“As a matter of fact, by providing assistance to the African Union and to subregional organizations in Africa, the Council is also improving its own capacity to handle international affairs in general. The Council should attach greater importance to its work in this area. “Only by addressing the deeply rooted causes of conflict can it be possible to gradually emerge from playing a reactive role as firefighters and gain more leverage in the endeavour to prevent conflict, thus improving the effectiveness of United Nations peacekeeping efforts. Thirdly, coordination and cooperation with the regional and subregional organizations should be significantly enhanced. It is widely acknowledged that in recent years the African Union (AU) has played an ever more important role in coping with the conflicts in the African region on behalf of the international community, and it has made invaluable contributions to the maintenance of world peace and security.”

“While dealing with the domestic conflicts of a country, it is essential to bring into full play the active role of the Government of the country concerned. The Council's overall objective in this area is to help the national Government to establish social stability. In case of sudden crisis, it is all the more important for the Council's actions to be attuned to the background and the environment that shape the crisis and to intervene in a timely manner so as to effectively resolve the crisis. Special attention should be paid to dealing with problems both at their surface level and at their roots by taking an integrative approach addressing the economic and social causes of the conflict. All the armed conflicts on the African continent stem from a multitude of causes, most of which are related to poverty and arms proliferation.”

“If more effective efforts had been carried out in the area of conflict prevention, much less would have been spent and many more lives would have been saved from the scourge of conflict. It is therefore important to be fully committed to putting all ideas about conflict prevention into practice. Secondly, more reform and ingenuity should be encouraged. Since its inception sixty years ago, the United Nations has made unremitting efforts and widely acknowledged achievements in the field of conflict prevention and resolution. Nevertheless, confronted by various natures and forms of armed conflict today, the Council should be adapted to changing circumstances and come up with solutions more suitable to current situations.”

“First, greater importance should be attached to preventive diplomacy, as was rightly pointed out in the letter addressed to the Secretary-General by the delegation of the Republic of the Congo, of 14 August 2007 (S/2007/496). Although the Security Council has on many occasions underscored its determination to enhance the effectiveness of United Nations efforts to prevent armed conflicts and to develop an effective, comprehensive strategy on conflict prevention, progress on the work in this area remains less satisfactory. The main reason for this is that the tendency towards conflict resolution rather than prevention is yet to be effectively redressed. In the past five years, the United Nations has spent more than $18 billion on peacekeeping operations.”

“China urges CTED to carry out comprehensive analysis of its work in providing technical assistance and cooperating with international organizations. Those activities help the CTC to formulate effective and practical guidelines. For the time being, the CTC should continue to focus on the work programme for the first half of the year. It should also endeavour to meet existing work targets. China commends Mr. Javier Ruperez for his contribution to the United Nations effort to counter terrorism as the head of CTED for the past three years. I would like to take this opportunity to express my gratitude to him. The 1540 Committee formulated its programme of work this past October. Since then, the Committee's work has focused on the implementation of the resolution, outreach and international assistance and cooperation.”

“In Uganda, although the Government has resumed talks with the Lord's Resistance Army (LRA) and the humanitarian situation in the north is improving, the country still faces the problem of a lack of funding. In our View, a holistic approach is needed to address both the symptoms and the root causes of humanitarian problems. Such problems are normally a direct consequence of the exacerbation of a region's hot-spot issues, and crises are closely linked with political, security and development problems. To deal with humanitarian problems, it is necessary to undertake emergency relief measures that will yield immediate results. It is also necessary to adopt robust policy measures aimed at eliminating the root causes of cr1s1s.”

In some areas of Somalia, violence is on the increase, and piracy runs rampant. That situation poses a threat both to local livelihoods and to the safety of international navigation. In the Sudan, the continuing conflict in the Darfur region has had a serious impact on humanitarian relief and assistance efforts. In Chad and the Central African Republic, the refugee problem has become a threat to safety and stability.”

My thanks go also to His Excellency Mr. Nikola Spirie, Chairman of the Council of Ministers of Bosnia and Herzegovina, for his statement. We are pleased to note during the more than 10 years since the signing of the Dayton Peace Agreement, Bosnia - through its own efforts and with the help of the international community - has taken many positive steps and has achieved notable results in institution-building, economic recovery, the rule of law and ethnic harmony. In October 2006 Bosnia and Herzegovina satisfactorily held general elections and formed a new Government.”

“We are always of the View that the best option is to encourage both Serbia and Kosovo to continue their negotiations in order to gradually narrow their differences in an effort to achieve a settlement acceptable to all sides. We believe that it is normal to have differences, and these differences accentuate the need for further negotiations, rather than constitute a reason for the international community to give up efforts to promote talks. The Kosovo issue is quite involved and convoluted. It also has extensive implications for other issues. Maintaining the status quo is not a solution. Furthermore, the status quo will be difficult to sustain. How to handle this issue properly will be a major challenge for the Council.”

“We hope that the political leaders there will abide by their commitment to build a Kosovo for all its communities and will try their best to take all necessary measures to create a favourable basis for the ultimate settlement of the future status of Kosovo. Ever since the submission of the comprehensive settlement proposal by the Special Envoy Marti Ahtisaari, the future status of Kosovo has drawn increasing attention from different sides. Indeed, one of the focal tasks of this mission was to listen to different sides in order to get to know their concerns. As stated in the report of the mission, the positions of the sides on the settlement proposal remain far apart.”

“We hope that Lebanon will make progress in achieving political reconciliation. The international community can offer the necessary assistance, but too much pressure and intervention will only add fuel to the fire, and will not be conducive to solving problems. China has always firmly believed that the Palestinian-Israeli issue can be properly resolved only on the basis of the relevant United Nations resolutions, the principle of land for peace and political negotiations to establish an independent Palestinian State living side by side peacefully with Israel. That is in the interest of the peoples of Palestine, Israel and all the other countries of the Middle East. It will also facilitate the achievement of peace and security in the region. China will continue to support all efforts that can contribute to the realization of that goal.”

“As a result of economic sanctions and the embargo, the humanitarian and economic situation in the occupied territories is deteriorating, with people living in disastrous conditions. The international community should take substantive steps to ease the humanitarian crisis faced by the Palestinian people. China is also very concerned about developments in the situation in Lebanon. We hope that all political parties in Lebanon can enjoy unity, resolve their internal differences through negotiations and reach agreement on such major issues as the soonest possible establishment of a special tribunal to consider the Hariri case. Recently there have been signs that tension is easing in the Middle East situation, and this could give rise to new opportunities. The League of Arab States has held a summit meeting, at which it decided to relaunch the Arab Peace Initiative. President Abbas of the Palestinian National Authority and Prime Minister Olmert of Israel have begun to hold regular meetings. The international community has intensified its good offices on Middle East issues. This undoubtedly constitutes a good start for reviving the Middle East peace process, which has been stalled for many years.”

“As a developing country, China formulated its national sustainable development strategy as early as 15 years ago and is now formulating a national strategy to respond to climate change. China will vigorously implement its sustainable development strategy, and will make its due contribution to addressing climate change, in the form of actual deeds. We support full, pragmatic discussions on related issues within the context of the United Nations Framework Convention on Climate Change. We are also in favour of international cooperation to promote clean development. At the end of this month, discussions on climate change will be held at the fifteenth session of the Commission on Sustainable Development. We look forward to working with other countries towards climate change solutions.”

The developing countries believe that the Security Council lacks expertise in handling climate change and is not the right place to take decisions with extensive participation leading to widely acceptable proposals. Such reasonable concerns should be fully understood and respected. “The Kyoto Protocol has set quantifiable albeit limited targets for reducing greenhouse gas emissions in developed countries. The Conference of the Parties to the Framework Convention, the United Nations Commission on Sustainable Development, the United Nations Environment Programme and other forums are involved in discussions and actions related to this theme. To tackle climate change effectively, it is necessary to follow the principle of common but differentiated responsibilities set forth in the Framework Convention, respect existing institutional arrangements, strengthen cooperation and encourage concrete action. Climate change solutions require concerted efforts by the international community. Discussing climate change in the Security Council will not help countries in their efforts towards mitigation.”

The international community is fully aware that climate change will affect national economic and social development and that it poses a threat to the sustainable development of human society. China is deeply concerned about the humanitarian crises that continue to inflict some African countries. China believes that the humanitarian crises in Africa have different root causes and complex backgrounds. They include both large-scale armed conflicts that have led to numerous civilian casualties and displacement, as in the current situation in Somalia, and traditional ethnic, tribal and religious conflicts that give rise to local political crises that exacerbate the humanitarian situation, as in the case of the Lord's Resistance Army in northern Uganda and in Darfur in the Sudan. Moreover, long periods of economic underdevelopment have led to widespread poverty and its concomitant human tragedies.”

“At the same time, African Union peacekeeping operations are faced with a multitude of challenges in terms of personnel and financing, which have constrained the Union's ability to play its unique role in this area. The United Nations and the international community should continue to provide the African Union with increased assistance in the form of training and logistical support. It should help the African Union to improve its early warning and integrated peacekeeping capacities, so that the Union can bring fully into play its unique role in settling issues specific to Africa.”

“What is needed now even more is concrete action. Over many years, the General Assembly and the Security Council have adopted a number of resolutions and presidential statements. The 2005 World Summit reaffirmed the importance of strengthening the partnership between the United Nations and regional organizations, in particular the African Union. As regards promoting cooperation and interaction between the United Nations and the African Union in the area of the maintenance of peace and security in the region, what is more important is to take more tangible action and help the African Union resolve certain specific issues. The African Union has now deployed peacekeeping missions in various parts of Africa and has played an important role in easing tensions and resolving disputes there.”

“Over the past 10 years, the United Nations and regional organizations have engaged in a variety of cooperation and coordination efforts in the areas of conflict prevention, peaceful settlement of disputes and peacebuilding, thus contributing effectively to strengthening the United Nations role and to the maintenance of international and regional peace and security. It has been shown through many years of practice, on the basis of respect for the United Nations Charter, that regional organizations can fully develop and play an active role in maintaining regional and international peace and security and can fully tap their own potential for taking actions. Thirdly, sufficient and explicit policy statements exist on strengthening mutually reinforcing cooperation and coordination between the United Nations and the African Union.”

“Under Chapter VIII of the Charter, the Security Council should encourage the development of pacific settlement of regional disputes through regional arrangements. Regional organizations, owing to the comparative advantage they enjoy because of their geographical location, can also play a unique role in settling regional issues and maintaining peace and stability in the region. By strengthening cooperation between the United Nations and regional organizations in the maintenance of international peace and security, we can not only react more rapidly and effectively to conflict situations, but also ease the ever-increasing United Nations peacekeeping operations burden.”

“The Shanghai Cooperation Organization has also provided an effective platform for carrying out a multilateral dialogue on security in the region and is widely acknowledged by the international community. On the basis of those ideas and practices, China fully understands and respects the wish of the African countries to play a greater role in resolving their regional issues through intensified cooperation with the international community. This, in itself, is a great contribution to international peace and security. “As the old Chinese saying goes, joint efforts to collect firewood will build a blazing fire. And another tells us that close neighbours are dearer than distant kin. Peace and harmony in this big family of the international community rest on cooperation and mutual assistance among its members. This is even more the case among neighbouring countries. In recent years, China and neighbouring Asian countries have been exploring various ways to maintain peace and stability in the Asia-Pacific region and have achieved some positive results. The 10 + 3 cooperation accord among the Association of Southeast Asian Nations (ASEAN), China, Japan and the Republic of Korea has played a prominent role in promoting peace, stability and development in the region.”
