“There are now more threats than ever in the region from terrorism, extremism, the militarization of the region and the nuclear weapons of the Zionist regime. Under such circumstances, any militarization of the region, miscalculation or wrong decision would only foment extremism, terrorism and sectarian clashes. “Concerning the occupied Syrian Golan, the Movement reaffirms that all measures and actions taken or to be taken by Israel, the occupying Power, to alter the legal, physical or demographic status of the occupied Syrian Golan, as well as Israeli measures to impose its own jurisdiction and administration there, are null, void and have no legal effect. The Non-Aligned Movement demands that Israel abide by resolution 497 (1981) and withdraw fully from the occupied Syrian Golan to the borders of4 June 1967, in implementation of resolutions 242 (1967) and 338 (1973). I would like to take a few minutes to speak in my national capacity. I wish to refer to the current political and security situation in the Middle East, which is becoming more and more delicate and risky.”

“Israel's blatant impunity and disregard for the law cannot be tolerated. The Movement also takes this opportunity to express its support for Palestinian reconciliation efforts, which continue to be sponsored by Egypt, and hopes that Palestinian unity will soon be restored in the interest of the legitimate national aspirations of the Palestinian people. “Kofi Annan visited Iran for the second time and met Iranian senior officials. Our officials assured the Joint Special Envoy of Iran's support for his mission and expressed Iran's deep concern over the regional consequences of any violation of Syria's sovereignty and territorial integrity. We reiterated our readiness to host talks between the Syrian Government and opposition parties. There are numerous efforts by certain States to further complicate the situation in Syria by providing financial assistance and arms to armed groups. Sabotage, terror and violence against innocent people must be brought to an end. The countries of the region should cooperate with one another to resolve the Syrian crisis so that the final result would be to the benefit of the Syrian people, the region and the international community.”

“We should see a trend in democratization, development, economic relations and the energy market. At the same time, we should be concerned about extremism, terrorism and ethnic vendettas. What is needed are revised approaches to the developments in the Middle East. The West must revise its approach vis-a-vis the Middle East. There seems to be only one path ahead of us that could bring peace, stability and prosperity. That is the path of cooperation rather than confrontation and genuinely responding to the desires of the people rather than forcing them to accept what seems to be an artificial and superficial solution. On the issue of Palestine, the Security Council and the world community must spare no effort to prevent the escalation of tension and confrontation in the occupied lands of Palestine.”

“In this situation, any miscalculation, poor decision-making or fueling of the fire will affect the whole region and harm many people, as well as all stakeholders. For that reason, one cannot overstate the risks of overemphasizing one situation and closing one's eyes to another, similar situation. That is too risky when, in a given situation, there is a deliberate attempt to change the realities on the ground through force, armed conflict and creating a fait accompli. It is clear that there has been an inexorable radicalization of approaches that could lead to an ever-growing spiral of violence. “We have also reinforced and re-managed the fortifications, facilities and intelligence control systems in transit and border checkpoints in order to prevent the entry of trafficking caravans into the country, and annihilate them in case of infiltration. More than 400 kilometres of embankments along the borders, 800 kilometres of deep canals, 90 kilometres of concrete walls, 20 kilometres of barriers and 140 kilometres of barbed wire fencing are just some of the control and security measures taken by the Islamic Republic of Iran along its eastern borders. “In his statement today, Mr. Fedotov noted that Afghanistan produces 90 per cent of the world's opiates. The narcotic drugs originating from Afghanistan affect not only neighboring countries but also other countries far away from the region. This menace has hindered the advancement of the affected countries towards development and has put at risk their social cohesion. At the national level, the Islamic Republic of Iran has taken sweeping measures to counter drug trafficking. On the basis of that approach, the Islamic Republic of Iran has mobilized 30,000 military troops and law enforcement personnel along the joint borders with Afghanistan and Pakistan.”

“that presence has provided a major security concern over the past decade for neighbouring countries and the region as a whole. In analysing the situation on the ground, we believe that the long-term international engagement in Afghanistan should not lead to a long-term presence or permanent foreign military bases or a military and security presence in Afghanistan. The longer foreign forces are present, the longer disability will endure. Of course, the Afghan authorities have assured their neighbours that such a long- term presence will not be a security concern for its neighbours. Nevertheless, in our case, at least, we have experienced incidents such as the drone transgression into our airspace, and, obviously, security considerations are a matter that cannot compromised on. Afghanistan still faces some important challenges that could derail the country's stabilization and development, and harm regional and international security. Terrorism, violence, extremism and narcotic-drug production and trafficking are among the major threats that Afghanistan faces. But one important issue for the region and in the area of the relationship between Afghanistan and its neighbours is the presence of foreign forces in the country.”

“Based on existing regulations, the illicit manufacturing, possession, storage or trade of any small arms is considered an offence and all individuals involved in such activities shall be arrested and punished accordingly. Trafficking in persons, especially women and children, is one of the most serious manifestations of transnational organized crime. It is an affront to human 12-31963 dignity and a modern form of slavery. Active cooperation at the global level should be developed in order to efficiently target the demand side of the problem. The Islamic Republic of Iran, as a transit country, has also taken serious steps in implementing several projects on enhancing border control in order to better fight transitional organized crime, including human trafficking.”

“On the issue of controlling narcotic drugs, over the years the Islamic Republic of Iran has maintained many tens of thousands of military and disciplinary forces mobilized along its long border areas and has allocated billions of dollars to the fight against narcotic drugs. Iran has also strived to reinforce and reorganize the fortifications, facilities and intelligence control systems of its transit and border checkpoints in order to prevent the entry of trafficking caravans into the country. All of those measures have resulted in the confiscation of massive volumes of various types of narcotics that have set records among opium and heroin seizures worldwide. “In those decisions the Council recognized the need for the international community to come up with an integrated and balanced approach for addressing those problems based on the principle of responsibility. “At the outset, I would like to associate the views of my delegation with the contents of the letter (8/2012/257) sent yesterday by the Chairman of the Movement of Non-Aligned Countries relating to the agenda item for today's debate. “Regrettably, the inaction of the relevant United Nations organs in dealing with such Israeli policies and practices has emboldened that dangerous regime. The question remains how to establish peace and stability in the Middle East when the massive Israeli arsenal continues to pose a threat in the region and beyond. Finally, the representative of Saudi Arabia made reference to the visit to Abu Musa of His Excellency President Ahmadinejad of the Islamic Republic of Iran. “With regard to the baseless allegation levelled by the representative of Israel against the peaceful nature of our nuclear activities, it is not my intention to delve into a detailed response to such allegations. However, suffice it for me to say that the Israeli regime's clandestine development and unlawful possession of hundreds of nuclear warheads and a nuclear-weapons arsenal is a threat to the region as well as to international peace and security. The Israeli regime has clearly defied the demand of the overwhelming majority of the States Members of the United Nations, which have time and again called on it to renounce nuclear weapons and to accede to the Treaty on the Non-Proliferation of Nuclear Weapons.”

“We firmly believe that the current crisis should be resolved only through a Syrian- led political dialogue in a peaceful manner. About two weeks ago, Joint Special Envoy Kofi Annan visited Iran and met Iranian high officials, who assured him of Iran's support for his mission and expressed Iran's deep concern over the regional consequences of any violations of Syrian sovereignty and territorial integrity. We are happy that the Syrian Government is constructively and actively engaged with Mr. Annan's mission and that it has taken positive steps in compliance with his plan. On our part, we are also interacting with some of the major players in the region in the effort to ensure constructive and successful United Nations involvement in defusing the tension and restoring peace in Syria.”

“There is no justification for the Council to remain silent vis-a-vis the perpetrators of those crimes. The international community has the responsibility to act and to put an end to the deliberate violation of human and humanitarian rights. It is our earnest desire that the prolonged conflict in the occupied lands of Palestine should give way to lasting peace and prosperity. That, of course, requires the concerted effort of the entire international community for the restoration of peace and justice. With respect to the situation in Syria, although we are of the belief that the crisis in that country has no relevance to the agenda at hand, since some delegations have touched on the issue, I would like to say that my country continues to follow closely developments in Syria.”

“The situation in Gaza is no better than that in the West Bank. In the past couple of months, the Gaza Strip has witnessed bombardment and attacks by the Israeli regime. Many civilians, including women and children, were targeted, and several houses were destroyed. The deprivation of more than 1.5 million Palestinians of the basic necessities, including fuel for electricity, continues. Thus far, the calls of the world community, including the United Nations, to stop the illegal activities continue to fall on deaf ears, as the Israeli regime continues with its systematic violation of human rights. The Israeli regime must be held accountable for all those war crimes, acts of State terrorism and systematic human rights violations committed against the Palestinian people, and the perpetrators must be brought to justice.”
