The humanitarian situation in Syria remains extremely challenging. People are grappling with economic hardship, which is worsened by the United States’ imposition of unlawful sanctions. The significant shortfall is seriously hindering the capacity of the United Nations. “From 4 to 10 November, Iran hosted a delegation of Taliban economic officials. Discussions focused on strengthening economic and trade ties, covering such aspects as trade, transit, transportation, infrastructure and railways. The de facto authorities have not taken significant steps to achieve genuine ethnic and political inclusion in Afghanistan. Instead, they impose severe restrictions on women and girls, particularly affecting their access to education. In the Moscow format meeting on 29 September in Kazan, Russian Federation, concerns were raised about restrictions imposed on women and girls, urging the establishment of a broad-based, inclusive Government. At that meeting, Iran proposed establishing a regional contact group for enhanced and coherent engagement with the Taliban and encouraging them to honour their obligations.”

“Despite the de facto authorities’ anti-terrorism efforts, the persistent presence of Da’esh and Al-Qaida affiliates continues to pose a severe threat to Afghanistan and neighbouring countries. The United Nations documented eight attacks by Da’esh affiliates between 1 August and 7 November, specifically targeting civilians, with a notable focus on the Shia community. As a directly affected neighbour that is dealing with the repercussions of the situation in Afghanistan and hosting millions of Afghan people, Iran maintains its active engagement with the de facto authorities. That engagement has been conducted both bilaterally and through neighbouring and regional mechanisms such as the Moscow format, with the aim of enhancing and improving the humanitarian situation and facilitating Afghanistan’s economic recovery.”

We take note of the Secretary-General’s report on the situation in Afghanistan (S/2023/941). The report highlights the unprecedented humanitarian challenges in Afghanistan, with over two thirds of its population requiring assistance. The October earthquakes in Herat province directly affected more than 150,000 people, exacerbating the situation. The revised humanitarian response, having received only 35 per cent of the $3.23 billion required as of 11 November, aims to assist 21.3 million people. “Following the termination of arms-related restrictions and travel bans under resolution 2231 (2015) on 18 October 2020, fortunately, all restrictions on ballistic missile-related activities and transfers to and from Iran, and the assets freeze on individuals and entities listed in resolution 2231 (2015), automatically terminated on 18 October 2023. “Our objective was crystal clear: to restore the delicate balance in reciprocal commitments and benefits under the JCPOA. That was unavoidable, as the deal is founded on Iran’s nuclear-related commitments in exchange for the comprehensive lifting of all United Nations, EU and United States sanctions, as well as the promotion of normal economic and trade relations with Iran, as explained in detail in the JCPOA and in resolution 2231 (2015). More importantly, Iran’s remedial measures have been authorized by the JCPOA’s paragraphs 26 and 36, according to which, should there be a “re-introduction or re-imposition of the sanctions”, Iran has the right “to cease performing” its commitments “in whole or in part”.”

Tragically, the assaults also led to the injury or death of several innocent civilians. The humanitarian crisis in Syria remains deeply concerning. “It is regrettable that today in this Chamber, the United States, Canada and certain other Western States have attempted to shift the blame from the wrongdoer to the victim. They equate the Palestinian people’s right to self-determination and self-defence with terrorism, while attempting to claim an unjust right to self- defence for the occupying regime, Israel. International law is clear on the matter. There is no provision for an occupying regime to invoke the right to self-defence under Article 51 of the Charter of the United Nations. But international law and the Charter do indeed recognize the legitimate right to self-determination, as well as to self-defence, of the Palestinian people, including members of resistance groups such as Hamas.”

“Despite the overwhelming support of the vast majority of Member States, as evidenced by numerous General Assembly resolutions affirming the Palestinian nation’s right to self-determination, the Security Council has faced significant obstacles in taking decisive action. The primary impediment to that action has been the unwavering support of the United States, which has exercised its right of the veto on more than 40 draft resolutions in the Council. The Council’s inability to act has unfortunately emboldened the Israeli occupying regime, resulting in the perpetration of even more egregious crimes. “I thank Brazil for convening today’s open debate. The topic on the agenda is highly significant, and the timing of the meeting is also exceptionally sensitive. We are witnessing appalling, brutal massacres and atrocities and the collective punishment of the Palestinian population in Gaza, in clear violation of international humanitarian law. The terrorist attacks on the Al Ahli Arab Hospital, resulting in the killing of more than 500 innocent civilians, including women and children, can only be described as a heinous war crime. As the Secretary-General underlined in today’s briefing, the Palestinian anti-occupation effort of 7 October did not occur in a vacuum.
