“Worse still, the coercion exerted on the rest of the world to prevent legal trade with Russia and cruelly sacrifice its peoples is not only illegal, but also imposes unacceptable risks to the food, social and political security of hundreds of millions of people in developing countries. That is not the way to resolve the looming global food crisis. Global food security is complex, and many steps must be taken to avoid the most pessimistic predictions. “The response to that new crisis must be to unleash the food production potential of the entire world, as well as to increase international trade, in order to reduce the risk of food shortages in the coming months and years. “The truth is that today there are at least eight countries in Africa on the list of States on which the Government of the United States of America illegally imposes unilateral coercive measures. It is impossible to promote the fight against hunger while at the same time punishing the economies of the most vulnerable countries to obtain geopolitical advantages. And neither is it possible to purport to express concerns about food security when at the same time food is disregarded as an inalienable human right. Climate change, economic crises, armed conflicts and the COVID-19 pandemic are factors that exacerbate global food insecurity. The conflict in Eastern Europe is a new disturbing factor.”

The adverse impact of unilateral coercive measures on global food security is therefore clear. Several countries can help increase the stability of international food security if they are allowed to fully develop their capacities. Venezuela is one example. “Unilateral coercive measures are weapons of economic warfare that obstruct access to financial systems, literally steal the international reserves of entire nations, violate the supply chains of national and international food systems and increase global food instability. Contrary to what the offending States say, food and medicines are not exempt from so-called sanctions, and the so-called humanitarian exemptions are actually non-existent and ineffective, as independent United Nations experts have acknowledged. In that context, we recall that, at its second International Conference on Nutrition, the World Health Organization acknowledged that “trade is a key element in achieving food security and nutrition for all, through a system of fair and market-oriented global trade”.”

There is a clear contradiction in raising the issue of growing global food insecurity while also imposing unilateral coercive measures on more than 20 Members of the Organization, which represent a third of the planet’s population. It is not possible to propose solutions to the global food crisis and at the same time contravene the Charter of the United Nations and international law, threaten international peace and security and violate the human rights of entire peoples, in particular the right to food. “We have seen how conflicts are fabricated so that, after plundering the sovereign resources of nations and plunging them into poverty, humanitarian appeals are made, or peacekeeping measures are ordered, that take decades to alleviate the wounds opened by the initial conflict. According to Article 41 of the Charter of the United Nations, such measures involve the use of armed force, which, due to their gravity and devastating effects on civilians, can be applied only with the authorization of the Security Council, in cases of threat to the peace, breach of the peace or acts of aggression. We therefore ask, when did the Council approve such force? When did the Council determine that Venezuela is a threat to the peace, or that it breached the peace, or that it committed acts of aggression? It is clear that none of the assumptions for such serious action exists and that none of the legal requirements has been met.”

“Trump's branch of the armed forces in South America and the Caribbean, has this year conducted more than 55 spy plane incursions into Venezuela's flight information region, without prior warning or without providing a reason, thereby endangering air safety in the region. Overflights have occurred daily over the past two weeks, thereby increasing in frequency and accompanied by provocative and threatening statements about the ability of the United States to immediately attack Venezuela, if ordered to do so by President Trump. A reciprocal military assistance treaty among countries of the region, which has never been applied in the past 70 years and which Venezuela denounced six years ago, is now being invoked as a legal excuse for invasion.”

“The economic blockade and colossal robbery bear the hallmarks of monstrous cruelty, unique to war crimes, by criminalizing the purchase of basic foodstuffs for the sustenance of more than 6 million families receiving vital assistance through special programmes run by our Government. We are here today to denounce the United States Government for trying to fabricate a famine in Venezuela to appropriate our natural resources and recolonize our nation. That is a crime against humanity. Economic terrorism was compounded by political aggression and the violation of Venezuelan sovereignty on the border with Colombia on 23 February. A coup d'etat was also funded and organized on 30 April, but it was thwarted by the swift action of Venezuelan State institutions.”

“On other occasions, we have denounced before the Council, members of the most important organ in the world, who are responsible for maintaining international peace and security, the plan systematically implemented by President Trump's Government to suffocate our nation's economy with its coercive measures, which are in violation of the United Nations Charter and the human rights of our people by serving as a collective punishment against the civilian population, particularly the most vulnerable sectors, such as the elderly, women and children. “With regard to the situation in the occupied Syrian Golan, the Movement reaffirms that all measures and actions that have been or may be taken by Israel, the occupying Power, such as the illegal decision of December 14 1981, seeking to modify the legal status, physical nature and demographic composition of the occupied Syrian Golan and its institutional structure, as well as all of Israel's measures to apply its own jurisdiction and administration in this area, are null and void, lack validity and of no legal effect. Therefore, we once again demand that Israel comply with resolution 497 (1981) and withdraw completely from the occupied Syrian Golan along the borders of 4 June 1967, in compliance with resolutions 242 (1967) and 338 (1973).”
