resilience capacity. With regard to the issue of internally displaced persons, besides the lack of infrastructure and limited access to basic social services, problems related to land management and the use of natural resources continue to prevent internally displaced persons from returning home freely, safely and with dignity. In that regard, my delegation is of the view that the comprehensive implementation of land management provisions, such as those stipulated in the Doha Document for Peace in Darfur, will help to bring about a permanent settlement to the land tenure issue.”

“However, it must be noted that the situation remains worrying in Jebel Marra, where armed groups associated with the Sudan Liberation Army-Abdul Wahid faction continue to carry out criminal and destabilizing activities. Cete d'Ivoire therefore calls on the international community to do its utmost to halt the actions of those armed groups, which could undermine the gains made in the area of security. Cote d'Ivoire also welcomes the extension of the unilateral ceasefire of hostilities by the Government of the Sudan and certain armed groups, and urges them to commit themselves further by signing a permanent ceasefire - a precondition for a definitive end to the crisis.”

The report informs us of the developments and challenges in Darfur to bring peace and stability to the region. My delegation welcomes the weapons-collection campaign and the gradual redeployment of State power that have led to an improvement in the security situation throughout Darfur.”

“Despite its supposed residual functions, the Mechanism plays an undeniable role in the respect for international law and the fight against impunity in the regions of ex-Yugoslavia and Rwanda. Perpetrators of mass crimes are still at large. The Mechanism should pursue them, apprehend them and judge them. In conclusion, C6te d'Ivoire invites the international community and the Council to support the efforts of the Mechanism and to provide it the necessary support and cooperation to enable it to complete its tasks in order to successfully discharge its mandate.”

“In that connection, my delegation supports activities to bolster national judiciary capacities, enabling State institutions of beneficiary States to take in the experience gained and the best practices with regard to the Mechanism in order to prosecute perpetrators of mass crimes. We welcome the advanced training provided in February by the Mechanism's Office of the Prosecutor in Dakar on investigation and prosecution for international crimes in Central Africa and West Africa. Thirty prosecutors and investigating judges from C6te d'Ivoire, Guinea, Mali, the Niger, the Central African Republic and Senegal participated in this high-level training. Cote d'Ivoire strongly encourages the Office of the Prosecutor to take all necessary measures to effectively hold the follow-up session in Abidjan.”

“With respect to States' cooperation with the Mechanism, my country is of the view that it is key in the search for, arrest and transfer of fugitives and the enforcement of sentences imposed. In that regard, my delegation appreciates the initiatives taken by the States that support the Mechanism by receiving persons who have been convicted, acquitted or have served their sentences when they renounce their return to their countries of origin. We also encourage States to redouble their efforts to apprehend fugitives and make them available to the Mechanism for trial. With regard to strengthening the judicial capacities of national institutions, it is an important link in the promotion of the principle of complementarity and the assumption of responsibility by national authorities following a conflict.”

“We encourage the President and the Prosecutor to pursue their efforts to achieve the objectives set by the United Nations in resolution 1966 (2010). cote d'Ivoire also reaffirms the importance of the recommendations made by the OIOS in its review of the Mechanism's working methods and welcomes the steps taken to implement them. In that regard, my delegation supports the staff morale survey, the review of the survey results and the development of strategies on managing institutional change. “Indeed, the Mechanism has fulfilled its mandate, in accordance with resolution 1966 (2010), by ensuring the necessary continuity of the residual functions transferred to it by the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia, as evidenced by the increasing volume of its judicial activities, enforcement of sentences, the protection of victims and witnesses, and archives management. My delegation commends the remarkable progress made by the Mechanism, as noted by the Office of Internal Oversight Services (OIOS) in the report it published in March. Those include matching the budget to the size and activities of the Mechanism, as well as staff reductions.”

“On 17 May, the Council held an open debate on upholding international law within the context of the maintenance of international peace and security (see S/PV.8262). On that occasion, almost all delegations stressed the need for States to pool their efforts to fight impunity in cases of violations of international law. The letters of the President and the Prosecutor of the Mechanism (see S/2018/347 and S/2018/47l) are in line with that perspective. The Mechanism - a small, temporary entity - has made significant progress in implementing its mandate in recent years.”

“My delegation deplores the lack of political prospects in the settlement of the Israeli-Palestinian conflict. We are particularly concerned about the outbreak of violence that we are unfortunately witnessing in the Gaza Strip, which is largely sustained by a difficult economic and humanitarian situation, heavily affected by the blockade in force, youth unemployment and various shortages of water, electricity and medicines. It is therefore important that the international community intensify its efforts to implement projects and concrete measures to improve the humanitarian situation, but also the economic development of the Gaza Strip.”

“Cote d'Ivoire cannot say it enough: there is no alternative to peace, any more than there can be a military solution to the conflict between Palestinians and Israelis. Cote d'Ivoire reaffirms its principled position that only credible dialogue and political negotiations between the parties will lead to a Viable solution for the two States living side by side in peace and security, based on the mutual recognition of the legitimate rights of both parties. My delegation therefore urges the international community to continue, without respite, its mediation efforts in the context of the resumption of the political process between the two parties, with a view to making the two-State solution a tangible reality, in the best interests of the Israeli and Palestinian populations.”

“Mr. Djedje (Cote d'Ivoire) (spoke in French): I thank Special Coordinator Mladenov for his insightful briefing. After the tragic events linked to the March of Return, the Gaza Strip is once again the scene ofviolent clashes, following a series of Israeli strikes carried out in reprisal for dozens of mortars and rockets fired at Israel from the Palestinian enclave. My delegation remains deeply concerned about this new cycle of violence, which threatens to plunge the entire region into chaos. We unreservedly condemn these acts of violence and call on the various parties to agree to an immediate and lasting ceasefire. My country also urges the parties to the conflict to engage in a constructive dialogue to find a political solution to a crisis that has shaken the region for decades.”

“My country welcomes the efforts of the international community to fill the funding gap in the humanitarian response plan in eastern Ukraine, estimated at $186 million, to help the 2.3 million people in need of assistance in 2018. In conclusion, Cote d'Ivoire reiterates its support for all efforts to find a political solution to the crisis in Ukraine. “The shelling has interrupted the gas and electricity distribution systems, affecting the living conditions of all of the people. Since the outbreak of the conflict, in 2014, civilians have suffered frequent water and electricity cuts around the line of contact and in internally displaced persons centres. On 18 April, 350,000 civilians had their water supply disrupted by damage to the Donetsk water filtration station. The station is still down and presents increased risks of contamination due to the numerous attacks to which it is subjected. My delegation condemns those acts, which constitute violations of international humanitarian law, and urges the parties to the conflict to safeguard critical water infrastructure and the provision of basic social services, such as water, gas and electricity.”

“Cote d'Ivoire, which is in favour of a peaceful resolution of the crisis in Ukraine, calls for respect for the ceasefire in force by the various parties involved, and above all for the full implementation of the Minsk agreements, within the framework of the Normandy format. My country also supports the efforts of the OSCE Monitoring Mission and the Joint Centre for Control and Coordination to de-escalate the conflict. Against that backdrop, my delegation calls on the parties to the conflict to take all appropriate steps towards the casing of tensions, in particular by enabling the Joint Centre for Control and Coordination to play its role in supporting OSCE monitors and following up on the ceasefire agreements. The humanitarian situation is also worrisome, given the resumption of fighting in eastern Ukraine since the beginning of May.”

“The recent upsurge in fighting along the line of contact in eastern Ukraine, which has resulted in the loss of human lives and the destruction of civilian infrastructure essential to the provision of basic social services to the population, is a challenge to the entire international community, and particularly to the Security Council. Above all, my delegation deplores the lack of progress in the implementation of the Minsk agreements, signed on 12 February 2015, including the recurrent violations of the ceasefire and the obstructions to the movement of the Organization for Security and Cooperation in Europe (OSCE) Special Monitoring Mission. These facts undeniably constitute major obstacles to the implementation of the agreements, which to date remains the appropriate framework for resolving the crisis in Ukraine.”

“The fact is that more than six months after the last session of the inter-Burundian dialogue, conducted in Uganda under the auspices of the East African Community, there has been no significant progress in the political process despite the efforts of the facilitator, Mr. Mkapa. Cote d'Ivoire urges Burundi's stakeholders to resume their dialogue on the basis of the Arusha Accords. We urge them to reject preconditions and unilateral actions in order to create the conditions necessary for a successful resolution of the crisis, through a credible political process leading to democratic and inclusive elections in 2020. In conclusion, my delegation encourages the East African Community and the mediator and facilitator of the inter-Burundian dialogue to work for a resumption of the political dialogue.”

“However, we regret the lack of consultation with the various sectors of Burundian society, which not only risks widening the split between the ruling coalition and the opposition but may also further undermine the process of national reconciliation in Burundi. Cote d'Ivoire therefore urges the Burundian authorities, in the aftermath of the referendum, to work to create a peaceful sociopolitical climate that will foster a resumption of political dialogue on the basis of the Arusha Accords. The Accords have been the main pillar of peace and stability for more than a decade and brought an end to the country's civil war by establishing a system in which power is shared by Burundi's various ethnic groups. The stalemate in the inter-Burundian political dialogue is of concern to the entire international community.”

I also thank Ambassador Jiirg Lauber, whose recent mission to Burundi has enabled us to follow developments on the ground. I will focus on the referendum held on 17 May and the outlook for the political process in Burundi. On 17 May, Burundian voters voted in favour of the constitutional reform proposed by the Burundian authorities. Cote d'Ivoire takes note of the provisional results of the referendum, which unquestionably remains a prerogative of the Burundian authorities.”

However, my country remains concerned about the long-term financial sustainability ofthe Joint Force, given the scale ofneed and the delays in the provision of the funds pledged. “The success of the Agreement is the cornerstone for the restoration of lasting peace and stability in the Sahel. The responses provided by the Joint Force in terms of security must also be supported by strategies aimed at eradicating regional vulnerabilities and enhancing the resilience of States and local populations to crises, including measures to counter poverty and unemployment, and to improve access to basic social services such as education and health. In that regard, my country welcomes the launch, in July 2017, of the Alliance for the Sahel mechanism to strengthen coordination among donors for rapid-impact projects targeting populations in the most vulnerable areas. It is important to ensure the necessary complementarity between the initiatives of the Alliance for the Sahel and the Priority Investment Programme.”

“Moreover, even if it reaches full operational capacity, the effectiveness ofthe Joint Force will remain dependent on current efforts to stabilize the regional political environment. The Joint Force must therefore serve as just one component of a political solution, going beyond security alone, to the ongoing crises in the Sahel. In the same spirit, my delegation urges parties to seek a political solution to the Malian crisis via the implementation without delay by all signatories of the Agreement on Peace and Reconciliation, signed at the end of the Algiers process in 2015. “Cote d'Ivoire therefore welcomes the signing of the technical agreement among the United Nations, the European Union and the G-5 Sahel countries, and hopes that funding pledges will be honoured, thereby advancing the process of the operationalization of the Joint Force. We also welcome the adoption by the G-5 Sahel States of a compliance framework intended to ensure strict respect for human rights by the Joint Force, whose operational success will depend on the buy-in and cooperation of local communities. The implementation of this compliance framework will require targeted training on respect for basic human rights for Joint Force military components and punishments that make an example of those who violate human rights.”

“The protection of civilians and humanitarian personnel, as prescribed by international standards, is possible, effective and sustainable only in a supportive environment, based on a political process for crisis resolution and peacebuilding to which the parties to the dispute subscribe freely. Cote d'Ivoire is convinced that United Nations peacekeeping missions can effectively contribute to the prevention of atrocities against civilians, including by acting as ceasefire monitors and as facilitators of political dialogue and national reconciliation, as well as by supporting transitional justice. Peacekeeping missions are effective tools for promoting the rule of law through monitoring, reporting on human rights violations and supporting the effective implementation of accountability mechanisms.”

“As a signatory to the Oslo Convention, the Arms Trade Treaty and the Economic Community of West African States Convention on Small Arms and Light Weapons, Their Ammunition and Other Related Materials, Cote d'Ivoire has supported its security sector reform with concrete measures in the area of the disarmament, demobilization and reintegration of ex-combatants. As part of that same preventive approach, my country has proceeded to destroy and secure stockpiles of weapons, with the support of the United Nations Operation in Cote d'Ivoire and international partners. With the adoption of resolution 1894 (2009), of 11 November 2009, the Security Council recognized that peacekeeping operations are an important tool at its disposal for ensuring the protection of civilians.”

“Sexual violence and the systematic use of explosives in urban areas have become real weapons of war in the hands of State and non-State actors alike, in contempt of international humanitarian law and of human rights. In addition, the persistence of political crises and the proliferation of weapons, as well as changes in the typology of conflicts due to the emergence of asymmetric actors such as terrorist groups and cross- border criminal networks, render more complex the challenges to be overcome in order to strengthen protection for civilians in conflict. “Almost two decades after the adoption of resolution 1265 (1999), which enshrines the inclusion of the protection of civilians at the heart of the Security Council's agenda, there is no doubt that considerable progress has been made in strengthening the international normative and institutional architecture aimed at protecting civilians, including humanitarian personnel, from atrocities committed during conflicts.
