“Spain feels that the Quartet must remain active. Together with France and Malaysia, we believe that another meeting in a broader format would provide valuable elements for the debate on 22 October. Perhaps the expanded Quartet could be preceded by a meeting of the regular Quartet, as requested by the Russian Federation. We need to consider creating political prospects that will allow us to make significant progress towards the two-State solution, which appears increasingly fragile. Without a prospect of peace; without the possibility of moving towards the existence of two sovereign living side by side in peace; without a path leading to an end to the occupation and to regional normalization, it will be difficult to stop the violence and to establish peaceful coexistence. I now resume my functions as President of the Security Council.”

“The Security Council cannot limit itself merely to listening to responses and making yet further appeals for non-violence and restraint. The time has come for the major issues that have remained outstanding since the Oslo agreements to be put on the table once again and for the Council to promote the relaunching of a true peace process in the Middle East. We are all aware that Spain's Minister for Foreign Affairs and Cooperation will preside next week over an open debate of the Council on the Middle East, including the Palestinian question. Spain has always believed that this issue must be debated at the highest possible level, and has therefore encouraged participation in the debate at the ministerial level. We do so again today. It would be a good idea for the Security Council to receive the legal report being drafted by the Office of Legal Affairs to explain the options available for the adequate protection of the Palestinians. “It is an urgent priority to maintain the status quo on the esplanade of the Al-Aqsa Mosque, take measures to ensure its preservation and enforce compliance with the agreements establishing the status quo. We cannot allow extremists to play the lead role. Jerusalem is a holy city for Muslims, Jews and Christians and should not be exploited by extremist elements for militant ends. The international community should issue that appeal unanimously and clearly. Spain greatly values the role being played by Jordan to that end, and we trust that a constructive dialogue with Israel will contribute to restoring stability in the framework of the management arrangement agreed decades ago. Jerusalem must serve as the capital ofboth States, and it is critical to preserve the spirit of tolerance that enables coexistence there.”

“For some time, Spain has been a witness to the unscrupulous exploitation to which thousands of people have been subjected in the Mediterranean. We have been pioneers in promoting a comprehensive approach to respond to the phenomenon of migration, based on an alliance among the countries of origin, transit and destination. We enjoy excellent cooperation with Morocco, Mauritania, Senegal, Algeria and other African countries. We were one of the promoters of the so-called Rabat Process, and later of the Khartoum Process for East Africa. Within that framework, Spain will demonstrate once again its full commitment on the occasion of the upcoming summit of the African Union and European Union to be held in Malta in November.”

This year alone, nearly 3,000 people have lost their lives trying to cross the Mediterranean simply to achieve a better future. Operation Sophia, launched by the European Union - which owes its name to the birth of a child in a German boat after the rescue of her Somali mother - summarizes the spirit of the undertaking that brings us together today. Such vigilance and rescue missions have the main purpose of saving lives and fighting the trafficking in human beings. The newly adopted resolution 2240 (2015) is an initial step towards a qualitative leap at a time when we must tackle those challenges.”

“Spain agrees on the importance of that evaluation being shared with the new Haitian Government in order to ensure the successful transition to a post-conciliation phase. For that reason, it makes sense for the evaluation mission to be deployed once the new Government has been constituted and after the new Government, with MINUSTAH's support, has ushered in a period of stability, Spain has always maintained in its statements to the Council that decisions respecting MINUSTAH should be taken with flexibility. Stability will not be guaranteed with the last round of elections on 27 December. We need to give the country more time in order for Haiti's political, economic and social stability to become fully established. Haiti is entering a crucial year.”

“I would like to believe that, without the presence of the United Nations Stabilization Mission in Haiti (MINUSTAH), there would have been more such incidents. For that reason, Spain believes that MINUSTAH's continued presence in the country is, and will remain, absolutely fundamental for the establishment of the new Administration and for ensuring a peaceful transition. Spain therefore supports the renewal of MINUSTAH's mandate for another year and, as the Secretary-General recommends, the retention of the number of authorized personnel that we deem essential to enable the Mission to fulfil its mandate. “Spain has provided â‚¬255 million, or nearly $300 million, in total official development assistance to Haiti for reconstruction since the earthquake, and Haiti remains a priority country for Spanish cooperation, which has allocated â‚¬159 million, most of which has already been released, for the period 2015-2017. That means that Spain has maintained, and will maintain, its commitment to Haiti, which remains the leading recipient of Spain's official development assistance in the world. With respect to the 9 August elections, they were indeed more peaceful than previous iterations, as the British representative has indicated, but it is no less true that there were incidents of violence in 13 per cent of the polling places.”

“As this is the first formal meeting of the Security Council for the month of October, I should like to take this opportunity to express my personal thanks and those of the members of the Council to the outgoing President and the Russian delegation for the excellent work performed not only by the Head of the Russian Mission, Ambassador Vitaly Churkin, but by his entire team, because, in the final analysis, the Security Council's work is about the teamwork of the 15 members of this important principal organ of the United Nations. Furthermore, they did a very good job in a special month, in which the presidency of the Council coincided with the opening of the General Assembly at its seventieth session and the major task of establishing the development agenda for the next 15 years.
