“With respect to the security situation in Somalia, we highlight the smooth triangular cooperation among the African Union, through the deployment of ground troops, the United Nations through its political and logistical assistance, and the European Union and other countries in providing financing. Everything has been carried out with the consent and active participation of the State of Somalia, including its national armed forces. In that context, Venezuela reaffirms its full support for resolution 2245 (2015), which was just adopted by the Council and, inter alia, establishes the mandate of the United Nations Support Office in Somalia to provide logistical support to the African Union Mission in Somalia (AMISOM), the United Nations Assistance Mission in Somalia nd the Somali armed forces through joint operations with AMISOM.”

“We also look forward to achieving an agreement on security sector reform, with clearly defined roles and responsibilities for the institutions in the new, federalized Somalia. Such reform must encourage the integration of the militias into the national security apparatus and create human rights accountability mechanisms. Importantly, the measures to strengthen peace and political stability must be implemented holistically, with improvements in the socioeconomic conditions ofthe Somali people at the core ofthe process as a whole. “With regard to those who have completed their sentences or have been acquitted, the ICTR has transferred these cases to the Residual Mechanism to assist in their relocation in view of the fact that it is a humanitarian issue requiring the international community's cooperation. Only then will these people be able to reintegrate into society. In this regard, we support the strategic plan adopted by the Residual Mechanism consisting of expanding efforts to find suitable places for relocation and thereby providing them with appropriate humanitarian assistance that would help limit the financial costs of their upkeep.”

“Our delegation acknowledges the work undertaken by the International Criminal Tribunal for Rwanda to complete the cases of 93 defendants, leaving only one case pending in the Appeals Chamber - the Nyiramasuhuko et al. (Butare) case - which involves six accused, the completion of which is expected at the end ofthis year. With respect to the nine cases offugitives fromjustice that were referred to the jurisdiction of the national courts of Rwanda and the other three cases transferred to the Residual Mechanism, we encourage the authorities to locate, apprehend and prosecute those charged to as soon as possible. As long as that has not occurred, we cannot speak of justice having been served.”

“To date, the Tribunal has not had before it a single case involving a fugitive from justice, but we observe with great concern that although over two decades have elapsed since the creation of the Tribunal, several proceedings at the trial level remain ongoing, due to procedural delays on various grounds that we believe could be effectively resolved so that the trials could be completed within an established time frame while guaranteeing the principles of due process and judicial impartiality. It is not enough for judges to act independently and impartially; they should also conduct proceedings and issue their judgements in a timely manner becausejustice delayed is justice denied.”

“Now, as we approach the closure of these Tribunals and the transfer to the International Residual Mechanism of their archives on the cases of the fugitives, cases of contempt or of perjury, and on the protection of victims and witnesses, we consider it important to highlight the need for cooperation from States to ensure compliance with all the mandates set forth in resolution 1966 (2010). Without such support, the Mechanism will fail to achieve its goals. In relation to the International Tribunal for the Former Yugoslavia, it is important to note that final verdicts have been handed down in 147 of the 161 individual cases assigned to it.”

The work of the Tribunals has bolstered the international community's resolve to guarantee that those responsible for such abominable acts will not enjoy impunity. We hope that the efforts of Member States will be consistent in ensuring that acts as horrific as those that occurred in those countries will not be repeated.”

“Furthermore, legal international sales of such weapons account for at least $8.5 billion annually. In addition, according to the World Bank, the illicit sale of such arms could account for an additional 20 percent of that figure. Therefore, the resolution that the Council has approved has limited effectiveness because it fails to provide for measures to prevent hundreds of thousands of small arms and light weapons, including heavy machine guns, grenade launchers, ground-to-air missiles and portable air-defence systems, inter alia, continue to stoke conflicts in Africa and the Middle East.”

“However, we regret that we did not take into account the position of many countries in the discussion on the urgent need to prohibit the transfer of small arms and light weapons to non-State actors, whose definition is clearly established to achieve the purposes set forth in resolution 1540 (2004), as well as the prohibition of the unauthorized re-export or the sale of these weapons without a licence or with an expired licence. The seriousness of the problem of the illicit trafficking in weapons is reflected in the alarming statistics presented by certain sources, which estimate that at least 875 million of these weapons are available, many of them in the hands of private individuals and non-State actors. It is believed that between 7 and 8 million such weapons are produced each year.”

Venezuela participated actively and constructively in the process. We believe that the resolution has some positive but weak elements with respect to establishing clear objectives for lifting arms embargoes and providing for international cooperation, including in the areas of technology transfer, the management and control of stockpiles, marking and tracing, and the collection and destruction of stockpiles.”

“In order for the fight against the scourge of drugs to be more effective, we believe that it is crucial that the Afghan Government coordinate its related activities among all agencies of the State in order to ensure that both domestic drug consumption and the export of drugs by criminal gangs to other countries are reduced. We are concerned about the high number of internally displaced persons and refugees resulting from the internal conflict. The most recent numbers show that there has been an 8 per cent increase in those numbers, which means that there are more people in need of assistance. In that respect, we welcome the work being done by humanitarian agencies and call upon the Afghan authorities to remain committed to solving that problem.”

“We appreciate, in that regard, the dialogue held between China, Pakistan and Afghanistan in February as a significant step towards peace and security in the region. The existence of terrorist groups is not only an Afghan problem. The spread of such groups' reach is also currently affecting neighbouring countries, as those groups threaten to extend their presence and control over other territories. That is why we believe that all the measures taken by the Afghan Government to contain the impact of such groups within its territory are important. We welcome the efforts undertaken by the Government of Afghanistan and international agencies to combat drug production. While the drug trade continues to be significant, the progress made by the Government in that regard is a further step towards the strengthening of the institutions of the State.”

“We call upon the Afghan authorities and the international community to take the steps necessary to bring about the economic stability that is so vital to addressing the many changes the country must make. The security situation is of great concern, as highlighted in the report of the Secretary-General (S/2015/151). We believe that the political process, which is aimed at achieving peace and stability, requires the Afghan people's full participation. In that regard, Venezuela supports strengthening the institutional capacity of the Afghan State, including its armed forces, in order to neutralize the impact of extremist armed groups on the civilian population. “The extension of the UNAMA mandate takes into consideration the new realities and challenges facing the country over the next decade. National reconciliation should continue to be one of the priority objectives and must include the various sectors of Afghan society in efforts to consolidate democracy. Venezuela hopes that the Afghan people will participate actively in bringing about lasting peace, which can be achieved with the participation of the international community and regional neighbours. The Afghan political leaders should face those challenges in the context of the transformation decade 2015-2024, as established at the recent Kabul Conference and, most recently, the 2014 London Conference. It is important to reiterate that the Afghan people should have ownership of that process with the help of the international community. We would like to highlight the work done by UNAMA in strengthening the peace process, including the help it provided in 2014 to establish the presidential commissions. We recognize the contribution that it has made and believe that UNAMA should continue to carry out its work in coordination with the Afghan Government. “We welcome the prospects for a political solution in Ukraine, which have recently moved in a positive direction with the decision adopted by the leaders of Ukraine, Russia, France and Germany on 12 February in Minsk and endorsed by the Council in resolution 2202 (2015). We commend the ongoing work of the Organization for Security and Cooperation in Europe to support the effective implementation of the Minsk agreements, including the withdrawal of heavy weapons by those involved. “Israel must refrain from implementing measures of collective punishment against the Palestinian people that worsen their appalling humanitarian conditions, in clear violation of the Fourth Geneva Convention. At the same time, we deplore the fact that the blockade imposed by the occupying Power against the Palestinian population of Gaza since 2007 is still in force, which affects the human rights and worsens the already precarious living conditions of the inhabitants of that area. “Our country urges the immediate cessation of Israeli settlement construction in the occupied territories that are part of the sovereign and independent State of Palestine. Such Israeli practices flagrantly violate international law. Moreover, we condemn the Israeli occupying Power's withholding of tax revenue from the State of Palestine, in contravention of the agreements signed between both parties regarding the transfer of resources. Israel is attempting to suffocate the State of Palestine by cutting it off from basic supplies, including economic income, food, medicine and other goods essential to residents' everyday lives and to the functioning of its political institutions, including the payment of salaries to public sector employees.”

Venezuela has contributed significantly to peacebuilding efforts in Haiti since the earthquake that devastated our sister nation in 2010. Besides forgiving a debt of more than $395 million, we contributed more than $3 billion in aid to Haiti's recovery between 2010 and 2014, while always respecting Haiti's own primary role in peacebuilding and the Haitian Government's fundamental authority in defining the purposes and objectives of the peacebuilding process.”
