United Nations States Members have conferred upon the Security Council the primary responsibility for the maintenance of peace and security, and we strongly urge the Council to act to uphold its own responsibilities towards the question of Palestine with full recognition of the implications that will have for peace and security in the Middle East and beyond.   4. believes that the message is loud and clear worldwide: it is time to end the abhorrent Israeli occupation and impunity that has brought about so much suffering, caused so many crises, sown so much instability and anger throughout the Middle East, and that continues to undermine regional and global peace and security. In addition to the annual resolutions of the General Assembly, that message was also been strongly reaffirmed in the recent Conference of High Contracting Parties to the Fourth Geneva Convention, hosted by Switzerland in its capacity as depositary State. Moreover, all such illegal Israeli policies and practices deepen the already serious doubts that prevail regarding Israel's claimed commitment to the two-State solution and peace - claims that have been further undermined by the blatant and shocking anti-peace, anti-two-State solution declarations by Israeli officials, including in the recent election campaign. We have all acknowledged that the situation is unsustainable and that this unjust situation cannot be allowed to continue. The Security Council cannot remain on the sidelines as the international community continues to seek a just and peaceful solution to the question of Palestine, especially when the situation continues to deteriorate so dramatically and threatens complete destabilization. Despite decades of good-faith participation in peace efforts and a clear commitment by the Palestinian people and their leadership to international law, which was reaffirmed by the recent accession by the State of Palestine to several international conventions and treaties, including the Rome Statute of the International Criminal Court, the Palestinian plight and predicament have worsened on all fronts. That is due directly to illegal Israeli policies and practices, which have entrenched the occupation and undermined all peace efforts to the point casting the viability of the two-State solution into grave doubt. The situation deteriorated dramatically, and the brutalization of the Palestinian people reached a new apex, when the Israeli military aggression waged against the besieged and blockaded Gaza Strip in July and August 2014.

The year 2014, which had been proclaimed by the General Assembly as the International Year of Solidarity with the Palestinian People, has passed, and yet the suffering and injustice borne by the Palestinian people continues. Israeli intransigence and illegal policies continue to undermine the resumption of credible negotiations and to obstruct the achievement of a just and lasting solution to the Israeli-Palestinian conflict. We express our grave concern regarding the consequent deterioration of the situation on the ground in the occupied Palestinian territory, including East Jerusalem, and stress that the status quo is unsustainable. The situation requires immediate attention by the international community.

  14. While Iran has always tried to foster peace and stability in the region and beyond, the Israeli regime has shown that it can thrive only in a tense and troubled environment. Its agitation and destructive approach to the negotiations between Iran and the group of the permanent five members of the Security Council and Germany is indicative of the provocative policies it pursues. A policy of occupation is a grotesque manifestation of terrorism and a denial of human rights. We believe that Israel's occupation of Palestinian lands lies at the heart of the Palestinian question. It is also responsible for the greater part of the tension and conflicts in the Middle East. The region cannot enjoy peace and security while the occupation continues and the Israelis persist with criminal acts designed to perpetuate their grip on the land they occupy.

  15. Moreover, a regime that stockpiles all kinds of weapons of mass destruction is not in a position to make false claims about others in the region. The same goes for its baseless accusations that my Government supports terrorism, since the Israeli regime has an unparalleled and perverse record of using terror to further its aims. Contrary to what the Israeli representative claimed, the Islamic Republic of Iran has always been a responsible and law- abiding member of the international community. Where Iranian domestic affairs are concerned, unlike the situation created by the apartheid policies in place in Israel, harmony and regular elections at all levels have always formed the sole basis for the decision-making processes in the executive and legislative branches of the Government.

  16. In exercising my delegation's right of reply, I would like to make the following statement in response to the allegations made by the representative of the Israeli regime this morning. In general, by continually attacking my Government, the Israelis seek to divert international attention from their own unlawful policies and practices. The Iranophobia and Islamophobia that they try to spread are a smokescreen for hiding the atrocities they perpetrate against Palestinian civilians, such as occurred last summer in Gaza. It is indeed ironic that a regime notorious for such unlawful acts, for terrorism and apartheid policies and war crimes, well documented by the United Nations, should allow itself to make such sinister accusations against other countries.

The representative of the regime, as usual, embarked on attempts to divert attention from its own heinous and repeated acts of aggression against and occupation of civilians and the violations of the territorial integrity of other States in the region. It is indeed very ironic that a regime famous for its atrocities and apartheid policies, which are well documented by the United Nations, its repeated violations of internationally recognized borders, war crimes, crimes against humanity, attacks or threat of use of force against civilians, its neighbours and beyond, a regime with a well-known record of developing, producing and stockpiling different kinds of inhumane weapons, including weapons of mass destruction, tries to preach to others on the protection of civilians and purports to be the voice of victims.

I do not need to repeat the facts about war crimes committed by that regime during its recent aggression and invasion of Gaza or the fact that more than 80 per cent of the victims during that invasion were civilians, including children, women and the elderly. I believe that nothing other than the blood of these innocent civilians on the streets, hospitals and schools, including those belonging to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, can show the nature of the regime. It is an interesting tactic. If you fail to defend your acts, then choose to attack others.

That endeavour should be supported by encouraging tolerance, respect, dialogue and cooperation among different cultures, civilizations and peoples. Peace is another name for development. They are interlinked and mutually reinforcing. Security is a prerequisite for development, and development is possible only in a peaceful and stable environment. Development is a guarantee of security. Sustainable peace is possible only by maintaining the momentum of development.

Development is a central goal in itself, and sustainable development in its economic, social and environmental aspects should be considered a key element in the overarching framework of activity on the part of the international community and the United Nations. Sustained, broad-based development can help address the roots of conflict through such steps as ensuring that wealth is shared equitably, providing better access to agricultural land, strengthening governance and ensuring justice for all. Countries and regions facing stark inequalities and weak institutions are at an increased risk for conflict; a lack of sufficient jobs and opportunities, particularly for young people, can also increase the risk of instability. Drug trafficking and international organized crime have found fertile ground in places that lack basic services and economic opportunities. Development based on consensus and consultation is perhaps the most effective route to diminishing risks of conflict and enabling sustained peace and stability.

We agree with the concept paper's emphasis on inclusiveness, but at the same time we believe that such inclusiveness must be established and preserved at both the national and international levels if we are to overcome injustice and provide equal opportunities for all countries and nations at the national level, as the international community usually asks for. It is an established fact that countries with the lowest human-development indicators experience most of the world's conflicts. Just as a lack of development can feed the flames of conflict, economic and social progress can help prevent it and secure peace.

  25. We urgently need to build consensus on major threats and challenges, and we are committed to translating such consensus into concrete action, including by addressing their root causes. We have acknowledged time and again that development, peace and security and human rights are interlinked and mutually reinforcing. They form the major pillars of the United Nations system. Each pillar should be focused on its specific mandate, but at the same time they must all act in harmony and conformity in order to maximize the efficiency and effectiveness of functions of the United Nations as a system.

They exude terror and violence. The Security Council today heard the representative ofa main sponsor of State terrorism and the occupier of the Palestinian territory make some unacceptable false remarks with respect to my country. These were the same baseless remarks that have been repeated here time and again, and my delegation rejects them categorically. Indeed, we should not be surprised that the representative of a regime that is the manifestation of State terror should accuse a nation that has witnessed the loss of over 17,000 of its citizens during the past 35 years, a number of whom fell victim to heinous terrorist attacks that have been directly sponsored by elements of that regime. A well-known example of this was the incident in which Iranian nuclear scientists were brutally killed before the very eyes of their terrified family members.

  32. The international community at large should support such efforts and assist Governments, upon request, with national capacity-building. At the same time, the most useful instruments for prevention are to be found in Chapter VI of the Charter, which deals with the peaceful settlement of disputes. In our view, the following measures should be adopted with a view to thwarting the outbreak of conflict. First, preventive actions should be initiated as early as possible in order to make it less likely that tense situations deteriorate into violent conflict, while, at the same time, the right of national authorities to resolve internal crises should be respected. Secondly, the preventive approach should be multidimensional and focus on the root causes of tensions.

Each year, billions of dollars are spent on conflicts, while the human costs of war in terms of death and injury, the destruction of civil infrastructure, displacements and their repercussions for families, communities, local and national institutions and economies, as well as those of neighbouring countries, are far more destructive and destabilizing. The message is therefore clear: conflicts are too costly for humankind and must be prevented as far as possible. Conflict prevention is one of the primary obligations of Member States. Efforts aimed at conflict prevention must be in conformity with the purposes and principles of the Charter of the United Nations. That must begin with national Governments, assisted by the United Nations.

I would like to express my appreciation to you, Mr. President, for holding this open debate, preparing the concept paper (S/2014/572, annex) and advancing the deliberations of the Security Council on this important topic. NAM. also thanks the Secretary-General and the United Nations High Commissioner for Human Rights for their briefings. NAM. has always favoured the idea of according priority to conflict prevention, and stresses the need to intensify efforts within the United Nations system to move from a culture of reaction to one of prevention, drawing on the lessons learned through a case-by- case and in-depth analysis of the underlying causes of conflict.
