  2. We are aware of the fact that this is a challenging task, but a collaborative and integrated approach is essential. The Security Council should also engage in dialogue with affected and concerned States regarding the national and regional implementation of arms embargoes. In addition, we should further advocate for the full and meaningful participation of women in arms control and at all levels of decision-making, in accordance with resolutions 1325 (2000), 2122 (2013) and 2242 (2015). That also highlights the need to further engage the youth in arms control, disarmament efforts and conflict prevention and resolution, in accordance with resolution 2250 (2015).

It is also essential to share and exchange intelligence information, especially with neighbouring countries, concerning the smuggling of conventional weapons and to track their routes, as well as to identify the source and destination parties of such weapons. Jordan has adopted a strategy that aligns with that approach which has proven its effectiveness. Conflicts,whetherinternationalor non-international, are the main source of demand for small arms and light weapons. It is incumbent on the Security Council to address the root causes of conflicts that fuel demand for such weapons. Additionally, supporting disarmament efforts, implementing effective arms embargoes and investing in conflict prevention and resolution can contribute to a more comprehensive response.

In order to advance international efforts on issues related to small arms and light weapons, we would like to stress that international engagement should focus on key elements, including the strengthening of international cooperation and border security, as well as the provision of technical assistance and capacity- building support to countries in need. In that context, effective engagement with various intergovernmental organizations is essential. In Jordan, we have proactively established partnerships with the League of Arab States, the European Union, INTERPOL, the World Customs Organization and the North Atlantic Treaty Organization, with the goal of halting illegal activities related to small arms and light weapons.

  5. Such efforts should take into account the legitimate interests of States in acquiring, managing and transferring small arms and light weapons for their self-defence and security needs. In that context, we take note of the Secretary- General’s biennial report on the issue of small arms and light weapons (S/2023/823), which was issued last month in accordance with resolution 2220 (2015). The report underpins the need to address collectively the threats arising from the misuse, illicit transfer and destabilizing accumulation of small arms and light weapons. We therefore stress the importance of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects.

It is my pleasure to begin by welcoming the participation of the Minister for Foreign Affairs and Human Mobility of Ecuador and by thanking her and the Permanent Mission of Ecuador to the United Nations for organizing this important open debate. Our thanks also go to the Under-Secretary- General and High Representative for Disarmament Affairs for her briefing to the Security Council, as well as to the other briefers. The issue of the diversion, illicit trafficking and the misuse of small arms and light weapons has a direct impact on international security. Active multilateral engagement and a multifaceted strategy are necessary elements of an effective approach towards the issue of small arms and light weapons in the context of evolving conflicts.

I would also like to reiterate my gratitude to all the Member States that voted in favour of General Assembly resolution ES-10/21, thereby taking an established position against the application of double standards in international law and reaffirming the need to end the war, protect civilians and adhere to legal and humanitarian obligations, in line with the principles and values of this Organization and with a view to promoting security and peace in the region and the world.   8. Is it not time for the Security Council to shoulder its responsibilities and to respect the purposes and principles of the Organization, as set out in the Charter of the United Nations? Is it not time for the Council to go to work to stop the war and aggression and to protect our Palestinian people in Gaza and in the occupied Palestinian territory? That is the Council’s choice at a pivotal point in the history of the Organization. The Arab Group reaffirms that a just, comprehensive and lasting peace, in accordance with the adopted terms of reference and the Arab Peace Initiative, is a strategic Arab choice. The only way for that choice to be implemented is through the establishment of a sovereign and independent Palestinian State, with occupied Jerusalem as its capital, based on the lines of 4 June 1967.

  9. Is it not time for the Council to say to Israel that human life is sacred, regardless of someone’s religion, ethnicity or origin? Is it not time to protect United Nations facilities and the hospitals, infrastructure and facilities in Gaza? Is it not time for the Council to heed the calls of the humanitarian relief agencies that Mr. Lazzarini, Ms. Russell and Ms. Doughten expressed earlier when they called for an end to the human tragedy in Gaza? Is it not time for the Council to hold Israel legally accountable and punish it for the killings, ethnic cleansing and war crimes it is perpetrating in Gaza? We would like to remind the Council that those crimes, which are being committed as the international community looks on, are being documented daily by international accountability mechanisms.

Is it not time for the Council to heed the calls of human conscience and those of the Secretary- General — for which we are grateful, despite all the unfair attacks on him — as he has called for a ceasefire, for the delivery of medical and humanitarian aid, for respect for international law and the protection of civilians and United Nations relief agencies? I do not know why the Secretary-General is being attacked for declaring those just positions. Is it not time for the Council to prioritize the principles of justice and humanity and say to Israel that forced transfer is a crime that cannot be ignored? The choice of either dying in the north of Gaza or being transferred to the south of Gaza to be killed there is one that the Council cannot accept.

  11. Is it not time for human consciences to wake up in response to the images we are seeing every day, every hour and every minute of the carnage and destruction in Gaza? Is it not time for the Council to heed the people of Gaza’s cries for help? They have no safe place to shelter from the Israeli bombardment and destruction. Their homes, hospitals and houses of worship have collapsed on their heads, and even United Nations facilities that they took to be places of refuge have been shelled. There are 1.4 million people in Gaza who have been displaced from their homes and neighbourhoods. The deafening silence about the forced displacement must stop.

Ayman Safadi, Jordan’s Deputy Prime Minister and Minister for Foreign Affairs, spoke before the Council last Tuesday (see S/PV.9451), the total number of casualties martyred among Palestinian civilians was nearly 6,000. Today, less than a week later, the number is more than 8,300, including more than 3,400 children and 2,100 women killed, in addition to the more than 2,000 persons who have been under the rubble for many days now. The killing will not stop as long as Israel continues to hear justifications from some for its crimes. It has been covered and protected without having to show any accountability. Regrettably, so long as that continues and its actions continue to be met with silence, Israel will be emboldened and will continue committing such acts without being deterred or held accountable.

  13. In that regard, we want to warn against the repercussions that the war will have for the security and stability of the region and the entire world. We stress the importance of ending the Israeli acts of aggression on Syrian territories and ensuring a ceasefire across the borders with Lebanon, along with an end to Israel’s repeated aggression against villages in the south of Lebanon, which has led to the displacement of nearly 30,000 Lebanese, more than 50 people’s deaths and the direct targeting of a position belonging to the Lebanese Army and the United Nations Interim Force in Lebanon, as well as the martyrdom of some journalists. In that regard, we would like to note that no more than 85 trucks have accessed the Gaza Strip through the Rafah crossing since the beginning of the war due to Israel’s obstruction, as compared to the more than 500 trucks that entered the Gaza Strip every day before the war. We stress that the Arab Republic of Egypt has not spared any effort to ensure the expeditious delivery of relief and humanitarian assistance to our brotherly Palestinians in Gaza, despite the operational and logistical obstacles imposed by Israel for political considerations and false security pretexts, while it continues shelling the Rafah crossing. The continuation of the Israeli war that currently rages against Gaza and the ensuing humanitarian disaster threatens to spill over into the region.

  15. Secondly, all parties must comply with their obligations under international law, including international humanitarian law. Thirdly, humanitarian assistance, including supplies and basic services for all civilians that need them in the Gaza Strip, must be provided. Fourthly, any attempt to forcefully transfer the Palestinian civilian population must be firmly rejected, and all civilians who are being illegally held captive must be released immediately and without conditions. That message also includes calling for an end to war crimes, the killing of defenceless innocent civilians and the destruction of homes, civil facilities, hospitals, houses of worship and infrastructure. If that resolution is biased towards anything or anyone, it is biased towards the truth, justice and humanity. We were able to address a number of attempts to politicize the resolution. General Assembly resolution ES-10/21 includes a number of elements that need to be implemented so that we can find a horizon for ending this war. First, an immediate, durable and sustained humanitarian truce, leading to the immediate cessation of hostilities and the protection of all humanitarian civil facilities, including hospitals and houses of worship, must be agreed.

The Arab Group and the Organization of Islamic Cooperation requested the President of the General Assembly to resume the Assembly’s tenth emergency special session after it became evident that the Security Council, since the start of the war at the beginning of October, was not able to shoulder its responsibility for the maintenance of international peace and security and stop the war against our people in Gaza. The adoption by the General Assembly of resolution ES-10/21 sent an important and clear message that the international community stands in support of justice, the protection of innocent civilians and adherence to legal, humanitarian and legitimate obligations, in addition to the immediate cessation of the Israeli war against Gaza that is currently raging.

Mr. Hmoud (Jordan) (spoke in Arabic): I would like to thank Mr. Philippe Lazzarini, Commissioner- General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East; Ms. Catherine Russell, Executive Director of UNICEF; and Ms. Lisa Doughten, Director of the Humanitarian Financing and Resource Mobilization Division of the Office for the Coordination of Humanitarian Affairs.   20. The Arab Group warns that this brutal war against innocent civilians has entered a serious phase that will lead the region to a disaster. The international community and, in particular, the Security Council must assume their responsibility to maintain international peace and security by putting an end to the bloodshed and the killing of innocent women, children and the elderly. That triggered a response from the World Health Organization and various relevant United Nations agencies, which confirmed that the forced eviction and targeting of medical facilities and staff constitute grave violations of international humanitarian law. Just now, Martin Griffiths stated that an eviction warning was issued by Israeli authorities to 20 medical institutions, including the Baptist Hospital shortly before it was attacked. In that connection, we stress that the heinous crimes against the people of Gaza are crimes against our collective humanity. Condemning that attack and aggression is a purely humanitarian call. It is incumbent upon us to coordinate international efforts in order to immediately put an end to this war against Gaza and to urgently provide the necessary international protection to the Palestinian people.

In that regard, we recall resolution 2286 (2016), which stipulates that medical and health-care personnel should not be targeted, condemning all attacks against medical staff and calling for the provision of adequate protection. The Arab Group calls for holding Israel, the occupying Power, accountable for the massacres and crimes it continues to commit against the defenceless Palestinian people. Israel’s targeting of the Al-Ahli Baptist Hospital is not occurring in a vacuum. As we mentioned before, pronouncements from Israeli high officials were clear — Israel will not respect humanitarian and moral values or laws. It considers hospitals as military targets that should be immediately evacuated.

Humanitarian and medical assistance must be allowed to enter the Gaza Strip, and protection for medical and humanitarian workers, as well as medical, educational and United Nations facilities, must be ensured. We also call for preventing the forcible displacement of the people of Gaza. The heinous crimes of the occupation run counter to the human and ethical values and clearly violate the international humanitarian law, in particular the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, as well as the provisions of the Charter of the United Nations and relevant resolutions of international legitimacy.

The Arab Group condemns in the strongest terms the heinous massacre undertaken yesterday by the criminal Israeli occupation army against innocent civilians and injured people who were receiving care at Al Ahli Baptist Hospital in Gaza. The Arab Group holds Israel, the occupying Power, fully responsible for this heinous war, about which we cannot remain silent. We call upon the Security Council to take immediate action to ensure a ceasefire and end the brutal Israeli aggression against the people of Gaza.

The Arab Group reaffirms that a just and comprehensive peace, in accordance with the resolutions of international legitimacy and the Arab Peace Initiative, is a strategic Arab choice that represents the only way to protect the entire region from the cycle of violence.   26. The occupying Power must respect the principles of distinction between military targets, civilians and civilian objects. It must not direct attacks against civilians and civilian objects, as is happening now. Its response must be proportional, and it must take the necessary precautions to protect civilians. As we follow the developments in the situation, it is clear that Israel’s military actions in Gaza are not in line with the minimum requirements of international humanitarian law, and Israel does not even claim to respect those requirements, as the Council heard a while ago. The statements of Israel’s senior political and military officials leave no room for doubt that what it is committing and will continue to commit will override every legal, moral and humanitarian standard against a defenceless people.

We would like to remind the Council that what Israel is doing is not within its right to self-defence, and it is unfortunate that some countries continue to repeat that Israel has the right to defend itself in the Gaza Strip, which is an occupied territory. In that regard, we recall in particular paragraph 139 of the advisory opinion of the International Court of Justice of 9 July 2004 on the legal consequences of the construction of a wall in the occupied Palestinian territory, which states that Israel does not have the right to self-defence in the occupied Palestinian territory (see A/ES-10/273). What applies in this case, however, are the provisions of international humanitarian law pertaining to a military response to armed attacks in occupied territories.

The Arab Group underscores that any blatant attempt or threat to forcibly displace or deport the Palestinians from their homeland to the Arab Republic of Egypt and other neighbouring countries is a crime, which we condemn and reject, and a grave violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 1949. We stress in that regard the need to apply the rules of international law, international humanitarian law and ethical standards, without discrimination on the basis of nationality or identity. In addressing the war in the Gaza Strip, the international community must use the same set of standards to condemn the killing of Palestinian civilians as it does in condemning the killing of Israeli civilians. Civilians are victims, regardless of their identity or nationality.

We underline that Israel’s blocking of the delivery of urgent humanitarian aid to the Gaza Strip and forcing of more than a million citizens in northern Gaza out of their homes are grave violations of international law and international humanitarian law. We therefore stress the need for that aid to be delivered immediately, without any delay. In that regard, we commend the major role and unprecedented efforts of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in assisting civilians in the Gaza Strip. Given the capacity gaps and lack of necessary funding the Agency is facing, we stress the need for the international community to provide the Agency with the immediate support it needs to be able to carry out its functions and humanitarian duties in accordance with its United Nations mandate.

The Group stresses that the failure of the international community to stop this war is a failure to implement international law, to protect common human values and to protect innocent civilians, who are facing the hell of war and cannot access the most basic neces- sities of life, such as shelter, food, drinking water, elec- tricity and health care. I am honoured to deliver this statement on behalf of the Group of Arab States. The Security Council is meeting today as the brutal and fierce Israeli war continues in the Gaza Strip, bringing death and destruction and threatening to erupt into wider spirals of violence throughout the entire region. The Arab Group therefore stresses the need to immediately stop this war and prevent it from spreading in order to prevent the ongoing humanitarian catastrophe in the Gaza Strip from worsening.

  32. In the words of His Majesty King Abdullah II in reference to achieving global food security, we must keep working together if we wish to succeed. Finally, I would like to remind all States of their obligations under international law concerning the protection of civilian populations during armed conflict and in situations of occupation. The suffering and deprivation of the Palestinian people as a result of the Israeli occupation over the decades are a clear example of the need for the Security Council to act to stop such violations against protected populations, something it has consistently failed to do.

We expect the Council to assume its responsibility in facilitating sustainable solutions to refugee crises, and the wider United Nations to work towards enabling the safe, dignified and voluntary return of refugees to their homes. Jordan will be engaged in the Summit of the Future and its preparatory ministerial meeting this autumn to highlight the generational challenge of addressing food insecurity in refugee and host communities. We are eager to hear the Secretary-General’s report next year on the progress in following up on this year’s Food Systems Summit, and we are ready to help carry the momentum through to the next global stocktaking in 2025. Our collective and swift coordination, as an international community, is key to preventing the world crises that may lie ahead.

However, those promises are not being fulfilled, and we worry that prioritizing humanitarian assistance based on the political importance of the conflict to the donor community will expose millions of refugees all over the world to a heightened risk of hunger. Countries that host refugees are performing a global public good, demonstrating solidarity with the priorities of the international community. When Jordan supplies work permits and training to hundreds of thousands of refugees, and when it provides quality health and education services, it sends a message that countries will go beyond their responsibilities as they wait for members of the international community to accept their own responsibility.

But just three days ago, the WFP ended cash handouts for more than 50,000 refugees in Jordan, escalating its withdrawal from the two largest refugee camps in the Middle East after it had reduced food subsidies by a third for all of the 120,000 refugees in the Za’atari and Al-Azraq refugee camps last year. In that regard, it should be stressed that it is incumbent on donor States to allocate additional and sufficient resources to meet any new commitments to countries affected by other conflicts, and not to undercut funding for existing programmes, including funding allocated to the WFP. The countries that bear the brunt of the hunger- inducing consequences of conflict have agreed to shoulder a tremendous weight, based on a promise that the burdens they have assumed on behalf of the international community will be shared.

  36. In Jordan, where conflict-driven food insecurity affects three of four refugees and nearly 5 per cent of the total population, the need for international solidarity is acute. With one of the lowest levels of water available per person in the world, Jordan has watched increasingly frequent climate-related shocks strain an agricultural industry that is now expected to feed more. Desertification has deepened the vulnerability of Jordan’s staple food needs, 80 per cent of which are met through imports. The mounting needs of refugees are outpacing the pledges of aid. Chronically underfunded United Nations agencies are forced to feed the starving at the expense of the hungry. In Jordan, the World Food Programme (WFP) is meeting the basic food needs of nearly half a million refugees.

  37. At the outset, allow me to congratulate the United States on assuming the presidency of the Council for the month of August. I would also like to thank you, Madam President, for inviting the briefers who spoke on the role of businesses in fundraising. Involving the private sector begins with including industry leaders in the conversation, and Jordan commends you, Madam President, for leading that effort at the highest political level. The hunger of people displaced by conflict is the gravest form of food insecurity. The cycle of war and famine triggers a security challenge that is less visible but no less urgent, with overburdened resources preventing countries hosting refugees from providing food to those who need it. No country can tackle that challenge alone, especially developing countries in climate hotspots.

We invite all regional and international partners to actively participate in order to mobilize the necessary political and financial support for UNRWA, given its unprecedented financial deficit, in order to support the Agency and to guarantee that it can continue to provide its services in its five areas of operation.   40. We stress that the Jordanian Awkaf Ministry is the only and exclusive department in charge of organizing entry to the Al-Aqsa Mosque/Al-Haram Al-Sharif, with its area of 144,000 square metres. In that regard, I would like to reiterate that Jordan, in coordination with international and regional partners, will continue to support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) so as to enable it to continue to provide its vital and necessary services to more than 5.7 million Palestinian refugees, in accordance with its United Nations mandate, until the Palestinian refugee question is fairly and comprehensively resolved in accordance with international law, the relevant international resolutions and the two-State solution.

We warn against the dangerous consequences of permitting extremists to storm into Al-Aqsa Mosque/Al-Haram Al-Sharif and any provocative actions that threaten a new downward spiral of tension and violence. Since Jordan is the Hashemite historical custodian of all Islamic and Christian holy sites in Jerusalem, we will continue to take all the necessary measures and steps to protect them and maintain the legal and historical status of Jerusalem. The Kingdom of Jordan will spare no effort to resist any attempt to impose a spatial or temporal division on the Al-Aqsa Mosque/ Al-Haram Al-Sharif or to obliterate the Islamic and Christian identity of Jerusalem.

We stress that expanding settlements and displacing people from their homes constitute a gross violation of international law and all relevant Security Council resolutions, especially resolution 2334 (2016). We call on the international community and the Security Council to immediately take serious steps to put an end to those unilateral Israeli measures, which undermine peace and the two-State solution. Jordan condemns the attempt today by the Israeli Minister of National Security to again storm into Al-Aqsa Mosque/ Al-Haram Al-Sharif. That is a continued violation by Israel of international law in occupied Jerusalem and of the legal and historic status in Al-Quds and its holy places. In that regard, we reiterate that Israel has no sovereignty whatsoever over occupied Jerusalem.

  43. They constitute serious violations of international humanitarian law and undermine any prospects for peace and a two-State solution. Meanwhile, Israel must seriously engage in negotiations to put an end to the current situation and to resolve the conflict by achieving the two-State solution. That is the only way to stop the deteriorating situation, restore calm and achieve peace. We also stress that Israel must shoulder its responsibilities and obligations under the signed agreements, including the outcomes of the Aqaba and Sharm El-Sheikh meetings. Jordan warns that the consequences of the Israeli Government’s recent decision, especially the acceleration of building and expanding thousands of illegitimate settlement units in occupied Palestine, is a dangerous decision.

  44. Mr. Hmoud (Jordan) (spoke in Arabic): At the outset, let me congratulate you, Madam President, on the United Kingdom assuming the presidency of the Security Council. I wish you every success in your Council endeavours for this month. I would like also to thank the Assistant Secretary-General, Mr. Khaled Khiari, for his valuable briefing. Jordan reaffirms the importance of putting an end to the serious escalation in the Palestinian occupied territories. The persistence of Israel’s unilateral measures and its ongoing incursions into occupied Palestinian cities, as well as the ongoing building and expanding of settlements and seizure of lands, displacing Palestinians from their homes and assaulting them. These are all illegal, rejected and condemned practices.

The Summit provides a unique opportunity to discuss confidence- and trust-building measures, including on empowering women and youth in peacebuilding efforts, addressing the root causes of conflicts, upholding human rights and supporting the development agendas of States situated in conflict zones by providing capacity-building programmes and developing national institutions to ensure justice and achieve sustainable peace. I thank you again, Sir, for organizing this important open debate, given the pressing global need for the Security Council to fully utilize its prominent position to make meaningful contributions to sustaining peace and to prevent the recurrence of conflict and instability.

Based on the foregoing, Jordan considers the Secretary-General’s New Agenda for Peace as a starting point for constructive discussions and dialogue between the concerned governmental and non-governmental interlocutors on a holistic and sustainable approach to peacebuilding, while emphasizing the primary role of States in that regard. The upcoming Summit of the Future is an appropriate forum in which to advance a new direction to promote peace in a manner that addresses the existing challenges in accordance with the rules of international law and the Charter of the United Nations.

  47. In addition, ensuring accountability for crimes and the promotion of the rule of law are key in building and sustaining peace. Accordingly, peacebuilding processes should be aimed at strengthening the judicial institutions of post-conflict States to ensure respect for the rule of law and the applicability of internationally recognized normative and human rights standards. Moreover, peacebuilding processes must take into account the differences and particularities of societies and States that are in post-conflict situations. Minimum human rights and international normative standards should be clearly defined. The Security Council and General Assembly have key roles in that regard.

In addition, strengthening partnerships with regional organizations, civil society groups and other relevant stakeholders is vital to further support local actors on the ground and ensure a functional and consistent approach to sustaining peace. Such partnerships should be part of an integral approach to peacebuilding. In the light of the current challenges and threats and in an effort to promote trust and predictability, the Security Council should work towards the prevention of conflicts through diplomatic means and early-warning mechanisms, strengthen peacekeeping operations through the deployment of well-trained and equipped peacekeepers and further engage in mediation efforts in coordination with regional organizations.

The Council can effectively contribute to sustaining international peace and security by addressing the root causes of conflicts, assisting in the cessation of hostilities; ,strengthening conflict prevention and peacebuilding efforts, ensuring accountability for crimes, promoting justice and guaranteeing the full, equal and meaningful participation of all stakeholders, including women and young people, throughout the peacebuilding processes. In that regard, we emphasize the importance of fully implementing resolutions 1325 (2000) and 2250 (2015) and formulating inclusive and people-centred policies in political processes and peace efforts.
