However, with the change of the characters of conflicts and the emergence of new factors, and as a result of the interlinkage of complex historical, political, territorial, religious and resource-related issues, we are still witnessing the sad situation in which large numbers of civilians are affected, harmed and devastated by armed conflict. We strongly urge parties to conflicts to abide strictly by international humanitarian law and the relevant Security Council resolutions and to fulfil their corresponding obligations to protect the lives, property and legitimate interests of civilians. In order to improve the work in the protection of civilians in armed conflict, it is necessary to enhance international cooperation and to give full play to the role of international bodies, the Government concerned and humanitarian bodies.

The international community has established for this purpose a comparatively complete international humanitarian legal framework, with comprehensive provisions contained in the relevant international legal instruments, including the 1949 Fourth Geneva Convention and the two Additional Protocols of 1977. The Security Council has been considering this issue for nearly a decade and has adopted numerous resolutions and presidential statements. All the aforementioned has provided guidance for the practical work in the protection of civilians in armed conflict.

  4. China hopes that the three Committees will pay more attention to the needs of developing countries in the area of counter-terrorism and listen to their opinions. At the same time, the three Committees should, within their respective mandates, actively implement the United Nations Global Counter-Terrorism Strategy so that the Security Council and General Assembly can complement and coordinate their efforts in fighting terrorism and make a greater contribution to the efforts of the international community to fight terrorism.

In the past few months, notwithstanding the unremitting efforts of the international community in the area of counter-terrorism, terrorist forces have still carried out Violent activities throughout the world, posing a serious threat to international peace and security. Therefore, the United Nations and this Council are still facing a long and arduous task in the area of counter-terrorism. In the past six months, the 1540 Committee, with the assistance of its experts and in accordance with its programme of work, has made good progress in further understanding the implementation of resolution 1540 (2004), in outreach, international assistance and cooperation. It has played an active role in promoting the full implementation of the resolution. For that, China wishes to express its appreciation. China has always supported strengthening the monitoring of the implementation of resolution 1540 (2004). China attaches importance to the role of the Committee and has always participated in a constructive manner in its work. We are ready to continue to support and coordinate with the work of the Committee so as to forge a consensus on non-proliferation and to make a contribution to promoting international non-proliferation.

  7. China appreciates the efforts made by CTED in holding a forum on technical assistance for West Africa and opening a new website for technical assistance. China welcomes CTED efforts to provide and conduct further detailed analysis on the implementation of resolution 1373 (2001). We believe that all those activities will help CTC to formulate an effective and practical programme of work. China supports the extension of the mandate of CTED and will take an active part in the discussion on the relevant resolution. China congratulates Mr. Mike Smith on his appointment as the new Executive Director of CTED. We believe that, under his leadership, CTED will continue to perform effective work.

  8. Since its last briefing, the CTC is moving actively ahead with its Preliminary Implementation Assessments and has thus far concluded the Assessment reports on a number of countries. China hopes that the Committee can, by way of its Preliminary Implementation Assessments, carry out as far as possible effective dialogue with Member States so as to promote a comprehensive and full implementation of resolutions 1373 (2001) and 1624 (2005). China is pleased to note that the CTC, thanks to the assistance of the Counter-Terrorism Committee Executive Directorate (CTED), has successfully conducted the fifth special meeting with international regional and subregional organizations and has made progress on country visits and providing technical assistance.

  9. At the same time, the Committee has also made headway in improving the quality of the sanctions list, thus strengthening the effectiveness and fairness of the sanctions mechanism. The 1267 Committee is a very effective sanctions mechanism in the area of counter-terrorism. We encourage Member States to provide further information to the Committee in the area of listing requests and in other related areas. We support maintaining the authority and the position of the Committee in the area of counter-terrorism. The Committee still faces some important challenges on its agenda, including considering the seventh report of the Monitoring Group and discussing issues such as non-compliance and de-listing. We hope that the Committee will come to constructive conclusions through those discussions, so as to further improve its work.

China wishes to express its appreciation to the three ambassadors for their diligent and effective work. We have taken note with satisfaction of the steady progress made by the 1267 Committee in areas of its work, including in improving the integrity and accuracy of the sanctions listing, the transparency of its work and its website and strengthening its exchanges and dialogue with Member States and the relevant international organizations.

With regard to the question of how to further enhance the quality of the annual report in the future, I share the views of Ambassador Burian and think that this question should be one element for consideration during the preparation of next year's report of the Council. Taking into account past practice and the 07-56355 actual work of each year, and drawing upon our collective wisdom, we should be able to find a way to improve our work on the report.

I also thank the Secretariat for its efforts in preparing the report, and I appreciate the statement made by Ambassador Burian a moment ago. All members of the Council had already reached agreement on the draft report prior to this meeting, and we look forward to its adoption by the Security Council. Considering that the General Assembly will 07-56355 examine the report in early November, we hope that it can be printed quickly, so as to give non-members of the Council more time to read it. As President of the Council in July, China was in charge of drafting the report's introduction. During the drafting process, all members of the Council made valuable contributions, and the Secretariat also provided assistance.

  14. The comprehensive implementation of resolution 1325 (2000) represents an important guarantee for the realization of that goal. We support the Secretary-General in his ongoing efforts to implement the United Nations System-wide Action Plan. However, the countries that need to take implementation actions the most, especially those involved in or recently emerged from armed conflict, often lack implementing capabilities and are burdened by specific special situations and difficulties. The international community and donors should come forward with generous help and the United Nations should provide various kinds of assistance to give the Government and people of countries concerned full ownership and strengthen their capacity-building, and avoid acting in their place or imposing anything on them. The Outcome Document of the World Summit emphasized that the progress of women is the progress of all humankind. That is equally true in the field of peace and security.

  16. The special needs and concerns of women should be accommodated and their potentials and roles tapped. They should enjoy greater participation and decision-making power with institutional guarantees. In recent years, the Secretariat has taken many positive measures to increase the ratio of female senior officials and female heads and staff of peacekeeping missions. We hope to see such efforts continue. Thirdly, countries concerned should be encouraged to formulate, on the basis of their specific circumstances, national plans of action or strategies to implement resolution 1325 (2000), with vigorous support from the United Nations and the international community. Resolution 1325 (2000) cannot be comprehensively implemented without national action.

The General Assembly, the Economic and Social Council, the Human Rights Council and the Peacebuilding Commission have their respective mandates and roles in advancing women's rights and interests, and the work of the Security Council should not duplicate or seek to replace that of those organs. Secondly, it is necessary to enhance the participation of women in all stages of a peace process and to acknowledge their status and role so as to lay a firm foundation for peacebuilding and the realization of lasting peace. Respect for and protection of women are manifestations of social civilization and progress, and necessary elements of a mature social system. Respect for and protection of women should be incorporated into a peace process from the beginning to the end.

First, the Security Council can play a unique role in the field of women, peace and security, and various organs of the United Nations system should strengthen mutual coordination and cooperation, while working under their respective mandates. It is the broad common understanding of the international community that it is necessary to protect and empower women, safeguard their rights and interests, and achieve gender equality. That is an important undertaking which requires integrated action. The United Nations has adopted quite a number of instruments in this field. On the other hand, capacity-building at all levels still leaves much to be desired, the problem of inadequate funding remains prominent, and there is a lack of close coordination between international cooperation and national activities. Since the Secretary-General formulated the United Nations System-wide Action Plan in 2005, positive results have been achieved in the implementation of various aspects of the resolution over the past two years. However, we need to take an objective view of the successes that have been achieved and the shortcomings that still exist. As stated by the Secretary-General in his report, various degrees of progress have been registered in such fields as conflict prevention and early warning, peacemaking and peacebuilding, peacekeeping, humanitarian assistance, post-conflict reconstruction and rehabilitation, the implementation of disarmament, demobilization and reintegration programmes, and the prevention of and response to sexual violence.

I also wish to thank the Secretary- General for his report (S/2007/567). I welcome his presence and statement at this meeting. I also wish to express my gratitude to Under-Secretary-General Guehenno, Ms. Rachel Mayanja and Ms. Joanne Sandler for their statements. This year marks the seventh anniversary of the adoption of resolution 1325 (2000). A milestone in the field of women, peace and security, that resolution has laid the foundation for cooperation by all parties concerned in this field. The Security Council has taken a lot of follow-up action to the resolution and the Member States concerned have also actively taken relevant measures pursuant to the resolution.

  22. The international community should pay heightened attention to the views and suggestions of those regional countries on the issue of Iraq. We are happy to see that Iraq has improved its relations with neighbouring and other regional countries. It is our hope that all parties concerned will maintain this momentum of cooperation and will work harder to make substantial progress at the second expanded meeting of Iraq's neighbouring countries, to be held in Istanbul in November.

  23. We express our serious concern about that. It is our belief that the Iraqi Government and the Multinational Force should shoulder the critical responsibility in that regard. No effort should be spared to provide UNAMI with all the necessary security guarantees so that it can carry out the operations mandated by the Security Council. A stable, united, prosperous Iraq will not only live up to the aspirations and expectations of all of the Iraqi people, but also be conducive to the peace and tranquillity of Iraq's neighbours and of the Middle East region as a whole. The Sharm el-Sheikh process initiated last May shows the resolve of countries of the region to strengthen regional cooperation and maintain the stability of Iraq.

  24. In that connection, we are looking forward to full engagement by the new Special Representative of the Secretary-General, Mr. Staffan de Mistura, once he is in Iraq. We hope that he will implement the mandate of the resolution and take full advantage of the impartiality, expertise and authority of the United Nations, and that he will make a fully committed effort to change the Iraqi situation for the better. It is our hope, too, that the parties inside and outside Iraq will provide energetic support to the Special Representative, to provide him with the conditions and space he needs to play for his designated role. Ensuring the safety and security of the facilities and personnel of UNAMI is an important prerequisite for the effective operation of the Mission. The security risks in Iraq continue to constrain UNAMI's daily operations.

It is our hope that all political leaders in Iraq will demonstrate courage, take resolute measures, positively respond to the aspirations of the Iraqi people and the international community and seek unity and cooperation. Of course, achieving the proper solution of the Iraqi situation and its issues also poses a test for the international community. The United Nations should continue to stand by the Iraqi people and should be prepared to provide all useful assistance and help, as required. Resolution 1770 (2007) is very important. It authorizes the United Nations Assistance Mission for Iraq (UNAMI) to play a more active role in assisting Iraq in national reconciliation, regional dialogue, economic reconstruction and humanitarian relief.

  26. The humanitarian situation in Iraq has become the most serious humanitarian crisis confronting the world today. How to further stabilize the situation so that the process of Iraq's peaceful reconstruction and reconciliation can embark upon a smooth path is an issue meriting serious consideration by the Iraqi Government and the international community. We subscribe to the views expressed by the Secretary-General in his report (S/2007/608). Political compromise and genuine attempts to work across ethnic, sectarian and political lines are needed now more than ever. In the final analysis, the future of Iraq should be decided by the Iraqi themselves.

We welcome the opportunity for a briefing by Ambassador Khalilzad on behalf of the Multinational Force in Iraq. I would also like to avail myself of this opportunity to pay tribute to Mr. Ashraf Qazi and to thank him for his distinguished contribution to the people of Iraq during his three-year tenure as Special Representative of the Secretary-General for Iraq. Although the situation in Iraq has improved to some extent, the country still faces formidable challenges in the political, security, reconstruction and humanitarian spheres. The number of Iraqi refugees and internally displaced persons has been increasing monthly.

  28. Established priority areas should be the focal points for support from the Fund. The Secretary-General should provide the Commission with more timely briefings on the operation and implementation of the Fund's projects so as to ensure consistency and transparency in its management. The Security Council is part of the umbrella under which the Peacebuilding Commission functions and should therefore strengthen communication between them, ensuring interaction through formal meetings and informal exchanges. The Council can guide the Commission's work and should, to the greatest possible extent, solicit the Commission's expert recommendations so as to devise flexible and workable guiding principles. Moreover, in light of specific issues on its agenda, the Security Council can study potential new subjects for the Commission's consideration.

The priority areas identified in the strategies should not only include human rights protection, justice and security sector reform, but also address with equal urgency the root causes of conflict, such as poverty and uneven development. Thirdly, the Commission should adeptly manage the balance between partnership and ownership. In the partnership between the international community and a given country, embodied in the Peacebuilding Commission, the former provides necessary assistance to the latter. A partner can only be a participant, however; a country's fate lies in its own hands. The international community should avoid taking over. Fourthly, the Commission should establish close ties with the Peacebuilding Fund. Although the Commission cannot micromanage the Fund, a natural relationship exists between them.

  30. Within the United Nations, the Commission should strengthen its interaction with the General Assembly, the Security Council and the Economic and Social Council. In the field, it should make full use of the resources of various projects, funds and peacekeeping missions so as to avoid institutional duplication, resulting in waste. Secondly, the Commission should effectively play its value-added role. Given the high expectations of the people of Burundi and Sierra Leone, the Commission's work must yield palpable results. It should complete and improve on the integrated peacebuilding strategies and swiftly formulate simple tracking and monitoring mechanisms so as to ensure that all sides fulfil their obligations.

Its accomplishments include the virtual completion of its organizational and procedural work and the provision of assistance to Burundi and Sierra Leone in their peacebuilding processes through country-specific configurations. At the same time, all speakers expressed their high hopes for the Commission's work in the year ahead. It is generally believed that the Commission faces the following urgent tasks: coordinating with the United Nations system, playing its value-added role to the full, adequately negotiating the balance between partnership and ownership, and exploiting its catalysing functions. In that regard, the Chinese delegation wishes to make the following observations. First, the Peacebuilding Commission should identify its appropriate relationships with the organs and bodies of the United Nations system.

The Chinese delegation thanks Ambassador Gaspar Martins of Angola for his outstanding work, and congratulates Japan on assuming the chairmanship of the Peacebuilding Commission. We trust that, under the leadership of Ambassador Yukio Takasu, the Commission's work will be fruitful in the coming year. Last week, in the General Assembly's discussion of the Peacebuilding Commission, speakers generally expressed their high appreciation for the Commission's work in its first year.

  34. Over the past five years, we have provided Afghanistan with assistance in the form of engineering projects, material assistance and the training of personnel. We are currently focusing on building the Republic Hospital in Kabul, the Parwan irrigation project and the presidential compound conference centre. The President of China, Mr. Hu Jintao, announced a few days ago that this year, the Chinese Government will once again provide Afghanistan with a grant, in the amount of 18 million yuan. Although the road ahead remains rocky, the Afghan people have high expectations and enduring faith that they will achieve peace, stability, security and development.

  35. Fourthly, regional cooperation is an effective means through which the international community can help Afghanistan to achieve stability and good governance. We hope that Afghanistan and its neighbours will fully utilize existing mechanisms to enhance mutual political trust, to strengthen cooperation in combating terrorist activities and drug trafficking and to seek mutual development. As a friendly neighbour of Afghanistan, China feels great empathy with Afghanistan with regard to the hardship that it has endured. We sincerely hope that Afghanistan can soon build a strong and prosperous State and achieve social harmony and well-being. To that end, China has participated actively in efforts aimed at post-war reconstruction in Afghanistan.

The Government must work hard to produce strong teams of qualified civil servants and must continue to seek stability and promote development if it is to achieve concrete results in the areas of economic reconstruction, education, health care, human rights and the rule of law. In that way, the people's confidence in the future of the country can be restored. Thirdly, the United Nations should continue to play a central and coordinating role in the peaceful reconstruction of Afghanistan and in international assistance to that end. China supports UNAMA's consistently neutral position in its role of promoting political reconciliation in the country. We also hope that the international community will provide more material and human resources to UNAMA.

  37. China believes that, in addressing those challenges, priority must be accorded to the following aspects. First, security is the primary issue facing Afghanistan. The international community must provide additional resources to expedite the building of the military and police forces so that they can, at an early date, independently shoulder their responsibility for the maintenance of national security and social stability. Secondly, the functions of Government need to be strengthened. Accelerated economic development is the key to achieving long-term stability in the country.

  38. In economic terms, this year Afghanistan has achieved basic self-sufficiency in its food supply and has maintained steady economic growth. In the areas of education and health care, the enrolment of primary-school students has reached a historic high and infant and maternal mortality rates have continued to decline. The Government has reached out to neighbours and other countries to engage in friendly cooperation. At the same time, however, there remain many grave challenges to peaceful reconstruction in Afghanistan. Extremists and terrorists continue to pose a serious threat to peace and prosperity. The country's institutional capacity still needs to be strengthened at various levels. Economic and social development still cannot satisfy the people's basic needs. The cultivation and trafficking of illicit drugs are on the rise.

China appreciates the vigorous efforts of the United Nations Assistance Mission in Afghanistan (UNAMA) to promote reconstruction in Afghanistan. We are prepared to continue to support the Special Representative and UNAMA in their work. China is pleased to note that, with the help of the international community, including the United Nations, Afghanistan has made progress in its recovery and development. In political terms, the Afghan Government, led by President Karzai, has undertaken measures to combat corruption and to actively seek political reconciliation.

However, given the fact that the three-month extension is merely a transitional arrangement, we are ready to respect the Secretary- General's nomination. As the Tribunal is under the pressure of time with regard to the completion strategy, it is even more imperative that the Prosecutor press ahead with the prosecution, while managing all the work related to the transition. She is also expected to cooperate in ensuring the success of the completion strategy and to establish a solid groundwork for her successor.

Mr. Liu Zhenmin (China) (spoke in Chinese): In accordance with the two resolutions we have just adopted, Mr. Jallow will be reappointed as Prosecutor of the International Criminal Tribunal for Rwanda for another four years and the mandate of Ms. Del Ponte as the Prosecutor of the International Criminal Tribunal for the former Yugoslavia will be extended for three months. I would like to express our congratulations to them. In their respective work over the past few years, the two Prosecutors have worked diligently. Faced with the completion strategies of the two Tribunals, their responsibilities will be more demanding. We hope that the two Prosecutors will continue to strive for greater efficiency, fairness and justice in their work.

We hope that the United Nations, the Quartet, the countries in the region and the Arab League will strengthen their contacts and coordinate their efforts in a joint bid to advance the Middle East peace process. The question of Lebanon and Israel is a major part of the question of the Middle East peace process. Comprehensive peace in the Middle East will not be possible without an appropriate solution of the dispute between Lebanon and Israel. China again appeals for a comprehensive implementation of Security Council resolution 1701 (2006) and an early achievement of a permanent ceasefire and a sustainable solution to the dispute. China is also closely following developments in the Lebanese situation.

  46. Chairman Abbas and Prime Minister Olmert are taking a very important first step in that direction. If history is any guide, the achievement of peace in the Middle East calls for arduous efforts by all sides and will be a long process. China believes that the international community should shoulder the responsibilities expected of it and create a favourable environment and provide necessary support for the resumption of talks between Palestine and Israel. We welcome the upcoming high-level meeting of the Quartet next month in New York. We expect the Quartet to come up with new initiatives to push for a resumption of the talks between the two sides. At the same time, the Security Council should play an active role in the Middle East question.

At the same time, we urge all parties concerned to observe international humanitarian law and take all necessary measures, including the opening of border crossings, to improve the humanitarian situation in Gaza. At the same time, we hope that all political parties in Palestine will fulfil the expectations of their people and the international community, put the overall situation and their long-term interests above everything else and strengthen their unity and cooperation for a joint future. China has always believed that the establishment of an independent Palestinian State that lives in peace, side by side with Israel, on the basis of relevant United Nations resolutions and the principle of land for peace is the only way to solve the Palestinian-Israeli dispute in a comprehensive, sustainable and fair manner.

We appreciate the two leaders' will to maintain the momentum of the meetings and we look forward to efforts by both sides to reach understanding, mutual trust and cooperation, and to lay a necessary and solid foundation for the revival of the Palestinian-Israeli peace process. Notwithstanding these developments, the Middle East situation remains a source of concern. Hostilities between the Palestinian and Israeli sides and civilian casualties continue. There is no guarantee of freedom of movement for Palestinians in their own land. The humanitarian situation is rapidly deteriorating. The supply of electricity and food and the sanitation situation are worrisome. We appeal to the international community to continue to provide assistance to the Palestinian people.

I wish to thank him for his past efforts and also wish him well in his new endeavours. Over the last month, the situation in the Middle East has witnessed encouraging developments. We have noted that a group of Palestinian prisoners has been released and Israel has returned some tax revenues to the Palestinian Authority. These are positive steps that should be acknowledged. We welcome in particular the two meetings held earlier this month between Chairman Abbas and Prime Minister Olmert, including the one concluded only yesterday in Jerusalem.

Given their respective expertise and vast experience within their own fields, the Security Council, the Economic and Social Council, the Peacebuilding Commission and the General Assembly should set an example for the international community by enhancing their communication and exchanges and learning from one another so as to make up for their own shortfalls with a view to making concerted efforts. In recent years, the efforts of the Secretary- General and his representatives to actively participate in resolving regional conflicts through their international good offices have yielded noticeable results. In doing so, they have benefited to a great extent from the trust and support of the Security Council. In the future, the Council should continue to support, through various ways and means, the Secretary-General's role in this area.
