There have been various attempts by the aggressors, as well as their accomplices in the war, to cover up their shameful war crimes by introducing false charges against others. The United States is pursuing its lucrative arm business in Yemen, while those responsible for creating the worst humanitarian crisis in the world are showcasing how they hand over their checks to help the victims of their own atrocities. The Saudi-led coalition's measures and indiscriminate aerial attacks have resulted in mass casualties, including among women and children, displaced millions, and amplified poverty and hunger in an already poor country and a surge in epidemic diseases.

It is also preposterous that the same region, with its highly known record of developing, producing and stockpiling different kinds of inhumane weapons of mass destruction, including nuclear weapons, should venture to falsely accuse others of trying to acquire similar weapons. We believe that this open debate should be devoted to Palestine. The baseless Saudi allegations against Iran and its provocative and destabilizing behaviour in the region aim to distract the international community away from its own widespread systematic crimes, including its support for Wahhabi takfiri ideology, which is the source of many terrorist activities and originates in Saudi Arabia.

Iran's advisory presence in Syria is at the request of the Syrian Government and is legitimate in providing assistance to the Syrian Government to fight and ultimately eliminate all terrorist groups, especially Da'esh, and other individuals, groups, undertakings and entities associated with them. It also seeks to restore the unity of that country and achieve a political solution. We categorically reject the Israeli allegations as baseless and sheer fabrication. It is indeed ironic that the Israeli regime - famous for its atrocities, apartheid policies, war crimes that are well-documented in different United Nations organs and agencies, non-compliance with many United Nations resolutions and occupation of lands of other people for many decades - can allow itself to accuse others in such a sinister way.

  5. Today we have heard some Iranophobic and hysterical statements from a few delegations. We have been hearing such statements recently from those who are badly in need of an imaginary enemy to whom to sell their beautiful weapons and from those who have entrenched their illegal occupations and aggressions by using such weapons. It is indeed a dirty business and has nothing to do with peace and security in the Middle East. No political theatre - such as we saw this morning inside and outside this Chamber and repeatedly from the representative of the Israeli regime - can cover up the aggressive and expansionist policies of that regime or its behaviour towards its neighbour, which constitute the main threat to peace and security in the region.

  7. Iran's missile systems are part of its legitimate defence capabilities against the threats and intimidations that we are facing on an almost daily basis, especially by the Israeli regime. In that regard, I refer you, Mr. President, to our letter dated 19 May 2015 (S/2015/353). These systems are an exercise of our right to self-defence in the event of any armed attack against us. Iran will not start any war. We do not intend to attack any country, but if we come under attack, it is our legitimate right, under the Charter of the United Nations, to be able to use our national conventional defence capabilities to counter any aggression against our national sovereignty and territorial integrity. Iran will not tolerate actions that endanger its national security. We have always warned against terrorism and its expansion in the region.

Nuclear weapons in the hands of the regime pose the most serious of threats to the security of all States in the Middle East and to the NPT regime. The Security Council has the responsibility to effectively address this threat. Moreover, it is now an established fact that Israeli agents are providing care to Da'esh operatives active in Syrian territory, proof of which is abundant. It is very interesting to see the Israeli regime, an icon of total disregard for dozens of Security Council and General Assembly resolutions, including resolution 2334 (2016), and the principles of international law, a regime famous for its atrocities and apartheid policies with a well-known record of developing, producing and stockpiling different kinds of inhumane weapons, including weapons of mass destruction, gesticulating to complain about Iran's legitimate and conventional defence capabilities. The Israeli regime blatantly and flagrantly continues to flout all international regimes governing weapons of mass destruction by refusing to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Chemical Weapons Convention and the Biological Weapons Convention.

We also know how hard they attempted to impede the road to that deal, to no avail. Nuclear weapons and other weapons of mass destruction in the hands of the Israeli regime - which is born out of terrorism and maintained by committing terrorist acts, occupation, aggression and genocide - pose the most dangerous threat to regional and international security and the viability of the international NPT regime. I would also like to react very briefly to the statement made by the representative of the United Arab Emirates. First of all, the accusations of the Emirates representative are absurd, hypocritical and farcical for the following reasons. First, while they are busy accusing Iran of interfering in the domestic affairs of other countries, the jet fighters of the United Arab Emirates are busy bombing innocent civilians in Yemen and the civilian infrastructure of that impoverished country.

  15. That happened because the final document contained a decision on a nuclear- weapon-free zone in the Middle East. As a victim of terrorism and the use chemical weapons, Iran is fully cognizant of the catastrophic dangers that transfers of such weapons to terrorists could entail. We are deeply concerned about the relationship between terrorism and weapons of mass destruction. That is why we emphasize that the international community must join hands in eliminating that risk by compelling the Israel regime to accede, as a non-nuclear-weapon party and without any condition or further delay, to the NPT and other major treaties banning weapons of mass destruction.

It was strongly supported by the international community and numerous resolutions and decisions were subsequently adopted by the General Assembly and review conferences of the States parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) towards its realization. But the Israeli regime, which is not a party to any international treaty banning weapons of mass destruction, is the only obstacle in the way of the establishment of the zone and continues to block all international and regional efforts to fulfil that goal. Council members may all recall that the 2015 NPT Review Conference was unfortunately unable to adopt a final document, mainly due to an external factor - the pressure of a non-party to the NPT, the Israeli regime, on certain States parties that ultimately objected to the adoption of a final document.

At this meeting, the representative of the Israeli regime once again levelled unfounded allegations against Iran that we categorically reject. We believe that this was another futile attempt to deflect attention from the threat posed by the Israeli regime, which is the embodiment of the nexus between terrorism and weapons of mass destruction. First of all, we believe that the Israeli statement was the output of a dangerous, paranoid, deperate and wandering mind that is not even cognizant of what this Security Council debate is all about. Israel just hopes that, by repeating the allegations against Iran, it can cover up its crimes against Palestinian civilians and distract the international community from the scourge of its occupation of the Palestinian and Arab lands for so many decades and its crimes in suppressing the rights of the whole nation. What Israel has so far done in attacking Iran did not serve this purpose and, no doubt, it will not in the future.

  20. 1 have asked for the floor to react to the statement made by the representative of the Israeli regime during this debate, which was totally irrelevant to the subject of the debate, namely, facing asymmetrical threats to peace operations. That representative chose not to talk about the daily violations of resolution 1701 (2006), as documented in many reports submitted to the Council. Instead, he once again levelled some baseless and fabricated accusations against my Government in his statement to the Council. I take this opportunity to categorically reject those accusations, which have been repeated many times in the past and each time without a shred of evidence to substantiate those accusations. Apparently, his delegation assumes that the mere repetition of an accusation may make it acceptable and believable by part of the audience.

We believe that action against those who spread hateful takfiri ideology and against their proponents inside Saudi Arabia constitutes a necessary action that needs to be carried out in that country. The Saudi Ambassador also referred to Hizbullah as a sectarian, terrorist organization. Here, too, it is common knowledge that Hizbullah forms part and parcel of the Government and parliament of a United Nations Member State. It is the group that helped drive the Israeli occupiers out of Lebanon and, in numerous cases, stood up to and fought the Israeli regime that is occupying the Palestinian lands. It is astonishing that an Islamic country finds common ground with the Israeli regime and issues exactly the same claims as do the heads of that regime.

In that respect, a cursory look at history books will easily reveal that the proponents of the takfiri ideology began their sectarian drive in the year 1805, when they launched an attack against the holy shrines in Najaf and Karbala and set them ablaze. A criminal sectarian act of that kind was committed in June 2014, when they horrifically massacred 1,700 Iraqi air force cadets in Tikrit, simply because the cadets were of a different Islamic sect. We can agree that creating centres and financing organizations aimed at fighting terrorism is a good thing. But there should be no doubt that action is needed to weed out the elements that incite hatred and intolerance against those who are different.

Indeed, a recent sermon, delivered on 31 March 2015 by Abdul Rahman Al-Sudais, the Government-appointed imam of the Grand Mosque of Mecca, contains hate speech and incitements to violence against Shiites. "Our war with Iran, say that out loud, is a war between Sunnis and Shiites. Our war with Iran . . . is truly sectarian. If it was not sectarian, we will make it sectarian. . . . Our disagreement with the Rafidha will not be removed nor will our suicide to fight them . . . as long as they are on the face of the Earth". It is quite clear who consider themselves to be the only true believers and who have set out to destroy and annihilate the other sects in the Islamic world, including those outside the Islamic world.

  25. I also apologize for requesting the floor at this late hour. My delegation would just like to react to some of the baseless accusations levelled by the Ambassador of the Kingdom of Saudi Arabia against my country. It was ironic that he accused Iran of farming the flames of sectarianism and that he preaches against it. Despite what he claimed, it is common knowledge where the takfiri ideology comes from and what its objectives are. It is also common knowledge who is putting that ideology into practice. The example of the inflammatory statements against various Islamic sects by influential Saudi clerics and officials, including the Government-appointed imam of the Grand Mosque in Mecca, clearly shows who is spreading sectarian rhetoric and inciting sectarian hatred.

Let me conclude my statement by rejecting the baseless and worn-out accusation by the representative of the Israeli regime against my country and my Government. When it comes to terrorism, that regime has to be accountable for two reasons. First, it has been engaged in all sort of terrorist activities to create the regime and, thereafter, in suppressing the legitimate resistance ofthose whose lands are under its occupation.

  28. And so is the need to counter Islamophobia, which plays right into the extremists' hands and lends credence to their messaging. Likewise, funding extremists and condoning their recruitments through lax border control should end. Anything that undermines the unified front against extremists and provides them with space, such as the invasion of Yemen, should be halted as well. Finally, Iranians of all ages and affiliations, particularly the youth, have been consistent in rejecting and fighting violent extremism from the Taliban and Al-Qaida in Afghanistan to Al-Qaida in the Arabian Peninsula, Da'esh and others similar forces in Yemen, Iraq and Syria.

  29. Those who have so far supported that extreme ideology should reconsider. It is very encouraging that Islamic community leaders everywhere, including Sunni scholars and clerics, have defied Da'esh's threats and denounced and rejected its ideology. At the same time, full compliance with international law and the Charter of the United Nations is also a must, as it helps drain the breeding ground for extremism. The contributing factors that help create space for extremism, such as the occupation of the Palestinian land by Israel, which constitutes the greatest form of terrorism, must also be addressed. Other contributing factors like dictatorship, poverty, corruption, discrimination and marginalization are also important.

In parallel with the need to highlight the roots of Da'esh and its affiliates in the historic development of their extreme ideology, we must also be mindful of the strong impact of Iraq's recent bloody history on the formation and growth of the current violent extremist groups. Political and military interventions in the region, especially in the past decade, have exacerbated the situation, created an enormously fertile breeding ground for extremists and helped the most radical among them to grow. With the Syrian crisis and the support that the extremists have received from some wealthy individuals, quarters and States within and outside the region, they have found a new breeding space. As in any war, in order to defeat violent extremism, the battle must be fought, first and foremost, on a cultural and ideological front.

The opponents of the takfiri or excommunicative ideology include those who do not believe in that ideology, who are on a very long list of so-called non-believers, which includes Shiites, Christians, Jews, and moderate Sunnis, and the list continues on and on. The atrocities committed against the Yazidi people reflect the intentions and behaviour of adepts of the takfiri ideology towards minorities. The social-media accounts glorifying the horrific massacre of 1,700 Iraqi air-force cadets in Tikrit in June 2014 portended what those extremists intend to do wherever they prevail.

Those with wealth and power have undertaken for many decades to diffuse that mode of thinking in the larger Muslim community and around the globe and force it upon peoples and communities near and far, thereby advancing their shortsighted agenda. Al-Qaida and the Taliban represent their first so-called successes, and Da'esh and the Al-Nusra Front and its affiliates are the latest. For many decades, the proponents of that perverse ideology have pinpointed individuals susceptible to their schemes, then bankrolled them, providing all necessary cover and support, in order to bring pressure to bear on various Governments to condone their activities, and so on. And the results have been the atrocities, rapes, slavery, burnings, beheadings and innovative, creative ways of killing that we have sadly come to learn about through the media.

  33. Syria, followed by Iraq, is among those nations that have borne the brunt of the atrocities and barbarity practiced by extremist groups. At the same time, the blind violence committed by the individuals and groups affiliated with Da'esh in various parts of the world highlight the widening scope of the threat posed by the rise of violent extremism. It is evident that the takfiri ideology, which has nothing to do with Islam, lies at very core of the predicament that we now face. Therefore, the international community needs, first and foremost, to focus on that vicious ideology and its proponents, who seek to instil hatred and anger in the hearts and minds of young people everywhere in the Islamic world and beyond.

Violent extremism is the most critical challenge currently facing the Middle East, and as borders worldwide go unrecognized, many other parts of the world are threatened as a result of the spreading scourge.

  35. Saudi Arabia should halt its sectarian policies and work towards re-establishing security and stability in the region. Iran has been present and active in the fight against terrorist and extremist groups in the region. We have first of all secured our borders to prevent any movement to or from the areas controlled by these groups. In many cases, Iranian officials have stopped and apprehended individuals who tried to use Iranian territory to cross over or send material assistance to terrorists. We know who supported the Taliban and who the many elements are who make up the leadership and the rank and file of Al-Qaida and Da'esh, and from whom they have received financial assistance for many years. Another destabilizing factor is the attempts by Saudi Arabia to marginalize certain population groups. We see this approach both within Saudi Arabia and in some countries of the region, which leads to sectarianism. This approach has led to Saudi military intervention in Yemen, with severe humanitarian consequences, and an attempt to impose its will on certain other countries to marginalize the population groups that they do not like. While Iran has never invaded any country, Saudi Arabia has invaded two of its neighbours over the past several years to put down uprisings.

The Security Council today heard the representative of a main sponsor of State terrorism, the occupying Power in the Palestinian territory, make some unacceptable, fake remarks addressed to my country, the same baseless remarks that have been repeated here ad infinitum. Indeed, it should come as no surprise that the representative of a terror regime that has been well known as such from its very inception has accused a nation that has witnessed the loss of more than 17,000 of its citizens during the past 35 years, a large number of whom have fallen victim to heinous terrorist attacks directly sponsored by elements of that regime. We all remember the well-known example of the Iranian nuclear scientists brutally killed before the terrified eyes of their family members.

As my President already mentioned in the General Assembly this week (see A/70/PV.13), we are not trying to politicize the issue. Also, to respond to my colleague from Saudi Arabia, as my Minister mentioned this morning, the aggression against Yemen has created a new, bleeding sore in the region and is inflicting death and destruction upon civilians, while emboldening extremist groups and providing a new space for them. Those who unleashed their armies against the innocent people of Yemen must have realized by now that no way forward exists other than by a political process based on a broad inter-Yemeni dialogue. Once again, I reiterate that the world has not yet forgotten Saudi Arabia's complicity in the creation of Al-Qaida and the Taliban, as well as in Saddam Hussein's crimes against our people and the people of Iraq.

  43. I am sorry to take the floor at this late hour. My delegation has asked for the floorjust to respond to the allegations made by the representative of the Israeli regime during this meeting. In that connection, I would like to state the following. What the representative of that regime said in today's meeting was totally irrelevant to the subject of today's open debate. Indeed, foreign occupation constitutes the gravest form of terrorism. We do not believe that there is any doubt that that regime is responsible for aggression; occupation; the killing of civilians, including women and children; the crime of genocide, crimes against humanity, war crimes and other criminal acts. It is also responsible for turning millions of Palestinian inhabitants into refugees far from their homeland.

  44. That regime will find it much more difficult to turn a deaf car on the demands of the international community to end the occupation. It will also be much more difficult for them to stand as the only obstacle against the establishment of a nuclear-weapon-free zone in the Middle East. We and many others in the region and beyond believe that the nuclear warheads stockpiled by the Israeli regime constitute a grave threat to peace and security in our volatile region and that the Security Council should live up to its primary responsibility under the United Nations Charter and take the actions necessary to neutralize that threat.

  45. That regime looked at the controversy and the effective threat, which it touted as a golden opportunity and smokescreen to hide its criminal policy against the Palestinian people. It also loved to keep the international community busy with the issue in such a way that major countries have failed to address the prolonged occupation of the Palestinian territory, the criminal blockade of Gaza and the type of atrocities that it committed in Gaza last summer and which it continues to commit. Therefore we will not be surprised to see, from now on, the Israeli regime increase its baseless accusations against us and against those who concluded the nuclear deal. With this deal at hand, it will be much more difficult for them to cheat and deceive people and Governments as to what the international community expects to be done in the Middle East.

I asked for the floor in exercise of the right of reply, but allow me first to express my Permanent Mission's gratitude to His Excellency the Minister for Foreign Affairs of New Zealand and the New Zealand presidency of the Council and those ambassadors of Member States who have spoken in this meeting of the Council in favour of the deal concluded between Iran and the E3/EU+3, and for their positive and encouraging approach adopted with regard to this important event. Once more, the representative of the Israeli regime raised some baseless allegations against my country, which I categorically and systematically reject. The Israeli regime would have liked very much to see the controversy over Iran's nuclear energy programme continue forever.

Can we, or any other people, believe that the representatives of Israel mean anything other than to divert international attention away from the crimes that their regime is committing against its neighbours with pyromaniacal intensity? The Israeli regime has always tried hard to sabotage and disrupt the earnest and serious negotiations that my Government has been engaged in during the past two years to address any genuine concern that the international community may have about the Iranian nuclear programme. We have no doubt that not only the progress achieved in these negotiations but also Israel's resounding defeat in obstructing the way to an agreement are a severe cause of anxiety and distress for them. The rant we heard today in the Council is a nervous reaction to the rebuff they receive in this respect.

It is also preposterous that the same regime, with a well-known record of developing, producing and stockpiling different kinds of inhumane weapons, including nuclear weapons, ventures to falsely accuse others of others trying to acquire the same type of weapon. While they always claim to be concerned about the Iranian nuclear programme, which is fully peaceful and under international supervision, we in the region and across the globe are fully right to worry about the nuclear weapons in the hands of this regime, which has shown time and again its capacity and propensity for killing, with the latest example being the rampage in July and August 2014 against defenceless Palestinians.

In that way, they fully showed their racist, bigoted nature, on the one hand, and their nefarious intentions in pretending to talk to Palestinians about peace for the past two decades, on the other hand. It is indeed very ironic and appalling that a regime famous for its apartheid policies and war crimes, which is well documented by different United Nations organs and agencies, which has failed to comply with many United Nations regulations and resolutions and has for many decades occupied lands belonging to other people, can allow itself to accuse other countries in such a sinister way.

  50. I asked for the floor to reply to the two meaningless statements of rhetoric made by the representatives of the Israeli regime this morning and afternoon in the Council. They were statements imbued, as always, with baseless allegations and exaggerations against my Government and now, it would seem, all members of the Non-Aligned Movement. They were statements basically designed to divert attention from the atrocities, agressions and violations that Israel always commits against the Palestinian population. Recent bigoted statements by the Head of the Israeli regime against the Arab residents of Israel and his words about the so-called peace process and the two- State solution were of great importance, as they took the mask off and bared their face for the whole world to see.
