  2. In Cuba, we have fought for peace; we have cooperated with many other peoples in the search for a better life; and we have stopped at nothing to defend our independence and sovereignty. We have never been intimidated or bowed down — nor will we be bowed down — by the illegal and criminal economic, commercial and financial blockade that the United States Government has imposed on our small island for almost six decades, which has now been intensified by a brutal economic war and the comprehensive application of the Helms-Burton Act, while disregarding the appeal of the international community, which has rejected that policy and demanded that it end 28 consecutive times in the General Assembly.

It must promote a just, democratic and equitable international order that responds to the demand for peace, development and justice of peoples throughout the world and contributes to the full implementation of 2030 Agenda for Sustainable Development. It must defend multilateralism and reject any proposal that would constitute interference by the Council in matters falling within the purview of the other principal organs of the Organization, especially the General Assembly. A truly strong and participatory United Nations is required, with a transparent and duly democratized Security Council and a revitalized General Assembly that supports States in consolidating their sovereignty for the future which should be determined by every nation without any kind of interference.

The Security Council must carry out its functions in accordance with the powers conferred upon it by the Charter itself to safeguard international peace and security, but it must do so without double standards or discrimination, and always in accordance with justice and principles. It is therefore the duty of all to work towards reaching peaceful solutions and to firmly, effectively and resolutely avoid war. In particular, this main organ of the Organization must exhaust all avenues to safeguard peace and life, and prevent the promotion and actualization of the philosophy of dispossession, agendas involving regime change and attempts to violate the right of peoples to self-determination.

We reject the prosecution of unconventional wars for purposes of hegemonic domination, attempts to reimpose a unipolar order, targeted assassinations of foreign leaders, the plundering and theft of natural resources, the imposition of unilateral coercive measures, policies of extraterritoriality, unilateral sanctions, all forms of pressure and all other such acts of aggression that undermine multilateralism, jeopardize peace and stability and disrespect the provisions of the Charter.

The United Nations and the Charter of the United Nations were born of the imperative need to save the world from another world war and with the perennial goal of ensuring peace, security, dignity and development for all the peoples of the world. We wish them every success in discharging their responsibilities. We also acknowledge the work done by the delegations of Equatorial Guinea, Côte d’Ivoire, Kuwait, Peru and Poland as non-permanent members of the Council in 2018 and 2019. We welcome the holding of this open debate at the ministerial level, which is both timely and necessary.

We demand respect for multilateralism, an end to double standards, interference in the internal affairs of others, foreign aggression and support for terrorist groups to promote instability and conflicts in the Middle East.

We reiterate our strongest condemnation of the decision of the United States Government to recognize the occupied Golan as the territory of Israel, which constitutes a serious and flagrant violation of the Charter of the United Nations, international law and the relevant resolutions of the Security Council, in particular resolution 497 (1981). That latest manoeuvre from Washington, which violates the legitimate interests of the Syrian people and the Arab and Islamic nations, will have a serious impact on stability and security in the Middle East and will further increase tensions in this volatile region.

We reject the unilateral action of the United States Government to recognize the city of Jerusalem as the capital of Israel; the withdrawal of financial support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East; and all unilateral measures and attempts to undermine the two-State solution, which is the only Viable and realistic solution to the Israeli-Palestinian conflict. We also reject the so-called pact of the century, drawn up by the current United States Government, which ignores both the creation of a Palestinian State and the two-State solution, which has had the historical backing of the United Nations, the Movement of Non-Aligned Countries, the League of Arab States, the Organization of Islamic Cooperation and other international actors.

Ms. Rodriguez Abascal (Cuba) (spoke in Spanish): At the outset, I should like to endorse the statement that will be made by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. Since the last quarterly open debate (see S/PV.8517), far from taking steps to immediately and completely end the illegal Israeli occupation of the Palestinian territory, greater impetus has been given to the expansion of settlements, which is troubling. Punitive demolitions, seizures of Palestinian structures by the Israeli authorities, the forced displacement of hundreds ofPalestinian civilians and the increase in violence have resulted in the continuing deterioration of the situation on the ground.

  15. We support the intergovernmental negotiations in the General Assembly, which should continue to be transparent and inclusive. The way forward can be found only through debate, within the established timelines and frameworks, on the basis of consensus among all Member States. We reiterate the need for a reformed, democratic, transparent and efficient Security Council that represents the interests of all States Members of the Organization in order to preserve multilateralism and the long-term credibility and legitimacy of the United Nations.

  16. It must cease taking up issues beyond its remit, in particular those that fall under the mandate of the General Assembly. Pursuant to the mandate entrusted to it under the Charter, the Security Council should focus on the most urgent issues that threaten international peace and security. As envisaged, Chapter VII should be invoked as a last resort. We oppose the selective manipulation of the Council's methods and practices in terms of political agendas and control, in particular attempts to introduce topics that are not on its agenda, as well as politicization in the consideration of other issues of which it is seized. We reaffirm that there can be no genuine reform of the United Nations until the Security Council is reformed.

We regret that the Security Council continues to submit to the General Assembly annual reports that are merely a descriptive overview of its meetings, activities and decisions, rather than providing an explanatory, comprehensive and analytical description ofits work that enables us to assess the reasons for and implications ofits decisions. The lack of special reports on measures to maintain international peace and security for consideration by the General Assembly, as requested under Articles 15 and 24 of the Charter, is another shortcoming that the Council must overcome. In addition to a change in working methods, the Security Council must align its functions with the mandate entrusted to it by the Charter of the United Nations.

While we acknowledge the increase in recent years in the number of public meetings, including open debates and wrap-up sessions, as well as the innovative practice of consultations and exchanges with Member States for the selection and appointment of the Secretary-General, the Security Council continues to work primarily in closed formats, to take decisions without heeding the concerns of Member States and to force decisions on draft resolutions even when there are significant differences over their content. Furthermore, Cuba reiterates the need for the Council to adopt a definitive text that regulates its work and puts an end to the provisional status that has characterized its rules of procedure for more than 70 years. That is essential in terms of transparency and the need for accountability.

Cuba supports a comprehensive reform of the Security Council, including its working methods, in order to make it a transparent, democratic and representative organ, in keeping with the evolution of the United Nations and international relations. The enlargement of the Security Council should be in both permanent and non-permanent categories of membership in order to correct the inadequate representation of developing countries. Its membership should be no less than 26 members. Effective formulas are needed to eliminate exclusive practices and to ensure genuine participation and democratization of the work and decision-making of the Council, including the elimination of the veto.

As the Secretary-General's report reflects, concrete improvements are possible, particularly if arms transfers to unauthorized non-State actors are prohibited, military expenditures and the exponential development of sophisticated conventional weapons reduced, lethal autonomous weapon systems and the use of military attack drones banned, and war machinery stopped and its resources reallocated to economic and social development. As we commemorate the seventieth anniversary of the Geneva Conventions of 12 August 1949 and their Protocols Additional, relating to the protection of victims of non-international armed conflicts, their provisions remain in full force. The life and dignity of persons in hostilities must be protected and respected, without discrimination of any kind.

  22. All parties involved in hostilities must comply with their obligations under international humanitarian law, as enshrined in the Geneva Conventions and their Protocols Additional. That also applies to United Nations peacekeeping operations, particularly those with protection of civilian mandates. They must have realistic and achievable mandates, with concrete, clearly defined objectives and the necessary resources to avoid jeopardizing the safety and security of peacekeepers. Peace operations with robust mandates that allow for the proactive use of force in the protection of civilians have not always ensured a safer environment. The flexible application or reinterpretation of peacekeeping principles has increased the risk of threats and attacks against United Nations personnel and affected their integrity, credibility and neutrality.

We recognize that humanitarian assistance constitutes a fundamental component of the protection of civilians in armed conflict, but it must be provided in accordance with the principles of the Charter, international law, international humanitarian law and General Assembly resolution 46/182. The guiding principles of humanitarian assistance - humanity, neutrality, impartiality and independence - must be respected, and assistance must be provided in accordance with international law and the national laws of the countries concerned, and with the consent of the host States. They should support and complement the efforts of national Governments when requested, impartially and unconditionally, with strict respect for their sovereignty, territorial integrity and political independence. It is totally unacceptable for efforts to protect civilians to be used to advance the geopolitical interests of certain States or as a pretext for disregarding and violating the principles of the Charter and meddling in the internal affairs of States. We firmly condemn the killing of innocent people and the indiscriminate and disproportionate use of force against civilians.   25. It is also essential to work to eradicate the underlying causes of conflicts, in particular by supporting the implementation of the 2030 Agenda for Sustainable Development. The Security Council must fulfil its vital responsibility to maintain international peace and security by encouraging respect for international law and the peaceful settlement of disputes. It should refrain from supporting military ventures and from resorting to the threat or use of force to resolve conflicts. The responsibility for conflict prevention and the protection of civilians during conflicts belongs to States. The international community, the United Nations and regional and subregional organizations can provide constructive assistance but cannot replace the role of the Governments of the countries concerned.

We share the concern reflected in the most recent report of the Secretary-General on the protection of civilians in armed conflict (S/2019/373), which points out that civilians continue to account for the vast majority of casualties in conflict and are the targets of indiscriminate attacks and other violations. The States Members of the United Nations must act decisively to prevent conflicts, for conflict prevention is the safest and least costly way to protect civilians. To that end, the Charter of the United Nations, and its purposes and principles in particular, must be strictly respected.

The Cuban delegation reiterates its strong rejection of the disproportionate and indiscriminate use of force by Israel against Palestinian civilians in the occupied territories, including East Jerusalem and particularly the Gaza Strip, in flagrant violation of the Charter of the United Nations and international humanitarian law. As we commemorate the first anniversary of the Great March of Return, Israel continues to use indiscriminate and disproportionate force against tens of thousands of Palestinian civilians in Gaza, who are peacefully demonstrating for an end to the illegal Israeli occupation, the blockade of the Gaza Strip and the realization of all the rights of the Palestinian people. Israeli air strikes and bombings continue to massacre the Palestinian people, while the Security Council remains silent. It is particularly regrettable that this organ, owing to the repeated obstruction by the United States delegation, has not condemned the escalation of violence and the tragic events that have taken place in the Gaza Strip since 30 March 2018.

  35. Our country has been a part of the global network of financial intelligence units since 2015, when it joined the Egmont Group of Financial Intelligence Units. In concluding, we wish to reiterate that the combat against terrorism in all its forms and manifestations requires an integrated approach, through direct action, prevention and concrete actions to eradicate its root causes. It is also crucial to provide international financial assistance and cooperation in order to create and build capacity for the combat against terrorism. Cuba has demonstrated, through practical examples, its ongoing readiness to cooperate with any State at the bilateral or multilateral level in the prevention and tackling of international terrorism, on the basis at all times of mutual respect and of the norms and standards of international law.

In addition, the Central Bank of Cuba has a general directorate for investigations into financial operations, which acts as a financial intelligence unit and is charged with receiving, investigating and analysing reports of suspicious transactions linked to the financing of terrorism. Following Cuba's joining the Financial Action Task Force of Latin America (GAFILAT), in December 2012, the Central Bank of Cuba signed a memorandum of understanding for cooperation between the States members of GAFILAT. As part of this mechanism, Cuba is a signatory to 19 cooperation agreements in the field of financial intelligence and participates in the Asset Recovery Network. Cuba's commitment and institutional capacity to prevent money laundering and the financing of terrorism was acknowledged by the Financial Action Task Force in 2014.

In compliance with the commitments it undertook as a State party to 18 international conventions in the field of counter-terrorism, Cuba has put in place various kinds of legislative, institutional and administrative measures to prevent and punish all terrorist acts and activities, including those linked to the financing of terrorism. Cuba has a specific criminal code for tackling criminal behaviour of a terrorist nature, Law 93 against acts of terrorism. In addition, Cuba's penal code has criminalized money-laundering and the financing of terrorism. The Cuban State has set up a coordinating committee for the prevention and tackling of the financing of terrorism and the proliferation of weapons of mass destruction, as well as asset laundering and its predicate offences.

All of this undermines the central authority of the General Assembly in the fight against terrorism. Having been a victim of State-sponsored terrorism for decades has only strengthened Cuba's position of principle and unshakeable determination to tackle terrorism, as reaffirmed once again in the recently adopted Constitution of the Republic. Cuba rejects and condemns all acts, methods and practices of terrorism in all their forms and manifestations, by whomever, targeting whomever and wherever they may be committed, irrespective of their motives, including State terrorism. Ms. Rodriguez Abascal (Cuba) (spoke in Spanish): The Cuban delegation aligns itself with the statement delivered by the delegation of the Bolivarian Republic of Venezuela speaking on behalf of the Movement of Non-Aligned Countries. Our country, in seeking to defend its independence and sovereignty, has suffered the consequences of heinous terrorist acts - externally organized, financed and implemented - that took the lives of 3,478 people and left a further 2,099 disabled. Those acts were in the main organized, financed and greenlit by the Government of the United States and committed by persons operating under its control and protection.

At this moment, as we decide to ensure the validity of the principles of international law and the Charter of the United Nations, that the basis of any Government's legitimacy resides in the support and vote of its people and that no foreign pressure can replace the sovereign exercise of self-determination, in such circumstances, one can only be for or against war. We hope that the Security Council will fulfil its role and responsibility as the primary guarantor of international peace and security and will not lend its support to military adventures.

Cuba has called on the international community to act in defence of peace and avoid, by pooling the efforts of all actors without exception, a military intervention against the Bolivarian Republic of Venezuela. Cuba has called for an international initiative to bring peace to Venezuela in opposition to war and the military intervention of the United States, which would harm the independence, the sovereignty and the interests of the Latin American peoples from the Rio Bravo to Patagonia, and in favour of the supreme good for humankind - peace and the right to life. Let us not allow a repetition in Venezuela of the sad and painful history of United States military interventions, on more than one occasion, in Mexico, Nicaragua, the Dominican Republic, Haiti, more recently in Grenada and Panama, and in our own country, Cuba.

Cuba rejects and condemns the hypocritical calls for the provision of humanitarian aid by those who apply measures that violate international law and international humanitarian law, thus causing hardship and human suffering and depriving the Venezuelan people and Government of more than $30 billion. The accusation made by the representative of the United States against my country is disgraceful. Our Government rejects such slander in the most energetic and categorical terms, while, at the same time, we reaffirm the duty and commitment to continue providing our modest cooperation with the brotherly Venezuelan people, in which more than 20,000 Cuban aid workers are participating, 94 per cent of them in the area of health care and the rest in the area of education -just as we are doing in 83 countries around the world.

Those who claim to be concerned about the so-called humanitarian crisis in Venezuela are the same ones who increasingly apply and strengthen unilateral, and therefore illegal, coercive economic measures against the sisterly Bolivarian Republic of Venezuela - by seizing or freezing its financial assets in third countries; pressuring Governments that supply Venezuela, the Venezuelan oil industry and third-country banks to prevent them from carrying out legitimate financial transactions, even in third currencies; and confiscating and stealing the subsidiary of Petroleos de Venezuela in the United States.

United States military transport aircraft have conducted flights from their bases at United States military installations that house special operations forces and marine infantry units used to carry out covert actions, including against leaders of other countries. The mode of operations of the White House National Security team and various State Department officials and United States Embassies is well known. That Government is exerting overwhelming pressure against other countries in an attempt to force them to recognize the so-called President, self-appointed and proclaimed by Washington, or to call for new elections in the Bolivarian Republic of Venezuela, in open disregard for the popular will and the institutional integrity of that country, as expressed in the 20 May elections.
