“In that connection, Serbia stands ready not only to maintain its level of cooperation but also improve it, together with the central authorities of Bosnia and Herzegovina, and to intensify its relations with the Republika of Srpska and conduct those relations in a transparent way, in accordance with the Dayton Agreement, and to expand cooperation with the Federation of Bosnia and Herzegovina. Serbia continues to be interested in furthering economic cooperation with Bosnia and Herzegovina, especially in the fields of investment, joint ventures, energy and infrastructure, among others. “It is expected that Government institutions will soon be established and that they will assume their responsibilities in the interests of all of Bosnia and Herzegovina's citizens. Serbia will remain an eager and reliable partner in achieving ever-more dynamic cooperation in the interests of both countries. We continue to invite dialogue at all levels and promote bilateral relations. Regular contacts have also been maintained at the working level and concrete questions requiring joint efforts have been identified. “We trust and believe that Bosnia and Herzegovina's political leaders have the will and resolve to address those issues through dialogue and that they will reach consensus to the benefit of all its peoples, who have a great stake in the well-being of the country. Different opinions have been bandied about of late on Bosnia and Herzegovina vis-a-vis various questions, one of which pertains to the election law and its possible amendment. Serbia considers that those are internal questions that are best resolved through agreements among political actors within the existing legal system, in a constructive atmosphere and with mutual respect. On 7 October, however, general elections were held in Bosnia and Herzegovina.”

“Bilateral cooperation with neighbours has always been the linchpin of Serbia's approach to foreign policy. It has considered it catalytic for a new type of relations of a higher quality in the Western Balkans and the whole of South-East Europe. That is particularly true of Bosnia and Herzegovina, our next-door neighbour and one of my country's closest partners. The endeavour has been motivated not only by immediate and practical needs but also by larger considerations, such as restoring confidence and achieving reconciliation, both inside and outside Bosnia and Herzegovina, and promoting the aspirations of both countries to join the European Union. Serbia is a guarantor of the Dayton Peace Agreement, which was instrumental in putting an end to the tragic conflicts in Bosnia and Herzegovina more than 20 years ago.”

“In its commitment to United Nations peacekeeping operations, Serbia is motivated also by the fact that it is a host country to the United Nations Interim Administration Mission in Kosovo (UNMIK), deployed under resolution 1244 (1999). “In that context, I recall that we have contributed in a concrete way to furthering global and regional security, maintaining our long- lasting tradition of participation in United Nations peacekeeping missions. Currently, around 330 Serbian personnel are deployed in five United Nations and four European Union peacekeeping missions, making Serbia the leading troop-contributing country in South-Eastern Europe and the tenth-largest European contributor. “After all, the multidimensional role of the missions - which, alongside their mandates to safeguard peace and protect civilians, contribute to political processes, the bolstering of security, the organization of elections, the protection and promotion of human rights and the re-establishment of the rule of law - is of paramount importance for consolidating and maintaining lasting stability. “If solutions are to be forward-looking and results- oriented, they need to be acceptable and implementable and promote the process of confidence-building in Bosnia and Herzegovina. The questions in respect of which the entities have different views, such as the judiciary or the Election Law, for instance, are, in our opinion, internal questions of Bosnia and Herzegovina. They call for active dialogue within the country, which is the only way to achieve universally acceptable solutions. “In that context, we are ready to make our experience available to Bosnia and Herzegovina to help it promote its own negotiation process. Almost 22 years ago to the day, a peace agreement was signed in Dayton, Ohio, ending the tragic conflict in Bosnia and Herzegovina. A guarantor of the Dayton Agreement, Serbia believes that the Agreement continues to provide a basis for peace and stability and that it is of crucial importance for reconciliation. That reconciliation is sometimes hard to come by is evinced by the persistence of different undertones in the region. We must not turn a deaf ear to such discordant messages, which add tension, return us unnecessarily to the past and burden relations between Bosnia and Herzegovina's entities and its constituent peoples. They have a negative ripple effect on the entire region too.”

“We are heartened, however, by the recent message that the continuation of the policy of enlargement to the Western Balkans is a stable process and that EU membership of its countries may take place even before 2025. Serbia will make its own contribution to this process, carry out reforms and promote mutual cooperation. A joint session was held between the Government and Serbia and the Council of Ministers of Bosnia and Herzegovina in Sarajevo last November. Serbian Prime Minister Aleksandar Vucie took part in the Business Investment Forum at Srebrenica on 11 November 2015, and the Government of Serbia allocated sizeable financial resources, in the overall amount of â‚¬5 million, to help carry out the projects important for the town of Srebrenica and the surrounding area.”

“He will also participate in the International Investment and Development Conference, scheduled to begin in Srebrenica tomorrow. In the spirit of a genuine collective commitment to the future, especially lasting reconciliation and a better life for all - and for young people in particular, which that conference symbolizes - Serbia is ready to help the local self- Government of Srebrenica by constructing a necessary public facility in the town. Avowals of support for a cause or a policy may ring hollow and sound phony unless substantiated by evidence that they help the cause and the policy succeed. Here, therefore, are some basic statistics. In 2014, the overall trade exchange between Serbia and Bosnia and Herzegovina amounted to â‚¬1.4 billion. In the period from January to July 2015, it reached â‚¬822 million.”

“The session also focused on furthering good-neighbourliness and reconciliation and the quest for ways and means to promote cooperation and meet the expectations of the peoples of the two countries to live a better life. Last July, the victims were commemorated in Srebrenica 20 years after the crime. Serbian Prime Minister Vueic' also went to pay respects. Regrettably, he was brutally attacked at the Potocari Memorial Centre. Yet, well aware that senseless acts of violence must not be taken as points of reference for relations among States, and guided by the spirit of Serbia's avowed policy of friendship and cooperation, the Prime Minister invited the members of the Presidency of Bosnia and Herzegovina to visit Serbia only 10 days after that incident.”

“After all, the creation of ever-greater trust among Serbs, Bosniacs and Croats in Bosnia and Herzegovina is exceedingly important for joint activities and reforms conducive to the country's full membership of the European Union. As a neighbour and an important partner, Bosnia and Herzegovina occupies an important place in the activities of the current Government of Serbia. It was, I recall, the first country that Serbian Prime Minister Aleksandar Vucic' visited after his election, and the political dialogue between Serbia and Bosnia and Herzegovina, in which my country invested significant efforts, culminated this year. “Serbia has always respected, fully and consistently, the principles of the sovereignty and territorial integrity of States, an international standard of paramount importance. In that context, my country has been a staunch and steadfast supporter of the sovereignty and territorial integrity of Bosnia and Herzegovina, as provided for by the Dayton Peace Agreement. For the stability and development of that country, also the homeland of 1.5 million Serbs, and its regional and European integration have no alternative. Over the past 20 years, Bosnia and Herzegovina has demonstrated that dialogue and agreement between its entities best address the issues that are important for its future. Active dialogue is needed today, too, just as is intensive communication, if differences are to be overcome.”

It was followed by economic and social recovery, development and progress in the process of European Union integration, as well as by the strengthening of neighbourly cooperation in the region.
