  2. My delegation welcomes the further easing of the arms embargo with respect to certain types of vehicles. The activities of armed groups in the north of the country, specifically in Vakaga prefecture, remain a source of deep concern for the population, even if the latest events in Bria led to casualties in the ranks of those groups themselves. Equipping the defence and security forces with vehicles will ensure their mobility in areas affected by insecurity and their rapid intervention to protect civilians in distress. Indeed, it is those criminal activities throughout the country that have led the Government to call for the complete lifting of the arms embargo.

My delegation welcomes the adoption of resolution 2507 (2020), renewing the sanctions regime concerning the Central African Republic, even if the unanimity that we had hoped for was not achieved. I sincerely thank all members of the Security Council. We are especially pleased by the spirit of consensus and compromise that prevailed during the negotiations, given the fact that the fate of an entire people depends on the decisions that the Council takes in this Chamber. I sincerely commend France, the penholder, for its flexibility throughout these days of consultations, which yielded a concise text acceptable to all.

Ndiaye, Special Representative of the Secretary-General, who, in presenting the report of the Secretary-General, stated, "The Central African Republic needs all its partners and friends in order to transform the dream of peace, prosperity and development of millions of Central Africans into a lasting reality. In that regard, through me, the Government requests that, as recommended by the Secretary-General in paragraph 102 ofhis latest report on the Central African Republic (8/2019/822) and called for in paragraph 32 (c) of resolution 2499 (2019), MINUSCA be provided with an adequate mandate so that it can ensure the necessary technical, logistical, security and operational support for the holding of the elections while honouring constitutional deadlines in a peaceful environment. There is no alternative to the holding of the 2020- 2021 general elections. Holding on to the gains of the peace agreement depends on it. My delegation appreciates the firm stance taken by the guarantors of the agreement that have reaffirmed to all Central African Republic stakeholders that no effort will be spared in ensuring that the elections are held on schedule.

Like those of 2015 and 2016, the upcoming elections will require much energy and effort, given the undeniable fact that they will make it possible to consolidate the democratic gains made in the Central African Republic. The preliminary timetable for the general elections has already been made available. In his briefing before the Security Council on 25 October (see S/PV.8646), the Special Representative of the Secretary-General for the Central African Republic reported on the publication of the electoral calendar by the national electoral authority, which provides for voter registration from January 2020, a first round of coupled presidential and legislative elections on 27 December 2020, and a second round, if necessary, on 14 February 2021.

Despite such tangible progress in various areas, important challenges remain that are hampering our collective efforts to stabilize the Central African Republic, including violations of human rights and international humanitarian law and several violations of the peace agreement. That assessment has in no way slowed down the implementation of the agreement, which remains the framework of reference for the return to stability in my country. My delegation welcomes the commitment of the neighbouring countries of the Central African Republic and the Economic Community of Central African States to that effort and calls for their continued support. The holding of the 2020-2021 general elections remains one of the challenges that the national authorities, MINUSCA and the international community must address.

MINUSCA, which operates in a challenging environment, has repeatedly demonstrated that when necessary, it is able to act proactively and robustly to protect civilian populations, particularly those segments of the population that are most vulnerable, namely, women and children, from the threats posed by armed groups. The resolution renews the authorization of additional support for MINUSCA and the authorities of the Central African Republic in extending State authority throughout the national territory. Thus far, the prefects have been designated in all the country's 16 prefectures, and the number of officials deployed in the field has more than doubled.

In an environment that continues to be marked by the persistence of extreme violence and clashes among the armed groups that were signatories to the Political Agreement for Peace and Reconciliation in the Central African Republic of 6 February, as evidenced by the horrific events of Birao, which took a high toll on the population and led to massive displacements, it is imperative that the Security Council firmly reassert its support for MINUSCA and the authorities of the Central African Republic. Like previous resolutions, the one just adopted maintains MINUSCA's robust framework and mandate; that is important.

  12. We are also aware that sanctions are not an end in themselves, but a tool for consolidating stability and restoring lasting peace in the Central African Republic. The resolution just adopted is a step in the right direction towards a partial - and, why not, even total? - lifting of the arms embargo. My country expresses this hope because the power balance on the ground puts the Central African State at a disadvantage in terms of the supply of weapons, ammunition and logistical resources reaching armed groups on a significant scale.   13. Indeed, armed groups are still present on a large part of the territory and continue to receive supplies through elicit flows of weapons and ammunition, largely from neighbouring countries. In this regard, it is absolutely crucial that all Member States, in particular those of the subregion, join efforts to fully respect the sanctions regime so as to ensure its effective implementation in support of peace in the Central African Republic. We are aware that exemption and notification procedures remain effective tools to allow the security and defence forces to be trained, equipped and armed. They also provide for support to the Central African authorities in the process of security sector reform and in implementing their strategy to extend State authority.

The resolution is aligned with the road map contained in resolution 2454 (2019) and is yet another sign of the great attention the Security Council accords to the situation in my country. I reiterate my sincere thanks and profound gratitude to all members of the Security Council for the support they provided with a view to achieving consensus during the consultations.   16. However, as with any peace agreement, we need time to implement and effectively enforce it and for everyone to truly own it. I welcome the leading role of the guarantors of the agreement in being ready to intervene as soon as the need arises. The humanitarian situation remains alarming, owing to the abuses suffered by the populations in areas where armed groups continue to operate despite MINUSCA's continuing security efforts. The facts described in this report illustrate how precarious the situation in my country is and suggest that the road to a lasting peace will be a long one. But with the support provided to MINUSCA and the Government by the international community and bilateral and international partners, the Central African people will be able to hope for a peaceful future.

  17. My delegation supports them in every way. We see from the report that security challenges and the protection of civilians continue to be a source of serious concern, although we had hoped that with the leaders of armed groups participating in political life, the situation would improve significantly. Unfortunately, the Paoua massacres have brought us back to sad reality. The Government's considerable efforts to implement the peace agreement are sufficient proof of its willingness to respect the commitments it outlines. The signatories have an obligation to respect what they have freely signed, which includes ceasing all acts of violence against the civilian population and others such as the levying ofillegal taxes and the illicit exploitation of natural resources.

Furthermore, the actions carried out so far by the States of the region, together with the Security Council and the United Nations, abound in a positive way, as the issue of mercenaries is now the subject ofa General Assembly resolution that is dealt with annually by the Third Committee. However, the resources deployed and the measures taken so far appear to be insufficient and require more extensive implementation. Existing sanctions can undoubtedly be bolstered against mercenaries in order to serve as an example and a deterrent. The proliferation of mercenaries and the circulation of small arms and light weapons are a source of serious concern. Those two scourges must be treated with rigour.

The current difficulties in finding a peaceful resolution to the crisis in the Central African Republic adequately illustrate the inextricable nature of armed conflict and its being fuelled by the looting of natural resources by armed groups. The concept note (S/2019/97, annex) provided to us covers relevant issues to which we are not able to provide the requisite responses, given the time allocated to us. We have witnessed the proliferation of mercenarism in Africa for many years, but especially in Central Africa in recent years. Given that mercenary activity is driven by profit, it would be difficult not to make the link between this growing trend and the wealth possessed by States targeted by such acts of violence and destabilization.

  22. Armed groups, supported by foreign fighters, engage in various illicit and criminal activities, such as the exploitation of mineral resources and smuggling in diamonds and gold. As demonstrated during the Security Council's debate on 16 October 2018 (see S/PV.8372), natural resources are increasingly becoming the causes of conflict and their deep-rootedness. We note that the persistence of tensions in mining areas is higher than in others. The exploitation of natural resources and competition over those resources provoke violent clashes between various groups for control of their zones of influence, thereby leading to their engagement in several activities falling under State sovereignty.

Faustin Archange Touadera, President of the Central African Republic, who very much wanted to be here but has not been able to attend owing to the peace negotiations taking place in Khartoum, which require his constant monitoring and presence in Bangui. Recurrent crises lead the perpetrators of such crises to recruit mercenaries to fill the ranks of their combatants. My country's case is instructive in that regard, as the many rebellions that have taken place in the Central African Republic have always included the involvement of mercenaries from various countries. The other reason for that recruitment is the fragmentation of armed groups, which further complicates any attempts to seek a solution to end the conflict.

The presence of the Forces armees centrafricaines, equipped with their working tools throughout the country, is a guarantee of security for the civilian population, a defender of the decentralized services of the State and an important factor that can contribute to the country's economic and social development. In addition to the renewing Mission's primary mandate, which focuses on certain priority tasks, including support for the political and reconciliation process and the protection of civilians, resolution 2448 (2018) confers on the Mission other equally important tasks, such as involvement in the upcoming electoral process, its integrated support for the African Initiative and the inclusion of the Special Representative of the Secretary-General as a full member of the panel of facilitators.

  28. The Central African Government calls on the Security Council to authorize MINUSCA to provide logistical support for the redeployment of the FACA to garrisons throughout the country. It should be noted that to date, in addition to the training of personnel by the European Union Military Training Mission in the Central African Republic (EUTM. RCA), some neighbouring countries - including Rwanda, Cameroon, Equatorial Guinea, the Democratic Republic of the Congo and the Republic ofthe Congo - also provide training. We also note that, at the bilateral level, the Russian Federation has supported our forces in by providing weaponry and combat training to elements previously trained by EUTM. RCA. Those troops are subsequently redeployed to the field jointly with MINUSCA.

  29. Today, one in five people is a displaced person or refugee as a result of abuses by armed groups. The crisis is first and foremost one of protection and requires all parties to commit to the protection of civilians. Women and children continue to bear the brunt of the violence. A growing number of women have been victims of Violence. In view of the security challenges facing the country, it is crucial to seriously consider the deployment of the Forces armees centrafricaines (FACA), which could reduce the bellicose fervour of the armed groups where they are located. The decrease in security breaches in Bangui, Bangassou, Paoua and several prefectures in the west are due to the sizeable joint deployment of FACA and MINUSCA troops.

  30. The hardest hit categories of populations are displaced persons, host families and people living in conflict areas. The Central African Republic continues to be caught up in a cycle of violence that has spread to various parts of the country, including areas that were previously considered relatively stable. Abuses and serious violations of human rights and international humanitarian law continue to be perpetrated in a context of impunity, exacerbating tensions in several parts of the country. That has led to increasing humanitarian needs and raised fears that the country may be plunging further into humanitarian crisis. Civilians, particularly women and children, continue to suffer the consequences of the conflict, are increasingly exposed to safety risks and have ever more pressing humanitarian needs.

Indeed, the latest unfortunate events in Batangafo, Bambari, and especially in Alindao on 15 November and in Ippy on 4 December, where displaced person sites were the targets of senseless, deadly attacks, sufficiently demonstrate some of the limitations of MINUSCA. The persistence of conflicts has forced more than 1 million Central Africans to leave their homes due to arson, the demolition of their homes or as a preventive measure. As of 30 September, the Commission on Population Movement reported 643,396 internally displaced persons, while the Office of the United Nations High Commissioner for Refugees reported 573,242 refugees in neighbouring countries. More than half of the displaced are children. In 2018, an increasing number of unaccompanied and separated children - approximately 704 - were identified after a forced displacement.

As we noted on 23 October (see S/PV.8378) when the Secretary-General presented his report (S/2018/922) on the situation in the Central African Republic, the situation remains fragile due to clashes among armed groups, in particular ex-Seleka and anti-balaka factions. Civilians, humanitarian workers and international forces are caught up as targets in the spiral of this violence. Despite calls for armed groups to lay down their weapons and engage in the peace process, they are responding with demonstrations of force, as we witnessed in Ndele in recent weeks. I stress the relevance of paragraph 66 of the report, which stresses the need to exert credible, adequate and sustained military pressure to prevent any further strengthening or expansion of the armed groups. Unfortunately, we are now witnessing that sad reality.

I express my heartfelt gratitude to all members of the Security Council for their support in adopting the resolution and the acute sense of responsibility that accompanied their long consultations. I say this because while we dither at the United Nations in general, and in the Security Council in particular, the reality on the ground is extremely serious and requires our concerted attention.

The Secretary-General's report clearly shows that my country is still a long way from regaining peace and stability, despite enormous efforts on the part of the international community, including the Member States represented here and the United Nations itself, through MINUSCA. I want to note that the Government has worked closely in every way with its partners and with MINUSCA in implementing political and security strategies aimed at defusing the crisis, without success. The report highlights shortcomings on the part of the Government, MINUSCA and partners in the provision of resources for implementing the policies and strategies we have devised. MINUSCA alone cannot provide sustainable protection for civilians across the entire country.

  38. I strongly support all of the report's recommendations and observations as well as other proposals such as those of the Peacebuilding Commission. We feel we can legitimately hope that if these recommendations are implemented in drafting the resolution renewing MINUSCA's mandate, we have a real chance to make progress towards a sustainable settlement of the crisis in the Central African Republic. The briefings by the two Special Representatives highlighted every aspect of the crisis. What is important is ensuring that we faithfully heed the proposed recommendations and comments with a view to giving MINUSCA a more robust new mandate.

Bedializoun Moussa Nebie, Special Representative of the African Union to the Central African Republic, and Mr. Koen Vervaeke, Managing Director for Africa of the European External Action Service, included information that makes us realize that there are still many obstacles on the road ahead, despite the commendable progress that has been made in the quest for ways and means to achieve peace. The violent atmosphere created by the clashes between armed groups vying for control of land and access to natural resources shows that much remains to be done. As the report suggests, the continuing climate of instability created by the armed groups means that the risk of a relapse into crisis is still serious. However, thanks to the efforts under way in many different areas, we can hope for a future free of this fear.

  42. What can I add to the analysis we have heard of the security and humanitarian situation in the country, not to mention the area of human rights? I strongly support the Special Representative's anxious calls to the Council to supply MINUSCA with the capabilities it needs to respond to its intensely challenging area of operations and the increasing number of hotbeds of tension. The panel of facilitators of the African Initiative for Peace and Reconciliation in the Central African Republic is doing commendable work under the leadership of Mr. Nebie. We hope that the consultations will culminate in an understanding among all the parties to the crisis in the Central African Republic. The ultimate goal is to establish dialogue in a calm environment, which is a sine qua non for a genuine return to peace.

Ms. Kpongo (Central African Republic) (spoke in French): Mr. President, I would like to congratulate you on two fronts: first, on your country's presidency of the Security Council for the month of June and the skill with which you are carrying out your duties, and secondly, on your country's organization of the FIFA World Cup, which is creating such excitement. I also thank you for convening today's very important meeting. I had not intended to the floor after the very relevant statements by all of the previous speakers, in particular the briefing on the report of the Secretary-General (S/2018/611) by Mr. Parfait Onanga-Anyanga, Special Representative of the Secretary-General for the Central African Republic and Head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

  44. The Council must ensure that the Mission has substantial means commensurate with the ever-increasing number of duties entrusted to it. In conclusion, given that we do not have enough time to address the other aspects of the situation, I would like to reiterate my delegation's gratitude for the excellent cooperation between the Government of the Central African Republic and MINUSCA in their attempts to manage this complex situation. We sincerely thank the Head of the Mission, Mr. Parfait Onanga- Anyanga, for his commitment and determination to help the Government and the people of the Central African Republic to emerge from this protracted nightmare. We also thank all of our bilateral and international partners for their unwavering support.

My delegation welcomes the fact that incitement to violence and inflammatory rhetoric were included as designation criteria in resolution 2399 (2018) on extending the sanctions regime against the Central African Republic. We hope that such measures will have the desired effect. To that end, the Central African Government and MINUSCA must implement resolution 2399 (2018) without delay so that troublemakers know they will be brought to justice. Resolution 2387 (2017) of 14 November 2017 confers other major duties on MINUSCA, such as providing support to local peace initiatives and to consultations conducted by the panel of facilitators of the African initiative with the main armed groups, civil society and other actors in the Central African crisis.

  46. We encourage such military action in all areas where it is needed, as it could ease tensions among the warring parties and reduce the threat posed by them over the long term. It is clear that rivalries between armed groups and self-defence militias exacerbate and sustain violence. Opportunistic political leaders do not desire an end to the crisis. They use all means at their disposal, such as manipulation, to encourage armed groups and self- defence militias, who are paid by them, to commit all kinds of abuses against the civilian population and the Blue Helmets and to spread hate speech, with the sole aim of dividing Central Africans in an effort to better control the situation.

  47. The end of the political transition and the organization of credible and democratic elections granted us the freedom to hope. Life began again. We all welcomed the noteworthy progress observed in various areas but then, as if by magic, inter-community and ethnic violence broke out almost all over the country. After reading the report of the Secretary- General (S/2018/l25), I said to myself that the country was not far from the relapse into conflict we all feared. We concluded that 2017 was the most critical year, with threats that could have led to a tipping point. We welcome the joint operation carried out by MINUSCA and the Forces armees centrafricaines, which reduced the number of armed groups in areas around Paoua.

Ms. Kpongo (Central African Republic) (spoke in French): At the outset, I would like to congratulate Kuwait on assuming the presidency of the Security Council in February, as this is the first time I am taking the floor during its mandate. I am pleased to take part in today's Security Council meeting in order to, first, thank the Special Representative of the Secretary-General and Head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) for his briefing, and, secondly, to sincerely thank the Mission for its ongoing efforts to restore peace to a country struggling to recover after such a protracted crisis. I also thank all who spoke for their important statements.

We are turning to the members of the Security Council, calling on them for their support in the form of providing MINUSCA with a new mandate that is commensurate with the challenges that the Mission's Head has just outlined for us. Those challenges, as I said, are numerous, and we are expecting flexibility and understanding from Council members.

I must also commend the outstanding collaboration and dialogue between the Government and the Special Representative of the Secretary-General in addressing all the delicate aspects of the crisis situation in the Central African Republic. The briefing that he has made on the situation in the Central African Republic was very eloquent, and therefore I will not repeat what he said. The situation continues to be of grave concern at all levels. I also wish to thank the Special Representative of the African Union for his briefing, which provided us with a greater understanding of the situation and that it requires greater attention and many resources to assist the African Union in carrying out the road map.
