“The Palestinians are subject to a system of control that includes Jewish-only settlements, the identification system, military checkpoints, separate roads for Israelis and Palestinians and the separation wall - denying Arabs access to their land and resources and delaying their access to health care. For many years, the nearly 2 million inhabitants of the Gaza Strip have lived under one of the most harsh blockades ever, which has denied them access to basic necessities. To a lesser extent, a similar policy targeting the West Bank has been on the agenda. All ofthat stems from the denial ofthe Palestinians' most basic right: their right to self-determination.”

“Today, to the astonishment of many, the representative of the Israeli regime accused the Iranian Government and many other countries in the region of violating human rights. It is astonishing that we have heard such baseless accusations from somebody who represents a regime that was founded, and continues to exist, on the basis of gross violations of the rights of the entire native population of the land concerned. The host of policies adopted by the Israelis against the Palestinians are so grotesque that nothing other than the term "apartheid State" can describe it. They are committing the crime of apartheid against the Arabs living in the occupied territory and within Israel.”

“Promoting the rule of law also requires adequate measures for ensuring the accountability of United Nations staff and experts on mission with respect to criminal acts they may commit while deployed in peacekeeping operations. There have been good improvements to ending impunity for perpetrators of such crimes, and we think that the strict measures in effect will promote the credibility of United Nations peacekeeping missions. Rebuilding societies emerging from conflict is a shared responsibility. It is only through a coordinated and comprehensive approach that the international community can yield lasting results. We hope that today's deliberations will contribute to the achievement of that noble goal. Finally, although I did not intend to respond to the noises coming from the mouth of the Ambassador of Israel, I must do so.”

“Furthermore, investing in national capacity-building and strengthening national expertise in the area of the rule of law are essential to realizing the objective of national ownership, which must become a reality and not remain just an abstract concept. Meanwhile, the promotion of the rule of law should at all times reflect respect for legal, political and cultural diversity, and therefore encourage a culture of dialogue, tolerance and understanding that is opposed to the imposition of any legal, political, cultural or economic model. “We firmly believe that the establishment of mandates related to rule-of-law activities in post-conflict societies should be in line with the purposes and principles of the Charter of the United Nations and the provisions of international law, including full respect for the territorial integrity and sovereign equality of States and non-interference in the internal affairs of other States. It is also important to ensure the transparency of all decisions leading to the establishment, renewal or modification of mandates through meaningful, multi-stage consultations at an early stage. States emerging from conflicts need to take ownership as they embark upon the difficult process of rebuilding their countries and making effective improvements to their socioeconomic well-being.”

Our meeting is being held in the wake of another heinous terrorist attack in Lebanon and on the heels of a series of similar horrifying terrorist acts against innocent civilians and targets in a few other Middle Eastern countries. “While the Council is primarily responsible for maintaining peace and security and could be fairly criticized for what it has done and has failed to do over the past 68 years, I believe that we need to look earnestly at the way it is structured and at the way it functions. Almost 20 years ago, all Member States rejoiced at the start of a process to reform the Council, and now we are all dismayed at the impasse that that process faces. As the Council is a relic of the past and with its record before us, I believe that only a transparent, democratic and truly representative Council that reflects the new makeup of the current international community could rise up to the expectations that we the peoples of the United Nations have for it.”

“The failure of the Council in that case has meant the continuation of the occupation of the lands of other nations by the Israeli regime, a situation that lies at the heart ofthat crisis and many other difficult situations in the Middle East. The very basic right of a whole people to self-determination has been denied in that case, and the Council has yet to lift a finger to reinstate that right. Even worse, despite the condemnation of the whole world, the illegal settlement building by the Israeli regime continues unabated, while the Council fails to address it, owing to political considerations.”

“In many cases, the Council failed to act promptly and effectively. There are instances where political considerations led to the paralysis of the Council and resulted in the frequent use of the veto power. As a result, wars spread, conflicts were prolonged and aggressors and violators persisted in their acts and were further emboldened. Also as a result, many precious lives were lost and much misery was spread. The failure of the Council to address the blatant invasion of Iran by the then Iraqi regime, which led to a bloody eight-year war and the unchecked use of chemical weapons by that regime, is a clear example in that respect. Another clear example is the Palestinian crisis, which has unfolded before the eyes of succeeding generations for more than 60 years.”

“Undoubtedly, the General Assembly has an important role to play in furthering peace and addressing all aspects of any issue or crisis that may compromise peace. One of the aspects that I should highlight here is the Assembly's role in addressing disarmament in its entirety, and I draw attention to the important step that the Assembly took in holding the first-ever High-level Meeting on Nuclear Disarmament (see A/68/PV.11) in September 2013. With regard to how the Security Council in particular has so far fulfilled its primary responsibility in maintaining international peace and security, I would like to stress that the picture is rather gloomy. A glance at the performance of the Council over the past 68 years would be rather indicative of many instances in which it failed to rise up to the expectations of the general membership.”

“On that basis, any contribution by the relevant organizations to the promotion of a culture of peace, tolerance and coexistence and the prevention of the spread of violent and extremist mindsets helps further the cause of peace. Crimes that we witness currently in parts of the Middle East, in which innocent civilians are targeted, emanate from violent extremism and sectarianism. Such mentalities disrupt smooth and friendly relationships among nations. “With regard to regional issues, Iran has always played a constructiove role in promoting peace, tolerance and security in the region and with its neighbours, from Afghanistan to Iraq. Our hosting of about 3 million Afghan refugees for more than three decades in Iran and providing for their educational and living needs, regardless of their religion or ethnicity, is a good example of Iran's commitment to promoting peace, security and tolerance. Let me remind the Council of a phrase in the UNESCO Constitution that is relevant here. It states, "since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed".”

“Such activities are a blatant violation of Lebanese sovereignty and the relevant international resolutions, in particular, resolution 1701 (2006). The provisions of that resolution should be implemented in a manner that guarantees the consolidation of the foundations of stability and security of Lebanon and prevents Israel from undertaking its daily violations of Lebanese sovereignty. The Movement condemns all the measures taken by Israel, the occupying Power, to alter the legal, physical and demographic status of the occupied Syrian Golan, that have been intensified since the outbreak of the Syrian crisis. The Non-Aligned Movement demands once again that Israel abide by resolution 497 (1981) and withdraw fully from the occupied Syrian Golan to the borders of 4 June 1967 in implementation of resolutions 242 (1967) and 338 (1973).”

“A brief review of just the recent period shows that Israeli settlement activities, including the construction of settlements and the wall and the confiscation of more Palestinian land, the blockade of the Gaza Strip, military raids and arrests, and constant violence and provocations by extremist Israeli settlers, all have continued unabated, in grave breach of the Fourth Geneva Convention and the relevant United Nations resolutions. “I would like to thank you, Mr. President, for organizing this meeting. My thanks also should go to Ambassador Tanin, Permanent Representative of Afghanistan, for his statement. I should also thank Mr. Jan Kubis, Special Representative of the Secretary-General for Afghanistan, for his briefing and hard work. We continue to support him and his team in the United Nations Assistance Mission in Afghanistan (UNAMA) for the dedicated work that they are doing in Afghanistan. The role of UNAMA, in our view, is definitely very important and needs more support. UNAMA should continue playing its active role in the post- 2014 period. It should expand its cooperation with the neighbouring countries in order to enhance stability in Afghanistan and promote its sustainable socioeconomic development.”

“With regard to the occupied Syrian Golan, the Movement condemns all the measures taken by Israel, the occupying Power, to alter the legal, physical and demographic status ofthe occupied Syrian Golan, which have intensified after the outbreak of Syrian crisis. The Non-Aligned Movement demands once again that Israel abide by resolution 497 (1981) and withdraw fully from the occupied Syrian Golan to the borders of 4 June 1967, in implementation of resolutions 242 (1967) and 338 (1973). In my national capacity, with regard to the statement made today by the representative of the Israeli regime against my country, it will be enough to quote a Persian saying: "The rage and anger of your criminal and aggressor enemy is a good indication that you are on the right track."”

“Lebanon has suffered from consecutive Israeli attacks against its territory, with a heavy human and material toll, followed by subsequent years of occupation and aggression. Unfortunately, Israel still continues to violate Lebanese airspace, while intensifying its incursions over Lebanon. Such activities are a blatant violation of Lebanese sovereignty and the relevant international resolutions, in particular resolution 1701 (2006). The provisions of that resolution should be implemented in a manner that guarantees the consolidation of the foundations of stability and security in Lebanon and prevents Israel from undertaking its daily violations of Lebanese sovereignty.”

“They expressed hope that the current negotiations would succeed within the specified time frame and result in the achievement of a just, lasting and comprehensive peace that would bring an end to the Israeli military occupation of the Palestinian and other occupied Arab lands. The Non-Aligned Movement therefore renews its calls, at this most critical juncture, for continued support and assistance to the Palestinian people in their legitimate historic struggle for justice, dignity, peace and the exercise of their right to self-determination. “The blatant disrespect for that holy site and its worshippers and the continued threats of further incursions are tantamount to grave acts of incitement that are stoking religious sensitivities and aggravating already elevated tensions. Israeli officials continue to recklessly fuel religious tensions by encouraging extremists to acts of provocation that threaten to ignite a religious conflict, with far-reaching and dangerous consequences for the region and beyond. NAM. therefore once again draws the Security Council's attention to that serious matter, which constitutes a threat to international peace and security, and calls for actions to halt all such Israeli incitement and for respect for the sanctity of religious sites. “Over the past months, while the international community has been awaiting tangible progress in the resumed negotiations between the two sides and has articulated its full support for that process on the basis of the long-standing parameters rooted in the relevant United Nations resolutions, the Madrid principles, the Arab Peace Initiative and the Quartet road map, the occupying Power has, regrettably, continued to behave in a manner contradictory to those parameters, to the good faith required for the negotiations and to the overarching objectives of the peace process. Tensions have thus continued to rise, widening the gap between the hopes and expectations for the political process and the reality on the ground.”
