As those briefings highlighted, despite the diligent efforts of the United Nations, the humanitarian situation in Syria continues to present challenges. The current level of funding allocated for the Syrian humanitarian response has fallen far below what is needed. The severe shortfall severely hinders the ability of the United Nations to provide adequate assistance to those in need. Furthermore, the persistent imposition of unilateral sanctions remains a significant impediment to improving Syria’s humanitarian and economic situation.”

“Although international law prohibits the targeting of critical civilian infrastructure, and although it is always imperative to uphold humanitarian principles, the Israeli regime has continued its aggression and terrorist attacks on Syria’s sovereignty and territorial integrity by deliberately and systematically targeting critical infrastructure. In a continuation of its aggression and terrorist attacks, on 7 March the Israeli regime made several air strikes on Aleppo’s international airport, forcing it to close temporarily. Another terrorist attack occurred just yesterday, 22 March. Those heinous terrorist attacks have had severe humanitarian consequences for the people of Aleppo, who are already facing a humanitarian crisis, and can only worsen their situation.”

“In Palestine, foreign occupation is the most significant threat to the security of Palestinian women and girls, particularly in Gaza, where they are the main victims of a long- standing blockade and bombings by the Israeli regime. Armed conflicts have devastating and disproportionate effects on women and girls, who are often the primary victims of violence, displacement and human rights abuses. They also face economic hardships, limited access to health care and education, and increased vulnerability and marginalization. Since its establishment, the Islamic Republic of Iran has always considered the promotion of the cultural, social, economic and political status of women as a key element in its policymaking, legislation and national planning. As a result, Iranian women have the right to fully participate in opportunities for advancement. Education is just one example of the opportunities critical for women’s empowerment. Women and girls account for more than half of all university students, and currently 73 per cent of medical professionals and 49 per cent of doctors in Iran are female.”

“I congratulate Gabon on assuming the presidency of the Security Council this month, and I thank the President for organizing this open debate. Women have an undeniable capacity to contribute to processes of peace and security. On the other hand, they are also the most at risk, especially in times of conflict, and they are frequently the victims of violence and discrimination in areas that are directly affected by terrorist and armed groups. Preventing and resolving armed conflicts are equally important. To achieve this, we must first address their underlying causes. “Over the past 40 years, Iran has played an active role in combating drug trafficking in the region, during which time nearly 4,000 members of Iran’s law enforcement forces were martyred, and more than 12,000 other people injured. As a neighbour to the country, Iran has used its capacities and resources to help the people of Afghanistan to overcome the challenges that they have faced. We have been hosting millions of refugees, who unfortunately received minimal international assistance in the past 40 years. After the Taliban takeover, we did not at any time close our border with Afghanistan. Since last year, thousands of Afghans have entered Iran on a daily basis. However, neighbours of Afghanistan, including Iran, should not bear the entire burden associated with receiving Afghan refugees. Other countries should also welcome refugees.”

“The reports on the resurgence of Da’esh-affiliated terrorist groups are of concern, especially in the light of the recent terrorist attacks, claimed by the Islamic State in Iraq and the Levant-Khorasan Province, outside the Embassy of the Russian Federation in Kabul on 5 September, which resulted in the deaths of at least six people, including two Russian Embassy employees, and injured several more. The de facto authorities must commit to fighting terrorism and must ensure that they take all appropriate steps to protect diplomatic and consular premises against any intrusion or attack. Afghanistan must no longer serve as a haven for terrorist groups, such as Da’esh and Al-Qaida. Equally critical, efforts to combat drug trafficking must be a priority. Every year, Iran is directly affected by that menace and pays a high price for it.”

As we have constantly said, the frozen assets belong to the Afghan people and must be returned in full, without being politicized or made conditional in any way. Given the dire circumstances, I would like to emphasize the following points. The international community must continue to assist Afghanistan. “New reports on the resurgence of Da’esh, Al-Qaida and their affiliated groups in Afghanistan are alarming, particularly in the light of the recent spate of terrorist attacks across the country that have killed and injured more than 250 people this month, the most recent being the attack on a mosque in Kabul on 17 August, resulting in at least 54 casualties. The emergence of terrorist groups could pose a serious threat to Afghanistan, its neighbours, the region and beyond. This trend highlights the international community’s ongoing demand that the Taliban must commit to fighting terrorism and ensure that Afghanistan no longer serves as a safe haven for such terrorist organizations as Da’esh and Al-Qaida.”

“We call once more for the return of frozen assets belonging to the Afghan people, which is critical for assisting the Afghan economy and saving lives; this matter should not be politicized or conditional. The Taliban must heed the international community’s repeated calls for the formation of an inclusive Government that accurately reflects Afghanistan’s multiethnic society. An inclusive Government is the only way to ensure and protect the rights of all Afghan people, including women and girls, as well as linguistic, racial and religious minorities. Despite repeated international calls, the Taliban has failed to make significant efforts to ensure that the Government is truly ethnically and politically inclusive. The formation of an inclusive Government is a prerequisite for and critical component of international recognition.”

“This catastrophic situation entails the responsibility and obligations of those foreign forces that illegally invaded and occupied Afghanistan under the guise of fighting terrorism, leaving nothing but devastation in their wake. It also serves as a reminder that military intervention in other countries under the pretext of combating terrorism, while claiming to bring democracy, peace and prosperity, not only degrades those common values, but also harms those States and their peoples. Against this backdrop, I would like to emphasize the following points. The international community should continue to support Afghanistan, particularly in terms of providing humanitarian and development assistance, which have been critical to keeping the Afghan people alive, maintaining basic services and bolstering the economy.”

“I thank the Russian Federation for requesting today’s important meeting and thank you, Mr. President, for convening it. I also thank the briefers for their insightful briefings. Just a year after the irresponsible withdrawal of foreign forces from and the Taliban takeover of the country, Afghanistan is now dealing with a number of interconnected and overlapping crises. The humanitarian situation is particularly dire. Approximately 25 million people are now living in poverty, with many going hungry. A prolonged drought is also exacerbating food insecurity, and human rights continue to be violated, particularly those of women and girls, who are still denied access to education. Meanwhile, the de facto authorities have yet to fulfil their international obligations.”

“The United States must cease its violation of international law and the United Nations Charter by ending its continuing support of terrorist groups and occupation of the north-eastern part of Syria. The Security Council should live up to its mandate under the United Nations Charter and demand that the United States honour its international obligations. Finally, my delegation categorically rejects the unfounded accusation made by the representative of the United States against my country at this meeting. “All flights for the United Nations Humanitarian Air Service, which is run by the World Food Programme and is the primary enabler of access for humanitarian operations in the country, have been cancelled as a result of this criminal act. We strongly condemn the continuing Israeli military attacks in Syria, including on civilian infrastructure, and recognize Syria’s legitimate right to self-defence under international law and the United Nations Charter. The continuation of such criminal acts will destabilize and exacerbate tensions in the region.”

“They also emphasized the Constitutional Committee’s critical role and reaffirmed their willingness to support ongoing interactions between Committee members and the Special Envoy for Syria as a facilitator in order to ensure long-term stability and the effectiveness of the work of the next sessions of the Committee. The Israeli regime continues to violate Syria’s sovereignty and territorial integrity and carry out terrorist attacks on civilians and civilian infrastructure within Syrian territory. According to the report of the Secretary-General, the Damascus International Airport was forced to close owing to the damage caused by Israeli terrorist attacks on 10 June.”
