“It is shameful that the suffering of innocents — women, babies, the elderly — who were kidnaped from their beds have become a footnote to the Council, to the Secretary-General, to the International Committee of the Red Cross and to all United Nations bodies. I reiterate that calling for the hostages’ release is not enough. The world must remember them every day. They committed no crime, and now they are locked away in a dark terror tunnel in Gaza. While the United Nations may choose indifference, Israel will not stop until we bring them home. Our hostages will not be forgotten. The world and the people of Gaza must know their names in order to remember why the war in Gaza is ongoing and will continue until we bring all of the hostages home.”

“If the Council’s noble cause is to bring peace and security to the Middle East, I suggest it start with the situation at hand, namely, Hamas, Hizbullah and their Iranian puppet masters and all other genocidal jihadists threatening stability in the region. There is only one solution to ending the war in Gaza immediately: the Hamas terrorists must turn themselves in and release all hostages. That is the only solution, and that is precisely what the Council should be focused on advancing. Can the Council unite to back that solution? Sadly not. The Council cannot even come together to condemn the atrocities of 7 October. It is heartbreaking to see the Council not taking any constructive steps to end the war in Gaza, but it is particularly heart-wrenching to see the Council’s inaction towards freeing our hostages from Hamas.”

“Today members have been dragged here again by the League of Arab States to give them the impression that the core of the conflict is not Palestinian terror, but Israel’s acts of self-defence against Palestinian terror. Rather than spend the Council’s valuable time discussing the only way to resolve the conflict, they are being briefed by vehemently biased anti-Israel briefers. The Council has never invited a briefer who is truly impartial or can say even one word of criticism against the Palestinian Authority or the Palestinian leadership. That is why members are being falsely told that Israel’s actions are the obstacle to peace, while Palestinian terror is hardly even mentioned, let alone discussed or addressed.”

“A police officer approaches him and begins to help him search. After a couple of minutes, the police officer turns to the man and says: “I cannot see your keys anywhere. Are you sure that you lost them here, under the streetlamp?” The man turns to the officer and says: “No, I lost them in the park down the road. I am looking for them here only because this area is not dark.” Therefore, members of the Council are constantly being dragged underneath the streetlight. The distortion of United Nations agencies also drags them underneath the same streetlight. But there is nothing to be found under that streetlight — it is just easier to spend their time underneath it.”

“It is solely because of Palestinian terror and Palestinian incitement against our right to exist as a Jewish State. It is the sheer evil of Hamas that prefers to annihilate Israel while oppressing Gazans. It is the pay-for-slay policy of the Palestinian Authority and its indoctrination to jihad. Sadly, it is also the indifference of the United Nations and the Security Council to their heinous crimes. Time and again, the Council refuses to address the real obstacles and continues to dedicate time and energy to discussions that will bear no fruit. It is truly sad. The Council is suffering from the streetlight effect. What is that effect, members may be wondering? I will remind them: a drunk man is stumbling around under a streetlight at night looking for his keys, which he has lost.”

“If one is truly impartial, then the truth about the Israeli Palestinian conflict is very simple. Israel’s former Prime Minister, Golda Meir, summed it up in the past with perfect clarity: “If the Arabs” — in our case, the Palestinians — “put down their weapons today, there would be no more violence. If the Jews put down their weapons today, there would be no more Israel.” I think all here know that in their hearts. Ever since the United Nations adopted the partition plan in 1947, every enemy of Israel that laid down its arms and chose to live side by side with us was met with immediate coexistence and peace. It is not by chance that the conflict with the Palestinians continues to this day. It is not because of Israeli military operations; it is not because of extremist violence.”

“As a result of this week’s mission in Tulkarem — just one example — which targeted Palestinian Islamic Jihad and Hamas terror infrastructure, the Israel Defense Forces seized many rockets and weapons and uncovered an explosives lab. Do members think that Israel wishes to risk the lives of its soldiers by entering those Palestinian cities? Do members truly think Israel wants to put its troops in harm’s way? Of course not. Sadly, the only reason that Israel is forced to carry out those operations is because the Palestinian Authority refuses to root out the jihadist terrorists themselves. Rather than advancing real solutions to combat murderous terrorist organizations, the Council is focusing on Israel’s counter-terror operations in Judea and Samaria. Does that not lead members to question whether there is any truth to Hamas’s numbers, which the United Nations is so quick to parrot? Yet, according to reports by the Office for the Coordination of Humanitarian Affairs, such attacks have been virtually non-existent. The Council is being lied to, because for the United Nations and its agencies, the truth is subjective. That is not only the case regarding Palestinian terror in Judea and Samaria — it is also the case in Gaza and wherever there is Palestinian terror carried out against Israelis. “But if Council members want to discuss Judea and Samaria — or the West Bank, as they call it — despite a war raging in the south and another war brewing in the north, let us talk about the widespread phenomenon that is truly threatening the situation in Judea and Samaria: Palestinian terror. Let us talk numbers. Since 7 October, there have been 1,028 shootings, stabbings and improvised explosive device attacks by Palestinian terrorists against Israelis. In the same period, there have been 2,118 rock-throwing attacks and Molotov-cocktail fire-bombings by Palestinian terrorists on Israelis. That is the reality. In less than three months, there were more than 3,000 Palestinian terror attacks — 15 times more than the number of incidents of extremist Israeli violence in the same time frame.”

And if we look at the numbers over the past three months, it is clear that extremist violence is de-escalating — contrary to the focus of this briefing. Israel condemns every act of violence. And not only are such crimes condemned by Israel, severe action is also being taken to combat them. “Does the Council truly believe that the disgraceful act of a handful of Israeli extremists is the true roadblock to a solution? Is that the topic that the Council should be focused on today — acts of violence, mostly damage to property, which Israel’s police force is cracking down upon to the full extent of the law? Rockets are raining down on Israel’s north and south, and entire families have been burned alive by Hamas- Islamic State in Iraq and the Sham — but extremist violence is the hurdle to peace? There were no Israelis in the West Bank in 1948. There were no Israelis in the West Bank in 1967. Yet the Palestinians and Arab countries still sought to annihilate Israel. Do Council members not see the absurdity? When will they address the true obstacles to peace in our region?”

“If those attacks continue, I reiterate that the situation will escalate and may lead to a full-scale war. Lebanon must be held accountable for the aggression carried out from its territory. And let me be clear again — Israel will defend itself. I have warned the Council countless times and sent it letters, but instead of discussing this clear and present threat to the security of the Middle East, we are here again discussing a marginal issue that is a result of the conflict, but not its root cause. “Why has it not condemned the rocket fire from Lebanon, Syria and Yemen? The situation in northern Israel is reaching a point of no return. Every day, innocent Israelis are under attack. If those attacks persist, Israel will ensure that those acts of terror stop. So why have Council members not spoken up? Why have they not demanded that Lebanon take action to prevent terror attacks being carried out from their territory? Why is it that the United Nations remains silent in the face of terror only when it is directed against Israel? A total of 50,000 Israeli civilians have been displaced along the northern border because of the Iranian-backed attacks by Hizbullah from Lebanon. Those attacks are a flagrant violation of Israel’s sovereignty, international law and the resolutions of the Council, in particular resolution 1701 (2006).”

I pray that we will see Hamas defeated soon, so that both Israelis and Gazans can live freely, free of violence and of fear. “In the previous days and weeks, we have seen footage from inside Gaza of Hamas terrorists literally shooting at Palestinians trying to gain access to basic humanitarian supplies. Gazans have reported that aid is being taken by Hamas and distributed exclusively to its terrorists. Boxes of humanitarian aid have been found in Hamas terror tunnels. So if humanitarian supplies are not getting to where they should, the finger should be pointed at Hamas. Hamas is the genocidal terror organization that rules Gaza with an iron fist. Hamas violated the ceasefire on 7 October, and it was Hamas, not Israel, that violated the humanitarian pause. To Hamas, international humanitarian law holds no importance. When sitting in these meetings, it feels as if Hamas does not exist at all. It is always only about Israel.”

“Israel also facilitated the construction of two field hospitals, one run by the Kingdom of Jordan and the other by the United Arab Emirates, to treat the uninvolved sick and injured. France, in coordination with Israel, has supplied a floating hospital that is treating Gazans in El Arish, and Italy is following suit. Saudi Arabia donated 21 additional ambulances. Five other field hospitals are set to open soon, to be run by the Red Cross, Egypt, the International Medical Corps, Türkiye and Italy. A total of 553 sick and injured have exited Gaza for treatment abroad, accompanied by 378 family members and guardians. That was all allowed and facilitated by Israel. In fact, Israel welcomes any and all humanitarian assistance to Gaza from any and all countries willing to assist. But sadly, not all of that aid reaches its destination.”

“More than 70,000 tons of aid, including food, water, medical supplies, tents, beds, blankets, humanitarian equipment and more, have entered Gaza. Even now, in the midst of heavy fighting, Israel agreed to increase the amount of fuel entering Gaza, and yesterday the entry of 65 aid trucks was facilitated. But that number could have been much higher if the United Nations capacity to accept more trucks permitted that. There are currently hundreds of aid trucks in a logjam waiting to enter Gaza after security inspection, and the only reason that they have not entered is because of the logistical difficulties of international organizations. Today Israel accepted to screen 334 aid trucks, which means that each of those trucks will be ready to enter Gaza, should international organizations be willing to accept them.”

“Why is the draft resolution (S/2023/970) not directed at Yahya Sinwar and Ismail Haniyeh? Why? Do Council members not know who was responsible for ending the previous ceasefire and reigniting hostilities? Hamas is solely responsible for the humanitarian situation on the ground, and they must be held fully accountable by the Council. Hamas is committed to bringing death and destruction upon both Israelis and Gazans. Where is Israel? Israel is taking every possible effort to improve the situation for Gazans. It is a fact that some members of the Council and the Secretary- General refuse to come to terms with. Here are some other facts and figures. As of 7 December, in total, since the start of the war, more than 3,500 aid trucks carrying humanitarian supplies have entered Gaza through the Rafah crossing.”

“Today there are still 138 hostages being held in Gaza, and Hamas has not even allowed the Red Cross to visit them to provide their families with the most basic sign of life. That is an abhorrent war crime. Hamas ended the pause by refusing to abide by the terms of the hostage-release agreement and then proceeded to fire a barrage of rockets at Israeli towns and cities, targeting Israeli civilians yet again. How can it be that those who are now calling for a ceasefire are not demanding that Hamas immediately stop all terror activities? Why is it only now that they have woken up, and not when Hamas caused the previous pause to collapse? If the Council wants to see a ceasefire, it should start by demanding it from Hamas — the party that broke the past two.”

“Israel asked for the daily release of 10 women and children held hostage, who had been savagely taken from their homes and from a peace party. While we upheld our side of the agreement and even exceeded aid quotas, Hamas violated it — not once, but several times. Fifteen minutes after the pause began, Hamas fired a barrage of rockets into Israel. Throughout the following eight days, Hamas carried out shooting attacks, detonated improvised explosive devices and fired anti-tank missiles. Hamas violated the pause time and again, while Israel abided by the pause. Hamas not only violated the agreement by attacking Israeli soldiers, but also violated the agreement regarding the release of hostages. They separated mothers from their children. They refused to release all women and children as agreed.”

“Why is Hamas not held fully responsible by the United Nations and its bodies? Tell Gazans the truth. They have to hear it from the Council. That is the only way to bring about bottom-up change in Gaza. Hamas not only violated the ceasefire on 7 October, it also fundamentally violated the recent humanitarian pause. Last week, there was a pause in place. The agreement was clear. For every 10 hostages released, the pause would be extended by 24 hours. Hundreds of aid trucks entered Gaza. Fuel tankers were and continue to be permitted in. Wounded children and their families were evacuated for treatment. Field hospitals were established and continue to be established. And Israel completely halted all military activities.”

“And just yesterday, Hamas launched 12 rockets at Israel from within a designated humanitarian zone in southern Gaza. Rockets were fired mere metres from the tents of evacuated Gazans. Hamas exploits Gazans as human shields in hopes that civilian casualties will rise and the United Nations will call for a ceasefire. Do we want to be the actors in the show that Hamas has carefully crafted? It is always easier to pressure the law-abiding democracy as opposed to the terrorists who do not even recognize the existence of international law. But is that the right and just way to ensure security? Of course not. It is Hamas’s script of death. Do not agree to be part of it, please. Hamas is the root cause of the situation in Gaza, yet there is zero accountability for their evil.”

According to the Hamas Ministry of Health, almost no terrorists have been killed in this war — only women and children. This is the same body that falsely blamed Israel for 500 casualties at Al Ahli Hospital, when the truth is that the number of casualties was drastically lower, and Palestinian Islamic Jihad was the one responsible for the fatalities. “This is why Hamas targets and murders civilians. They seek to terrorize Israelis and drive us out of our homeland in fear. But Hamas’s vicious strategy is also to advance the deaths of many Gazan civilians as well. This is why Hamas hides behind and under the civilian population. This is why they use hospitals for cover and schools as arms caches, including United Nations Relief and Works Agency for Palestine Refugees in the Near East schools. Hamas knows that it cannot defeat Israel on the conventional battlefield.”

“The irony is that regional stability and the security of both Israelis and Gazans can only be achieved once Hamas is eliminated, not one minute before. So the true path to ensure peace is only through supporting Israel’s mission, absolutely not through calling for a ceasefire. Secondly, for those of my colleagues calling for a ceasefire, it is crucial that they remember the facts. On 6 October, there was a ceasefire in place, but on 7 October, Hamas broke the ceasefire with an unprovoked invasion of thousands of Hamas Nazis into Israel. These Hamas terrorists carried out a massacre the likes of which we have not seen since the Holocaust. They raped women and girls, beheaded babies, burned families alive and took 250 hostages, ranging from infants to the elderly.”

“Yesterday the General Assembly discussed the Palestinian question (see A/78/PV.39 and A/78/PV.40). Not once in the past eight weeks have any of United Nations bodies held Hamas accountable for their war crimes. This only proves that advancing a real solution, sadly, is not the goal. From the day of Israel’s establishment, we have shown that we are a willing partner for peace. Seventy- six years ago, we accepted General Assembly resolution 181 (II), while the Palestinians rejected it, just as they rejected every other peace plan ever presented, be it by Clinton, Obama or any other President. Israel was delighted to sign the peace treaties with Egypt and Jordan, the Abraham Accords. That is because Israel strives for peace, while the Palestinians strive for war and terror.”

United Nations briefers from UNICEF did not even bother to mention Hamas’s indoctrination of Gazan children to terror. UN-Women did not brief the Council on the savage rape and sexual violence perpetrated by Hamas against Israeli women. And this entire week has been dedicated only to Palestinian solidarity, despite the fact that all of this started only because Hamas carried out a deliberate and unprovoked massacre of Israelis. “Iran armed, funded and trained Hamas, but the Ayatollah’s regime’s central role in the ruin of the region has not even been addressed here. It is not as if Hamas is fighting Israel alone. Hizbullah missiles have been raining down on northern Israeli towns, and Iran does not hide its aim of Israel’s destruction. Iran publicly supports the 7 October massacre, which started everything. Does Iran’s central role in destabilizing the security of the Middle East not deserve to even be raised here? Israel, as Council members know, fully withdrew from Gaza 18 years ago. Not a single Israeli community or soldier was left. “How can one call for a ceasefire and at the same time claim to seek a solution to the conflict? After all, anyone who supports a ceasefire basically supports Hamas’s continued reign of terror in Gaza. Hamas is a genocidal terror organization. They do not hide it. They are not a reliable partner for peace. Does the Council not see the contradiction here? Calling for both a ceasefire and peace is a paradox. Humanitarian aid is very important. But more food, water and medical supplies will not bring us closer to a solution. Hamas does not care about the people in Gaza. “On 29 November 1947, the United Nations voted to adopt the partition plan and the establishment of the Jewish State. However, while Israel joyfully accepted that resolution, the Arab States rejected it and, instead, tried to annihilate Israel. Today, exactly 76 years later, history is repeating itself somewhat. The foreign ministers of some Arab countries have arrived here today in order to support a terror organization that seeks to annihilate Israel. Thankfully, the plan to eliminate Israel was unsuccessful then, just as it will be unsuccessful today. Despite Arab opposition, Israel was born, and not only did Israel survive their attack, but we thrived, becoming a powerhouse of impact that has benefited all of humanity, including our neighbours who live with us in peace.”
