“The Bolivarian Republic of Venezuela wishes to conclude by urgently calling for the complete and immediate elimination of all so-called sanctions and for the establishment of mechanisms that, where the most serious crimes have been committed, provide due attention and reparations to victims, one the one hand, and promote accountability and justice, on the other. “In 1970, the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States, in accordance with the Charter of the United Nations, recalled the duty of States to refrain in their international relations from exercising, applying or encouraging coercion or economic, political or any other kind of measures against the political independence or territorial integrity of any State or to achieve its subordination. For its part, the International Court of Justice, in 1986, ruled that, in the light of the principle of non-intervention, methods of coercion are illegal when they seek to interfere in the sovereign affairs of States, such as the choice of their political, economic, social or cultural system, or the formulation of their foreign policy.”

“Despite the that, the so-called international community and, more specifically, some permanent members of the Security Council have failed more than a third of humankind, that is, more than 2.5 billion people, who, according to independent experts of the United Nations, are today suffering the negative effects of the illegal enactment and implementation of unilateral coercive measures in more than 30 countries. Such measures, by all accounts, represent not only flagrant violations of international law, but also massive violations of their human rights, particularly their right to life, development, food and health, among many others. “Similarly, we regret that the work of this organ continues to be paralysed by the obstruction of one single country — the United States of America — the Government of which refuses to allow even the publication of certain press releases, that is to say, the minimum possible step that the Security Council can take to reject the violence and acts of collective punishment against the heroic Palestinian people and call for dialogue, de-escalation and upholding the status quo. In that vein, we reiterate that international terrorism today represents one of the greatest threats to international peace and security. The criminal acts committed by terrorist groups threaten the territorial integrity and political unity of States, while seeking to generate terror, destabilize legitimate Governments and undermine their constitutional order.
