“That is particularly significant in the context of recovery that is taking place in the two countries in the wake of last year's immense flooding, and makes it incumbent upon them to address themselves to rebuilding of infrastructure, without which no successful country-to-country cooperation would be possible, and which, just as importantly, links ordinary people as they go about their everyday lives. Serbia is a staunch supporter of the European integration of Bosnia and Herzegovina and welcomes the conclusion of the Stabilization and Association Agreement with the European Union. “This April, Serbia's Foreign Minister Ivica Dacic' met Bosnia and Herzegovina's Foreign Minister Igor Crnadak in Belgrade, while Foreign Minister Daeic' travelled to Sarajevo on 29 April in his capacity as Chairperson of the Organization for Security and Cooperation in Europe. Furthermore, an initiative to hold a joint session of the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina has been launched. Serbia and Bosnia and Herzegovina are agreed that economic cooperation, especially in the field of transport, infrastructrue and energy, is of paramount importance to promoting good bilateral and regional relations.”

“Notwithstanding the fact that many of the fighters fight far from home, the recent terror attack is stark and sad evidence that our countries will not be spared from these monstrous practices, for terrorism has no knowledge of, or will to respect, national borders. This modern scourge must be confronted, and Serbia is ready to cooperate with Bosnia and Herzegovina in fighting terrorism, extremism and organized crime in all their forms in the belief that regional cooperation is the mainstay of stability and prosperity of the entire region. Serbia and Bosnia and Herzegovina maintain a very high level of political dialogue. This is evinced, among other things, by the visit of Serbia's Prime Minister Aleksandar Vucie to Sarajevo last year, his first international Visit upon taking office. “My country is very concerned at the killing of one and the wounding of two other officers of the Ministry of the Interior of the Republika Srpska at Zvornik on 27 April. We condemn these heinous acts of terrorism in the strongest terms and expect the perpetrators to be prosecuted to the fullest extent of the law. Terrorism and radicalism in general, and the departure of men and women from our part of the world to fight in foreign wars, in particular, do not contribute to the peaceful and prosperous life of our citizens. Both Serbia and Bosnia and Herzegovina are members of the global coalition to fight terrorism and have amended national laws to incriminate foreign terrorist fighters.”

As a next-door neighbour, Serbia has a vital interest in the stability and prosperity of Bosnia and Herzegovina. In this context, we are firmly committed to the sovereignty and territorial integrity of the country as provided for by the Dayton Agreement. Bosnia and Herzegovina is one of Serbia's key partners in the region and my country is resolved to continue promoting good-neighbourly relations with all political structures and in all areas and at all levels of Government in Bosnia and Herzegovina. We advised the Security Council of our official position on the matter in October 2008. My country is ready to participate actively in all future discussions and to continue to cooperate with the Informal Working Group on International Tribunals on this question. “Let me repeat that the results of the cooperation with the ICTY over the years indicate that my country takes this question seriously and that it is ready to accept international supervision of the enforcement of sentences and to provide all necessary guarantees. Let me also recall that the Republic of Serbia signed, on 20 January 2011, an agreement on the enforcement of criminal sentences with the International Criminal Court. Under the agreement, persons convicted before the Court for war crimes, crimes against humanity and genocide may serve their sentences in Serbia. My country has been the first country in South-East Europe to sign such an agreement, with the United Kingdom, Austria, Belgium, Denmark and Finland being the only ones that did so before it.”

“Its officials have written to the United Nations and the ICTY on a number of occasions yet, regrettably, no progress has been made due to the fact that this question continues to be determined by the recommendation of the Secretary-General to the Security Council of May 1993, which states that the enforcement of sentences should take place outside the territory of the former Yugoslavia. Without prejudging the recommendation of the Secretary-General and bearing in mind President Meron's statement in his report to the effect that the International Residual Mechanism is actively working to secure additional agreements to increase its enforcement capacity and welcomes the cooperation of States in that regard, Serbia would appreciate an opportunity to sign such an agreement.”

In Serbia, the number of the cases tried in domestic courts has increased considerably in the most recent period. The assistance provided to national judicial authorities by the Office of the Prosecutor for the purpose of strengthening national capacities has been very important. “That cooperation is based on bilateral cooperation protocols between the prosecutorial offices of Serbia, Bosnia and Herzegovina and Croatia, as stated in the reports. I would like to make special mention of the cooperation with the Prosecutor's Office of Bosnia and Herzegovina, due to which six new indictments have been raised. The cooperation in the exchange of data, information and evidence is taking place in 38 cases of war crimes and other criminal offences against international law through liaison officers in the two prosecutorial offices. Similarly, the cooperation with the State Attorney's Office of Croatia has been improved and should lead to the identification of new indictments. We are convinced that the new proceedings for war crimes will bring justice to a great number of victims.”

“Serbia is determined to make a contribution to regional peace and reconciliation in the firm belief that, to that end, the quest and respect for justice and fairness are of vital importance. We consider that, in that regard, regional cooperation is very important and that it must continue to be a priority. We would therefore like to point out that the progress that has been achieved over the past year in the field of regional cooperation by Serbia in trying war crimes has been highlighted in the progress report on Serbia by the European Commission for 2013. “A partial testimony to that is the fact that there are no remaining fugitives and that most of the 3,500 requests for assistance received from the Office of the Prosecutor or the defence counsels in accessing documents, archives and witnesses have been processed, with only those of a more recent date pending. In that vein, I would like to express the commitment of the new Government of Serbia to continuing that successful cooperation with the ICTY and with the International Residual Mechanism. We hope that the remaining proceedings will be completed as planned, in particular given the duration and problems in completing certain cases, the length of detention of some indictees and the delay in appeal judgements in the cases of a number of sentenced persons.”

“We share the concern of High Representative Inzko regarding the recommendation by the Office of the United Nations High Commissioner for Refugees to lift the refugee status of refugees from Bosnia and Herzegovina and the region. Serbia has not accepted the recommendation of the Office of the United Nations High Commissioner for Refugees of 4 April 2014 because it has a negative effect on the protection of refugees and is detrimental to the implementation of the Regional Housing Programme and the process of reconciliation. Alongside with Bosnia and Herzegovina, we have continually pointed out that the recommendation is premature.”

“Of particular importance in that process is the role played by the Joint Commission for Economic Cooperation, the expected joint meeting of the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina, the forthcoming visit of President Nikolie to Bosnia and Herzegovina and the meeting of the Interstate Border Commission. The resumption of the work of the Interstate Council for Cooperation would also be welcome. In good faith and with a View to mutual interests, Serbia continues to cooperate with Bosnia and Herzegovina in addressing all outstanding issues, which are significantly reduced in number now, in direct contacts and talks without intermediaries. “In addition, Serbia also implements its national strategy for the prevention and suppression of violence against women in the family and intimate partner relationships, adopted in May 2011. By signing the Declaration of Commitment to End Sexual Violence in Conflict in September last year, 144 States, including Serbia, pledged to do more on the prevention of sexual violence in conflict and to better support the victims. In that way, a strong message was sent that sexual violence in conflict is unacceptable and that those responsible will be brought to justice, prosecuted and punished appropriately. We believe that it is necessary to work towards preventing these crimes precisely by raising awareness that they cannot go unpunished. The role played by Governments and by international criminal justice in that regard is very important.”

“We are deeply concerned that refugees and internally displaced persons are at increased risk of sexual violence in conflicts. In some cases, that has led to human trafficking and sexual slavery. All victims of sexual violence must be provided with psychosocial, economic and legal assistance and non-discriminatory health care, including appropriate services for children and male survivors. We firmly believe that international activities aimed at addressing sexual Violence in conflicts must be coordinated among Governments, international organizations and non-governmental organizations based on valid information and measurable results. Proceeding from resolution 1325 (2000), in 2010 Serbia adopted its national action plan for the 2010-2015 period concerning the implementation of the resolution.”

“We support the efforts invested within the United Nations to engage with State and non-State parties and obtain commitments to prevent and respond to conflict-related sexual violence. We also support the recommendation of the Secretary-General to include the prevention of conflict- related sexual violence in the mandates ofpeacekeeping and special political missions, as well as to continue with the deployment of women protection advisers in peacekeeping missions and the training of all United Nations peacekeeping personnel using the innovative tools developed by United Nations Action against Sexual Violence partners. “In recent years, prevention and suppression and an adequate response to sexual violence in conflict has been the subject of intensive deliberations in the Security Council. We welcome the efforts made to that end. We support the activities undertaken by the Secretary-General and have followed the actions of Ms. Bangura very closely. Significant efforts have also been made by Member States, civil society and non-governmental organizations in preventing and fighting this crime. “Serbia is committed to multilateralism, which is one of the pillars of its foreign policy, focusing on its role in multilateral and regional organizations, such as the United Nations, the European Union and the Organization for Security and Cooperation in Europe. Over the decades, the United Nations has been instrumental in building the international security system, using its own experiences and lessons learned in the process. It could not have met the challenges before it and safeguarded international peace were it not for the joint efforts of its Member States, the shared setting of priorities and its guiding principle that all nations are equal. “Only Russia and France suffered more. Yet in terms of numbers of people, the toll Serbia paid in the Great War was higher than any other country. Any isolated attempt at revising history is futile. We are proud to have fought with the Allies and achieved peace, opening the prospects for a just world based on different foundational principles and relations among nations, on greater respect for independence and sovereignty. The League of Nations, established in the wake of the Great War, was the first attempt to inaugurate multilateralism in international relations and bring about worldwide peace. The Kingdom of Yugoslavia was in the front benches of the League. Based on the lessons learned, the United Nations was created on the wave of the ideals that united the world in its fight against fascism in the Second World War.”

“We support cooperation within the Instrument for Pre-Accession Assistance programmes for cross-border cooperation. A total of â‚¬11.52 million has been made available to the two countries for the 2007-2013 period. Projects worth â‚¬3.24 million have been agreed upon so far, while projects worth â‚¬4.68 are currently being negotiated. In the field of economic cooperation, Serbia has a special interest in promoting trade, investment and military-economic cooperation and ranks the establishment of the Joint Commission for Economic Cooperation as a very good step in the right direction. Serbia is ready to address all outstanding issues, now significantly reduced in number, in good faith and in mutual interest. That is particularly true of the questions ofdemarcation, refugees and missing persons, as well as those related to succession.”

“Serbia is a firm supporter of Bosnia and Herzegovina's European integration and the strengthening of mutual cooperation in that process, particularly in the area of the work of the commission for the implementation of the action plan of the memorandum for cooperation in the field of European integration. We share the interest of Bosnia and Herzegovina in the exchange of experiences on fulfilling the Copenhagen criteria for EU accession and the readiness for coordination on the road to the European Union. Serbia is ready to assist Bosnia and Herzegovina by making available to it the part of the questionnaire of the European Commission for Serbia related to foreign affairs. “In the forthcoming period, cooperation will be exemplified by a number of practical steps and measures. On 26 and 27 November, the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina will convene for a joint session in Belgrade. The President of the Republic of Serbia, Mr. Tomislav Nikolie, is expected to visit Bosnia and Herzegovina soon. The Interstate Border Commission will meet. The Standing Joint Committee on Succession is also expected to meet. Furthermore, Serbia is interested in activating the work of the Interstate Council for Cooperation.”

“Since the formation of the new Governments in the two countries in 2012, bilateral cooperation has improved, as evidenced by the frequent meetings at the highest level. Cooperation within international organizations and in regional forums has been promoted, too. Particularly noteworthy is the promotion of cooperation between the Parliaments of Serbia and Bosnia and Herzegovina, which is best reflected in the friendship groups that were formed in both Parliaments in 2012 and by last week's visit of the high-level delegation of the Parliamentary Assembly of Bosnia and Herzegovina to Serbia. Also last week, the Serbian Government and the Council of Ministers of Bosnia and Herzegovina signed a security agreement in Belgrade that will provide for even better cooperation between the two countries in that field.”

“We believe that the future of Bosnia and Herzegovina should be decided by its citizens and political leaders without outside interference and, in that context, we support any agreement accepted by the two entities and the three constituent peoples of Bosnia and Herzegovina. Serbia considers Bosnia and Herzegovina to be one of its closest partners and has a very strong interest in promoting mutual relations to the highest possible level on the basis of good-neighbourliness. We shall work for the promotion of those relations at the central level, as well as for the expansion and intensification of cooperation with the Federation of Bosnia and Herzegovina and the further deepening and enrichment of special relations with the Republic Srpska.”
