The Government is operating in an unstable environment, using very fragile tools and managing extremely weak institutions. Peace dividends accumulated as a result of the sustained efforts of the Somalis and their partners are constantly threatened and hampered by mistrust, clan dynamics, extremist ideological narratives, divisive politics, insurgency, unregulated competition for power and resources, violent extremism and vicious Al-Shabaab activity. The current political crisis in Somalia is putting unusual pressure on the cohesion of the Federal Government and federal member states.

We need to continue to encourage and support the leadership as it strives to implement and bring clarity to all other outstanding issues in this regard, such as the passage of the electoral law, the continued registration of political parties, the finalization of related constitutional amendments, amendment of the law on political parties, protective inclusivity, particularly in terms of ensuring the equal representation ofwomen, as well as internally displaced persons, young people, minorities and disadvantaged groups, in decision-making. Tremendous progress has been made towards achieving debt relief, which will offer Somalia the opportunity to have access to international concessional financing and increase financial resources. We strongly applaud these efforts and congratulate the Somalis on that outstanding achievement.

The creation of the Federalization Negotiation Technical Committee, tasked to drive forward negotiations on the fundamental pillars for long-term stability, including election model resource-sharing and allocation of powers to support political agreements at the leadership level, is a landmark step towards lasting peace in the country. President Farmajo and his Government, as well as the leaders of Somalia at both the national and federal member state levels, have charted the way to realizing Somalia's constitutionally guaranteed one person-one vote election, as stipulated in the Somali provisional Constitution.

The momentum created by encouraging developments in the region, where leaders of the Horn of Africa have become more aware of the urgency of achieving peace and stability around them and are taking deliberate initiatives to enhance and captitalize on the factors that are common to their peoples and unite their countries, is creating new opportunities for reconciliation, stability, regional cooperation and economic integration. That momentum must be maintained by Somalia and its people, who should remain steadfast on the path on which they have embarked under their Government, which has been characterized by reconciliation among Somalis, economic growth and prosperity without corruption, security and stability through respect for human rights, inclusive politics, power- and resource-sharing and equitable land distribution.

In that regard, I would like to express AMISOM's gratitude to the United States Department of State for the provision of the Intelligence, Surveillance and Reconnaissance system, which is a very important force enabler.   10. It requires United Nations agencies to engage in strengthening the institutions of Government and local administrations. They must be present and fully committed in the places we are going to liberate, starting with Leego. We are ready and willing to work hand in hand with the United Nations and other institutions, as well as the Government, to realize those objectives - to ensure that once we liberate a city it transitions to Somali security forces and remains in their hands, not falling back into those of Al-Shabaab. The reality of the current threat landscape across Somalia is that Al-Shabaab has gradually increased its military capacity and resilience, resulting in widespread attacks using IEDs as the weapon of choice.

We must therefore ensure that the population centres and locations we capture from Al-Shabaab are recovered and transformed into inhabitable places where humanitarian agencies provide emergency assistance to the liberated population; administrators manage the liberated population, govern the town and provide essential services and amenities to the population; police protect the citizens and maintain law and order; conditions are created for the local economy to beginning to take shape, for trade and commerce to be possible and for citizens to be able to go about their lives freely, securely and confidently without fear of being mugged or killed by Al-Shabaab around the next corner. With the Government's recent announcement off its third International Monetary Fund staff-monitored programme and its success at this year's spring meetings in Washington, DC, Somalia's pathway to debt relief is fast becoming a reality. In April, as Council members are aware, the Somalia transition plan was widely endorsed, first here in Mogadishu by the Comprehensive Approach to Security Executive Group, chaired by Prime Minister Khayre, and later by the African Union during the Peace and Security Council on Addis Ababa on 30 April. Supporting the Federal Government in implementing the transition plan remains AMISOM's key priority. As I reminded partners during the high-level security meeting on Somalia in Brussels earlier this month, AMISOM. endorsed, and is firmly committed to, the implementation of the transition plan. The executive is already delivering on improving fiscal management and strengthening the financial institutions, while placing transparency and the fight against corruption at the heart of its economic priorities. We now have a federal budget that is supported by realistic revenue measures and an effort to modernize the urgently needed tax collection and taxpayer registration. That is in addition to the ongoing consultations on tax legislation. While delivering all of this, the Government is also focusing on financial sustainability through its domestic revenue collection. In a similar vein, the Government bill for the establishment of the anti-corruption commission is taking shape, with the implementation of the open government initiative.

  18. applauds the efforts made by the executive and the former Speaker in resolving the recent crisis, the outcome of which offers hope for a brighter future for all Somalis. As the new Speaker, Mr. Mohamed Mursal Abdirahman, indicated in his inaugural address last week, the Federal Parliament will refocus its efforts to ensure that the constitutional review is completed and pave the way for multi-party elections to move forward with the necessary legal framework by 2020 or 2021. The holding, earlier this week, of the national constitutional convention in Mogadishu is a clear demonstration of the Government's commitment to match its words with action. Despite challenges, there is real reason for optimism across Somalia, as the Federal Government continues to make great strides in the right direction.

  19. They offered an important opportunity for the rebuilding of Somalia's national institutions and providing the country with what it needs to foster unity and prosperity. Recent political crises in Parliament not only heightened the absolute need to expedite the building and strengthening of Somali State institutions, but also the importance for all parties in the Somali political construct to begin to identify and embrace the common factors that unite all Somalis and do away with those divisive issues that are ongoing sources of weakness, tension and division among them.   20. That and other challenges have become more evident lately, with a spillover effect on Somalia over international rivalries and divisions within the Gulf countries. Those external crises are quickly provoking further divisions among Somalis and forcing them to choose sides. There are warning signs that the crisis could have negative implications for the fragile relations between the Federal Government of Somalia and its federal member states. I ask the Council to make a strong and unequivocal statement to the opposing sides in the Gulf region to refrain from any actions that may further heighten tensions and affect the unity and stability of Somalia. A year ago Somalia was presented with a fresh start with the election of President Farmajo and the appointment of Prime Minister Hassan Ali Khayre.

Since my previous briefing to the Council (see S/PV.8165), Somalia has been confronted with many challenges, some of which, if not addressed in a timely manner, will negatively impact the current efforts of the Federal Government and reverse the progress made so far. As we speak, AMISOM. soldiers are valiantly supporting and assisting the populations ofBeledweyne, on the margins of the Shabelle River, who have been flooded out and have had to abandon their homes as a result. They are doing that with immense sacrifice in the middle of a shortage of means of transportation and resources to support the population. But they are receiving profound support from the President of HirShabelle.

This is tied to our current mandate under resolution 2372 (2017), which requests that AMISOM's troops be drawn down, its police personnel scaled up and offensive operations conducted against Al-Shabaab. Indeed, winning the people to our side and denying Al-Shabaab territorial space and shelter among the Somali communities is key to success in our common endeavour to restore comprehensive peace and security in Somalia. At a time when Somalia was at its lowest, following the attack, we saw the immediate and appropriate response from the Federal Government. Not only did President Farmajo rally the country behind a united front, but he also called for an extraordinary session of parliament to direct both houses to strategize on what additional courses of action needed to be undertaken to effectively fight a common enemy.   33. Improvised explosive devices, ambushes, targeted assassinations and grenade attacks are being registered with concerning regularity. On 14 October, we saw the horrific example of the destruction that Al-Shabaab can bring to Somalia and its people when, in a cowardly attack, the group drove a large bomb that exploded at the busy Zobe intersection in Mogadishu, killing more than 500 people and injuring many hundreds more. The Zobe massacre was Somalia's deadliest terrorist attack and its scale shocked many beyond Somalia and the region, yet, in the true spirit of the brave Somali people, the massacre not only sparked widespread protest against Al-Shabaab, but it also united all the Somalis.

  34. The strong manifestation of unity of the Somali political leadership is central and indispensable to the success of our collective efforts in Somalia. Extreme poverty, insurgency, intolerance, entrenched community grievances, ideological competition, violent extremism and terrorism are some of the important factors influencing the persistent volatile political and security environment in the country. The newly found unity of the Somali political leadership needs to be harnessed. The Committee also agreed to establish a team of experts to work on options, including a detailed plan for AMISOM's exit from Somalia in case the plan agreed on both in London and through the Joint Review committee is not provided with the resources it needs for effective implementation.   44. The Somalis are expected to take over the Academy and four other operating bases. But, given the resources, we will not hand over those positions unless and until the Somalis themselves tell us that they are ready to take them. Meanwhile, in Addis Ababa, a few days ago, on 5 September, the Military Operations Coordination Committee for the African Union Mission in Somalia held its twenty-fourth meeting, at which it agreed on a way forward to implementing resolution 2372 (2017) in terms of an initial reduction, by 1,000 troops, of AMISOM's military personnel by December, as well as on AMISOM's new tasks. That exercise has already begun. We have identified the numbers of soldiers that will have to be cut from each contingent.

The Federal Government of Somalia-led exercise, with the active participation of AMISOM, the United Nations, international partners and the Federal member states, is aligned with resolution 2372 (2107) and the aims and objectives of the comprehensive approach to security. Once it is completed, it is expected to yield a very credible picture of the current shape, size, capacities and state of health of the Somali national security forces - including their number - and to provide key steps to be undertaken for a responsible conditions-based transition of security responsibilities from AMISOM. to the Somali security forces.
