The answer is clear: the Palestinian economy is an economy shaped by the occupation, particularly in the Gaza Strip, which infiltrates all aspects of the Palestinian people's lives, including, inter alia, the illegal occupation of their land and natural resources, the denial of their right to free movement and the return of their refugees, the detainment of their citizens and the daily destruction of their infrastructure. We regret to have to meet again in this debate. Instead of celebrating the seventieth anniversary of our Organization with a free Palestine as a full-fledged State Member seated alongside us, the year 2015 left us with thousands of dead, wounded and displaced persons and destroyed homes. The prevailing situation in East Jerusalem is more precarious with every passing day.

On its seventieth anniversary, the United Nations adopted the Sustainable Development Goals (General Assembly resolution 70/1), which is an effort to eradicate miserly and poverty and to create decent conditions for the common welfare of all peoples. We ask ourselves, however: Will it be possible for the Palestinian people to exercise the same right to development? What is more, we continue to wonder whether they will be able to achieve the Sustainable Development Goals without their being afforded the political space currently occupied by Israel. What indicators will this people have to gauge the fulfilment of those targets?

The Security Council has been unable to protect the Palestinian population, thereby manifesting a complete disdain for Palestinian suffering and a double standard as compared to other situations with which we are all familiar. It is shameful that, at this point, Palestine continues to face a criminal economic blockade that continues to suffocate its people and to condemn them to live in subhuman and extreme conditions, where there is no respect for their rights and where the population is deprived of its basic needs, such as health care, education and adequate housing with a roof over their heads.

The year 2016 may be a new year, but the same unjust, inhumane and unacceptable situation continues for the Palestinian people, who continue to be the victims of an occupation that triggered the massive Palestinian exodus of 1948. Today, there are over 5.5 million Palestinian refugees, representing the greatest refugee crisis in the world, characterized by enormous suffering, desperation and uncertainty. Seventy years have passed since we committed to world peace and signed the Charter of the United Nations. However, unfortunately, today there are still Member States that continue to tolerate and protect that illegal and brutal occupation on the part of Israel. For nearly 70 years, this organ has allowed bombings, attacks, invasions and the Israeli occupation. I ask the members of the Council how much longer that will continue.

If the nations of the world, united through our Organization and in the Council, wish to win the fight against violent extremism in the Middle East and elsewhere, the Council must find and implement a solution to the question of Palestine, with the formula of two States living side by side in peace and security. Meanwhile, as an immediate priority, the Council should urgently act to guarantee the status quo with respect to the holy sites in Jerusalem. The proposal to station international observers is promising as a first step towards relieving tensions and re-establishing stability. The Committee on the Exercise of the Inalienable Rights of the Palestinian people reaffirms its commitment to the principle of a peaceful solution to the conflict on the basis of those premises.

We likewise reiterate our position that the initiative of the League of Arab States, which proposes a comprehensive peace agreement that would include the normalization of relations between Israel and the entire region, remains a historic opportunity to bring peace to the Israeli and Palestinian peoples, as well as to their neighbours near and far. We urge Israel to seriously weigh that initiative before events on the ground sweep it aside. This year, which marks 70 years since the founding of our Organization and the fortieth year of our Committee, the Security Council should urgently assume its responsibility for ensuring that the Palestinian people are able to exercise their inalienable rights. Unless we, the United Nations, and the Council can provide both peoples with a blueprint of hope for a just solution and an end to this seemingly endless battle i for a future where both can live in peace and dignity - we will be complicit in the further deterioration of the conflict, which month after month, year after year, becomes increasingly difficult to resolve. Three months ago, we spoke of a new international awareness that 20 years of bilateral negotiations, plagued by interruptions, had not yielded the expected result, and that a comprehensive solution to the Palestinian question might need multilateral efforts. The Committee on the Exercise of the Inalienable Rights of the Palestinian people therefore salutes the Quartet's efforts to provide such a multilateral framework.

  11. Israeli communities are acting out of fear, engendering a mob mentality that is adding a dangerous dimension to this current upsurge in violence. The construction of walls between ethnically different neighbourhoods will not solve any of the problems that led to the current situation. In fact, cementing the borders of illegal Israeli settlements in East Jerusalem will only exacerbate the conflict. The only sustainable way out is to seek a comprehensive solution to the Palestinian question, based on the implementation of the relevant resolutions of the Security Council. That will require an end of the Israeli occupation in all its facets and the emergence of a sovereign and independent State of Palestine, based on the 1967 borders, with East Jerusalem as its capital.

At that time three months ago, we noted the continued construction of illegal Israeli settlements, the confiscation of Palestinian land and the demolition of Palestinian houses and orchards, and called on the Council to meet and take action to ensure implementation of its resolutions regarding the question of Palestine. We also warned that ongoing Violence in a land so sacred to many peoples and faiths was particularly troublesome. Today, the situation in Jerusalem is reverberating throughout the occupied Palestinian territory and Israel, and has reached a point of conflagration that, sadly, validates our darkest fears and predictions. The despairing Palestinian youth in Jerusalem and the West Bank are desperate and being driven to acts of violence, as the only way they feel they will be heard.

In Nuestramerica, a zone of peace, we will continue to fight to eradicate colonialism, particularly in our Caribbean, including Puerto Rico, and to end the occupation of the Malvinas Islands. However, policies of subversion and aggression and attempted coups against some countries in our region have continued, as has been the case with our sister State the Bolivarian Republic of Venezuela, where a coup d'etat and the assassination of President Nicolas Maduro Moros were planned. At the most recent CELAC summit, our leaders expressed concern about the aggressions and attempted coup against the Bolivarian Republic of Venezuela. Reprehensible acts that do not contribute to the maintenance of international peace and security. Similarly, we welcome the start of talks between the sister Republic of Cuba and the United States for the restoration of diplomatic relations between the two, which should lead to the immediate lifting of the inhuman and criminal blockade and other aggressive acts against that sister nation.

Nicaragua takes a principled position in rejecting and condemning any action aimed at undermining peace and security, such as regime change, breaches of constitutional order, incitement to violence, the use of force and coups designed to overthrow legitimate Governments - in short, any action that threatens international peace and security. The 33 countries of the Community of Latin American and Caribbean States (CELAC) recently proclaimed our region as a zone of peace, and thereby undertook, as our Heads of State and Government put it, "a permanent commitment to the peaceful settlement of disputes, in order to forever banish the use and threat of use of force in our region".

We associate ourselves with the statement delivered by the representative of the Islamic Republic of Iran on behalf of the Non-Aligned Movement. The evolution of world events has only confirmed our deepest fears. We have reached a critical juncture for civilization, and States are finding that their peace and security are permanently endangered.

  22. With regard to concrete ideas on reforming the Security Council, including its working methods, we note with interest some of the very important recommendations that have been expressed today. We hope to see those recommendations and the recommendations made during the sixty-eighth session of the General Assembly, circulated in the concept paper (S/2014/725, annex) by the President, included in the text ofa proposal that should be circulated among us as soon as possible in order to fulfil a mandate given to us by our Heads of State. The mandate is to implement those reforms on the occasion of the seventieth anniversary of the United Nations in 2015, so that this important body of our Organization genuinely is and acts in accordance with the realities of the twenty-first century.

A more transparent and democratic Council will need to establish a permanent mechanism for broad and inclusive consultations that takes into account the interests of the affected countries and the troop- contributing countries before any decisions are taken. Also, broader consultations with regional organizations and the General Assembly should be held. Access to documentation and information is a topic of particular concern and the trend of holding closed meetings, for which there is no record, should be reversed. By the same token, often the rest of the Organization's membership - non-Council members - are not allowed to participate in debates. Even when the discussion is on topics of interest to the international community that affect all of us and, above all, topics on which we all have the right to have an opinion.

Article 24(1) ofthe Charter clearly sets out that in discharging its duties under its responsibility, the Security Council acts on behalf ofthe other Members of the United Nations, that its primary responsibility is the maintenance of international peace and security. What the Security Council does and how it does it to fulfil this task is of great interest to the entire international community, not only to the members of the Council. In the past few years, there has been a growing recognition of the fact that the current composition of the Council, which has existed since 1945, and its methods of work must be brought into line with contemporary reality. The Council has demonstrated often that it has little interest, when taking its decisions, in consulting with the countries most affected by such decisions.

It is vital urgently to expand the Security Council in both categories of membership to enhance its representation, give greater legitimacy and credibility to its decisions, and to give effect, inter alia, a substantial improvement in its working methods. We are aware that significant improvement in the methods of work of the Council is an imperative in order to improve its efficiency and effectiveness and to achieve accountability in line with the needs of the members of the Organization as a whole. Such improvements should not simply remain cosmetic; they must be real. Changes in both procedure and approach are necessary. First and foremost, we need to reform the composition of the Council.

We hope that this discussion will help us achieve a deeper understanding of the central issue that is at the very heart of our discussion, that is, to achieve an in-depth reform of the Security Council, including of its working methods, so that the work of the Council can become more transparent, that there be true accountability and, most importantly, that the Council's credibility can be restored. In order to discuss the working methods of the Security Council, it is essential to recognize not only on an individual basis but also collectively that the Council needs to be comprehensively reformed. We cannot speak of working methods of the Security Council in a piecemeal way. Everything is part and parcel of a comprehensive reform that we have committed ourselves to carrying out.

The situation in the Middle East beyond the situation in Palestine and the rest of the occupied territories must be resolved through dialogue and negotiation, bearing in mind the legitimate interests of all the States in the region, without external interference. We cannot continue to encourage conflicts, finance terrorist groups or impose regime-change policies. All of this, as has been shown since 2003, has brought nothing but death and destruction, extremism and radicalism. Syria, a brotherly nation, is a victim of those policies. In conclusion, I call for us to work together with Security Council members for a Middle East zone of peace and development for their peoples.

Countries with responsibility for the maintenance of international peace and security cannot continue to allow this impunity or the suffering of this heroic people. The Security Council must meet its responsibilities by adopting a resolution containing a set timetable for the creation of a Palestinian State based on pre-1967 borders, with East Jerusalem as its capital, laying the foundation for a just and lasting peace in the Middle East, and with two States, Palestine and Israel, living side by side in peace, in accordance with the relevant United Nations resolutions and the aspirations of peace-loving people. Peace in the Middle East will hinge on not only resolving the Palestinian-Israeli conflict, but also on liberating the Lebanese and Syrian territories occupied by Israel.

As a developing country, the State of Palestine has every right to receive development aid and investments, but if we allow this vicious circle of mass destruction and massacres on the part of Israel to continue, the international community's aid will serve only to help that people merely survive. They deserve, as we all do, a sustainable development that is in keeping with their interests and promotes their well-being. They should not be destroyed in step with the cyclical agenda of the occupying Power. Israel continues to refuse to negotiate in good faith, hiding behind the veil of impunity that a permanent member ofthe Security Council has historically offered it. Each time we have seen progress in the negotiations, inevitably we have seen Israeli policies and practices aimed at interrupting that process.

Beyond the loss of life, it left behind a Gaza that is but scorched earth and has consequences for the future that we are all familiar with: more refugees, more overcrowding, more destroyed houses, hospitals and schools, and more Palestinian children, women and men traumatized by this horrible assault. It is important that the funds recently pledged by donor countries for the reconstruction of Gaza become a reality. These must be immediate, new and unconditional so as to provide support and ensure reconstruction for this long-suffering people. But I wonder how long we will allow the vicious circle ofpolicies and practices by Israel: attack, destroy and massacre, and, once everything has been destroyed, accept a temporary ceasefire and then wash its hands of the tragedy that it caused, and, later, start anew.

  32. It is with a great deal of pride that we convey our greetings to the Palestinian national unity Government. We regret that this year, the International Year of Solidarity with the Palestinian People, at a time when the overwhelming majority of the international community has pledged to support the Palestinians in their struggle to claim once and for all their inalienable rights, we have witnessed yet another massacre - another genocide of Palestinian children, women and men, along with the destruction of their homes, schools, hospitals and infrastructure. We wonder if Israel and those who support it understand the meaning of the word "solidarity"? That criminal aggression lasted more than 50 days, even as people looked on.

Before concluding, we would like to reiterate our concern over the developments in the Middle East and North Africa, where we have seen that imposing the policy of regime change, the funding of recognized terrorist groups, the promotion of warmongering policies at the expense of dialogue and negotiation, and interference and intervention in the internal affairs of sovereign States have all been a constant in recent years, especially for the people and the Government of the Syrian Arab Republic. Such illegal acts and policies, which are the cause of conflicts and tremendous refugee flows, are in fact the real threat to international peace and security, the very thing we say we most want to preserve.

In the face of so much death and destruction, of such genocide, there is no justification for the Security Council to continue to fail to comply with its responsibility to maintain international peace and security. It should impose an immediate ceasefire and condemn Israel and hold it responsible for the genocide committed. The Palestinian people continue to be the victims of the double standards of a permanent member of the Security Council. We know that the main threat to peace and security in the Middle East is Israel's refusal of peace itself and of peaceful coexistence with the State of Palestine. Nicaragua, through our President, has once again made an appeal in that regard: "We have no choice but to call upon the international community.

The Movement, made up of the vast majority of the international community, has once again raised its voice to ask that the rest of the international community, in particular the Security Council, take strong and immediate measures to prevent Palestinian men, women and children from dying, to immediately stop the aggression and end the genocidal slaughter that has been carried out by Israel against the civilian population in the Gaza Strip. In addition, Israel must immediately cease its attacks, practices and policies against the territorial integrity, sovereignty and self-determination of the Arab peoples and States of the Middle East. Peace should be achieved through dialogue and a political settlement. The negotiations between Palestine and Israel should continue in good faith and transparency. At the same time, the "Geneva II" conference is the only way to settle the Syrian conflict, with the participation of all the parties concerned. In conclusion, we would like to call on the international community to declare 2014 an international year of solidarity with Palestine, which should culminate, finally, in the State of Palestine's admission as a full Member of the United Nations.

Despite the fact that we have been unable to achieve such recognition - owing to a lack of political will on the part of one of the permanent members of the Security Council, which has blocked the legitimate aspirations of the Palestinian cause with its veto and its threats - we, the international community, must continue to support all the initiatives of the Palestinian State, to persuade that permanent member to reconsider and rectify that injustice once and for all and finally achieve international peace and security in the Middle East. Year after year and month after month, we must continue to denounce and condemn Israel's illegal occupation and its expansionist policies, which, despite all the efforts to achieve peace, continue to hinder the process of negotiating for a political, peaceful and lasting solution. The anti-settlement organization Peace Now has issued a report that states that there has been a 70 per cent increase in the construction of Israeli settlements in the West Bank, including in occupied East Jerusalem. We ask the Council, is that consistent with the peace process and the ongoing negotiations? Now more than ever, and after the approval by the vast majority of the international community of resolution 67/19, we are unavoidably committed to rectifying the historic injustice committed against this sister nation.

Nicaragua regrets the lack of progress since the most recent resumption of the peace negotiations, which demonstrates yet again that Israel's true intentions are directed not at achieving peace, but rather to imposing conditions for negotiations and buying time in order to permanently alter the demographic and religious composition of those territories, in a serious violation of international law. We also take the opportunity this debate provides to reiterate our solidarity with the Palestinian political prisoners who are being held in Israeli jails and are mistreated by the authorities, leading to hunger strikes and fatalities. We demand that the more than 5,000 Palestinians in prison be released immediately. We urge all those who defend human rights to join us in a global campaign of solidarity with Palestinian prisoners.

However, inthe present case-the situation between Palestine and Israel - while negotiations have resumed between the parties and eight rounds of negotiations have been held, Israel, the occupying Power, continues to demonstrate its lack of political will, bad faith and lack of transparency. Indeed, it has intensified its policy of building settlements, the blockade of the Gaza Strip, its systematic violations of the most basic rights of the Palestinian people and the escalation of attacks in occupied East Jerusalem against mosques and against the Palestinian people's right to freedom of religion and culture.
