  3. Mr. Falouh (Syrian Arab Republic) (spoke in Arabic): I begin by recalling a legal rule: someone who has nothing to give cannot give it. How, then, can the representative of the terrorist Erdoğan regime — a murderous, criminal, aggressive and looting regime — claim that they care about the interests of the Syrian people? The Erdoğan regime is a terrorist one, recognized by the United Nations as such. Tens of thousands of foreign terrorist fighters have entered Syria through Turkish territories from more than 101 States. The United Nations has said that tens of thousands of them came from more than 100 States Members. This is a murderous regime that, along with its agents in Syria, namely, terrorist groups and Hayat Tahrir Al-Sham — Jabhat Al-Nusra — has committed the most heinous crimes against Syrians.

We once again express our disappointment about certain United Nations agencies, particularly the World Health Organization, that do not deliver medical assistance through the Boukamal crossing point to Syria. My delegation condemns the fact that the United States occupation forces and their armed militias have prevented staff of the Ministry of Health from delivering medication to patients who suffer from leishmaniasis along the eastern banks of the Euphrates River. In conclusion, my delegation reiterates its call for ending the practice of using the Security Council to further particular agendas, which is contrary to the Council’s role and its relevant resolutions, which all stress the need for respecting the sovereignty, unity and territorial integrity of Syria and its people.

  6. We call on all Syrians who had to leave their villages because of the war against terrorism to return to their homes. The Syrian State will guarantee their security and protection and will ensure all the necessary conditions for a normal life. Those running terrorist organizations in Turkey and in certain countries in Western Europe should compel their terrorists to allow our citizens to go back to their homes. Syria once again calls upon United Nations agencies to ensure humanitarian assistance to our citizens, rather than publishing communiqués and providing briefings that do not reflect reality. We also stress that those terrorist organizations are responsible for all the destruction and the suffering of Syrians in Idlib and elsewhere.

  7. Just this morning, the first civilian aircraft took off from Damascus airport to Aleppo airport, with several journalists on board. Millions of Syrians took to the streets, particularly in Aleppo city, to express their joy at being liberated from the armed terrorists groups that had shelled and bombed them every single day, resulting in thousands of martyrs and wounded people. It is strange that some States in the Council ignore the crimes committed by terrorists, others sometimes defend them as being angels. I ask those members to take the angels back to their own countries. The Syrian State, the one most concerned about its own citizens, needs help rather than being besieged and having its image tarnished. Furthermore, thousands of Syrians have started to return to their homes in liberated areas of Aleppo, Idlib and Hama.

  8. What is most important is that Syria is fighting terrorism and those who sponsor terrorism on our territory, rather than on the territory of other States. As the whole world has seen, the suffering of the Syrian civilians in Idlib is caused by the Turkish regime, which in recent days has supplied huge amounts of weapons and munitions to terrorists through the so- called humanitarian crossings. The Turkish regime has also targeted populated areas and certain military positions. It has provided military support to terrorists who use Syrian civilians as human shields in order to create a situation that enables them to continue to carry out their terrorist schemes. We have liberated parts of Aleppo and its rural areas in the north and south from the terrorists, who had been occupying them for many years.

  9. They should also remember that the Astana agreements and the Sochi de-escalation agreement on Idlib excluded terrorist organizations from any ceasefire. In those agreements, the Turkish guarantor undertook to withdraw terrorist organizations, disarm them and prevent them from shelling and waging aggression against neighbouring regions. The agreements in no way allow terrorist organizations to transform Idlib and the surrounding areas into their stronghold, or to continue to take our citizens living there as hostages and use them as human shields. The agreements stressed the right of the Syrian Government and its allies to continue their fight against terrorism. We will not hesitate to do so until we liberate every inch of the territories of the Syrian Arab Republic.

The Governments of such countries have supported interference in the region through their agent, namely, Erdoğan’s regime, which violates international legitimacy, and encouraged it to undermine the sovereignty of my country and to launch direct military aggression against it in an attempt by that regime to save its armed terrorist groups. That regime and its operators have worked for years to recruit, finance, arm and move those terrorist groups from all over the world to my country through Turkish territory. Those in the Council who defend the aggression of the Turkish regime should remember that Idlib province is a part of the Syrian Arab Republic controlled by Hayat Tahrir Al-Sham, which is an organization on the Security Council list of terrorist groups, as well as by other terrorist entities affiliated with it.

  11. We stress once again that the political process must be led and owned by the Syrians themselves and should be facilitated by the United Nations without any external interference. We also stress that all Member States inside and outside the Council must respect the sovereignty of the Syrian Arab Republic, its unity and its territorial integrity. It is strange that when the Constitutional Committee has been established and started work, Western Governments have significantly intensified their hostile actions and coercive economic measures against my country. That defies common sense and logic. It proves what we have often warned against. Indeed, those Governments are seeking to prolong the crisis in Syria, prevent its resolution and hinder the efforts of the Syrian Government and its allies to combat terrorism.

While Member States of the Council are committed to the principle of international law and to the provisions of the Charter of the United Nations, which they uphold, Governments of other Member States unfortunately seek to repeatedly exploit this platform to offend my Government and its allies, to make unfounded allegations and to obstruct the measures taken by the Syrian Government to fulfil its constitutional responsibility towards protecting its citizens from armed terrorist organizations. Some Member States even seek to turn the Council into a platform for NATO, thereby covering up acts of aggression that violate the Charter and threaten international peace and security, which it is incumbent on the Council to maintain. My delegation followed very carefully the briefing by Mr. Pedersen.

Some well-meaning individuals may believe that these repeated meetings reflect a commitment to the interests of Syria and the security and well-being of its citizens. In conclusion, I remind everyone in this Chamber, without exception, that ending the humanitarian repercussions imposed on my country by terrorism, as well as support for the political process under way, requires a different approach that goes beyond humanitarian assistance, enables the lifting of restrictions imposed on the Syrian Arab Republic and facilitates genuine reconstruction and relief efforts in the economic, industrial, agricultural, investment and service sectors. For us, it is important to underscore the fact that the focal point for taking humanitarian action in Syria is the capital, Damascus, in accordance with the fundamental principle underlying respect for national sovereignty. In the first version of draft resolution S/2019/961, they attempted to add a new border crossing, which would have been used, of course, to support the objectives of the military aggression of the Turkish regime against my country. In more explicit terms, I affirm that the terrorist Turkish regime - an aggressor that has facilitated the entry of foreign terrorist fighters into Syria and continues to direct and support the criminal activities of the terrorist Al-Nusra Front in Idlib - wants the United Nations pay today for the damage incurred by its aggression in north-eastern Syria. That is one of the many examples of the erratic behaviour of sponsors of this draft resolution. We ask their delegations the following questions.

OCHA officials manipulate data and statistics, ignoring the flaws and negative aspects of those processes that until this very today continue to lead to assistance falling into the hands of armed terrorist groups and to not reaching those who need it. That is the current situation in Idlib and in its surrounding area, controlled by the terrorist Al-Nusra Front group. The survival of the Al-Nusra Front actually depends on the support of the Turkish regime, which commits aggression, and on controlling the humanitarian assistance delivered from the Turkish territory. The behaviour of the co-penholders is a dangerous and unprecedented departure from reality. They have bent to the will and pressure of the Turkish regime.

Regrettably, they continue to take an unbalanced approach to drafting and submitting such draft resolutions, based on the brinkmanship deployed by the Office for the Coordination of Humanitarian Affairs (OCHA) every time it comes to renewing the resolution on the cross-border mechanism.

  22. In conclusion, the Syrian Arab Republic has adhered and will continue to adhere to an independent national policy in line with the interests, beliefs and sovereignty of the Syrian people. I urge all present to recall that those who attack the Syrian Government here in the Security Council are the representatives of States whose military forces are occupying areas of Syrian territory and whose Governments are imposing an economic blockade that is suffocating the Syrian people. Those States are preventing reconstruction and recovery, obstructing the voluntary return of refugees and displaced persons to their homes and occupying oil and gas fields in Syria. They have publicly declared how much they love Syrian oil, that they have seized it and will do whatever they wish with it. Can we therefore reasonably expect any positive results from the involvement of those Governments or the Turkish regime in building a future for my country or ensuring the well-being and security of the Syrian people?

  27. However, the other party rejected that proposal and insisted on imposing preconditions and put forward views and terms of reference that had been imposed upon them pre-emptively. The vision of the Syrian national group was based on creating an opportunity to build trust among the parties to the dialogue and to engage in discussions on everything involving Syria's future. The Governments of certain States were complicit in that fabricated media campaign through statements made by their officials and the way in which their national media outlets portrayed the second round of meetings to prompt the delegation of the so-called High Negotiations Committee to practice disinformation and take a hostile stance towards other participants in the Constitutional Committee. Of course, those Governments are the same ones that have been hostile towards Syria for nine years. Despite all that, the Syrian national delegation withstood these flagrant and substandard acts of manipulation and constructively adhered to the principles of cooperation. We learned from members of the national Syrian delegation that they had repeatedly offered to enter the meeting room so that both sides could present their positions.

It was an unfortunate occurrence for which responsibility falls on the delegation of the so-called the High Negotiations Committee, which came to the discussions with a set of preconditions characterized by obstinacy, misinformation, procrastination and contravention to the terms ofreference, principles and rules ofprocedure of the Constitutional Committee on which the parties had agreed. The delegation of the so-called High Negotiations Committee came to discussions also supported by a hostile media campaign that contravened what had been agreed upon in the code of conduct. It was very clear that the goal of that delegation was to seriously obstruct the launching of the work of the Committee from the very outset and to distort the facts by accusing the other parties of doing so.

While we thank the two guarantors - Russia and Iran 4 and the host State of Kazakhstan for contributing to the success of that round of meetings, we reaffirm the need to ensure that all parties honour the outcome of the Astana process, in particular the eradication of armed terrorist groups, ending all forms of illegal military presence and supporting the political process. We deplore that, to date, the Turkish regime has had scant interest in honestly and seriously honouring those commitments. On 29 November, the second session of the small body of the Constitutional Committee took place, wherein no meetings among parties to the intra-Syrian dialogue were held. Furthermore, no agreement was reached to decide on the agenda.

A few days ago, the fourteenth round of the Astana process meetings took place. Its final communique confirmed respect for the sovereignty, territorial integrity and unity of Syria, as well as cooperation with the Syrian Government until the terrorist groups on its soil are eradicated. The communique also rejected the illegal seizure of oil fields in Syria and reaffirmed the right of Syria to retake possession of them.

Finally, after nine years ofthe terrorist war imposed on Syria, the Governments that contributed to igniting terrorism in the country and exacerbated the situation continue to refuse to admit in a serious and responsible manner that ending the suffering of the Syrian people requires respect for the sovereignty and territorial integrity of the Syrian Arab Republic. They must also support the efforts of the Syrian Government and its allies to combat the remnants of terrorist organizations and foreign terrorist fighters in the country and lift the unilateral coercive economic measures imposed on the Syrian people. Moreover, the illegal presence of foreign forces in Syria must come to an end, which must include the withdrawal of the occupying American forces from oil and gas sites in Syria.

Nevertheless, we continue to call on the Secretariat and, in particular, OCHA officials to distance themselves from such attempts at political polarization and to instead build a professional relationship with the Syrian Government and local humanitarian partners that is based on good will, partnership and respect for the principles of humanitarian action in order to achieve the desired goals of such action. Fifthly, my country remains steadfast in its determination to comply with the provisions of General Assembly resolution 46/182, which emphasizes, first and foremost, respect for national sovereignty. Syria therefore rejects the principle of alerts and warnings, as we believe that it does not meet the minimum requirements of norms relating to transparency, credibility and respect for national sovereignty. The Syrian State has restored its control over all of the areas identified previously by the United Nations as being under siege or inaccessible and achieved stability in those areas together with its allies. Thirdly, neither the leadership of OCHA nor that of the United Nations Monitoring Mechanism were able to provide sufficient clarifications regarding their so- called independent third-party partners or companies contracted to verify the delivery of aid to those in need, despite our repeated official requests in that regard. Fourthly, the contents of the draft resolution unequivocally reveal the true motives behind it and the insistence of some parties on the delivery of cross- border aid. The most notable motive is to escalate hostility within the Council to target the Syrian Government and its role and status which are essential.

  37. Over the past weeks, the penholders on the humanitarian issue in Syria have worked on a draft resolution concerning my country that is far from achieving its supposed humanitarian objectives. That is why we reject it in its entirety for various reasons, including the following. First of all, the penholders continue to overlook the fact that the focal point for taking humanitarian action in Syria is the capital, Damascus. It is a matter of the sacrosanct principle of respect for national sovereignty, as reaffirmed in every relevant resolution on my country. Secondly, the penholders insist on disregarding developments that have taken place on the ground since the adoption of resolution 2165 (2014) in July 2014.

  38. They only react based on the principle of enmity with Syria and its allies in the fight against terrorism. They have become obsessed with presenting fabricated accusations against Syria, and dismissing efforts made by my country. That was demonstrated by the penholders' presentation of a draft resolution on the renewal of modalities set out in resolution 2165 (2014), based on a campaign of manipulated statistics and information, which is a standard practice for OCHA every time the resolution comes up for renewal, while at the same time disregarding the fact that most humanitarian assistance winds up in the hands of armed terrorists, not of those who need it.

It is deplorable that, in their monthly reports, the representatives of the Office for the Coordination of Humanitarian Affairs (OCHA) continue to disseminate a great deal of error-laden information and assessments for political reasons that are well known to everyone within the Security Council. Such behaviour is not professional and runs contrary to the spirit of cooperation and partnership that the Syrian Arab Republic demonstrated vis-a-vis the relevant United Nations agencies and humanitarian partners, according to admissions by humanitarian workers on the ground. The representatives of certain States members of the Council have now become completely incapable of thinking and reacting in a positive and constructive manner with regard to the situation in Syria.

Those efforts have encountered major challenges related to terrorism and the expansion of the economic embargo imposed on the Syrian people by the Governments of States that continue their destructive interference in Syrian affairs, thereby preventing any prospect of reaching a solution, impeding the eradication of terrorism and depriving the people of Syria of the ability to rebuild and recover, as well as preventing the voluntary return of Syrian displaced persons and refugees to their homes to lead normal lives safely.

I would therefore like to ask the Permanent Representative of the United Kingdom, as well as the representatives of Governments that have an illegal military presence in my country, Syria, to inform the Security Council of the date when they will end their aggressive and illegal military presence and activities on Syrian soil. I would also ask that they inform the Council when they intend to put an end to the unilateral coercive economic measures imposed on the Syrian people through which they are seeking to undermine the reconstruction process and the return of refugees and internally displaced persons to their homes. I would also like them to inform the Council ofwhen they intend to put an end to their interference in a political process that is supposed to be Syrian-led and Syrian-owned, without any foreign interference whatsoever.

Mr. Falouh (Syrian Arab Republic) (spoke in Arabic): In response to what the Permanent Representative of the United Kingdom has said today, which is similar to what she has said in previous meetings in which the situation in Syria has been discussed, I would like to reaffirm yet again that asking questions is the right of all parties concerned as long as the sole purpose is to reach serious solutions based on the Charter of the United Nations and the resolutions of the Security Council, all of which have stipulated the need to respect the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic as well as the need to eradicate terrorism, putting an end to it in all its forms, including the support for it.

We hope that, now that these eight years have elapsed, the Council will be able to adopt an objective approach by listening to the testimony of families whose members have been subject to the worst forms of torture at the hands of those whom the countries that have called for the convening of this meeting call the "armed moderate opposition" - a moderate opposition that has gone so far as to throw abductees alive into ovens. We do not want to see parties invited to these meetings that are close to the intelligence services of Governments that have supported and financed the terrorism responsible for the worst possible crimes against the Syrian people.

  45. We are also committed to removing all occupying foreign forces, whose presence is an attack on the sovereignty, independence and territorial integrity of Syria. We will not accept the blackmail practiced by some parties in the Security Council or on Syrian territory. In conclusion, over the past eight years the Security Council has heard many provocative statements against the Government of my country. Many of these statements lack all credibility and are based, in the majority of cases, on absolutely unreliable information. What we are seeing is an attempt to provide disinformation.

We affirm that relevant legal authorities of the Syrian Arab Republic are exercising their privileges and competencies in addressing this issue, pursuant to the Constitution and the substantive rules and procedures provided for in civil and criminal law, including the code of criminal procedure. My country is participating in serious and determined efforts undertaken with the Iranian and Russian guarantors of the Astana process and cooperating with the Special Envoy of the Secretary- General's work in order to achieve a Syrian-owned and Syrian-led political process, without foreign interference of any kind. In Syria, we are committed to finding a national political Syrian solution that is lasting in nature. We are committed to destroying hotbeds of terrorism in our country.

Practical measures have been put in place, the most recent of which was was an exchange of prisoners last week, with the participation of the Office of the Special Envoy of the Secretary-General for Syria. We commend this work. This humanitarian issue is being exploited for improper purposes, which casts a shadow on the work and endeavours of this mechanism, just as it casts a shadow over the positive measures that have been put in place. We would also say that the initiatives for national reconciliation and the efforts of the Syrian Red Crescent have borne fruit and made it possible to develop significant measures on this issue.

At the same time, the Government of my country is dealing with the issue of detainees and missing persons from a purely humanitarian perspective, setting aside any political manipulation of humanitarian issues. The working group on the release of detainees/abductees, handover ofbodies and identification ofmissing persons has been established as part of the Astana process. The working group is responsible for dealing with the issues of missing persons - in terms of providing clarification around their fate - and of the release of detainees. It is also responsible for dealing with prisoner swaps. My Government is approaching the issue constructively and believes that the working group is also functioning constructively.

The information that has been gathered following the freeing of eastern Ghouta and the eastern sections of Aleppo, as well as many other regions of Syria, shows that terrorist groups had assassinated thousands of Syrians and buried them in mass graves. Every village town and region in Syria that has been the victim of terrorism has its own tale of the scandalous acts perpetrated by those Governments that have supported religious and extremist terrorists, financed and armed terrorists. and afforded them political and media coverage while characterizing them as "the moderate Syrian opposition", when what we are actually talking about is terrorist groups that include thousands of foreign terrorist fighters. Some people are determined to exhaust the Council by weighing down its agenda with meetings.

  50. Representatives will remember the video recordings that were disseminated by the terrorists when they controlled that region. The video recordings showed the cruelty of those groups when they handcuffed women and children and threw them into cages and out into the street in heart-breaking and horrific scenes, which recalled the very worst of the darkest times of slavery. To deliberately ignore referring to the fate of thousands of missing persons and detainees at the hands of terrorist groups and the suffering of their families affirms once again the policy of double standard that we see being adopted by a number of United Nations mechanisms and countries in dealing with humanitarian issues.
