“The Security Council remains unable to find the means to really make it possible to tackle the primary cause of the suffering of the Syrian people, namely, terrorism and those who support it, owing to the hostile positions adopted by many Governments towards my country, Syria, including by the leadership of the Governments of the United States of America, the United Kingdom and France. Those Governments refuse to combat terrorism, which plagues many regions of Syria, in particular the north-western part of the country, in order to protect the Al-Nusra Front terrorist group. Those very Governments supported armed terrorist groups that exfiltrated abductees from Aleppo and rural Latakia to Turkey. Their fate is still unknown. Those terrorist groups also abducted thousands of civilians and put them in Al-Tawba prison, in eastern Ghouta.”

“They work on the basis of dubious information and they use sly and cunning terms in their reports and statements in order to mislead international opinion and conceal the suffering of civilians and the misdeeds of armed terrorist groups. For the past nine years, those groups have used civilians as human shields in the regions that they control. They have attacked hospitals and schools and turned them into military facilities and detention centres for abductees. Those terrorist groups have bombarded civilian areas with indiscriminate bombs of hatred.”

“I call on the Security Council to seriously consider what has been spent by the Governments of the United States of America, the United Kingdom and France, along with other countries in the region, in terms of budget, efforts and weapons to ultimately harm Syria, its land, its people and its Government and to settle new and old scores with that Government. In so doing, they are risking the lives, wealth and civilization of Syria and its people. We are deeply concerned that those Governments continue to impose their positions and policies in many areas of the work of the United Nation and on some of its civil servants so as to ultimately sow a campaign of disinformation and to distort the truth about what is taking place in Syria.”

“The list of examples of such conduct is long and one of which all members are aware. “Those lies are also being systematically presented in the negotiations among various Syrian parties, both in Astana and Geneva, in order to impede the efforts made by the Syrian Government to arrive at a political solution without outside interference. We have a consistent position of principle. We condemn the use of chemical weapons and any and all weapons of mass destruction. Their use is a crime against humanity that is unacceptable, immoral and unjustifiable, regardless of the surrounding circumstances. On that basis, my country ratified the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction, and we have implemented all of our commitments. “I would also like to say that Turkish intelligence service transferred sarin gas to terrorist groups in Syria after the product arrived from Libya in 2013. The regime of President Erdogan facilitates the transfer of such substances to Da'esh, the Al-Nusra Front and other terrorist groups in Syria, and that is a flagrant violation of the provisions of resolution 1540 (2004). My country is still waiting for the bodies and special mechanisms of the United Nations to react to that information and to treat it with the seriousness it deserves. We are also waiting for that information to be reflected in the reports on chemical weapons and their use by terrorist groups. This is no longer a matter of merely making a statement in international forums.”

“For those who are still doubtful, I encourage them to read the report published by The Wall Street Journal on 19 June 2017, which is punctuated by terrorist confessions. My Government has for some time and in a consistent manner warned of the danger of terrorist groups acquiring weapons of mass destruction, in particular Da'esh, the Al-Nusra Front and Al-Qaida. To date, we have sent more than 108 letters to the Council, to the Committee established pursuant to resolution 1540 (2004), to the High Representative for Disarmament Affairs, to the Joint Investigative Mechanism and to all of the relevant committees and bodies of the Security Council. Our letters include documented information implicating countries that have provided such chemical products as chlorine, mustard gas and sarin gas to terrorist groups to be used against civilians.”

“The Israeli representative made a statement that included a tangle of baseless accusations and lies. It is almost comical, even pitiful, that the members of the international community must sit in the Council Chamber and listen to such allegations and lies coming from a representative of an occupying Power that continues to occupy Arab territories and support terrorists groups, in particular the Al-Nusra Front, in the area of separation. That country has a nuclear, biological and chemical weapons arsenal, with the consent and protection of Western countries that are permanent members of the Council. The support that Israel provides to terrorist groups in Syria has been proved by the extensive evidence that we have provided to the Council.”

“The representatives of those same countries are seeking to deviate today's meeting from its goals by raising topics that are not on the agenda, in order to impede our efforts and prevent the Security Council from holding a genuine, serious debate on the implementation ofresolution 1540 (2004). In that regard, we would like to recall that it is those countries that opposed the draft resolution (S/2016/847) submitted by Russia and China aimed at impeding the acquisition of chemical weapons by terrorist groups in Syria and Iraq. Such illegitimate measures have made it impossible to provide the necessary fuel and spare parts to pumping stations in Syria. I would cite as an example the inability of Oxfam recently to provide the fuel needed to operate the pumping station in Aleppo because of the European measures imposed on Syria.”

“This leads us to take a closer look at what armed terrorist groups are doing in my country, Syria. Some like to call them the armed opposition, or non-State armed groups. Those groups use water resources as a weapon to bring pressure to bear on the Government of Syria and civilians. What has been witnessed in Aleppo and Damascus is a clear example of this. Civilians in both cities suffered from long periods of water interruption after armed terrorist groups bombarded wells and pipelines, poisoned the water and looted and blew up pumping stations. This is in addition to the bombing of water and electricity facilities by what is called the international coalition, which led to acute water scarcity and had negative repercussions on the lives of civilians.”

Prior to the crisis in Syria, we had registered significant achievements by providing citizens with 99 per cent of their water needs in cities, and 90 per cent in rural dwellings. Unfortunately, these rates have decreased during the crisis in the light of the fact that most of the water- pumping stations and water wells have been destroyed or looted by armed terrorist groups, particularly in unstable regions. It is important to stress that using water resources as a weapon is a gross violation of all relevant provisions of international humanitarian law.”

But the support given to Israel by permanent members of the Council has demonstrated the fallacy of those States' claims and of the policies they are pursuing, which are based on a double standard. “However, the provision of basic necessities for the people of Syria such as food, medicine and fuel is hampered by the unilateral measures imposed on our State, threatening the survival of our people. The Secretary-General and his Special Representative adopted those allegations, while ignoring the responses of the Syrian Government and information already corroborated by public confessions. Such positions can be seen as indirect participation in misleading public opinion and disregard for the Syrian Government's position regarding events on its own territory. We also sent the Representative a DVD including the documented confessions of members of those groups, proving their responsibility for those crimes. “The consultations recommended the establishment of a supreme human rights council and a political committee to revise the Constitution to ensure pluralism and to promote human rights, social justice, the rule of law and the rights of women and children. I wish to comment on the statements made by certain representatives when a group of young people demonstrated outside the French and United States embassies to voice their views on interference by those embassies in our internal affairs. We stress that the Syrian authorities are committed to protecting the security of those two embassies. We recall that the Syrian embassies in certain countries have been attacked and that the countries where those attacks took place did little to protect them.”

“Syrian President Bashar Al-Assad has declared a comprehensive reform programme that the Government has begun to implement to promote democratic national reconciliation and to increase the participation of all citizens in the political and economic process, as well as to sanctify national unity and to ensure law and order for all citizens. We sent a letter to the Secretary- General, issued under the symbol S/2011/353, in which we stated our position vis-a-vis recent developments in Syria. Syria has held consultations on new bills concerning pluralism and the participation of political parties in Syria.”

“In that regard, we recall General Assembly resolution 273 (III) of 1949, which established the conditions for Israel's admission as a full Member of the United Nations: its commitment to the principles of the Charter and respect for the rights of the Palestinian people to establish its independent State and of Palestinian refugees to return to the homes from which they had been forcibly expelled. However, some speakers have used non-objective and exaggerated language in their statements to describe recent domestic events. They have sought to engage the Council in internal affairs on fragile and unfounded pretexts that have nothing to do with the Council's role or responsibilities. That is why I wish to underscore that the goal and substance of this agenda item are clear. I would like to make the following points.”

“The Security Council is called on to sincerely and effectively commit to finding a solution to the Arab-Israeli conflict without delay or partial solutions. The Security Council has an important opportunity to prove its ability to play its Charter role by supporting the internationally backed and fair Palestinian request to establish an independent State on its territory, with Al-Quds Al-Sharif as its capital. That would be achieved by accepting Palestine as a full Member of the United Nations, pursuant to the resolutions of international legality.”

“Israel continues to refuse to return the occupied Syrian Golan to its motherland, Syria, and to implement resolutions of the international community, in particular resolution 497 (1981), which declared the annexation of the occupied Syrian Golan null and void and without international legal effect. Israel pursues its policy of intimidating and oppressing Syrian citizens in the Golan. It continues to confiscate land, expand settlements and plunder the riches and resources of the Golan, distorting its history and robbing its historic monuments. It continues to plant mines on the territory. Comprehensive and fair peace will be achieved only through complete Israeli withdrawal from all Arab territories to the 4 July 1967 lines, and the establishment of an independent Palestinian State, with Al-Quds Al-Sharif as its capital.”

“Among Israel's most egregious practices are its great colonialist theft of territory through its history of settlement, including land confiscation, the demolition of homes, the expulsion of citizens from their homes and replacing them with foreign settlers, the construction of the racist separation wall, the Judaization of occupied Jerusalem, support for settlers' oppressive and extremist racist practices against unarmed Palestinians, under the protection of the occupying forces, and the unjust imposition of the blockade against Gaza. On 15 May and 5 June, on the anniversary of Israel's occupation of their land, Israel fired live bullets at unarmed demonstrators, claiming the lives of many martyrs and wounding a great number of people. That is the underlying aggressive nature of the State terrorism practiced by Israel.”

“However, instead of focusing on the substance of this agenda item, some unfortunately attempt to engage the Council on other issues in order to dilute the essence of the item, under which the Security Council seeks to effectively engage in reviving the peace process, ending Israeli occupation of occupied Arab land and establishing a Palestinian State on the basis of the 1967 borders. However, the reality on the ground reaffirms that there is a systematic Israeli pattern of behaviour that some do not want to hold to international accountability. This pattern contradicts the core provisions of international law and international humanitarian law and demonstrates Israel's disregard for international legality.”

“Mr. Falouh (Syrian Arab Republic) (spoke in Arabic): The Security Council is meeting yet again to discuss the deteriorating situation in the occupied Arab territories under the agenda item "The situation in the Middle East, including the Palestinian question". This item is centred exclusively on the Arab-Israeli conflict, the Palestinian question and how to compel Israel to end its occupation of Arab land in implementation of resolutions of international legality, including resolutions of the Security Council. It does not refer to any other issues that are not covered by the historical definition of the item.”

“This means the return of all occupied Arab lands, including the occupied Syrian Golan, up to the borders of 4 June 1967 and the creation of an independent Palestinian State with Jerusalem as its capital. The continued occupation runs counter to peace and necessitates taking all possible measures to put an end to it.”
