“The mandate is not just to monitor a cessation of Violence, but to monitor and support the full implementation of the six-point proposal, including the elements related to political detentions, ensuring freedom of demonstration and association, human rights, access for journalists and the political transition. That is why it will include a strong civilian component, with a range of skills, including political, human rights and civil affairs. It is a measure of the depth of international concern that we are ready to deploy unarmed United Nations personnel into such a dangerous environment. It is fraught with risk. “The United Kingdom believes that a mission that is able to operate effectively could have a positive impact on the ground, in terms of both saving lives and ushering in a Syrian-led political transition. The resolution comes following the preliminary understanding reached between the Syrian Government and the United Nations on the mandate and operating conditions of the Mission. It is essential that it now be implemented in full. A larger mission, provided that it has freedom of movement and the use of air assets as called for in the resolution, will be able to monitor more locations.”

“It has been one week since the Council unanimously adopted resolution 2042 (2012), authorizing the deployment of an advance team of 30 unarmed military observers to Syria. The Council was clear about the obligations on the regime to cease troop movements towards population centres, end the use of heavy weapons and begin the pull-back of military forces from in and around population centres. It was also unambiguous in its call for the advance team to operate under appropriate conditions, including the requirement that the regime ensure full and unimpeded freedom of movement. We committed to deploy a larger mission only after a sustained cessation of Violence. Unfortunately, since the adoption of resolution 2042 (2012), the regime has done little to demonstrate that it has any intention of taking the steps necessary to end the crisis.”

“Throughout, the Syrian regime has ignored the calls of the international community, the League of Arab States, the General Assembly, the Human Rights Council and the Security Council to stop the killing. It has made numerous commitments that it has failed to implement. The six-point proposal of Mr. Kofi Annan, Joint Special Envoy of the United Nations and the Arab League, offers the last opportunity to finally put an end to the bloodshed. We pay tribute to Mr. Annan for his tireless efforts over the past six weeks. The relative de-escalation of violence achieved on 12 April was a tentative and positive first step towards ending the crisis. But it is just that, a first step. Tens of innocent civilians have been killed since 12 April, and heavy weapons remain deployed in population centres.”

“Iran has time and time again had the opportunity to convince the IAEA otherwise by providing unhindered access to its nuclear facilities and behaving in a transparent manner, but it has failed to do so. No one following these issues could be in any doubt that Iran's clear objective is to develop the technology required for a nuclear weapon. Despite this, we remain committed to engaging Iran on the international community's genuine concerns regarding its nuclear programme. We continue to seek a peaceful, negotiated solution and are applying pressure on Iran to bring one about. The twin- track approach is working. Iran is feeling the pressure of sanctions and its growing international isolation. We are ready to talk, but Iran must negotiate seriously and without preconditions. It must match our good faith.”

“In particular, the report found that Iran continues to increase both production of higher-grade 20 per cent enriched uranium and enrichment to 3.5 per cent. Iran has failed to give a convincing explanation about how a quantity of its uranium has gone missing. Two IAEA missions to Tehran within less than a month have failed to convince Iran to engage constructively with the Agency. The Iranian Government has again refused the IAEA access to key sites, relevant documents and individuals associated with its nuclear programme. And let us not forget that in its last report, the IAEA said unequivocally that Iran had carried out activities relevant to the development of a nuclear explosive device, that some of its nuclear activities were specific to nuclear weapons and that some of these may still be ongoing.”

“We welcome their efforts to raise awareness of those steps that Member States need to take to implement sanctions and to promote knowledge-sharing and collaboration between States. We continue to be frustrated by the blockage of the publication of the Panel of Experts' independent report. We urge the Committee to act on the recommendations in the Panel's report by designating individuals and entities that have violated sanctions and by publishing implementation assistance notices. Iran's nuclear programme continues to develop, in contravention of the Council's resolutions and of Iran's obligations under the Treaty on the Non-Proliferation of Nuclear Weapons. “It has received notifications from several States that show that Iran continues both to proliferate weapons and import nuclear-related material, in violation of Security Council resolutions. Of those violation reports, we are seriously concerned by evidence of systematic Iranian activity to provide weapons illegally to the Syrian Government - weapons that, as we speak, are being used to violently suppress the people of Syria. The United Kingdom looks forward to the open meeting of the Committee being planned by Ambassador Osorio. I join others in thanking Ambassador Osorio for today's briefing to the Council and for his report on the work of the Security Council Committee established pursuant to resolution 1737 (2006) and its Panel of Experts. As his report makes clear, the Committee continues to do important work. During the reporting period it has in particular received a violation report following the launch by Iran of a Safir rocket, a clear contravention of the Council's decision that Iran should not undertake activity related to ballistic missile technology. It has heard a useful briefing from the delegation of France explaining why space-launch and ballistic-missile technologies are essentially identical.”

“In conclusion, the international community made commitments at the Bonn Conference in December 2011 for enduring support to Afghanistan's long-term security and development. Now is the time for us to deliver against those commitments, to reassure the Afghan people that we will not abandon them after 2014 and to ensure that Afghanistan does not again become a safe haven for terrorism. I now resume my functions as President of the Council. I wish to remind all speakers to limit their statements to no more than four minutes, in order to enable the Council to carry out its work expeditiously. Delegations with lengthy statements are kindly requested to circulate their texts in writing and to deliver a condensed version when speaking in the Chamber. I give the floor to the representative of Canada.”

“We note in particular President Karzai's and Pakistani Prime Minister Gilani's recent statements supporting the establishment of the Taliban political office and calling on the insurgency to reconcile. We have always said that reconciliation would be a challenging process. The recent Taliban statement announcing the suspension of talks does not alter our support for Afghan-led reconciliation. Therefore, as we prepare for a post-2014 Afghanistan, there is still much to do. UNAMA has a vital role, both during and beyond the transition process, to coordinate the international community and support the Afghan Government to deliver on its commitments. The United Kingdom supports a strong, continued UNAMA presence throughout the country to assist the Afghan Government in establishing a strong and durable Afghan State.”

“That is fundamental to Afghanistan's long-term stability and prosperity. Thirdly, stability in Afghanistan will also depend on the participation and support of its neighbours. The Kabul Conference in June will be a key moment for heart-of-Asia countries to take that forward. The United Kingdom welcomes the regionally led implementation of the Istanbul Process, as well as the support that the United Nations Assistance Mission in Afghanistan (UNAMA) has provided. Fourthly, underpinning those elements is the need for continued progress towards a political settlement. The United Kingdom welcomes Afghan-led efforts to move forward the peace process.”

“Capable, sustainable and affordable Afghan forces are vital to ensuring that stability in Afghanistan does not unravel once International Security Assistance Force combat troops withdraw after the completion of the transition process at the end of 2014. Secondly, for any security gains to be sustainable in the long term, we must work together to ensure that the Afghan people have confidence that their Government can deliver key basic services and better prospects for the future. The United Kingdom looks forward to the Afghan Government's implementation of vital governance and economic reforms. The international community must match that at the Tokyo conference by ensuring continued, long-term commitments to supporting economic growth and basic social services in Afghanistan.”
