“Moreover, we reiterate the need for the Committee to continue to fully meet its responsibilities to pursue the necessary investigations ofviolations that have been committed and to maintain a positive commitment, alongside the Iranian authorities, to clarifying all outstanding issues related to past violations. “If a comprehensive agreement is reached on the Iranian nuclear issue, pursuant to the paramaters set out by the IAEA for the peaceful production of nuclear energy, it would represent a first step in the right direction that we should seize upon to strengthen regional security. “We call on the Government of Afghanistan to make greater efforts with regard to the empowerment of women at all levels, and also to guarantee that the perpetrators ofhuman rights violations are pursued and brought to justice. We encourage the Afghan Government to hold strategic talks with neighbouring countries so as to strengthen cooperation in various areas. We also urge Afghanistan's neighbours to strengthen mutual confidence-building measures and to support Afghanistan through security cooperation efforts and regional processes. Such projects, after all, are in everyone's interest. The Afghan forces will be in charge of security and the fight against drug trafficking and terrorism following the end of the mandate of the International Security Assistance Force.”

“The reconciliation process has been marked by a number of incidents of attempted sabotage, threatening territorial integrity and peace in Afghanistan. That is one of the greatest challenges facing the new Afghan Government, which must address this issue as a top priority. We attach great importance to the fact that the Government is pursuing the national reconciliation process in order to make progress towards a comprehensive reconciliation in Afghanistan. On that basis, we would urge the implementation of the reform processes that have been announced by the President of Afghanistan since he took office. Some of those measures were announced during the London Conference last year, and they can strengthen stability in Afghanistan.”

“It is also the largest donor to the Palestinian people and considers the establishment of peace between Palestinians and Israelis to be one of its major foreign policy objectives. That in itself indicates the determination by the European Union to further contribute to the settlement of the Palestinian-Israeli issue and other thorny issues in the Middle East. “Furthermore, Jordan fully the supports the activities of the Organization for the Prohibition of Chemical Weapons fact-finding mission. We stress the need to take its conclusions into consideration, in particular those pertaining to the use of chlorine as a weapon in Syria. That is a crime and a violation of international humanitarian law and of international criminal law, as well as of resolution 2118 (2013). Such acts are indeed a threat to international peace and security. Jordan stresses that measures under Chapter VII of the Charter of the United Nations should be imposed in the case ofnon-implementation ofresolution 2118 (2013) and that a monitoring mechanism should be put in place to ensure that chemical weapons and facilities are never again used in Syria.”

The resolution prohibits the use of chemical weapons in Syria. We voted based on our conviction that the Security Council must deal with the issue in accordance with its prerogatives under the Charter of the United Nations The use of weapons of mass destruction in Syria would have serious consequences for the country and the region. Jordan condemns the use of all chemical weapons in Syria. It stresses that those who perpetrate such acts must be prosecuted. These are war crimes and crimes against humanity, perpetrated against thousands of innocent civilians. The perpetrators must not be above the law.”

We call on all parties to lift all obstacles in order to ensure access by those organizations to the areas requiring assistance. Furthermore, we urge support for the strategic response plan for 2015 set forth by OCHA to ensure humanitarian assistance to the people in need. “Those actions, in addition to other security challenges, continue to hamper the work of humanitarian organizations and stability in Ukraine. Jordan is increasingly concerned about the deteriorating humanitarian situation in Ukraine, including the effects of the random shelling of civilian areas. In the current situation, the first priority must be the protection of civilians, mitigating their suffering through urgent measures to assist displaced persons and Ukrainian refugees and supporting basic services, particularly in the health sector, which has suffered enormously as a result of the crisis in Ukraine. “Jordan strongly condemns the targeting and intimidation of civilians as well as the shelling of residential areas, regardless of the source, and calls for the conduct of a thorough and transparent investigation into the incident involving the shelling of a bus stop in Donetsk and the appalling incident that took place in Mariupol two years ago, which is considered to be the bloodiest incident since last July's peace agreement. We also call for the bringing to justice of all of the perpetrators of these criminals acts. This serious setback in the situation in eastern Ukraine and the spread of the fighting to other cities makes it incumbent on all parties to hold an emergency meeting to continue the negotiations based on previous agreements and with a View to speedily reaching a comprehensive ceasefire.”

“Instability in Ukraine will be bad not only for Ukraine but also for all the countries of the region and beyond, and the negative political and economic impact will affect the whole region. That is why we feel that we must take practical steps to comprehensively implement the Minsk accord for peace both in letter and in spirit. That is the political framework that was agreed by all parties with a View to achieving a comprehensive peace. We also call on the Ukrainian Government to continue with its reform programmes, especially in the public andjustice sectors, and to see thatjustice is done by holding accountable those who have committed crimes, including those who have used explosive weapons, and bringing them to justice, as well as completing e the trials that were begun for some of them.”

“We do not need to reiterate them at every meeting, but to affirm that they must come to an end. That is why we call on all parties to show self- restraint and to immediately stop using force so as to salvage the peace process through a return to peaceful negotiations in order to avert any further escalation, which would only lead to more violence among the parties to the conflict. We reiterate that there is a need to stop the escalating use of provocative language among the parties so as to give reason and dialogue a chance. Jordan reiterates its belief that it is important to respect the borders of Ukraine as well as its sovereignty and territorial integrity, not to interfere in its internal affairs, to restore security and calm to the border areas, and to stem the flow of foreign fighters and weapons to the separatists.”

“Mr. Hmoud (Jordan) (spoke in Arabic): I should like to extend our thanks to the Under-Secretary- General for Political Affairs, Mr. Jeffrey Feltman, for his comprehensive briefing. Jordan expresses its concern vis-a-Vis the accelerating deterioration of the situation in Ukraine. The crisis has reached dangerous proportions, and the Security Council and the international community must therefore work harder than ever before to resolve the crisis. More than 4,700 people have died so far and more than 1 million have been displaced to other regions within Ukraine and neighbouring countries as a result of the conflict in the east and the deterioration of the humanitarian situation there, especially in basic economic and health services. This is in addition to the flagrant and systemic violations of human rights being committed.”

“In many situations, those may have social, economic, ethnic, religious or tribal roots. Guaranteeing the sustainability of peace and development must not only be based on the absence of war, but also on replacing the structures that led to inequality and insecurity. Countries in post-conflict stages must be assisted in building new structures, or in restructuring them, so that we can instil the concepts of justice and equality, particularly in societies that experienced war crimes, genocide and all kinds of discrimination and marginalization. In conclusion, we believe that successful development policies based on inclusiveness contribute to addressing social and economic imbalances and the sense of injustice that extremist groups could use to recruit, particularly among young people.”

“That should not be understood to mean that donor countries or relevant organizations are the catalysts of change in those societies. Rather, change must be intrinsic to that society, take local knowledge into consideration and not ignore the internal dynamics of such societies. Gender relations in society play an important role in establishing the basis on which peace is built. We must therefore focus on including women at all stages of peacebuilding and development projects and on empowering them during conflict and in post-conflict situations. Peace and security are interlinked. Guaranteeing their sustainability in post-conflict situations requires addressing the root causes ofinternal conflicts, themes that previous speakers at this meeting addressed.”

“Jordan stresses the importance of addressing the concept of national ownership in achieving sustainable peace. The primary responsibility falls on national authorities in deciding the priorities in post-conflict peacebuilding. Such policies should be both specific and realistic, and the goals attainable through well-planned coordination among national societies and all stakeholders at the local level. That can also be achieved through a realistic assessment that takes into consideration the specific needs of societies emerging from conflict and their circumstances, as well as available resources for implementing those policies. Donors have the responsibilty of providing the necessary development support for States in post- conflict peacebuilding.”
