1. “Today's briefing follows the publication on 24 November of the latest report of the International Atomic Energy Agency (IAEA) on Iran. That report provides a clear benchmark by which to judge Iran's non-compliance with its international obligations. First, the report states that Iran is not suspending enrichment-related activities or heavy water-related projects as required by Security Council resolutions and as requested by the IAEA Board of Governors. Secondly, it shows that the IAEA still awaits a substantive response from Iran in relation to the announcements that Iran also intends to construct 10 new nuclear enrichment facilities. Thirdly, the report reiterates that there has been no Iranian cooperation with the IAEA on possible military dimensions to their programme since August 2008.”

2. “The recently produced hand-out and fact sheet will be helpful to Member States seeking to implement measures more effectively. In future, and with the Panel's assistance, the Committee might also consider organizing open briefings to the wider United Nations membership, setting out clearly what is expected of Member States. While many Member States have acted promptly to adjust their laws and procedures, we remind those yet to report to the 1737 Committee on measures taken to do so as soon as possible, as Ambassador Nishida has underlined again today. 3. “The transfers of the goods seized - illegal arms and RDX high explosives - are both flagrant violations of paragraph 5 of resolution 1747 (2007) by Iran. The latter is also a violation of paragraph 8 of resolution 1737 (2006). We encourage the Committee to consider making additional designations to prevent further violations and sanctions evasions. These violations demonstrate the importance of the 1737 Committee in ensuring implementation both by monitoring implementation and advising States when necessary. They also emphasize the vital role of its newly appointed Panel of Experts. The Panel will have a full agenda investigating reported violations and travelling to various regions to focus on implementation. We also support the Committee's wider outreach efforts to promote implementation.”

4. “Allow me to lead the chorus that I am sure will come from colleagues in thanking Ambassador Nishida for his final briefing as Chair of the Committee established pursuant to resolution 1737 (2006). As he leaves, the Committee is well equipped to continue to fulfil its important mandate. 17. “The primary responsibility for the protection of civilians, as in other host Governments, rests with the Democratic Republic of the Congo authorities. However, the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo plays an essential role in supporting the authorities where they lack the capacity to provide such protection. Today, we are pleased that the presidential statement (S/PRST/2010/25) recognizes the valuable role of the informal expert working group on protection of civilians and endorses the updated aide- memoire. The protection of civilians debates are biannual and, unfortunately, I have to note again the lack of progress on issues of humanitarian access. The United Kingdom particularly deplores and condemns violent attacks on humanitarian workers by parties to the conflicts.”

18. “In Burma, we remain deeply concerned about the lack of progress towards national reconciliation and the implications for civilians living in ethnic minority areas and the border regions. In many of those areas, civilian continue to be targeted by the military. We remain very troubled by reports of indiscriminate attacks on vulnerable people, including women and children. Reports also document that many have had their land confiscated and their homes destroyed and have been forcibly relocated. The United Kingdom urges the Burmese regime to undertake meaningful dialogue with ethnic groups to maximize the opportunities presented by the election for national reconciliation. Recent mass rapes in the Democratic Republic of the Congo highlight the urgent need for enhanced civilian protection in the east of the country.”

The United Kingdom believes that the protection of civilians should remain at the forefront of the Security Council's work. We know from experience why that needs to be the case. In the Sudan, civilian protection is central to peacekeeping missions, particularly in Darfur, where more than 10 per cent of the population is living in camps. As the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator said, the continued poor security situation in parts of Darfur causes great suffering to the civilian population and impairs the ability of humanitarian agencies to provide essential assistance.”

31. “Looking ahead to the next CTED mandate, the Directorate should build on its success and continue to adapt to the evolving threat of terrorism. In particular, we would like to see more focus on the drivers of radicalization and on how States can better counter Violent extremism. The Al-Qaida and Taliban sanctions regime is, and will continue to be, a vital counter-terrorism tool that enables the international community to disrupt terrorist activity on a much greater scale than through domestic measures alone. That is why we need to continue to work to ensure that the regime remains credible as a tool to maintain and restore international peace and security. 46. “The United Kingdom also welcomes the cooperation among Belgrade, Pristina and the international missions in Kosovo in making arrangements for the enthronement of the Serbian Orthodox Patriarch in Pee, and the prompt action of the Kosovo Police against those suspected of violence against pilgrims. The report also draws our attention to areas of concern, such as the trend of targeting Serbs working for Kosovo Government institutions and a number of small but violent incidents in northern Kosovo. During the period covered by the report, the International Court of Justice published on 22 July its advisory opinion on Kosovo's declaration of independence, stating that the declaration did not violate international law.”

47. “I shall now make a brief statement in my national capacity. I join other Council members in thanking Mr. Jeremie and Mrs. Citaku for attending this afternoon's debate. I would also like to thank Mr. Zannier for his detailed briefing and for his hard work and leadership. I also thank the United Nations Interim Administration Mission in Kosovo for the role that it continues to play in promoting stability and reconciliation in Kosovo, and the European Union Rule of Law Mission in Kosovo and the Kosovo Force for their important work. The Secretary-General's report (S/2010/562) rightly highlights progress in a number of areas, including the closure of the Cesmin Lug camp near Mitrovica. This is a particularly welcome step towards the reintegration of the Kosovo Roma and will improve the living and health conditions of the affected families.”
