This is deliberate economic destruction, the systematic implementation of the policy of aggression through the use of financial instruments, through the application of undue pressure and through the use of market dominance to influence the banking sector, private enterprise and other nations that engage in legal trade with Venezuela, including extorting United Nations agencies - all of this in order to isolate our country from the international trade and financial system. If it were true that the Venezuelan Government, as has been stated here many times, as part of an incredible litany of lies, is killing its own people, then why is this group of countries using massively extortionate methods that only increase the suffering? Why would that be necessary if we are already killing our people, as they say?

Yesterday, in its eagerness to promote a coup d'etat in Venezuela and impose a puppet Government to serve the interests of the United States to enable it to pillage our homeland, they sacrificed the founding Charter of that organization, which is the equivalent of the Charter of the United Nations. They distorted the law to the extent that what was approved was not the expulsion of the representative of the Bolivarian Republic of Venezuela but the inclusion of a representative of the National Assembly. What they did there yesterday is a legal absurdity, since the Organization of American States, like the United Nations, is an organization of States, not of assemblies. The only State present in that organization is the Bolivarian Republic of Venezuela. Therefore, the Bolivarian Republic of Venezuela was not expelled from that organization.

  16. The Member States of the Movement note that the financing of terrorism is a matter of great concern that must be fought with determination. We therefore reiterate the obligation of the international community to prevent and suppress the financing of terrorist acts and to criminalize the intentional provision or collection, by any means, directly or indirectly, of funds by their nationals or in their territories with the intention that they be used, or with the knowledge that they might be used, to commit terrorist acts. We also denounce the fact that the spokespeople of President Trump's Government are currently fabricating a narrative alleging an absurd number of supposed defectors from the National Bolivarian Armed Forces so as to justify the formation of a so-called liberation army of Venezuela on Colombian territory, with the aim of infiltrating our country and destroying the peace of our nation. The organizers of that armed criminal group flagrantly brag with total impunity in the Colombian media. That is public data. We are not saying that we have secret information.   24. Both Costa Rica and other countries in the region refuse to support the violence of the United States and its allies against our people. We want to denounce - and it is a very important denunciation - the fact that there is an ongoing military threat against Venezuela. The Colombian Government still has not submitted the protocols and photographs that it threatened to show a few days ago that allegedly prove that it was a humanitarian operation and not an operation of aggression. There is no international law that protects a Government from presenting itself at the border of another country and trying to force unknown cargo into that foreign territory using unknown protocols. Three days after the attack, there are still people with masks on at those bridges - protected by the Colombian Government - throwing firebombs from Colombian territory at the Venezuelan forces of public order.

The European countries that support the Government of President Trump in this adventure do so in spite of the fact that the legal experts of their own Parliaments are warning them that their interference in our internal affairs and their coercive illegal actions constitute hostile and illegal acts against our nation. The international community cannot understand how the Security Council can allow the deliberate Violation of the Charter of the United Nations by Council members, which have an obligation to enforce it. We denounce the fact that no mention has been made of the violent acts that occurred last weekend from Colombian territory to Venezuelan territory. We also reject the fact that our Constitution continues to be used in an attempt to justify a colonial intervention, while supporting a fictitious entity that does not exist in our basic law. The self-proclaimed Government constitutes a dictatorship, which has no legal basis in Venezuela. Its spokespeople have even already abandoned all intentions of calling for elections and are intending to hold on to power for years without consulting the people. With regard to draft resolution S/2019/186, submitted by the United States and the Government of President Trump, we denounce, first, the falsification of the content of the resolutions of the Organization of American States (OAS), which are mentioned in the draft resolution, as the very Charter of that regional organization establishes that States do not have the authority to determine the legitimacy of the electoral processes of another country. That authority does not exist. And, if a group of countries decided to ignore the election results, the countries of that group did so in their national capacities, which do not apply whatsoever to that regional forum. This being about a failed operation of political aggression, our country is today fully exercising all its rights and privileges at the Organization of American States.

The Movement welcomes the determination of the United Nations to strengthen its relationship with regional and subregional organizations, in particular with the African Union, in accordance with Chapter VIII of the Charter of the United Nations and the recommendations of the High-level Independent Panel on Peace Operations. We are convinced that such cooperation is essential, while taking into account African potential, as long as peace and stability prevail. States members of the Movement reaffirm their support for efforts to strengthen African peacekeeping capacities and underline the importance of implementing the Joint United Nations-African Union Framework for an Enhanced Partnership in Peace and Security, signed on 19 April 2017.

Moreover, we reiterate the importance that we attach to the deliberations and reports of the Special Committee on Peacekeeping Operations, which is the only body mandated to consider all aspects of peacekeeping operations, including the development of concepts, policies, doctrines and strategies. In that regard, we emphasize the need to establish a relationship of shared responsibility among the Security Council, police- and troop-contributing countries and the Secretariat, with a view to making objective evaluations and harnessing the potential of mandates and operations. That will ensure the formulation of clear mandates responding to the challenges on the ground. However, it will come to pass only if such cooperation is continuous and substantive, including before the renewal of mandates.

The implementation oftasks assigned to operations must be supported by a broad political process that is based on national ownership and backed by the international community, as well as on the consent and commitment of the parties concerned. Operations should not be used as an alternative to address the root causes of conflicts or to manage conflicts themselves. From the outset, they should receive political support and human, financial and logistical resources, as well as clearly defined mandates and exit strategies to guarantee the safety of the personnel deployed in the field.

At the most recent ministerial conference in April, member States reaffirmed their position on operations, which must be carried out in strict compliance with the purposes and principles enshrined in the Charter of the United Nations. At the same time, they stressed that respect for sovereignty, territorial integrity and independence, as well as non-interference in the internal affairs of States, are fundamental elements for promoting peace and international security. In that regard, the Ministers reiterated that respect for the principles of peacekeeping - namely, consent of the parties, impartiality and the non-use of force, except in self-defence and in defence of mandates - is essential to the success of operations, particularly those mandated to protect civilians.

Mr. Moncada (Bolivarian Republic of Venezuela) (spoke in Spanish): The Bolivarian Republic of Venezuelais honouredto speak on behalf of the 120 States members of the Movement of Non-Aligned Countries. We express our gratitude to the delegation of the People's Republic of China for convening this debate on a topic of great importance to the Movement, bearing in mind that 88 per cent of the peacekeeping personnel deployed in the field come from non-aligned countries. The Movement reiterates its commitment to the promotion of the peaceful settlement of disputes under the provisions of Article 2 and Chapter VI of the Charter of the United Nations, all relevant resolutions of the Organization and international law as a whole, convinced that it will contribute to the strengthening of international peace and security.

In that regard, we urge the Security Council to make greater use of the International Court of Justice - the principal judicial organ of the United Nations - which has played an important role precisely in promoting the peaceful settlement of disputes and as a source of advisory opinions and interpretations on the relevant norms of international law and on controversial issues, with a view to ensuring the adherence of States in their actions to the Charter of the United Nations and international law. In conclusion, the Movement, faithful to its commitment to strengthening its role as an anti-war and peace-loving force, today reaffirms its determination to work for the establishment of a peaceful and prosperous world and a just and equitable world order.

In the spirit of the Charter of the United Nations, we call upon all States to promote the principle of the non-use of force and the peaceful settlement of disputes as the means of achieving collective security, and not the threat of force or the use of force, bearing in mind that armed force is not to be used save in the common interest, as stipulated in the Charter of our Organization.
