  2. Iran, along with its Astana format partners, is committed to working towards long-term and sustainable normalization in and around Syria. We express our support for the continuation of the Syrian-Turkish dialogue as part of this effort. Iran also supports efforts and cooperation within the Astana format to reveal the fate of missing persons. It is also of utmost importance to make every possible effort to facilitate the safe and dignified return of Syrian refugees to their homeland and to meet their humanitarian needs. In a sovereign decision, the Syrian Arab Republic has opened two additional border crossings to facilitate the humanitarian response in areas impacted by the conflict, including those under the control of terrorist organizations. The Secretary-General’s report indicates that the opening of these two additional border crossings has improved humanitarian access to north-west Syria. We appreciate these efforts and call on all parties to continue working towards ensuring safe, timely and effective humanitarian access to all those in need. We are steadfast in our support of the Special Envoy’s efforts and his active engagement with all parties. We support the resumption of the Constitutional Committee meetings at the earliest opportunity to continue the progress made toward resolving the crisis.

  4. Also, significant efforts are required to enhance cross- line delivery of humanitarian aid in Syria, as emphasized in the resolution. Despite the importance of increasing cross-line delivery, the United Nations report shows that no progress has been made in cross-line relief operations, particularly in north-west Syria, where affected areas are under the control of terrorist organizations. We emphasize that any assistance mechanism should be delivered in coordination with the Syrian Government and with full respect for Syria’s sovereignty and territorial integrity. We commend the Syrian Government for its commitment to assisting the United Nations and other international organizations by providing facilities to aid in the delivery of relief and support to areas affected by crises.

However, it is also essential to plan humanitarian assistance in a way that helps restore infrastructure, rebuild and strengthen the Syrian economy, and support sustainable, long-term development in the country. The continued imposition of unilateral sanctions is a major obstacle to improving the humanitarian and economic situation in Syria. These illegal measures have had a detrimental impact on the economy and living standards of the people and have limited the Government’s ability to provide basic services. The recent earthquake in Syria has made it even more critical to lift these unjust measures. We reiterate our call for the full and balanced implementation of resolution 2672 (2023) and stress the importance of focusing on early-recovery projects to meet the urgent needs of all Syrians affected by the crisis.

  6. We thank Mr. Pedersen and Ms. Doughten for their updates and informative briefings on the most recent situation on Syria. Despite the diligent efforts of the United Nations and humanitarian organizations, the humanitarian situation in Syria remains challenging, particularly after the 6 February earthquake, as highlighted in today’s briefings. We are concerned about the current level of funding of the Syrian humanitarian response. According to the most recent United Nations report, as of 20 March, only 5.6 per cent of the total funding requirement for 2023 has been received. The provision of impartial and non-politicized humanitarian assistance to all regions of Syria is crucial for saving lives.

The General Assembly adopted resolution 77/247, which calls for this opinion to address the legal consequences of Israeli ongoing violations of the Palestinian people’s right to self-determination through prolonged occupation, settlement and annexation of Palestinian territory. We hope that the Court’s opinion will shed more light on the ongoing atrocities and violations, contribute to the end of the occupation and facilitate holding those responsible for atrocities and violations against the Palestinian people accountable for their actions. Once again, the representative of the Israeli regime abused this Chamber and resorted to lies and fabrications to make unfounded claims against my country. It is not surprising or unexpected, given that deception and lies have long been part of his regime’s tool box.

  9. We call on the Security Council to fulfil its responsibility to take decisive action to bring an end to the occupation and ensure the protection of the rights of Palestinians. Mere sympathy is no longer sufficient. The Islamic Republic of Iran regards it as its duty to support the Palestinian people’s legitimate rights to resist the operations and aggression of the Israeli apartheid regime, in line with the right of self-determination. This will be its principal policy until the occupation ends.   10. It is regrettable that the Security Council has remained silent, rendering United Nations resolutions ineffective and leaving the Palestinian people to suffer ongoing atrocities. The absence of accountability has emboldened this despicable regime to continue violating all United Nations resolutions, including those adopted by the Security Council. We remain steadfast in our belief that the conflict in Palestine can be resolved only through ending the occupation and recognizing the inalienable right of self- determination of the Palestinian people. This requires the full restoration and protection of these rights, leading to the establishment of Palestinian sovereignty over all of Palestine. However, such a resolution cannot be achieved if the Security Council fails to act.

We are deeply concerned by the repeated assaults and incursion by extremist settlers, with the support of Israeli occupation forces, against the sacred Al-Aqsa Mosque during the holy month of Ramadan. The brutal attack on worshippers, including women and children, as they recited their prayers and performed rituals in the courtyards of the Al-Aqsa Mosque is reprehensible and must be condemned in the strongest possible terms. Those atrocious crimes or a clear example of the Israeli regime’s illegal and apartheid actions, which have exacerbated the suffering of the Palestinian people and have eroded the foundations for the establishment of just and sustainable peace in the region.

  12. I thank Russia for organizing this important and timely open debate. For 75 years, the Palestinian people have been victims of the Israeli regime’s unrelenting aggression, violence and injustice. The occupation of their land continues, with cities behind a blockade, property and farm lands being destroyed and confiscated and people being forced to evacuate their homes. Since the beginning of the year, Palestinians have been subjected to excessive violence, suppression and terror by both illegal Israeli settlers and armed forces. Those horrific acts are part of a larger pattern of systematic violations of the fundamental human rights of Palestinian people by the Israeli regime. They represent a clear violation of international law and established principles and norms of human rights.

  21. Iran has streamlined the visa process for women and girls seeking to continue their education within Iran. Since the Taliban took control of Afghanistan in August 2021, the Islamic Republic of Iran has taken a clear, consistent and unequivocal position. It has repeatedly urged the de facto authorities in Afghanistan to establish an inclusive government that represents all Afghan ethnic religious, linguistic and political groups. Iran has reiterated that recognition of the current de facto authorities is contingent on compliance with their obligations, including the establishment of an inclusive and truly representative government. This position has not changed and remains valid, and we are committed to upholding our principles.

  22. Iran hosts more than 5 million Afghan people, making it one of the largest hosting countries. Despite receiving minimum support from the international community and donor countries and facing challenges caused by the inhumane unilateral sanctions of the United States and Western countries, Iran has continued to provide essential services to Afghans living in Iran for over four decades. Iran has provided free education and training to all Afghan students living in Iran. The Iranian education system has welcomed 670,000 Afghan students, including 3,700 students with special education needs or mental disabilities and over 33,000 students enrolled in Iranian universities. Iran has taken further steps to support Afghan women and girls who have been affected by the recent restrictions imposed by the Taliban.

  23. The presence of Da’esh and Al-Qaida affiliates, as well as drug cultivation and trafficking, poses a significant threat to the security of Afghanistan, its neighbours and the entire region. If it is not addressed effectively, the situation has the potential to lead to widespread destitution and a massive influx of migrants into neighbouring countries, which are already overburdened by having to host millions of displaced Afghans. We strongly support the extension of the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). UNAMA has a critical role to play in promoting peace and stability in Afghanistan, and it is essential that its mandate is extended to ensure continued support for the Afghan people during this challenging time.

It is also crucial to ensure that the release of the frozen assets belonging to the Afghan people is expedited and not subject to political conditions. We welcome the presence of Ms. Otunbayeva, the Special Representative of the Secretary-General, at this meeting and appreciate her updated and insightful briefing. We also thank Ms. Akbar for her views. Since August 2021, Afghanistan has been grappling with a multitude of challenges. Despite the efforts of the United Nations to alleviate the humanitarian crisis, the situation remains dire, with an estimated 28 million people projected to require humanitarian and protection assistance in 2023. Furthermore, the threat of terrorism persists with the presence of Da’esh and Al-Qaida affiliates. In the meantime, the recent restrictions and bans imposed on Afghan women and girls that prevent them from accessing education are deeply concerning.

  26. Any investigation must be impartial, professional, credible and objective, and should comply fully with the Convention’s requirements and procedures. Finally, continuing to convene monthly meetings on the Syrian chemical file in which some members repeat previous claims against the Syrian Arab Republic, despite the fact that there have been no new developments, is counterproductive and a waste of United Nations resources and the Security Council’s time.

The 27 January report of the Investigation and Identification Team, like its previous reports, was based on unauthorized sources and lacked the required legal conclusions, while also disregarding observations from the Government of Syria. Those faults must be addressed responsibly to ensure the integrity of the OPCW’s reports. We support constructive dialogue between Syria and the OPCW at the highest level, within a specific time frame, in order to resolve outstanding issues and finally close the file. The political approach to the Syrian file has been a failed strategy and has jeopardized the process for resolving the outstanding issues. Additionally, applying double standards will only distract from the technical nature of the discussions at hand.

  28. The Syrian Arab Republic has fulfilled its obligations under the Chemical Weapons Convention and continues to cooperate with the Organization for the Prohibition of Chemical Weapons (OPCW). Moreover, the Government of Syria regularly submits monthly reports to the OPCW Director-General, with the most recent submitted on 17 February, detailing activities on Syrian territory related to the destruction of chemical weapons and their production facilities. Between 7 and 22 January it also received a reduced team of the Declaration Assessment Team. However, we are deeply concerned about the exploitation and politicization of the Convention and the OPCW, which has divided Member States and weakened the credibility and legitimacy of the disarmament machinery.

  29. I congratulate Mozambique on assuming the presidency of the Security Council for this month and I also commend Malta for its successful conduct of its presidency in the month of February. We welcome the presence of Mrs. Izumi Nakamitsu, High Representative for Disarmament Affairs, at today’s meeting. As one of the main victims of chemical weapons, the Islamic Republic of Iran strongly condemns the use of chemical weapons by anyone, anywhere and under any circumstances. As with other weapons of mass destruction, the use of chemical weapons constitutes a crime against humanity and a flagrant breach of international law. That is the reason why our people will never forget how the Western countries supported the Saddam Hussein regime in its systematic use of chemical weapons against Iranians.

  32. We believe that the current procedural impasse in the Committee can be resolved through constructive engagement and good faith on the part of all the parties involved. Nevertheless, we must be careful not to direct our efforts towards initiatives that will only divert the political process and add no value. Terrorism remains a significant threat to Syria and the wider region and must be addressed decisively. We are concerned about terrorist activities in the areas under occupation. The illegal presence of military forces in Syria, in violation of the Charter and international law, is the primary source of insecurity in the country and must be stopped if we are to create an environment conducive to a resolution of the crisis.

  33. The Syrian Arab Republic’s recent decision to open two new crossing points to facilitate humanitarian access deserves the Council’s respect and support. In order to ensure a more effective political solution to the Syrian crisis, we continue to emphasize that a Syrian-led and Syrian-owned political process, facilitated by the United Nations, is the only viable approach to ending the crisis. Together with our Astana format partners, we will continue to work to achieve long-term and sustainable normalization in and around Syria. We support the ongoing work of the Constitutional Committee. In that context, we commend the Special Envoy’s continuing efforts to facilitate the next meeting of the Committee and welcome his recent visit to Damascus and contact with Syrian parties.

It is therefore not enough to offer words of solidarity without taking concrete action. We call for the immediate, complete and unconditional lifting of the unjustified sanctions. In the meantime, the continued plundering of Syria’s natural resources by foreign forces, which has resulted in a severe fuel shortage and exacerbated the humanitarian situation, must be stopped. According to the Syrian Arab Republic, those criminal acts have resulted in the theft of more than $100 billion in Syria’s national resources and wealth, primarily in the form of oil and gas.

Iran was one of the first countries to respond positively to the humanitarian requests from Türkiye and Syria by sending humanitarian aid, and we will continue to do everything in our power to assist the people affected by the devastating earthquake in their time of need. In order to address Syria’s current humanitarian crisis more effectively, the international community should focus on lifting the inhumane unilateral sanctions. We must recognize that the unilateral coercive measures imposed on Syria, which are blatant violations of international law and the Charter of the United Nations, have made it more difficult for the people to meet their needs and have constrained the ability of Government institutions to deliver basic services and improve living conditions.

The recent devastating earthquake in Syria has exacerbated the country’s already dire humanitarian situation, leading to the collapse of structures and basic services and severely affecting people’s ability to meet their basic needs. Given the seriousness of the situation, humanitarian assistance must be scaled up and provided in an impartial and non-discriminatory manner, free of politicization and conditions, in order to ensure that the most vulnerable individuals receive the assistance they require. We commend the United Nations and humanitarian agencies for their ongoing efforts to help the Syrian people and alleviate their suffering, especially at this challenging time.
