“Mrs. Rodriguez Camejo (Cuba) (spoke in Spanish): We endorse the statement made by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. Cuba regrets that since, the last open debate on this issue (see S/PV.8244), there has been no progress in promoting the just cause of the Palestinian people. On the contrary, the situation on the ground continues to deteriorate, with arbitrary decisions being made, such as one Member State's decision to stop funding the United Nations Relief and Works Agency for Palestine Refugees in the Near East. It is deplorable that owing to the repeated obstruction of one of its members, the Security Council has not even condemned the escalation of violence and the tragic events in the Gaza Strip since 30 March.”

“The peace agreements reached by the Government of Colombia and the Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo in Havana in 2016, which ended more than five decades of armed conflict, are one such concrete example. Maintaining and implementing those peace agreements currently is the responsibility not only of the parties, but also of the international community and the Security Council. To the extent possible, Cuba will continue to contribute with humility, discretion and profound respect for the parties' positions at their request in providing the means to achieve stable and lasting peace in Colombia.”

“We appreciate the efforts of the Secretary-General to continue strengthening United Nations mediation support capacities, in accordance with the relevant adopted mandates. However, the role assigned to non-governmental organizations, civil society and other entities as mediation support actors with regard to conflict prevention must be evaluated carefully on a case-by-case basis, given that, as we have seen in various conflicts, they have pursued foreign agendas and lacked impartiality and good faith. In conclusion, as one of the methods for the pacific settlement of disputes provided for in Chapter VI of the Charter, mediation can and has been proven to be effective in certain situations.”

“Cuba believes that for mediation to be credible and effective, it must also enjoy the will and consent of the parties to a particular dispute or conflict, the impartiality of mediators, their fulfilment of the mandates agreed upon, respect for national sovereignty, compliance with State laws and operational preparedness, including mediators' substantive and procedural expertise. “The recent events and precedents where we have seen manipulation of the Charter, double standards and flagrant violations of international law have shown that when there is no good faith, impartiality or respect for a country's independence, sovereignty and territorial integrity, objective mediation is impossible. Neither can any mechanism for the peaceful settlement of disputes, including mediation, be effective as long as certain States continue to use or threaten to use force against the territorial integrity or political independence of others, or to impose preconceived, uniform doctrines. Every situation must be managed according to its specific characteristics. Mediation should not be automatically considered the most appropriate method in every case.”

“Cuba also expresses its most emphatic condemnation of the recent attack perpetrated by the United States and some of its allies on 13 April on military and civilian facilities in the Syrian Arab Republic, using as a pretext the alleged use of chemical weapons by the Syrian Government against civilians in Douma, without any proof that the Syrian Government had used such weapons and prior to the investigation by the Organization for the Prohibition of Chemical Weapons Fact-Finding Mission. That unilateral action, which sidestepped the Security Council, and the Israeli attack on a Syrian airbase in the governorate of Horns on 9 April are yet further flagrant violations of the principles of international law and the Charter of the Organization.”

“Although new technologies can increase knowledge of the environment and staff safety, legitimate concerns have been raised regarding the deployment and use of certain resources in peacekeeping operations, particularly those related to the management of collected information. The use of such information should be considered on a case-by-case basis and with the consent of the host State. In conclusion, we reiterate that peacekeeping operations are not a substitute for addressing and resolving the root causes of conflicts, and that they should allow for the creation of a security framework that makes it possible to implement a long-term strategy for sustainable economic and social development.”

“The protection of civilians cannot in any way become a pretext for disregarding the principles of the United Nations Charter. Cuba believes that, in order to eliminate the impact of threats on the security of peacekeeping operations personnel and in order to improve their effectiveness, such operations must have viable and realistic mandates, concrete and clearly defined objectives and the necessary resources to carry them out. We call on all parties involved to give greater impetus, increase the number and even improve the effectiveness of the triangular consultations among the Security Council, the Secretariat and troop- and police-contributing countries. It is an important tool that can provide a better understanding of the situation on the ground and assist in the design, development and renewal of mandates, as well as staff security.”

“Such extremist plans are continuously compounded by the provocative and inflammatory rhetoric of the Israeli Government and military officials, including the Prime Minister himself. The Committee reiterates the Council's repeated calls on both parties to refrain from provocative actions, incitement and inflammatory rhetoric. The Council cannot ignore these dangerous developments. Moreover, we are not doomed to collective failure; there is a way out of the conundrum. There is a consensus that Israeli settlements in the occupied Palestinian territory, including East Jerusalem, not only violate international law, but also dangerously imperil the viability of the two-State solution.”

“Last month, Israel announced plans to evacuate Susiya and Khan Al-Ahmar in Area C of the West Bank, communities living on lands that are supposedly intended for settlement expansion. In addition, in August the Israeli authorities issued a military order creating a public administration in Hebron that strengthens the situation of settlers there. The Israeli group Peace Now has warned that the order formalizes the apartheid system in that city. At its September conference the Israeli National Union faction announced a bold plan providing for the annexation ofoccupiedterritory, displacing Palestinians and stripping them of their inalienable rights if they are not willing to give them up.”

“After his visit to Israel and Palestine, the Secretary-General warned that we should not allow today's stagnating peace process to lead to tomorrow's escalation. At a time when the 50-year-long occupation is gradually, if not immediately, becoming an annexation, it is increasingly evident that the status quo is far from static. Rather, we are witnessing a steadily deteriorating situation on the ground along with the systematic dispossession of the Palestinian people, crushing any hope for them of achieving freedom, equal rights and ajust peace. The ongoing Israeli settlement campaign, which the Council has denounced as illegal, is proof of the growing trend towards displacement.”

“Seventy years after the General Assembly decided to partition Palestine and laid the foundations for the creation of the State of Israel, the State of Palestine has yet to attain independence and the rights of the Palestinian people continue to be violated. Until the Palestine question is resolved in every aspect, the United Nations and its organs, including the Security Council, will have a historical and permanent responsibility to assist the Palestinian people in achieving peace and a dignified life through the exercise of their inalienable rights, including the right to self-determination and national independence, as well as the rights ofrefugees. The members of the Security Council have repeatedly stressed that the current status quo is unsustainable.”

“Cuba also demands the end of the occupation of the Syrian Golan. We reiterate that any steps or actions taken, or to be taken, so as to change the legal, physical and demographic status and institutional structure of the occupied Syrian Golan, as well as Israel's measures to exercise its jurisdiction and administration in that territory, constitute violations of international law, international agreements, the Charter and the relevant United Nations resolutions, including resolution 497 (1981) and the Fourth Geneva Convention, as well as an act of defiance of the international community. Cuba takes note of the initiatives to resume direct peace negotiations between Palestinians and Israelis and the recently concluded agreement with regard to supplying water to Palestinian territories.”

“24) The Security Council must take concrete steps to end that historic injustice by urgently ending Israel's occupation of Palestinian and other Arab territories dating back to 1967. The approximately decade-long blockade of the Gaza Strip, which has led to a profound socioeconomic and humanitarian crisis affecting 2 million Palestinian civilians, must be halted immediately, and obligations under international humanitarian law must be fulfilled. A two-State solution and a comprehensive, just, peaceful and lasting settlement of the Palestinian question will not be possible as long as Israel continues to violate its obligations under international law and the Charter of the United Nations in the occupied Palestinian territory, including East Jerusalem, as well as the relevant United Nations resolutions, including resolution 2334 (2016).”
