To state the contrary, as the Secretary of State of the United States of America did this morning, is an undignified attack on the truth and demonstrates his Government's lack of respect for the Security Council and the United Nations. Both Mr. Pompeo and Mr. Abrams, I repeat, are intentionally lying and failing to recognize that the Bolivarian Republic of Venezuela is a free, sovereign and independent nation that makes its own decisions. Venezuela is not and cannot ever be anybody's satellite. It has its own institutions, a people who overwhelmingly support the Bolivarian and Chavista revolution and the constitutional President, Nicolas Maduro Moros.

The delegation of the United States of America should also clarify what its country's attitude will be and what responsibility it will assume if its irresponsible acts provoke a situation of rampant instability for Venezuela and the entire region, whose victims will be the people. The cooperation and solidarity between Cuba and Venezuela - like that we offer to almost all countries of Latin America and the Caribbean and to many other countries in the so-called third world - is dedicated to help meet the essential needs for life, in particular health care and education. That is well known to all in this Chamber, including the representatives of the United States. The Organization recognizes it, as do many specialized agencies of the United Nations system.

The delegation of the United States America should clarify whether or not it was its Government that deliberately undermined the attempts to reach a negotiated solution in the Dominican Republic when the Bolivarian Government and representatives of the opposition were ready to ratify a negotiated agreement that was mutually acceptable to both sides.

Was it not his country that organized and immediately recognized the coup d'etat that took control for a few hours in Venezuela in April 2002, at the cost of many lives?

The acts of a group of countries and the shameful role played by the Organization of American States constitute a new and desperate attempt to implement a failed policy of regime change, which has been frustrated time and again by the unbreakable resistance of the Venezuelan people and their determination to defend their national sovereignty. We reaffirm our unwavering respect for the purposes and principles of the Charter of the United Nations and of international law, the sovereignty and territorial integrity of States, the non-use or non-threat of use of force in international relations and the non-interference in the internal affairs of States. The current Administration of the United States of America has declared the Monroe Doctrine to be in effect and, in a fresh extension of its imperialist policy in the region, it is threatening Venezuela with particular malice and has declared that all options are on the table. The region today is like a vast prairie in a time of drought. A single spark could set off an uncontrollable fire that would damage the national interests of all. We categorically reject the statements made by the representatives of the United States of America in the Council Chamber today. This commitment enshrines a duty to fully respect and uphold the purposes and principles of the Charter of the United Nations and international law; to refrain from interfering, either directly or indirectly, in the internal affairs of any other State; and to uphold the principles of national sovereignty, the equality of rights and the free self-determination of peoples.

Failure to comply with the agreement could jeopardize the peaceful future that Colombia craves and deserves, and would have a negative impact on Latin America and the Caribbean and on the international community as a whole, which has unreservedly supported the Final Agreement and is following the process with hope. Although important progress has been made, there have been considerable delays in the implementation of other important components of the Agreement, including those related to political participation, the agrarian question, legal and legislative actions and such aspects as the lack of security in the most vulnerable areas and the slow process of socioeconomic reintegration of former combatants. It is particularly worrying that attempts are being made to modify essential aspects of what was agreed in good faith in terms of the Special Jurisdiction for Peace. It would be regrettable if years of complex negotiations were not recognized.

The Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace was a historic event that allowed the reinsertion into society of thousands of guerrilla fighters who for more than 50 years opposed the Colombian State. The implementation of the final agreement signed between the Colombian State and the Fuerzas Armadas Revolucionarias de Colombia- Ejercito del Pueblo (FARC-EP) in its entirety is vital.

In conclusion, the Committee calls on all Member States that have not yet done so, in particular the members of the European Union, to join the majority of the States of the international community - 139 so far - and recognize the State of Palestine, supporting its efforts to become a full State Member of the United Nations and take its rightful place in the community of nations. On a positive note, I note that many Member States have increased their financial support to UNRWA to ensure the continuation of its vital operations following its unprecedented financial crisis in 2018. The Committee calls on all Member States to continue to fund UNRWA in a reliable and predictable manner until the refugee issue is resolved fairly and definitively on the basis of relevant United Nations resolutions. The Committee firmly believes that, although unilateral initiatives to overcome the current impasse could be useful, the Security Council has a clear responsibility in that regard and is the key to resolving the conflict.

  20. The Committee welcomes the Secretary-General's report (S/2018/614) on the implementation of resolution 2334 (2016) and looks forward to future reports in the same format. We also welcome the initial steps taken by some Parliaments to ensure national implementation of paragraph 5 of resolution 2334 (2016) and to encourage others to do the same. Lastly, the Committee calls on all Member States to refrain from taking unilateral action on any final status issue in contravention of international law and United Nations resolutions. The illegal activities of the occupying Power, in particular the planned demolition of entire Bedouin villages, such as Khan Al-Ahmar/Abu Al-Helu and the relocation of its population, have only fleetingly captured the attention of the Council. The international community ignores not only the obligations of the occupying Power that are being violated, but also its own obligations as a third party under international law. Resolution 2334 (2016) provides a checklist and a path towards a just and lasting settlement between two States living side by side in security, within the pre-1967 borders and with East Jerusalem as the capital of a sovereign and independent Palestinian State.

As we have just heard, the construction and planning of Israeli settlements and the demolition and confiscation of Palestinian property, including in East Jerusalem, continue unabated, as do incidents of settler-related violence in violation of resolution 2334 (2016), among others. The recent announcement of plans for new settlements deeper in the West Bank, near Ramallah and Bethlehem, and for a new five-kilometre road divided lengthwise by a concrete wall to separate Israeli and Palestinian traffic and connect settlements on the outskirts of Jerusalem, constitute new serious violations of international law. Even the Israeli press has spoken of "apartheid on the road" in reference to the new route.

Military escalation and a catastrophic conflict must be avoided at all costs and an immediate response is needed to the grave humanitarian crisis, in particular through increased support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and other United Nations organizations that provide vital assistance. Regrettably, despite the ongoing efforts of Egypt and other actors, Palestinian reconciliation has not progressed. The Committee believes that Palestinian unity remains the best guarantee of a politically stable and economically viable future for the Palestinian people.

The political paralysis and stalemate in the peace process continued; the lack of a political horizon remained a source of frustration for both Palestinians and Israelis and the region continued to be threatened by the constant risk of increased destabilization. Protests by Palestinian civilians in the Gaza Strip have been taking place since March 2018 and indiscriminate violence by the Israeli occupying forces has resulted in a large number of casualties, including the death of several children. The Committee has repeatedly called on Israel, the occupying Power, to lift the illegal blockade of Gaza, which has lasted for 12 years.

We must collectively redress the historic injustice subjected upon an entire people under occupation, without independence and deprived of their basic dignity and rights, first and foremost the right to self-determination. As further proof ofthe State of Palestine's existence as a full member ofthe community ofnations, the largest group of States Members of the United Nations elected it to the chairmanship of the Group of 77 and China, which represents 80 per cent of the world community, to lead us in all our collective negotiations in 2019. That important event must be given due consideration. Allow me to recall some events that marked the past year and that should serve as a reminder of the task ahead.

  28. We express our unswerving solidarity with the Palestinian Government and people, and support the accession of Palestine as a full-fledged Member ofthe United Nations. We welcome the adoption of General Assembly resolution 73/89, entitled "Comprehensive, just and lasting peace in the Middle East", which endorses the two-State solution. The delegation of Cuba once again demands the total and unconditional withdrawal of Israel from the Syrian Golan and from all other occupied Arab territories. We note that any measure or action to modify the legal, physical and demographic status or the institutional structure of the occupied Syrian Golan, or any Israeli measure to exercise its jurisdiction over and administration of that territory, runs counter to international law and the Charter of the United Nations.

We reaffirm our full support for a comprehensive, just and lasting solution to the Palestinian-Israeli conflict, based on a two-State solution that allows the Palestinian people to exercise its right to self- determination, its right to an independent sovereign State with pre-1967 borders and East Jerusalem as its capital, and the right of return for refugees. We reject the unilateral action of the United States Government to establish its diplomatic presence in Jerusalem, which further exacerbates tensions in the region. We also reiterate our call for support for the proposal of President Mahmoud Abbas to convene an international peace conference based on the agreed parameters and terms of reference.

  30. All such measures, compounded by the blockade of the Gaza Strip, contravene the Fourth Geneva Convention and erode the viability of a two-State solution. We reiterate our call on the Security Council to assume its responsibilities under the Charter of the United Nations for the maintenance of international peace and security. The Council must demand that Israel put an immediate end to the occupation of Palestinian territories, aggressive policies and settlement practices, and that it implement all Council resolutions on the situation in the Middle East, including the Palestinian question, particularly resolution 2334 (2016).

It is truly regrettable that, due to the repeated obstruction of the United States, the Security Council has not even denounced the escalation of violence and the tragic developments in the Gaza Strip since 30 March 2018. The delegation of Cuba emphatically rejects the use of disproportionate and indiscriminate use of force by Israel against Palestinian civilians in the occupied territories, including East Jerusalem and particularly in the Gaza Strip, in flagrant violation of the Charter of the United Nations and international humanitarian law. We once again condemn the illegal construction and expansion of Israeli settlements in the occupied Palestinian territories, as well as the demolition or seizure of Palestinian properties.

The Cuban delegation deplores the fact that since the last open debate (see S/PV.8375) on this theme, no progress has been made in advancing the just cause of the Palestinian people. On the contrary, the situation on the ground continues to deteriorate, with unilateral actions such as the withdrawal ofUnited States financial support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East.

Improving and increasing the number of consultations between the Security Council, the Secretariat and the troop- and/ or police-contributing countries would also allow for a better understanding of the situation and help in the design of mandates. Peacekeeping operations must have the logistical support and resources required. Personnel training should be improved and the capacity of contributing countries enhanced. Lastly, we believe that conflict prevention and resolution also require the United Nations to ensure an environment of international peace and security that allows for the implementation of sustainable economic and social development strategies. The coordination and consistency of efforts between the United Nations and regional and subregional organizations, in accordance with Chapter VIII of the Charter, will be essential.

On the contrary, the flexible application or reinterpretation of those principles can increase the risk of threats and attacks against United Nations staff, which, regrettably, have occurred in recent years. Cuba reiterates that protection-of- civilians activities should also support the efforts of national authorities and can in no way be used as a pretext for disregarding the principles of the Charter. We underscore that peacekeeping operations are neither geared towards nor equipped to combat terrorism or protect human rights. With respect to the performance demands on peacekeeping operations, we believe that operations should be deployed with the resources and conditions required to discharge their mandates.

We reiterate that the basic principles of peacekeeping operations - the consent of the parties, impartiality and the non-use of force, except in cases of legitimate defence - must be respected and implemented with full respect for the purposes and principles of the Charter of the United Nations, in particular respect for the sovereignty, territorial integrity, political independence of States and non-interference in their domestic affairs. We are not convinced that operations involving the use of force, above and beyond the basic principles involved, can help improve the effectiveness of peacekeeping operations and the security of their personnel and civilians.

It is essential to address and eliminate the root causes of conflict, in particular issues pertaining to social and economic development, while supporting the implementation of the 2030 Agenda for Sustainable Development. Cuba believes that success in the area of conflict prevention and conflict resolution also depends on peacekeeping operations being endowed with clearly defined, realistic and viable mandates, the resources and capabilities required for discharging them and concrete exit strategies.

At the same time, we believe that the United Nations, regional and subregional organizations and other external actors involved should support and complement the efforts made by national Governments in the area of conflict prevention and conflict resolution, when requested. Such support must be impartial and unconditional and should not interfere in their domestic affairs. It should also fully respect the sovereignty, political independence, authority, leadership and consent of the host State, in accordance with its needs and priorities. The main duty of such actors is to help the host country to settle its conflict and provide the capacity to do so.

We welcome the strengthening of cooperation between the United Nations and the African Union with a view to supporting peacekeeping operations on a continent that provides nearly 50 per cent of peacekeeping personnel and the majority of United Nations police officers to peacekeeping missions. We reject in the strongest terms this morning's statement by the Permanent Representative of the United States in this Chamber against the Government and the people of Cuba. The Government of the United States does not have even slightest moral authority to criticize Cuba or any other entity in the area of human rights. We recall that Cuba is a State party to 44 international human rights instruments, while the United States is a State party to only 18.

Attempts to impose domestic policies; enact and apply extraterritorial laws, such as the economic, commercial and financial blockade imposed by the United States on Cuba for almost 60 years in contravention of international law, the Charter of the United Nations and 27 General Assembly resolutions; the vulgar manipulation, politicization and double standards concerning matters of global importance, including human rights, by the Government of the United States and its pressure, reprisals, sanctions and financial blackmail against the United Nations, are an attack on multilateralism and pose enormous challenges and threats to the peaceful norms governing the coexistence of States.

The principles of international law enshrined in the Charter 4 namely, sovereign equality among States; respect for the sovereignty, territorial integrity and political independence of States; non-intervention in matters under States' domestic jurisdiction; refraining from the threat of the use or use of force; and the peaceful settlement of disputes 4 must continue to be the basic foundation of international law and should guide the actions of States and international relations at all times.

We align ourselves with the statement made by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. We believe that, in confronting global challenges and threats, it is imperative to preserve and promote multilateralism, especially by strengthening the central role of the United Nations and promoting international cooperation. In that regard, Cuba reiterates its firm commitment to the purposes and principles of the Charter of the United Nations, which form the basis of multilateralism and of the international system that we have built within the framework of the Organization.

We want to point out that any measure or action designed to change the legal, physical and demographic status and institutional structure of the occupied Syrian Golan, as well as Israel's measures to exercise its jurisdiction and govern that territory, violates international law and the Charter of the United Nations. Lastly, we call for respect for multilateralism and for the Charter. We call for an end to interference in the internal affairs of others, to foreign aggression and support for terrorist groups to promote instability and conflicts in the Middle East, as well as to the invention of pretexts and theories in the Council in an attempt to legitimize the unilateral use of force and aggression against sovereign States.

  48. We reject the unilateral action of the United States establishing its diplomatic representation in the city of Jerusalem, which only exacerbates tensions in the region. We call for support to President Mahmoud Abbas's proposal (see S/PV.8183) to hold an international peace conference, based on agreed parameters and terms of reference. We want to express to the Palestinian Government and people our unwavering solidarity and support for Palestine's admission to the United Nations as a full Member. Cuba once again calls for Israel's total and unconditional withdrawal from the Syrian Golan and all occupied Arab territories.

The Council must demand that Israel immediately end its occupation of Palestinian territories and its aggressive colonization policies and practices, as well as abide by the relevant Security Council resolutions on the situation in the Middle East, including the Palestinian question, particularly resolution 2334 (2016). We reiterate our unreserved support for a comprehensive, just and lasting solution to the Israeli- Palestinian conflict, based on the establishment of two States and enabling the Palestinian people to exercise their right to self-determination and an independent and sovereign State, within in the pre-l967 borders, with East Jerusalem as its capital, as well as the right of return of refugees.

Cuba reiterates in the strongest terms its rejection of Israel's use of disproportionate and indiscriminate force against Palestinian civilians in the occupied territory, including East Jerusalem and particularly the Gaza Strip, in gross and flagrant violation of the Charter of the United Nations and international humanitarian law. We once again condemn the illegal construction and expansion of Israeli settlements in the occupied Palestinian territory and the demolition and seizure of Palestinian property. All such measures, together with the blockade of the Gaza Strip, violate the Fourth Geneva Convention and erode the viability of a two-State solution. Cuba urgently reiterates its call on the Security Council to fulfil its responsibility under the Charter for the maintenance of international peace and security.
