The Movement welcomed the Secretary-General's Action for Peacekeeping initiative and supported his Declaration of Shared Commitments, which is aimed at ensuring collective efforts to improve the effectiveness and efficiency of peace operations, with a view to addressing changing realities. Furthermore, recognizing that operations have been an indispensable tool in the promotion and maintenance of international peace and security, we emphasize that, in the context of a comprehensive approach and the objective of achieving lasting peace and security, the implementation of all tasks entrusted to operations must be paired with and supported in parallel by a broad and participatory political process in order to sustain peace. That process should be well planned and carefully designed, find its basis in national ownership and support from the international community, and operate with the consent and commitment of the parties concerned. Peacekeeping operations should not be used as an alternative to addressing the root causes of conflicts, or to manage conflicts themselves.

  5. That will allow us to undertake objective evaluations and harness the potential of the mandates of peacekeeping operations. Moreover, NAM. reaffirms its principled position regarding such operations, which must be carried out in strict compliance with the purposes and principles enshrined in the Charter of the United Nations. This is a summarized version of our statement. Everything that pertains to improving the efficiency and effectiveness of peacekeeping operations is a matter of crucial importance to NAM, bearing in mind the fact that 88 per cent of peacekeeping personnel deployed in the field ground come from NAM. member States. Therefore, we emphasize the need for effective triangular consultations or, in other words, a renewed and revitalized alliance between the Security Council, police- and troop-contributing countries and the Secretariat with shared responsibility.

With regard to Lebanon, we reaffirm the need for Israel to withdraw from all Lebanese territories, including the areas of the Shaba'a farmlands, the Kfar Shuba hills and the Lebanese part of Al-Ghajar village up to the Blue Line. We also urge Israel to cease its persistent grave violations of Lebanon's territorial integrity and sovereignty, in accordance with the relevant international resolutions, particularly resolution 1701 (2006).

With regard to the situation in the occupied Syrian Golan, we reaffirm that any measures or actions that the occupying Power Israel may take or have taken - such as the illegal decision of 14 December 1981, aimed at altering the legal status, physical character, demographic composition and institutional structure of the occupied Syrian Golan, as well as Israel's measures to implement its jurisdiction and administration in this area, including attempting to exercise sovereignty over it by calling local elections in four Syrian localities - are null and void and have no legal effect. Accordingly, and in line with our principled position, we once again demand that Israel comply with resolution 497 (1981) and withdraw completely from the occupied Syrian Golan to the borders of4 June 1967, as outlined in resolutions 242 (1967) and 338 (1973).

  11. The lack ofjustice only enables impunity and destabilizes the situation on the ground, which in turn diminishes the prospects for peace. That is why we continue to call for taking international action, especially by the Security Council, to put an end to the occupying Power's systematic violations against the occupied Palestinian civilians and make it accountable for those violations. Furthermore, as Israel has clearly renounced its obligations as an occupying Power under the Fourth Geneva Convention to protect Palestinian civilians, the States members of the Movement reiterate their call to the international community to ensure Palestinians' protection in the Gaza Strip and the rest of the occupied Palestinian territories, including Jerusalem, in order to alleviate the occupied population's serious insecurity and prevent further losses of innocent lives. Failure to do so could further aggravate the situation and lead to the tragic loss of more civilian lives. That should ensure that the Palestinian people enjoy their inalienable rights, including their right to self-determination and independence in the State of Palestine, with East Jerusalem as its capital. We therefore call for the full and effective implementation of the resolution. This important organ, which is responsible for maintaining international peace and security, must therefore insist that resolution 2334 (2016) be respected, in particular by the occupying Power.   17. We are also concerned about its failure to hold Israel, the occupying Power, accountable for all of its violations and disregard for the authority of the Council. Notwithstanding everything I have mentioned, NAM. continues to believe that resolution 2334 (2016) offers the most viable path to peace, by establishing the essential requirements and parameters for achieving a just settlement on the basis of the two-State solution, based on pre-1967 borders, and while respecting the terms of reference historically endorsed by the international community, in accordance with the relevant United Nations resolutions, the Madrid principles, including the land for peace principle, the Arab Peace Initiative and the Quartet road map.

We firmly believe in multilateralism and, as stipulated in General Assembly resolution 73/127, promoted by our Movement, we remain committed to the settlement of disputes through peaceful mechanisms, including through diplomacy. The Security Council has a clear responsibility. It must uphold its obligations under the Charter and act accordingly to implement its own resolutions. Those resolutions not only constitute the basis for a peaceful, just and lasting solution to the conflict, but are also legally binding on all States Members of the United Nations. That is why we are deeply concerned about the fact that, for far too long, the Council has been unable to fulfil its mandate on such an important issue, due to the use of the veto by one of its permanent members.

At least 5,617 new settlements were built and at least 636 structures were demolished or seized in the occupied Palestinian territory, including East Jerusalem, which resulted in the forced displacement of hundreds of Palestinian civilians, including 216 children and 127 women. In addition, the occupying Power has issued more than 13,000 demolition orders on Palestinian homes and other properties, including 40 schools, which are still pending. To date, approximately 6,000 Palestinians remain in captivity under the brutal occupation and are subjected to extremely inhumane treatment without ever surrendering.

We would also like to extend our sincere congratulations to all of the new members that have joined the Security Council this year, in particular Indonesia and South Africa, which, together with the Dominican Republic, are also joining the Council's Non-Aligned Movement caucus. Another year has passed and the Palestinian question remains unresolved. Let us briefly review some important 2018 statistics. Two hundred and ninety-five Palestinians were killed and more than 29,000 were injured by the Israeli occupying forces, which may translate into the highest number of casualties since Israel's war on the Gaza Strip in 2014.

Is it not true that in September the representative of the United States of America to the OAS advocated for a military attack by Brazil, Chile, Colombia and Peru against Venezuela, proposing that the pretext would be an alleged military clash on the borders shared by Brazil and Colombia with Venezuela? Is it not true that in September the United States representative to the OAS labelled as corrupt those countries of the Caribbean that had notjoined the United States plan of aggression against Venezuela? We now ask the honourable members of the Security Council: Who is the aggressor? Nicaragua?

The Nicaraguan people have the wisdom and necessary tools under their national Constitution, inter alia, to resolve their internal affairs and decide their future as a sovereign country without interference of any kind. The treatment to which Nicaragua has been subjected is very similar to that accorded to Venezuela. Let me give several examples. Is it not true that United States officials threaten OAS member countries to vote against Venezuela and Nicaragua in that regional forum? Is it not true that Secretary of State Mike Pompeo, the Director of the United States Central Intelligence Agency at that time, said in July 2017 that he had worked with the Governments of Colombia and Mexico to promote a transition in Venezuela?

That is why the spokesperson of that agency who spoke earlier is no more than a spokesperson for those interests, which exemplifies once again a flagrant violation of the principle of sovereignty and the right to self-determination of peoples, enshrined in the founding Charter of the Organization, which seems to place an obstacle in the way of the imperial domination of various United States Administrations. As we have always done, we insist that the norms of international law must be respected. The purposes and principles enshrined by the Charter must be upheld. The peaceful resolution of conflicts must be encouraged and multilateralism maintained. Unilateralism is contrary to the maintenance and building of peace, to which the signatories of the Charter committed themselves.

Venezuela welcomes the social peace and stability enjoyed by the brotherly Nicaraguan people today, after having fallen victim to a four-month wave of terrorist violence that was encouraged, organized and financed by external factors, with the aim of overthrowing the country's legitimate, constitutional and democratically elected Government. We nevertheless sound the alarm that the external aggression is continuing, including through interventionist initiatives imposed by the Organization of American States (OAS), an authority that, as expressed in the budget legislation allocating funds for the United States Department of State for the 2018 fiscal year, responds to the strategic interests of that country.

This constitutes a flagrant violation of the mandates of this organ and of the Charter of the United Nations itself, while at the same time it sets a dangerous precedent and once again attests to the arbitrary nature of this presidency. In that regard, Venezuela also rejects the Security Council's continued appropriation of topics, especially when dealing with matters such as that being addressed today, which in no way constitutes a threat to regional, much less to international peace and security. In any case, the protection of civilians can be ensured only if peacekeepers are fully enabled to operate under the highest moral standards at all times. In that regard, the importance of every measure needed to ensure their safety and security cannot be overemphasized. In the context of armed conflicts, we have seen how the suffering of innocent civilians, in particular the most vulnerable, caught up in the middle of armed conflicts, can be further worsened by deliberate, indiscriminate and, in some cases, systematic attacks, in clear violation of the norms of international humanitarian law. During the Movement's eighteenth Mid-term Ministerial Conference, held in April in Baku, the Ministers stressed that the protection of civilians is the primary responsibility of the host country, while recognizing that such a task is also mandated in a number of United Nations peacekeeping operations, to which they reaffirmed their commitment.

The States members of the Movement also reaffirmed their commitment to refraining from recognizing, adopting or implementing illegal, coercive, extraterritorial or unilateral measures and laws 4 including unilaterally imposed economic sanctions, intimidation measures and arbitrary restrictions on travel 4 whose purpose is to pressure non-aligned countries while threatening their independence, sovereignty and freedom of trade and investment and preventing them from exercising their right to decide, of their own volition, their own political, economic and social systems, when such measures and laws constitute flagrant violations of the Charter, international law and the multilateral trading system, as well as the norms and principles that govern friendly relations among States.

In that context, they agreed that the States Members of the United Nations, including the members of the Security Council, must renew their commitment to respecting, defending, preserving and promoting the Charter of the United Nations and international law with the goal of forging ahead until full respect for international law is achieved. On that occasion, they also emphasized that strict observance of the principles of international law and compliance in good faith with the obligations assumed by States under the Charter is of vital importance for the maintenance of international peace and security. Likewise, in cases in which violations of international law occur 4 as stated in the concept note for this debate 4 those responsible must be held accountable so as to prevent any recurrence of violations and find a path towards sustainable peace, justice, truth and reconciliation. Otherwise, impunity will run amok and perpetrators will be effectively encouraged to continue the commission of their crimes. During the eighteenth mid-term ministerial conference of the Non-Aligned Movement, the Ministers stressed that the purposes and principles of the Charter of the United Nations and the principles and norms of international law are essential to maintaining and promoting peace and security, the rule of law, economic development and social progress, as well as human rights for all.

  47. In that connection, we reiterate our full willingness to ramp up the role of the Movement as an anti-war and peace-loving force. To that end, it is critically important to defend international law, which is the only shield that we, the small developing countries of the South, can count on to protect ourselves against new threats and the emerging multiple and complex challenges that we face today, including acts of aggression by imperial Powers. Similarly, in the context of the maintenance of international peace and security and the prevention of armed conflicts, there should be no exceptions. International law must always be protected and respected.

  48. reaffirms its commitment to the promotion of the pacific settlement of disputes under the provisions of the Charter of the United Nations, the entire corpus of international law and the relevant United Nations resolutions, including those adopted by the Council, which are legally binding for every State Member of the Organization and are intended to contribute to strengthening international peace and security and save future generations from the scourge of war and armed conflicts, by bolstering the role of the United Nations in the pacific resolution of disputes, the prevention and settlement of conflicts, the establishment of trust and national reconciliation, post-conflict peacebuilding, rehabilitation, reconstruction and development.

In that respect, we would like to take this opportunity to commend the role of the International Court of Justice in fostering the pacific settlement of international disputes under the relevant provisions of the Charter of the United Nations and the Statute of the Court, in particular Articles 33 and 94 of the Charter, while at the same time we urge the Security Council to make greater use of the Court as a source of advisory opinions and interpretations of the relevant norms of international law and controversial issues. In addition, we urge the Council to consider having its decisions reviewed by the Court, given the need to ensure its compliance with the Charter of the United Nations and international law. NAM.
