  5. We support the Syrian Government in taking all necessary measures to combat terrorism and safeguard the country’s security and stability and in strengthening counter-terrorism capacity-building. The international community should fight all terrorism, with zero tolerance. China has always supported the United Nations maintaining positive interactions with the Syrian Government and effectively implementing the new arrangement for cross-border humanitarian assistance on the basis of fully respecting Syria’s sovereignty and ownership of the Syrian Government. In recent years, United Nations humanitarian funding for Syria has continued to decline. We have expressed our concerns in that regard on multiple occasions. The relevant donors should earnestly fulfil their commitments and effectively meet the humanitarian needs of the Syrian people.

  6. The urgent priority is to stop all illegal military operations in Syria and end the illegal military presence of all forces in the country. Political settlement is the fundamental way out for the Syrian issue. China supports the Syrian -led and -owned political process and calls upon all Syrian parties to enhance dialogue and work for substantive progress in the work of the Constitutional Committee. We welcome the Special Envoy’s extensive engagement with all parties on the implementation of resolution 2254 (2015) and expect Arab countries to step up coordination and facilitate the political settlement of the Syrian issue. Syria’s neighbouring environment continues to deteriorate, and the spillover risks of the Palestinian- Israeli situation continue to accumulate. That has had a complex impact on the situation in Syria. Recently, several locations in Syria, including the Damascus airport, suffered frequent air strikes. China is deeply concerned about this. We call upon all relevant parties to stay calm and exercise restraint, refrain from any actions that could escalate tensions and spare no effort to reduce regional security risks. The international community, and in particular major countries, should play a constructive role in preventing the spread of the conflict.

We welcome the high-level meeting between the Syrian Government and the Organization for the Prohibition of Chemical Weapons (OPCW) in Beirut and look forward to the holding of a high-level meeting between the Syrian Foreign Minister, the head of the Syrian National Authority and the OPCW Director- General as soon as possible. Concerning the different interpretations of a number of issues by the Government of Syria and the Technical Secretariat, we are in favour of respecting the scientific facts, adhering to objectivity and fairness and ensuring that the two sides continue to discuss the matter fully and improve their convergence with a view to jointly resolving the outstanding issues as soon as possible.   11. External interference is a major cause of the protracted crisis in Libya. Commitment to the principle of Libyan ownership and leadership is the only way to achieve peace and stability in the country. The international community should provide constructive support for Libya’s political stability, national reconciliation and economic development and avoid the complex effects of externally imposed solutions on the situation in Libya. Finally, we reiterate that China’s position on activities related to the International Criminal Court (ICC) remains unchanged. We hope that the ICC will continue to strictly follow the principle of complementarity, as stipulated in the Rome Statute; fully respect the judicial sovereignty and reasonable opinions of the countries concerned; and avoid politicization and double standards in its work.

Mr. Sun Zhiqiang (China) (spoke in Chinese): I listened carefully to the briefing by Prosecutor Karim Khan and welcome the presence of Ambassador Elsonni, Permanent Representative of Libya, at this meeting. China has taken positive note of the fact that in past few months all the Libyan parties have continued to advance the political process. The House of Representatives and the High Council of State have formed a joint 6+6 committee, which recently held meetings. Special Representative of the Secretary- General Bathily has conducted extensive and in-depth communication with all the parties in Libya. We support all the Libyan parties in pursuing dialogue that builds on previous efforts to create conditions conducive to the holding of general elections as soon as possible.

The international community should step up support to help it rise to its development challenges. On the other hand, the country should create a fair, just and non-discriminatory business environment for foreign enterprises, which will help to attract foreign investment, create employment opportunities and promote the country’s sustainable economic and social development. We support all efforts conducive to safeguarding peace and stability in Bosnia and Herzegovina and commend the constructive role played by Serbia, Croatia and other countries in the region.

The international community should adopt a fair, balanced and prudent approach to the question of Bosnia and Herzegovina and provide constructive assistance in a manner that adapts to the developments on the ground and meets the real needs of the people in the country. We should also point out that unilateral sanctions that are not authorized by the Security Council have no foundation in international law. They will not help to ease the differences among the various parties and might even intensify tensions. We urge the countries concerned to stop imposing sanctions, exerting pressure and interfering in the internal affairs of Bosnia and Herzegovina. In the past year, economic growth in Bosnia and Herzegovina has shown positive momentum.

Regarding the High Representative mechanism and the selection process for the post, China’s position remains unchanged. The role of the Council in the process of appointing a High Representative cannot be denied and that role constitutes established practice. For some time, the use of Bonn powers has caused considerable controversy in Bosnia and Herzegovina. The High Representative mechanism and its Bonn powers are special arrangements for special periods.

Since the general elections last October, the political situation in Bosnia and Herzegovina has been generally stable, which we welcome. China’s position on the question of Bosnia and Herzegovina is consistent and clear. We respect the sovereignty, independence and territorial integrity of Bosnia and Herzegovina and the choice made by its people for the future of their country. All parties in Bosnia and Herzegovina are encouraged to engage actively in constructive dialogue for national reconciliation.

Recently, despite its domestic security challenges, the Syrian Government hosted a small team of members of the Declaration Assessment Team in order for them to conduct activities in the country. This is a welcome development. The international community should consider Syria’s efforts objectively, recognize its willingness to cooperate and the outcomes achieved thus far, and create an enabling environment for dialogue and cooperation between Syria and the OPCW Technical Secretariat. We encourage both parties, on the basis of mutual respect and equal cooperation, to maintain communication on issues such as the twenty-fifth round of technical consultations and the meeting between the OPCW Director-General and the Syrian Minister for Foreign Affairs.

The successful adoption of the two resolutions could not have been achieved without the key role played by the United Arab Emirates, as co-penholder, throughout the consultation process on the draft resolutions. Prior to drafting the resolutions, the United Arab Emirates communicated in advance with Council members and the Secretariat to gain a wide range of views. After listening to the views of all parties, the United Arab Emirates circulated the draft resolutions promptly in order to allow sufficient time for all parties to study and discuss them. During the consultations, we noted that the United Arab Emirates communicated patiently with all members, worked to build consensus, accommodated the legitimate concerns of each member as far as possible and put forward creative ideas to resolve differences.

The Security Council just decided to request the Secretary-General to conduct an independent assessment of the situation in Afghanistan on the basis of full consultations with the Afghan authorities and other relevant parties. Given the current situation, China expects the assessment to focus on the most urgent difficulties facing Afghanistan, prioritizing assisting the country in alleviating the humanitarian crisis and promoting its economic and social development, while supporting engagement with the Afghan authorities. We would appreciate the assessment making forward-looking recommendations on promoting more coordinated and comprehensive efforts by the international community. It should also pay close attention to an assessment of the humanitarian crisis in Afghanistan, which has been exacerbated by unilateral sanctions.

We also encourage UNAMA to continue to implement the mandate, as set out in resolution 2626 (2022), in a comprehensive and balanced manner in order to help Afghanistan to alleviate the humanitarian situation, promote economic development and improve its governance capacity. At present, Afghanistan is at a critical stage of peaceful reconstruction. Afghanistan faces many serious challenges, including on the security, humanitarian and economic fronts. The international community should work together to help Afghanistan to achieve peace, stability, development and prosperity. We support the Afghan people in their efforts to overcome their current difficulties and build a better future.

China calls on the international community to view Syria’s efforts objectively, and hopes that the Technical Secretariat can respond to Syria’s concerns and appeals in a professional and transparent manner. On the new report recently released by the IIT, we must first point out that the initial establishment of the IIT went beyond the remit of the Chemical Weapons Convention (CWC) and violated the tradition of consensus in the OPCW. Its working methods and procedures do not meet the requirements of the CWC and its Verification Annex. Many countries, including China, have expressed their objections from the very beginning. China’s position on this has not changed.

Mr. Sun Zhiqiang (China) (spoke in Chinese): China would like to once again express its deepest condolences to the Governments and the peoples of Türkiye and Syria for the strong earthquakes that led to heavy casualties and property damage. In the face of this major disaster, China is doing its utmost to provide assistance. The Chinese Government will provide an initial batch of ¥40 million in emergency aid to Türkiye. Chinese rescue teams are now rushing to the affected areas of Türkiye in order to join the rescue work. We are also coordinating the delivery of urgently needed relief supplies to Syria and expediting the implementation of ongoing food aid programmes. We sincerely hope that the people of Türkiye and Syria will overcome the disaster and rebuild their homes as soon as possible.

With regard to the meeting between the OPCW Director-General and the Syrian Foreign Minister, China encourages increased coordination between the Syrian Government and the Technical Secretariat in order to jointly advance the preparations for the meeting. We also call on the Technical Secretariat to fully consider the realities faced by the country concerned and facilitate its participation in the twenty- fifth round of technical consultations. The Technical Secretariat must fully take into account the information provided by the Syrian Government earlier on terrorist organizations possessing and using chemical weapons. We look forward to a world free from all chemical weapons as early as possible. There is no alternative to dialogue and negotiation for resolving the Syrian chemical-weapons issue. At the same time, I would like to point out that it is the Government of Somalia that shoulders the primary responsibility for maintaining peace and security in the country. We hope that the Somali Government will increase its control over arms and ammunition, combat illegal arms trafficking and strictly prevent the proliferation of weapons. At the same time, the Somali Government should effectively improve its governance capacity, advance reforms, improve people’s livelihoods, fight corruption and reduce administrative restrictions on humanitarian work.

Mr. Sun Zhiqiang (China) (spoke in Chinese): Since its deployment, the African Union Transition Mission in Somalia (ATMIS) has actively performed its duties and responsibilities and made important contributions to the maintenance of security and stability in Somalia. China commends that. At present, the security situation in Somalia remains dire, with frequent terrorist attacks and a worsening humanitarian situation. The African Union Peace and Security Council made a timely decision in calling for an adjustment of the ATMIS drawdown and postponing by six months the downsizing of 2,000 personnel. That is conducive to consolidating the counter-terrorism achievements and maintaining peace and stability in Somalia and its region.

As we heard in the statement made on behalf of the three African members of the Security Council, the Council should listen carefully to South Sudan’s call for lifting sanctions and respond positively in a timely manner. South Sudan currently faces an increasingly dire humanitarian crisis, with two thirds of its population facing food insecurity and nine out of 10 states affected by heavy rains and floods. In addition, the Ministry of Health has declared a measles outbreak. The international community should increase humanitarian and economic assistance to South Sudan.

  39. Since September, several cohorts of the necessary unified forces have graduated, an achievement that deserves our recognition and welcome. At the same time, however, we must bear in mind that South Sudan continues to face economic difficulties as a result with regard to equipping and deploying the graduated necessary unified forces units, disarmament, demobilization and reintegration programmes and security sector reform. The country still needs the financial and technical support of the international community. It must be pointed out that the Security Council sanctions against South Sudan have already been overtaken by events. Certain sanction measures fail to achieve their intended effect and, on the contrary, impose limits on South Sudan’s ability to bolster security.

  40. Given the recent escalation in violence in Upper Nile and Jonglei states and attacks by militias on camps for internally displaced persons, the security situation is worrisome. China urges all militias to immediately cease violence, stop harming civilians and refrain from militarizing major rivers. We welcome the statement by the leaders of South Sudan urging a resolution to the conflict and the deployment of national forces to the relevant regions. We encourage the Government to continue to take measures to ease tensions and promote national reconciliation. We also appreciate the efforts of the United Nations Mission in South Sudan to stabilize the situation and protect civilians. The key to improving the security situation in South Sudan is to enhance the security capabilities of the Government.

At the request of the African Union (AU) Peace and Security Council, the United Nations, the AU and the Intergovernmental Authority on Development, including the reconstituted Joint Monitoring and Evaluation Commission (R-JMEC), formed a technical trilateral task force on the constitution-making process for the permanent constitution and on electoral support. That initiative will help South Sudan implement the key provisions of the Revitalized Agreement. At the same time, the R-JMEC and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism should receive adequate and sustained funding. After the withdrawal of a major donor, China swiftly dispersed its annual contribution to the Mechanism. We will continue to provide support to the relevant monitoring bodies within our capacity.

China welcomes the positive progress registered over the past three months in constitution-making and the restructuring of key institutions and encourages all actors in South Sudan to put the interests of the people and the country first, maintain political engagement and continue to promote the implementation of the Revitalized Agreement in accordance with the parameters set out in the road map. The support of the international community is indispensable for the peace process in South Sudan.

I welcome the presence of the Permanent Representative of South Sudan at today’s meeting. The Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan is crucial for South Sudan to establish a national governance framework and achieve peace and development. The signatories to the Revitalized Agreement have agreed to a road map to extend the transitional period, providing a new opportunity for South Sudan to fully implement the peace agreement and complete the transition.

Since taking office, Special Representative Abarry has travelled extensively in the region, actively engaged with various stakeholders and made positive efforts to promote regional cooperation and address common challenges, all of which China appreciates. We hope that the United Nations Regional Office for Central Africa will continue to work within the scope of its mandate, maintain close communication and cooperation with the countries and entities of the region and play an even greater role in promoting the stability and development of the Central African region.

  45. Some countries in the region have recently seen sharp increases in the numbers of hungry people and refugees, and humanitarian needs are growing. The developed donor countries and international financial institutions should fulfil their aid commitments, provide adequate humanitarian financing and help the countries affected alleviate their financial distress and end humanitarian crises as soon as possible. The keys to helping countries in the region develop are eradicating poverty, building infrastructure, improving education and health, increasing employment, facilitating trade and enhancing food security. China will continue to actively implement President Xi Jinping’s Global Development Initiative and support Central African countries through various means, such as debt suspension and development assistance.

  46. Boko Haram and other terrorist groups are active in the region, piracy persists in the Gulf of Guinea and the region is also facing various non-traditional security challenges. We support the development of security mechanisms in the Central African region to enhance the subregion’s capabilities in maintaining stability and combating terrorism and achieving collective security and common development. United Nations entities with a local presence and the wider international community should provide more support to regional and subregional organizations in training personnel, institution-building, logistical backstopping and resource management. Thirdly, we should help the countries of the region improve their living standards and achieve socioeconomic development.

We support Cameroon’s efforts to safeguard its sovereignty, independence and territorial integrity, and we are confident that the Government and the people of Cameroon are capable of properly resolving the issues in the south-west and north-west regions of the country. Secondly, we should support regional and subregional organizations in playing their unique roles. China welcomed the convening of the twenty- first summit of the Economic Community of Central African States (ECCAS), as well as ECCAS’s continued efforts to promote regional integration. As is pointed out in the Secretary-General’s report (S/2022/896), the social and intercommunal tensions in some countries in the region are not likely to be resolved any time soon.

  48. We hope that all of the national actors in those countries will take the opportunity to further promote dialogue and unity and work together for reconstruction and stability. The international community should show genuine respect for the sovereignty and ownership of the countries in the region, take full heed of and accommodate their concerns, provide constructive assistance and refrain from imposing solutions from outside. China has been closely following the political and security situation in the Democratic Republic of the Congo and acknowledges the progress that the Government has made on various fronts, including in the 2023 electoral process and in promoting good governance, local development and disarmament, demobilization and reintegration.

The United Nations and the international community as a whole should devote more attention and assistance to the region, engage with countries there to understand their difficulties, challenges and real needs and help them build their capacities in governance, counter-terrorism, poverty reduction and sustainable development, with a view to achieving long-term peace and stability in the region. China would like to underscore three points in that regard. First, we should respect the efforts of the countries in the region to handle their domestic issues independently. During the reporting period, Chad, Angola, Equatorial Guinea, Cameroon, the Republic of the Congo and Sao Tome and Principe made positive progress in their respective political processes, including the successful holding of important elections in some of those countries.

At the same time, owing to the global economic downturn, geopolitical conflicts and food and energy crises, the region’s political, economic and security situation has been marked by an increased risk of instability and uncertainty. The stability of the region is vital for the peace and development of the entire continent.
