“I am not talking about a general condemnation of terror. When I hear the words “I condemn all acts of terror”, as the Secretary-General recently stated, I cringe. Are those barbaric acts of Palestinian violence not deserving of a more detailed description? Are Israeli victims of terror so insignificant that they are merely generalized? Do the terror organizations perpetrating the attacks not have names? Those responsible must be held accountable. Saba Gavriyot lost her baby because she was run over and stabbed by a Palestinian Hamas terrorist. Is that so hard to say? The Council should show the Palestinians and the world that it thinks Hamas is committing heinous crimes and also harming the Palestinian people.”

“That is what is truly happening on the ground. A few weeks ago, a Palestinian rammed a pickup truck into a crowded bus stop in Tel Aviv. He then exited the vehicle, pulled out a knife and proceeded to stab every person he could lay his hands on. Saba Gavriyot, one of the victims injured in the attack, was pregnant and, owing to her injuries, she tragically lost her baby, which she had been able to conceive only as a result of two long years of in vitro fertilization treatments. That is the horror that Israelis must face — Palestinian terrorists who accelerate into bus stops at which pregnant women and children are standing. Such acts of terror, and those who perpetrate them, must be condemned — if not by President Abbas, who never condemns them, then, at the very least, by the United Nations and its bodies.”

“The Palestinian Authority is fully responsible for promoting terror, demonizing Israel and Jews and delegitimizing the Jewish people’s right to a homeland. That was true of the Palestinians’ leaders in 1947, when they rejected the United Nations partition plan, and it remains true to this very day. The outcome of that hate and refusal to work towards a solution is that terrorists are emboldened, and Palestinian terror prevents any chance for progress. Since the beginning of this year, more than 4,000 — I repeat, 4,000 — Palestinian terror attacks have been committed against Israelis, 28 innocent civilians have been murdered, including young children, and hundreds have been injured. I will repeat this at every meeting: although the United Nations refuses to verify our reports, those are the facts.”

The Palestinian Authority, with its mandated incitement in school textbooks poisoning the minds of students or its pay-for-slay policy of handing money to terrorists, has spawned a generation of hate-filled youth. “Imagine what their terror apparatus will look like when it is protected by a nuclear umbrella. Imagine, if the Council refuses to take action today, what the response will be like once Iran has a bomb. The international community as a whole and the Council in particular have a responsibility to tackle true threats. Thanks to Iran, we are closer than ever to severe escalation on our northern border, and the result will be far-reaching and devastating. But the Iranian threat is not merely a regional one. From cyberattacks in Albania and the endangering of maritime trade to supplying attack drones used against Ukrainian civilians, the Ayatollah regime is the cause of destabilization on a worldwide scale. Today the Ayatollah regime, the world’s number one State sponsor of terror, is galloping towards nuclear weapons. It is funding and arming its terror proxies across the Middle East — the Houthis in Yemen, terror groups in Iraq, Hizbullah in Lebanon and Syria, Hamas and Palestinian Islamic Jihad in Gaza, and the list goes on. As a result of Iran’s transfer of hundreds of millions of dollars, arms shipments, the sharing of weapons- manufacturing expertise and more, those terror groups have now become terror armies. “We all know what would happen to Judea and Samaria, which members call the West Bank, if Palestinian elections were held tomorrow, or if God forbid Israel were to totally withdraw from the territories. Hamas and other designated terror groups would win, take control and then throw Palestinian Authority officials off rooftops, just as they did in Gaza. President Abbas, who is in the nineteenth year of his four-year term, does not represent the Palestinian people today — certainly not the Palestinians in Gaza, but also not the Palestinians in Judea and Samaria. “Despite the land being constantly referred to here as the occupied Palestinian territories, it has never been the sovereign territory of any Palestinian entity ever. These are disputed territories, and the Jewish people cannot be occupiers in our homeland — our own land. Does the Council know that Israeli communities make up less than 2 per cent of the entire area? Yet there are hundreds of thousands of Israelis living in those communities. As shocking as it may seem to some, Israelis living in Judea and Samaria are human beings, too, and they too deserve the fulfilment of basic needs such as infrastructure and housing. The building there will not stop. I will also add that construction in existing communities definitely does not prevent the real first step towards peace, that is, sitting down at the negotiating table.”

Constructing homes in existing communities across Judea and Samaria is not an inflammatory step. “By law, the Palestinian Authority allocates hundreds of millions of dollars to murderers and their families — 7 per cent of its budget, by the way. That is far more than the welfare given to Palestinian families living below the poverty line. The Palestinian Authority rewards terrorists and incentivizes bloodshed, and it does so with pride. But sadly, the Council continues to believe that the situation on the ground is escalating because of building permits. The twisted culture of hate and incitement that is permitted from the top down, throughout Palestinian society, is the only reason that the violence continues. It is the only barrier to any form of reconciliation. I therefore want to ask the Council why we hold these repetitive discussions if the root of the problem is constantly ignored.”

Will any Palestinian leader — anyone at all — condemn it? Of course not. He will not condemn Elisha’s murder, just as he did not condemn the murder of Meir Tamari at the end of May, the heartless killing in April of Lucy Dee and her two young daughters, Maya and Rina, or any other vicious act of Palestinian terror. Not only is the Palestinians’ refusal to condemn terror never mentioned here, their murderous pay-for-slay policy is also met with continued silence. That is a disgrace. For the Palestinian Authority, violence against Jews is not only not to be condemned, it is to be commended.”

“The reality of incitement starts at the very top in Palestinian society, with President Abbas and his Fatah party officials, and it trickles all the way down, even to kindergartens. Palestinians are taught to hate. They are educated to murder. They are told that martyrdom and jihad are the only way. And the reason behind that campaign of incitement is that the Palestinians are interested in one thing and one thing only — the destruction of the very notion of a Jewish State. That has been the case from well before 1967 and even before the establishment of Israel. Judea and Samaria have absolutely nothing to do with it. “Since 1 January, 223 firebombs have been hurled at Israelis and — listen to this — Israelis have been the target of 1,728 rock-throwing attacks. Any cars with Israeli licence plates — including the cars of mothers driving their children to school and of elderly people on their way to doctors’ appointments — are potential targets of Palestinian terror. But the Council does not see those numbers. Israelis have been the victims of more than 3,500 attacks since the start of this year, and sadly that number is growing every day. The reality of Palestinian terror fuelled by the non-stop incitement and incentivization of violence that is spewed at every level of Palestinian leadership is the root cause of the conflict and all the escalation. And it is precisely that vile hatred that the Council continues to ignore.”

“Elisha will be doing none of those things, because along with three other innocent Israeli civilians, Elisha was murdered by Palestinian terrorists whose sole goal was slaughtering Jews. That is the heartbreaking reality that Israelis face every single day. Sadly, the briefings that the Council receives on Palestinian terrorist attacks are completely underreported and hardly scratch the surface of what Israelis endure. Since the start of 2023, 1,337 rockets and mortars have been fired at Israel. There have been eight stabbing attacks and an additional eight attempted such attacks. There have been eight ramming attacks, the detonation of 68 explosive devices and 157 shootings by terrorists. Those numbers are already higher than those in the one-sided United Nations reports that the Council receives. But I have not finished.”

“Last Tuesday, Elisha Antman, a 17-year-old who had just finished high school, was nearing the end of his shift at a restaurant near the town of Eli. That was Elisha’s very last shift. He had been working there for nine months. He had saved up some money and made plans to spend his summer hiking. Last Tuesday was indeed Elisha’s last shift. But tragically, he will not be taking a trip this summer. He will not be hiking. He will not be spending time with his high school sweetheart Maayan, with whom he had discussed building a life together. He will no longer pick up any of his eight younger siblings from school, whom he loved like the caring older brother that he was.”

“It is the Palestinian Authority’s responsibility to halt the violence, just as it is their responsibility to end the incitement. Those commitments must be upheld. Regarding Israel’s decision to repeal the disengagement law in northern Samaria, we do not see it as an act of provocation. It is the righting of a historical wrong. The new law in Israel merely permits Israelis to enter areas of northern Samaria, the birthplace of our heritage —a place we unilaterally decided in the past to bar ourselves from entering. “Yet, as the Palestinians are dead set on encouraging more violence and allowing it to ensue, Israel has shown its willingness to sit down at the table and even to take significant steps. In order to de-escalate the current situation, senior officials from Israel and the Palestinian Authority met in Aqaba, Jordan, in February and once again in Sharm El-Sheikh, Egypt, on Sunday. Israel is at the height of a wave of terror. In fact, the Palestinian terrorist who murdered Hallel and Yagel Yaniv in Huwwara carried out that brutal attack on the very same day that the meeting in Aqaba was being held. Those meetings resulted in mutual commitments, which Israel is dedicated to upholding. But there are two sides to every agreement, and we expect the Palestinians to do the same. The Palestinian’s terror campaign against Israelis must be stopped.”

“And the Palestinian Authority does not just play an active role in the rising wave of terror, it plays a passive role as well. New terror groups such as the Lions’ Den have sprouted up in Palestinian cities such as Nablus and Jenin, and yet the Palestinian Authority has decided that when violent terrorism grows, it is acceptable not only to stoke the fire, but also to sit back, do absolutely nothing and watch it burn. But Israel will not remain idle, as the Palestinian Authority does. Israel takes action against those who choose the path of violence to threaten our citizens. “But even though the resolution singled out Israel, it could not ignore the facts of terrorism and incitement. Even those who drafted that biased resolution understood that reconciliation is impossible while the Palestinian leadership’s calls to murder innocent Israeli civilians continue. Those two things cannot happen simultaneously. Is that not obvious? So why does the Security Council never address that crucial issue? Over the past three and a half months, 15 innocent Israelis have been murdered and 70 injured, and the Palestinians have perpetrated more than 1,000 terror attacks. Yet that is not the focus of today’s debate, just as the Palestinian Authority’s incitement and its glorification and funding of terror are never the focus of such debates.”

“But the Council’s silence is deafening. While Israel mourns victims of terror, masses of Palestinians celebrate the murders of innocent Israelis in the streets. Following the terror attack in Tel Aviv a week and a half ago in which three Israelis were shot — and one of whom tragically succumbed to his wounds yesterday — candies were distributed in many Palestinian cities. It can be seen on television, no need to wait for Tor Wennesland to report it. The Holocaust denier President Abbas and the rest of the Palestinian leadership not only refuse to condemn terror attacks on innocent civilians, they praise them. Do Council members not see the correlation between the Palestinians’ words and the escalating attacks and violence? The Council was just briefed on yet another biased anti-Israel resolution — resolution 2334 (2016).”

“The Temple Mount, as everyone here knows, was the site of a Jewish temple long before the Al-Aqsa Mosque, and the Western Wall was the western wall of our holy temple. Those are the facts, and they are indisputable. But I have never heard anyone here condemn President Abbas — or perhaps condemnations are reserved only for Israeli ministers. While Israel’s leadership condemns incitement from all sides, the Palestinian Authority incentivizes terror through its despicable pay-for-slay policy. In 2021 alone, the Palestinian Authority paid more than $175 million — money donated by many of those here — to terrorists and their families. That sick practice still continues. By the way, President Abbas has said many, many times that if he had only a dollar left he would pay it to the terrorists who murder Israelis.”

“Mahmoud Al-Aloul, Vice-Chairman of the Fatah Central Committee and President Abbas’s deputy, justified the recent terror attack in Huwwara in which two Israeli civilians, the brothers Hillel and Yagel Yaniv, were murdered at point-blank range by a Palestinian terrorist. He called that atrocity a natural reaction. There is nothing natural about murdering innocent civilians. Only a month ago, President Abbas himself decided, not for the first time, to erase historical facts, claiming that the only people with any historical rights to the Temple Mount and the Western Wall — yes, that is what I said, even the Western Wall — are the Palestinians. Of course that is a sick lie that completely distorts history.”

“To the Palestinian representative, I say shame on him for his audacity in daring to condemn the words of an Israeli Minister who apologized and clarified what he meant. Meanwhile, his own President and the rest of the Palestinian leadership regularly incite terrorism, never condemn the murders of Israeli civilians, praise Palestinian terrorists and actively attempt to rewrite facts and the truth by erasing Jewish history. Let me give one or two examples, because they are never mentioned here. In honour of International Women’s Day earlier this month, Laila Ghannam, the Governor of Ramallah and Al-Bireh, visited the mother of Nasser Abu Hamid, a terrorist responsible for the murder of 10 Israelis. Ms. Ghannam called her a living role model for Palestinian women and a proud symbol of sacrifice.”

“Sitting here and regurgitating fabrications is not going to solve the conflict. No democracy is perfect, and people may make mistakes, but there is no denying that when any acts of violence are committed or laws are broken, the State of Israel acts to bring those responsible to justice. That is how a democracy that is committed to liberal values, human rights and coexistence functions. Those who take the law into their own hands are brought to justice. That is the reality in Israel. “A disturbing pattern seems to have developed here. Over the past months, closed debates on the situation in the Middle East have been opened at the request of the Palestinians, and numerous emergency meetings have been held at their behest. It seems that the quarterly debates focused solely on condemning Israel are not enough for the Palestinians. Just as they have rejected every single peace plan ever put on the table because 100 per cent of their absurd demands were not met, here, too, the Palestinians wish to exploit 100 per cent of the debates, including those they are not invited to, in order to bash Israel. Despite the incessant falsehoods that the members of the Security Council hear from the Palestinian representative and his constant distortions of reality, I would like to make one thing very clear to everyone.”

“Eli and Natalie Mizrahi, a recently married couple, heard the gunfire and went rushing to the scene in order to treat the victims. The terrorists murdered them at point-blank range. A week ago, 20-year-old Shlomo Lederman stood at a Jerusalem bus stop with his wife. They had just gotten married two months earlier. Metres away from the couple was Avraham Paley and his little boys, 6-year- old Yaakov and 8-year-old Asher. Suddenly, a bright blue sedan, driven by a Palestinian terrorist, crashed full speed into the bus stop. Shlomo’s young wife is now a widow, and Avraham, who is currently in critical condition on a ventilator, still does not know that his wife had to bury little Yaakov and Asher without him. Those two beautiful children were murdered just for being Jews.”
