His appeal to the international community to pay closer attention to the situation in our country reinforces our conviction that the United Nations - and especially the Security Council - will take substantial decisions and measures in the preparation and adoption of the draft resolution renewing the mandate of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). In that regard, I would like to commend the tireless efforts of Head of Mission Onanga-Anyanga, whose presence in this Chamber is a source of encouragement for us. We cannot praise him enough for his dynamism and unwavering commitment to working with Central African authorities in order to find ways and means to extricate our country from this crisis.

  2. Allow me to also express my deep admiration to your predecessor, His Excellency Mr. Francois Delattre, for the enormous workload to which he brought so much energy during his mandate. The visit of the Secretary-General recently made to Bangui is a historic and symbolic journey of great significance for the Central African people, who have been cut to the quick. His four-day stay certainly provided an opportunity for the Secretary-General and the large delegation that accompanied him to measure the extent of the challenges still to be met, particularly the security and humanitarian challenges. His meetings with all stakeholders of the Central African crisis enabled him to take stock of what remains to be done.

  5. I pay tribute to all the men and women who participate in the Mission. I cannot fail to mention the role played in the subregion by Mr. Francois Lounceny Fall, Special Representative of the Secretary-General and Head of the United Nations Regional Office for Central Africa, in support of the Central African Republic. I agree with the Secretary-General that time is of the essence if we want to avoid another relapse in the Central African Republic, as many already foresee. I would therefore like to thank the international community; all the bilateral and multilateral partners of the Central African Republic that made pledges at the Brussels Conference, especially those that increased their announced pledges; as well as those that were not in Brussels and subsequently decided to support the National Recovery and Peacebuilding Plan.

  6. It is essential to make the most of all these programmes, which will employ young people who are idle and at risk of being recruited by or returning to armed groups. Unfortunately, some delegations in the Fifth Committee of the General Assembly would like to see the end of funding in the MINUSCA budget for these programmes. I cannot conclude my remarks without expressing my sincere gratitude to the Special Representative and Head of MINUSCA and the Force Commander for their determination to carry out the mission entrusted to them - that of restoring peace in my country. Their courage is a comfort to the people who have been plagued by this interminable crisis. I welcome the excellent cooperation and understanding between the Government and MINUSCA on all issues involving the search for an end to the crisis.

  7. Too many crimes have been committed and continue to be committed in the Central African Republic, and the parents ofthe victims expectjustice to be done. They are waiting for the Government to act. They also look to the United Nations and the international community. Efforts to combat impunity continue thanks to the progress made towards the operationalization of the Special Criminal Court. It is gradually being set up with the appointment of most of its members. We urge brotherly and friendly countries to help us appointing the judges it still lacks. There is one not insignificant point that I should like to bring to the attention of the Council concerning the rapid impact projects or programmes initiated by MINUSCA, such as training centres, work-for-pay programmes, income-generating projects, and so on.

  8. He told them that the killings must cease, that frank dialogue must be engaged on all issues of concern, and how the dialogue should be convened. It was in that context that His Excellency Mr. Faustin Archange Touadera accepted the offer of the African Union, the Economic Community of Central African States and the International Conference on the Great Lakes Region to endorse the African initiative for peace and reconciliation in the Central African Republic. The support of Angola, the Republic of Congo and the Republic of Chad, as well as that of international partners 4 in particular the United Nations, the European Union and the International Organization of la Francophonie - are of vital importance to the search for lasting peace.

Apart from all that MINUSCA has already done in the area of security, with a dynamic and muscular posture, it is time to endow it with even greater resources in order to meet the threat posed by armed groups. The presence of armed groups complicates the search for peace. I agree with the Secretary-General that we must give priority to the search for a political solution. It is in that sense that the President of the Republic continues to promote dialogue with armed groups through the vigorous action of MINUSCA that led to the participation of 14 armed groups on 14 April in the Consultative Follow-up Committee on Disarmament, Demobilization, Reintegration and Repatriation. In his speech at the opening ofthe 4th meeting ofthe Committee, the Head of State proposed three key points to the participants.

  10. We thank them for their dedication to the cause of peace in an extremely dangerous, complex and difficult context. Attacks on civilians for any reason are not only unacceptable but intolerable. I welcome the initiative of the African Union Peace and Security Council to ask the Security Council to include the issue of the disarmament of the Lord's Resistance Army in the mandate of MINUSCA. To that end, it would be highly desirable for the Mission's military strength, which currently stands at 10,471 men, with an authorized strength of 10,750, to be increased, alongside that of the police forces, to address that new task if it is approved.

  11. My delegation acknowledges all the support that the Council has given our Government in its efforts to find all possible ways and means to restore peace in the Central African Republic. Despite the increased presence of MINUSCA in the field to deter rabble-rousers, the situation remains a matter of concern. Armed groups have overtaken the entire territory. Areas that were previously spared are being deliberately attacked by these groups. Mission convoys, international forces and civilians are targeted. I offer my deepest sympathies to the brotherly and friendly countries that provide the contingents whose members have been savagely murdered or wounded. We reiterate our sincere condolences to the Governments and families of all these brave soldiers who, in saving lives, have lost their own.

The Secretary-General's comprehensive and detailed report (S/2017/473) makes for disturbing reading with regard to the violent clashes between armed groups that have led to the serious deterioration of security conditions and have once again led to panic and the displacement of populations in most of the prefectures where those groups hold sway. We are concerned because the reach of these armed groups extends throughout our territory. What can we add to everything that has been described in the report? I believe that it is in all of our interests, especially the Security Council's, to support the concrete and important work that the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) is doing under the leadership of Mr. Parfait Onanga- Anyanga.

Implementing the Government's goals and priorities will require the support and guidance of the international community, which, through the Security Council, has a key role to play, as laid down in the Mutual Engagement Framework, which clearly defines the stakeholders' responsibilities. We all believe that implementing the new mechanism is indispensable if the Central African Republic is to achieve lasting peace and rapid, sustainable development. The international community and our bilateral and multilateral partners must act if we are to ensure that our hard-won progress is not compromised. The commitments made in Brussels will enable the Government to effectively implement its priorities, which depend to a large extent on mobilizing the promised funds.

The President of the Central African Republic has repeatedly outlined the priorities that must be met in order to restore the country, and they are cited in the Mutual Engagement Framework between the Central African Republic and the international community, whose signing at the Brussels conference on 17 November was extremely important for my country's future. In the light of today's briefings, it is clear that the situation is still fragile and precarious, thanks to the persistent threats posed by armed groups, which are now fighting among themselves for control of the country's mining areas and thus keeping the level of violence high. The unspoken aim of some of their criminal activities, particularly among themselves, is to make the current political process fail and plunge the country back into crisis. There are still many challenges to overcome, and it is time to move from words to deeds.

I would like to thank the Chair of the Security Council Committee established pursuant to resolution 2127 (2013), concerning the Central African Republic, for organizing the meeting held on 25 January, which allowed for representatives of neighbouring and other countries to pronounce themselves on the measures taken by their respective Governments to better ensure the implementation of the sanctions. The conclusion that emerged from that exchange of views was that it is difficult to achieve the expected results so long as there continues to be a lack of cooperation in this area. Lastly, I would like to thank all the delegations that contributed to the drafting of resolution 2339 (2017), which the members of the Council just adopted unanimously.   22. Other provisions pertain to the Government of the Central African Republic, specifically with regard to the arms embargo and exemption requests. The Security Council has a crucial role in preventing conflict, as was forcefully underscored during the open debate held on 10 January (see S/PV.7857). We believe that the adoption of sanctions regimes is part of that role. The proliferation of armed groups - I might even say "well armed groups" - is an ongoing cause of serious concern, for we know that the Central African Republic is prone to relapse into conflict. Clearly, it is difficult to get people to understand that sanctions are not punishment, but instead a necessary evil.

I should also like to express by best wishes for success to the other new members of the Council. The renewal of sanctions is entire justified by the ongoing pressing threat posed by armed groups and those who continue to attempt to do everything they can to derail the stabilization and reconciliation process. Resolution 2339 (2017) includes new provisions, especially with regard to the implementation of the travel ban and the identification of sexual violence as a separate criterion.

That is why I will continue to support the work of MINUSCA, of the country-specific configuration of the Peacebuilding Commission and of all those who participated in the latest contact group meeting, so that we can work together to ensure that our country will succeed in re-establishing peace. When we talk about the Brussels Conference, what we reap there will fall short. If we do not pay attention, what is occurring now could continue and the very implementation of the disarmament, demobilization, repatriation and reintegration programme, and even reconciliation, could pose more problems.   27. I would prefer to hear mention being made of gangs and of people who snub peace in our country in order to ensure that we do not achieve the goals we have set. It is important to ensure that resolution 2301 (2016) is implemented and, in particular when it comes to non-State armed groups. It is those armed groups that continue to sow the seeds of the terror throughout the country, and even in Bangui. When someone is killed and it cannot be explained, it elicits a negative reaction and more people die as a result. It is crucial for the Security Council to continue to support MINUSCA's efforts and to ensure that all material and logistical resources needed are supplied, as mentioned in the report. This report should compel us to do more and to realize that there is still much left to be done.

Despite the efforts that have already been made and those that the Government, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and the international community continue to make, the situation in the Central African Republic remains extremely fragile. That is why it is important to continue to pay particular attention to the situation. We are not talking about inter-community actions; these are really provocations.

  30. It was enough of a lull for one to think that all was well. And from the United Nations Mission in the Central African Republic and the United Nations Mission in the Central African Republic and Chad, today we have MINUSCA. If we want to avoid such mistakes and relapses and to ensure that MINUSCA is the last United Nations mission in the Central African Republic, it must provide the new authorities with the resources to match the actions they want to take to pull the country and the people out of this state of total deprivation and psychosis - this sword of Damocles hanging over our heads. May the unfailing mobilization and the outstanding solidarity enjoyed by the Central African Republic during its darkest moments manifest themselves once again at the donors conference scheduled for November.

  31. The Forum was followed by the successful holding of presidential and legislative elections under very good conditions. The transition phase was a success, and we must now move on to the stabilization phase. We then had to adapt the MINUSCA mandate to the new circumstances on the ground. The Secretary-General proposed in his special report (S/2016/565) guidelines that provided a very good basis for doing so, and they are now reflected in the resolution. In his comprehensive briefing on 8 July (see S/PV.7734),theUnder-Secretary-GeneralforPeacekeeping Operations rightly urged the international community not to repeat past mistakes because, since the mutinies of 1996, which led to the deployment the first United Nations mission in the Central African Republic, no serious analysis of the post-conflict situation had been made.

Reforming the security sector, restoring State authority in the country, carrying out the disarmament programme and restoring public order and justice are all top Government priorities for which we will rely on MINUSCA. Thirdly, with regard to temporary emergency measures, this will be something new for MINUSCA. We welcome that this is included in the mandate with stronger language, as it is essential that such measures be further implemented. President Touadera asked for this, and it has been done. We now hope that the temporary emergency measures will be implemented with determination. Much has been accomplished in recent months. A year ago the Bangui Forum had just concluded weeks of local consultations, where hundreds of Central Africans were brought together from every province and commitments were made.

Members will recall that President Faustin Archange Touadera came specially to the Security Council on 10 June to participate in the debate on the protection of civilians and deliver that very message (see S/PV.7711). Secondly, with regard to neutralizing armed groups, we welcome that the resolution makes the goal of reducing the threat posed by such groups a strategic objective at the heart of the mandate. To that end, we will have to implement a comprehensive strategy consisting of various steps. That, too, is a primary objective of President Touadera, but he will need robust and determined action by MINUSCA to bring that about.

  34. The Mission's presence in the Central African Republic is essential for the stability of the country and of the civilian population. All the provisions of the text are important, but I want especially to highlight several points. First, with regard to the protection of civilians, this is the first aspect of the mandate - and it is no coincidence. Although the situation is not comparable to what it was a few months ago, civilians in fact continue to be threatened in their security by the numerous armed criminal groups operating throughout the entire country. In that context, it is essential and vital that MINUSCA be active, even proactive, in its mandate to protect civilians. The Mission must anticipate situations and, where threats exist, intervene robustly and without delay.

  37. The United Nations Human Rights Council has conducted investigations into violations of human rights and its report has been published. As the Special Representative of the Secretary- General for the Central African Republic and Head of MINUSCA stressed in his briefing to the Security Council on 14 April (see S/PV.7427), Central Africans continue to rely on the Mission for the effective implementation of its mandate, with the ongoing commitment and support of the Council. The international community has a moral obligation to assist the Central African Republic and its people to keep to the path of peace and reconciliation. Special and sustained attention must therefore be maintained, given the complexity of the situation in my country.

  38. In this regard, we urgently appeal to the international community for substantial support. Among the goals that have been set by the TransitionalAuthorities is the fight against impunity that was so ardently sought by the people in the local consultations. A step was taken in that direction when the bill establishing a special criminal court to try the most serious crimes committed in the Central African Republic was adopted on 22 April by the National Transitional Council, which is the interim Parliament. This progress is also noticeable in the field of human rights. The support provided by MINUSCA and our various partners has enabled the Government to gradually reconstitute the judicial chain in Bangui and in certain regions of the country. Several perpetrators have been arrested and are awaiting trial.

At the political level, since the signing of the Brazzaville agreements the political process has proceeded in accordance with the measures defined under the auspices of the international mediator. The local consultations went smoothly in the 16 prefectures and in some neighbouring countries, thanks to the determination of the Government and the multifaceted support of MINUSCA and the international forces. The preparations for the Bangui Forum, originally scheduled to be held from 27 April to 4 May 4, and which will now take place from 4 to 11 May, are proceeding apace. A steering committee for the Forum has been established and is operational. The National Electory Authority is pursuing its preparations for the electoral process despite the uncertainty surrounding its funding.

The decision of the Secretary-General and the Security Council to grant MINUSCA an effective capacity of 750 soldiers, 288 police offciers and 20 prison officers will enable the Mission to fulfil its mandate and to address the security gaps created by its lack of staff. In humanitarian terms, the improvement of the situation is characterized by a gradual return of internally displaced persons (IDPs) both to Bangui and to the provinces through the multifaceted support of humanitarian workers. The highest concentration of IDPs is currently in Bambari, Batangafo and Kaga Bandoro, due to persistent insecurity. Moreover, some refugees in neighbouring countries are beginning to return home.

I thank the Secretary-General for his comprehensive report on the situation in the Central African Republic (S/2015/227), and the Security Council for renewing the MINUSCA mandate, and I welcome the significant progress made in the implementation of its new mandate, which will allow the Central African Government to finalize the timing of the transition, whose outcome will be the long-awaited restoration of constitutional legality. To that end, MINUSCA should not delay in undertaking timely deterrent operations, such as those in Bangui, Sibut, Bambari, Bria and N'De'le', which had the desired effect in the areas occupied by armed groups. Such actions should continue when the situation requires, pending the implementation of the disarmament, demobilization, reintegration and repatriation programme.

  42. To date, there has been a real improvement in the security situation in Bangui and in certain provincial localities, despite the periodic resurgence of violence. There are no longer any real confrontations between the two camps in Bangui or in the hinterland. Nevertheless, acts of major banditry persist, including stick-ups, kidnappings and armed robberies. The free movement ofpeople and goods remains a major concern throughout the territory. Joint patrols of MINUSCA, the national police and the gendarmerie have helped to restore security and promote the resumption of economic and commercial activities and the redeployment of the administration to some areas.

Resolution 2149 (2014) established the mandate of MINUSCA, which essentially consists of protecting civilians, with particular attention to women and children affected by armed conflict; supporting the implementation of the transition, including the extension of the authority of the State and the maintenance of the territorial integrity of the Central African Republic; facilitating the delivery of humanitarian assistance to the Central African displaced and refugees; working to achieve national justice and the rule of law; and proceeding to disarmament, demobilization, reintegration and repatriation. Eight months after the Mission's deployment, it should be noted that progress has been made by MINUSCA. It is now necessary to reassess the Mission in order to better adapt its actions to realities on the ground.

  44. The deployment of the Mission began 15 September 2014 following the signing of the headquarters agreement between the Central African Government and the United Nations. I wish, on behalf of the Government, to extend the gratitude of the Central African people to all members of the Security Council and to the Secretary-General, and to commend the outstanding work of the European Union-led peacekeeping force and Operation Sangaris, alongside MINUSCA, to restore to an entire nation the hope of finding peace.

Ms. Kpongo (Central African Republic) (spoke in French): At the outset, I should like to take this opportunity to express my infinite gratitude to the Security Council for its recent visit to the Central African Republic, and my sincere congratulations to the hard-working presidency of Jordan. In addressing this organ on 10 April 2014 (see S/PV.7153), the Minister for Foreign Affairs of the Central African Repubic affirmed that the adoption of resolution 2149 (2014), authorizing the deployment of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), was a crucial step in the process of restoring security and peace, and hence stability, in the Central African Republic.
