“China has maintained a consistent position on the issue of sanctions based on the belief that sanctions are a means to an end, not an end in and of themselves. The Security Council should exercise great caution in implementing sanctions, and its action ought to help advance the political settlement process in South Sudan and lend support to the good offices and mediation efforts of regional organizations, such as IGAD and the AU. However, the annex to resolution 2418 (2018), just adopted, includes some high-ranking officials of the Government of South Sudan on the proposed sanctions list and threatens an arms embargo. Given the current circumstances, those elements are not conducive to furthering the political peace process in South Sudan and could further complicate the situation.”

“Council sanctions with regard to Libya should not harm its overall national interests, nor should they prevent it from satisfying its humanitarian and livelihood needs. It will be important to address the continued impairment ofthe frozen assets. We encourage the Sanctions Committee to expedite its study and respond to Libya's legitimate concerns appropriately. “Secondly, a better security environment is needed for the political process. Countries and regional organizations that are in a position to influence the parties should leverage such influence and encourage the Libyan actors to refrain from resorting to force on reflex, to achieve reconciliation through confidence-building measures and to create a unified State security institution as soon as possible, so as to put conditions in place that are more conducive to the implementation of the United Nations action plan. “That support from the international community should be intensified so as to help Libya get back on its feet swiftly, with restored stability and effective governance, on the basis of respect for Libya's sovereignty, unity and territorial integrity. I should like to touch on three points. First, we should resolutely advance the Libyan-led and Libyan-owned political process. The Libyan parties should press on with inclusive dialogue at various levels, from the national to the local, to build a broader consensus, narrow their differences and find a solution that is acceptable to all stakeholders so as to achieve national reconciliation. The primary role of the Security Council is to maintain international peace and security, not to consider human rights issues. Pushing the Security Council into discussing human rights issues erodes the functions of other United Nations organs and will not help us to find an effective solution to the issue. China opposes holding deliberations in the Security Council on such issues, and in particular on questions of human rights in Syria.”

“The full implementation of the final Peace Agreement between the Government and the Fuerza Alternativa Revolucionaria del Comun (FARC) is at the core of the Colombian peace process. The implementation of the peace agreement is currently facing challenges that are due to complex factors. After half a century of conflict and strife in the country, healing the wounds left by war will not be an easy task. The full implementation of the agreement encompasses political, security, development and social integration aspects. It is akin to a systematic engineering project and requires sustained efforts on the part of Colombia and the international community. There is a high degree of consensus among different sectors in Colombia and on the part of the international community that the peace process there is irreversible.”

The first round of the China-Afghanistan-Pakistan trilateral Foreign Ministers' dialogue will be held in Beijing on 26 December. Foreign Minister Wang Yi will be attending the event, which is the first dialogue to be held between the three Foreign Ministers. We hope that the meeting will enable them to build trust and reach a consensus that will help to improve the relations between Pakistan and Afghanistan.”

“Fourthly, major organs of the United Nations should fulfil their mandates and generate synergy. The United Nations is a core platform for addressing global challenges. The main organs, such as the Security Council, the General Assembly and the Economic and Social Council, should abide by the United Nations Charter and its responsibilities, adhere to their mandates, coordinate their work in preventing conflicts, maintaining peace, building peace and combating traditional and non-traditional security threats, bring into full play regional initiatives and organizations and actively support the countries concerned in capacity- building for sustainable development and building capabilities so as to develop synergies for combating traditional and non-traditional security threats.”

“The root causes of conflict, such as poverty and underdevelopment, are far from being solved, while non-traditional security threats, such as terrorism, climate change, refugees, migrants and epidemics, are constantly expanding - setting a higher bar for global governance. We hope that the international community will adhere to multilateralism, increase their development contributions, fully implement the 2030 Agenda for Sustainable Development and the Paris Agreement on Climate Change, reach an early consensus on the global compact for safe, orderly and regular migration, follow the principle of mutual consultations, joint efforts and benefit-sharing, push for open, inclusive, universal and win-win globalization and create favourable conditions for addressing global challenges.”

“All countries should actively defend the authority of the Security Council in international security affairs and support the efforts by the countries concerned and regional organizations in peacefully settling disputes through dialogue, negotiation, mediation and good offices. The United Nations and the Security Council should adhere to the principles of objectivity and impartiality, respect the sovereignty and territorial integrity of States and their right to choose their social systems and development goals on their own, and establish a concept of comprehensive, mutual, common, cooperative and sustainable security so as to play a constructive role in addressing regional conflicts appropriately and promoting peace through negotiation. Thirdly, we must take comprehensive measures to address complex global challenges.”

Traditional and non-traditional security risks are interwoven, while global challenges are increasing by the day. Meanwhile, all countries are interdependent even while their interests are linked. “We hope that all members will fully and accurately implement all the Security Council resolutions on Libya and trafficking in persons and work to effectively address the issues related to refugees and migrants in the Mediterranean. Thirdly, it is also important to emphasize the significance of treating both the symptoms and root causes of the issues and promoting inclusive and balanced development that benefits everyone. We must increase support for countries hosting refugees, work to end xenophobia and discrimination and, most important, make efforts to tackle the underlying causes of social instability and development imbalances if we are to put an end to turmoil and poverty.”
