“State Parties must avoid exploiting the organization to further politically motivated national objectives. In that context, while significant efforts have been made by the Syrian Government to implement its obligations under the Convention — including the complete destruction, in the least possible time and under severe conditions, of all its 27 chemical-weapon production facilities, as verified by the OPCW — the holding of monthly Council meetings to consider the Syrian file has no justification. Instead of contributing to the objectives of the Convention, such meetings undermine the Convention’s authority and the OPCW’s credibility. Moreover, they further deepen the trust and confidence deficit in the Security Council.”

“It is a source of serious concern that, as a result of non-compliance by the United States — as the only remaining possessor State party — with its obligations concerning the final extended deadline for the destruction of chemical weapons, that objective has yet to materialize. Another obstacle in that regard is the lack of the Convention’s universality. “We welcome the positive response of the Syrian Government to all five United Nations notes verbales requesting access for cross-line operations, as confirmed by the Secretary-General in his report. However, it is extremely disappointing that, due to the lack of cooperation by other sides, so far only two cross-line deliveries have taken place, which have yet to be distributed. We call for facilitating the safe, voluntary and dignified return of Syrian refugees and internally displaced persons. At the same time, we warn about attempts to discourage them from returning home, including by disseminating inaccurate information about the current conditions in Syria. We strongly condemn all aggressions by the Israeli regime against Syria, and we reaffirm Syria’s inherent right to self-defence and to respond at a time and place of its choosing.”

“I join other speakers in thanking the briefers for their inputs. For well over a decade, the Syrian people have been seriously suffering from the conflict. To end their grief and the dangers that the conflict poses to regional peace and security, we need to redouble our efforts to find a political solution to this unfortunate conflict. The Astana format will continue such efforts. To that end, senior officials of the Astana guarantors will meet in Nur-Sultan on 21 and 22 December. We welcome the recent release of 10 Syrian detainees as a result of the efforts of the working group on the release of detainees/abductees, established by the Astana format. Iran will continue to seriously contribute to such efforts, and we urge all parties to cooperate for the realization of that noble humanitarian endeavour.”

The touching story told by Under-Secretary- General Griffiths of a 4-year-old Syrian boy with leukaemia under treatment at a clinic in rural Aleppo that has no electricity, running water or access to medication is only one example of the hardship faced daily by many Syrians. We must not leave this proud nation alone. We should not let them down. “That means that financial contributions for humanitarian activities in Syria must increase. But that alone is not enough. Therefore, efforts towards early-recovery projects and reconstruction must be redoubled and expedited. Unilateral sanctions, which have a devasting role in aggravating the humanitarian situation, must be removed fully and immediately. The looting of Syrian oil and wealth must stop. Water must not be weaponized. And the return of refugees and displaced persons must be facilitated. Further efforts must also be made to ensure that Syrians no longer need to rely on humanitarian aid. “For well over 10 years, the Syrian people have been suffering gravely from the conflict, and in recent years the economy has deteriorated further, mostly due to unilateral sanctions, which also negatively impact the delivery of humanitarian aid to people in need. As a country that has been subjected to unjust unilateral sanctions for decades, Iran condemns weaponizing food and medicine through sanctions, as they are irresponsible, immoral and unlawful, and, in the context of Syria, only prolong the suffering of people, delay the return of refugees and displaced persons, and hamper reconstruction efforts.
