We strongly condemn the attempted coup d'etat in Venezuela and the attempt to impose on that country a Government at the service of the United States. We also condemn the recurring calls to the Bolivarian military to join this onslaught and attempts to infiltrate the Embassies and Consulates of the Bolivarian Republic of Venezuela abroad, in violation of the Vienna Convention on Diplomatic Relations.

I wish to emphasize that we have heard the phrase "all options are on the table" repeated over and over again in recent weeks by various senior officials of the Government of the United States. Similar behaviour and pretexts were adopted by the United States in the prelude to the wars it launched against Yugoslavia, Iraq and Libya.

Those actions are aimed at provoking acts with unpredictable consequences that serve as a pretext for a military adventure to overthrow the legitimate and democratic Government of the constitutional President, Nicolas Maduro Moros. The decision to set a deadline to force the entry of so-called humanitarian aid constitutes a serious violation of international humanitarian law, reveals the political manipulation of that aid and lays bare the pretext for launching a foreign intervention in Venezuela. We reiterate that the United States is laying the groundwork for military action under a humanitarian pretext. The Presidents of Costa Rica, Guatemala and Peru and the Vice-President of Brazil declared yesterday that the solution to the current situation is not military intervention.

It has openly declared the validity and application of the Monroe Doctrine, which for the nations of Latin America and the Caribbean implies the imposition of Governments designed in Washington, DC, or totally subjugated to the will of United States imperialism. The Cuban Government has already denounced the escalation of pressure and actions of the Government of the United States to prepare a military adventure disguised as humanitarian intervention in the Bolivarian Republic of Venezuela and called on the international community to mobilize to prevent that from taking place.

The Government of the United States, with the irresponsible complicity of several countries and actors, staged a dangerous provocation that sought to violate the sovereignty of the Bolivarian Republic of Venezuela through the use ofpressure and force, which endangered the lives of thousands of people. We note with regret that the Council continues to present to the General Assembly annual reports that are merely a descriptive overview of its meetings, activities and decisions, instead of reflecting an explanatory, exhaustive and analytical content that focuses on the work ofthe Council and enables us to assess the reasons behind and implications of the Council's decisions. It is regrettable that the Security Council continues its work without presenting special reports on measures for maintaining international peace and security for consideration by the General Assembly, as requested by the Charter in Articles 15 and 24.   22. We support the adoption, entry into force and implementation of such an international instrument. Similarly, we will continue to advocate the adoption, as soon as possible, of a broad-based convention that encompasses the elimination of nuclear weapons within a specific time frame and under strict international verification. We reiterate the need to start negotiations, without delay, on a legally binding protocol that would effectively, comprehensively and equitably strengthen the Biological Weapons Convention. The meeting ofthe States parties to that Convention to be held in December should include among its priorities the adoption of a clear mandate for resuming the negotiating process in that regard.

The only effective way to stop the acquisition and use of nuclear weapons, including by terrorists, is through the prohibition and total elimination of such weapons in a transparent, verifiable and irreversible manner. Our country does not possess, nor does it intend to possess, weapons of mass destruction, and it has adopted a series of measures to guarantee strict compliance with the commitments and obligations it undertook as a State party to the Chemical Weapons Convention, the Biological Weapons Convention, the Treaty on the Non-Proliferation of Nuclear Weapons, the Treaty of Tlatelolco, and as a member State of the International Atomic Energy Agency. Cuba participates actively in ongoing negotiations at the General Assembly on a treaty to prohibit nuclear weapons, leading towards their total elimination.

  38. These same members too often forget the great humanitarian needs in the besieged Gaza Strip, where more than 1.3 million of the 1.9 million Palestinian residents need help. Those who have fuelled the conflict in Syria, providing weapons and funds and sponsoring terrorist groups from outside, are responsible for the thousands of civilian victims of the conflict and for the humanitarian situation in the country. Cuba regrets the loss of innocent lives as a result of this situation and condemns all acts of violence against the civilian population in Syria. The threat posed by extremist groups in the country, some of which are using terrorist methods, is the main challenge facing that Arab nation. The fight against this scourge in Syria should be part of the collective efforts to find a solution to the crisis.

From October 2015 to date, Israeli military incursions have caused the deaths of over 200 Palestinians, some of them children. From the beginning of 2016 to date, 878 Palestinian structures in the West Bank have been destroyed or confiscated by Israeli authorities, which represents a 60 per cent increase as compared to 2015 and the most structures destroyed in a single year since 2008.

  45. This encroaches increasingly on the role entrusted by the Charter to other United Nations organs, particularly the General Assembly. All too frequently and often prematurely, the Council has been addressing issues that do not necessarily pose an immediate threat to international peace and security, invoking Chapter VII. Indeed, in accordance with the mandate granted by the Charter of the United Nations, the Security Council must focus on addressing the most urgent problems that threaten international peace and security. Chapter VII should be invoked, as provided for in the Charter, as a last resort. Another shared concern is the application of double standards and the manipulation of the Council when it comes to the consideration of certain issues under by this organ.

  46. The annual reports that the Council is obligated to submit to the General Assembly must truly be analytical in nature and should adequately assess its performance. We reiterate the need for the Council to submit the special reports required of it under the Charter in its Articles 15 and 24, unfortunately, have not yet been issued. The question of the veto is inextricably linked to the issue of the Council's working methods, in particular its decision-making mechanism. The veto is an anachronistic and anti-democratic privilege that should be eliminated as soon as possible. We share the concerns expressed with regard to the growing trend of the Security Council to consider issues and assume functions that are outside its remit.

States that are directly involved or especially affected should always participate in the Council's deliberations on issues that concern them directly, as required under Article 31 of the Charter. The Council's resolutions and presidential statements should reflect the views that have been expressed by Member States and in particular by the State directly concerned or especially affected. Countries that are non-members of the Council must have access to subsidiary bodies, including the right to participate in their deliberations and to receive sufficient and timely information on their activities. In order to enhance the transparency and the level of accountability ofthe Council, a definitive text should be adopted that regulates its work. It is inconceivable that the Council's rules of procedure remain provisional after some 70 years.

  48. The Council should make every effort to achieve broad consensus through the required consultations and negotiations before undertaking any action. No one should be forced to accept a text when considerable differences remain with regard to its contents. The number of public meetings of the Council must be increased. Closed meetings and informal consultations should be the exception and not the rule. Dialogue and interaction between the Council and the wider United Nations membership must improve. In that regard, we welcome and encourage the continuation of the practice of holding monthly wrap-up sessions, as recent Council presidencies have done.

  49. Often measures are adopted that do not take into account the views of all Council members and sometimes not even those of its permanent members. Lack of transparency and exclusionary practices are a constant thread running through the dynamics of the Council's work. Under Article 24 of the Charter of the United Nations, Member States recognize that the Security Council, in carrying out its functions, acts on their behalf. Therefore, the work of the Council is the collective responsibility of all Member States, and they should be guaranteed genuine participation in the Council's work and decision-making process. Cuba reiterates that, at the very least, the following changes should be made in the Council's working methods.

  50. Mrs. Rodriguez Abascal (Cuba) (spoke in Spanish): We endorse the statement made by the Permanent Representative of the Islamic Republic of Iran on behalf of the Non-Aligned Movement. Cuba supports a genuine and deep reform of the Security Council that would make it an effective, transparent, representative and democratic body reflecting the evolution of international relations and of the United Nations over the past 70 years. A key element of Security Council reform is a change to its working methods. While documents have been adopted with the aim of improving the Council's methods of work, including presidential note S/2010/507, greater efforts are required in order to find effective formulas that guarantee a genuine participation of Member States in the Council's work and in its decision-making.
