“We encourage Member States to follow the examples set by the Danish Parliament and the European Commission, which decided to make the distinction between the State of Israel and the territories occupied since 1967 in their respective dealings with each, pursuant to resolution 2334 (2016) and in adhering faithfully to the Fourth Geneva Convention. The unilateral decisions of some States Members to move their embassies from Tel Aviv to Jerusalem, in violation of resolution 478 (1980) and other relevant United Nations resolutions, irreversibly slows prospects for peace and puts in jeopardy the viability of the two- State solution within the 1967 borders. Faced with that prospect, we welcome and support President Mahmoud Abbas' peace initiative presented before the Council on 20 February (see S/PV.8183).”

“At this fragile juncture, we must meet our humanitarian obligations vis-a-vis the refugees by providing the Agency with the necessary support so that it can fulfil its mandate and play its stabilizing role in the region. As was indicated in the fifth report on the implementation of resolution 2334 (2016), introduced by Mr. Mladenov on behalf of the Secretary-General before the Security-Council last month (see S/PV.8214), we regret that the Government of Israel decided to move forward settlement plans, which violate its obligations as an occupying Power under international law and are a clear indication of its indifference to the authority of the Security Council.”

“In that context, the Committee invites all Member States to participate in its upcoming forum, entitled "Seventy Years after 1948 - Lessons to Achieve a Sustainable Peace", to be held at Headquarters from 17 to 18 May to consider that history, as well as possible joint solutions to promote peace. The Committee urges donor countries to act quickly in providing broad support for the activities of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, especially given the fact that the humanitarian situation in Gaza is seriously worsening and the needs of Palestinian refugees suffering from the consequences of the Syrian crisis are increasing.”

“This coming May, we will commemorate the seventieth anniversary of the 1948 war, which led to the expulsion and flight of almost 800,000 Palestinian Arab inhabitants from their homes in what was then the British Mandate of Palestine. That legacy of expropriation, known as the Nakba - the catastrophe - continues to cast a shadow over the refugees of 1948 and their descendants. The continued lack of a just solution to that tragedy and the current plight of Palestinian refugees have prolonged and exacerbated the conflict, as well as its regional and global impact.”

“As the Prosecutor of the International Criminal Court warned, violence against civilians could constitute crimes under the Rome Statute. Moreover, the continuing violence foreshadows the deterioration of an already unstable and tense situation, with serious repercussions. We also condemn the attack on the convoy of the Palestinian Prime Minister during his 13 March visit to Gaza, which was a hostile and violent act at cross purposes with Palestinian reconciliation. We urge all Palestinian parties to continue working towards unity to peacefully achieve their shared goals and realize the legitimate aspirations of the Palestinian people.”

“First of all, I would like to thank our brothers from Peru for their work at the healm of the Security Council during this month. The past month has again reminded us why, despite the many issues on the Security Council's agenda, the Israeli-Palestinian conflict must remain a priority demanding the Council's attention. At least 37 demonstrators have been killed and over 4,900 wounded due to the excessive and disproportionate use of force by Israel, the occupying Power, particularly in response to the Great March of Return demonstrations at the Gaza Strip border fence with Israel. The Committee urges that the Counciljoin and support the call made by Secretary-General, among others, for an independent and transparent investigation of the incidents.”

“The momentum generated by the resolution must not be squandered, and the Council must fully utilize its accountability mechanisms to ensure the full implementation of its resolutions, including resolution 2334 (2016), which in paragraph 12 "[r]equests the Secretary-General to report to the Council every three months on the implementation of the provisions of the... resolution". While the two informative briefings to date have highlighted what has been common knowledge for many years 4 namely, Israel's ongoing flagrant violations of international law - by way of oral statements, the Committee calls on the Secretary-General to issue written reports in the future and provide practical recommendations to ensure Israel's accountability.”

“Moreover, the Committee has repeatedly spoken out about the illegality of Israel's settlement activities in the West Bank and East Jerusalem, which remain a major obstacle to achieving peace and a serious violation of international law. Paragraph 2 of resolution 2334 (2016) expressly calls on Israel to "immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem". Regrettably, the recent announcement by the Israeli Government concerning an additional 4,000 dwellings reveals a total lack of respect for the Council's demands and a total lack of accountability or progress in the implementation of resolution 2334 (2016).”

“The conference provided an opportunity to discuss ways in which the international community could raise economic, practical and concrete support for the Palestinian population of East Jerusalem. The issue of current tensions was also discussed at the conference. The Committee has repeatedly stressed the illegality of the blockade on the Gaza Strip, which is now in its tenth year. That blockade amounts to collective punishment and has resulted in one of the worst humanitarian crises, exemplified by the current electricity outages, the shortage of doctors and medicine, water and all of the consequences thereof.”

“For example, the Committee organized a capacity-building workshop in Beirut in April on the theme "Goal 17 for Palestine: South-South and Triangular Partnerships for Sustainable Development". The workshop promoted a common understanding of the practice of South-South and triangular cooperation as an important modality for the achievement of sustainable development objectives in Palestine and provided participants with practical tools to understand the inherent challenges and opportunities. Last week, on 20 and 21 July, in Baku, the Committee organized an international conference on the question of Jerusalem, with the support of the Organization of Islamic Cooperation.”

“The Forum was attended by experts, politicians, civil society representatives from Israel, Palestine and other countries, as well as by a Nobel Prize winner. The Forum served as a platform, without a doubt, for deliberations that were perhaps more ground-breaking, balanced and far-reaching than any that have taken place in a long time under the auspices of the United Nations on the question of Palestine. While the views expressed were diverse, there was a clear consensus among the participants: the occupation is illegal, must end and must end now. “The question of Palestine continues to be the topic on the United Nations agenda that goes back the furthest in time, and the Israeli occupation is the longest lasting occupation in contemporary history. As the Committee has repeatedly pointed out, this is an unacceptable and unsustainable situation that must end immediately. Faced with the five decades of continuous occupation, and in order to consider concrete ways to end it, the Committee has been holding events throughout 2017. Last month, on 29 and 30 June, we organized here at Headquarters the United Nations Forum to Mark Fifty Years of Occupation, which was opened by the Deputy Secretary-General of the United Nations, Ms. Amina Mohammed, who delivered a message from the Secretary-General.”

“In its joint communique with the Organization ofIslamic Cooperation of21 July, the Committee called on the international community to urgently reaffirm respect for the historic status quo and to compel Israel, the occupying Power, to rescind all measures that violate this status quo, including the installation of metal detectors, and to fulfil its obligations under international law. The restoration of the status quo at religious sites must be accompanied by urgent efforts to end the Israeli occupation of the State of Palestine. “Nicaragua condemns any use of chemical weapons or other weapons of mass destruction and is firmly committed to the Chemical Weapons Convention and to strict compliance with its provisions. We recognize the explicit political will of the Government of the Syrian Arab Republic to accede to the Chemical Weapons Convention and the assistance provided by the Organization for the Prohibition of Chemical Weapons, which led to the successful programme to achieve the destruction of all chemical weapons in Syria and the completion of an extraordinary plan under exceptional circumstances. Resolution 1540 (2004), unanimously adopted by the Security Council, affirms that the proliferation of nuclear, chemical and biological weapons and their means of delivery constitutes a grave threat to international peace and security.”

“We recall the crucial importance of the Treaty of Tlatelolco and the Declaration of Latin America and the Caribbean as a Zone of Peace. In that regard, we regret the failure in 2012 to hold an international conference for the establishment of a zone free of nuclear weapons and other weapons of mass destruction in the Middle East. “We firmly believe that the only guarantee for preventing the use or threat of use of weapons of mass destruction and their non-proliferation to non-State actors is the total and complete elimination of nuclear weapons. Our urgent wish and priority is to have a world free of nuclear weapons. We welcome and celebrate the date of 26 September as the International Day for the Total Elimination of Nuclear Weapons and the efforts that truly contribute to that end. They have diverted attention away from the needs of the Palestinian people and their struggle for a State, and at the same time it allows Israel to pursue more aggressive practices and policies against the region. “Terrorism cannot and must not be associated with any religion, nationality, civilization or ethnic group, and those attributions should not be used to justify terrorism. Similarly, Nicaragua condemns the double standards practiced by some countries that claim to promote the eradication of terrorism but shelter terrorists within their territories, send terrorists to other States and finance their actions with the aim of changing regimes and subjugating their people. Clearly, many who claim to promote human rights and the rule of law are the same ones who most egregiously violate human rights and international law, which they seek to justify in the name of fighting against terrorism. The same parties have financed, organized and created existing terrorist groups, in particular in the Middle East.”

“With regard to peacekeeping missions, Nicaragua believes that respect for the empowerment of the host country is vital to ensuring the legitimacy of the operations themselves and their success. In that regard, we reaffirm the need to strengthen the authority of the General Assembly to address issues relating to the maintenance of international peace and security, particularly in situations in which the Council fails to exercise its primary responsibility in adhering to the Charter. We call on the international community to fulfil the objectives that we outlined 70 years ago to work together in solidarity and with respect and to eradicate the scourges that continue to be obstacles to the maintenance of international peace and security.”

“Promoting the peaceful settlement of disputes is a central point in this order of things, and we must work to eliminate the use or threat of use of force to resolve disputes. The Charter provides several options in that regard, one of which is the International Court of Justice, which deserves special mention, as it is the principal legal body whose judgments are binding and are to be complied with immediately. In that regard, recognition of the jurisdiction of the Court and the withdrawal of reservations to it is an imperative now more than ever. Actions to counter terrorism must be made collectively within the framework of the Charter and international law, while ensuring that all Member States are equal participants in terms of their rights and respect for their sovereignty and territorial integrity.”

“Nicaragua, as one of the first four States to ratify the Charter, firmly believes that the maintenance of international peace and security calls, first of all, for a sense of community based on the sovereign equality of its members, the self-determination of peoples and compliance with international law, where individual and individualistic interests and the culture of war are completely eliminated and replaced by a culture of engagement, dialogue, consensus, peace and solidarity. That does not entail only the establishment ofnew codes of conduct for members of the Council, as some have suggested, but rather strict respect for the rules that already exist and the principles that guide the Council and that are set out in the Charter, which is above any other instrument, as established in Article 103.”

“On the other hand, the Council has been misused and manipulated through the granting of mandates with regard to situations in the Middle East aimed at promoting regime changes, wars and the provision of financing to terrorist groups, in flagrant violation of the principles of international law, relations of friendship and cooperation among States, and the Charter of the United Nations. Our country reaffirms its condemnation of those actions and like attempts to undermine peace in our America, the only region that has been declared a zone of peace. We condemn the coup attempts against our sister Bolivarian Republic of Venezuela and the plans to assassinate its President, Comrade Nicolas Maduro Moros. We also condemn the maintenance of the inhuman and criminal blockade against our sister Republic of Cuba.”

“The increasing greed engendered by global capitalism, particularly in the Middle East and Africa, have sparked wars and sown insecurity, destruction, death and the forced and brutal displacement ofmillions of refugees, exposing the true nature of war, terrorism and the conflicts that we are living. Those are all actions that are unfortunately promoted and supported by some permanent members of the Security Council. On the one hand, the Council has found itself hindered in its efforts to act in the common interest on several occasions. The most obvious example, in that regard, is the case of Palestine.”

“"Nicaragua calls for a world of solidarity and complementarity and a reshaped United Nations in which everyone's interests are served and all Member States can listen and talk to each other on equal footing. We also call for the United Nations agencies to play a respectful, responsible and ethical role, devoid of any form of interference and intervention in the internal affairs of sovereign States." (A/70/PV23, p. 12). The decisions that the most important organs of our Organization make must be based on the full and unconditional respect for the principles and purposes of the Charter, which, therefore, makes the present debate more urgent and meaningful. Unfortunately, in recent years, we have seen decisions taken by the Security Council that have not been predicated on those principles.”

“The Charter of our Organization, which has just celebrated its seventieth anniversary, was drafted at a time when there was a convergence of efforts to "save succeeding generations from the scourge of war" . Our Organization presented itself to the world as an entity that was a facilitator of peace, but, since its founding to the present day, the stated objectives have been frustrated.
