  3. Mr. Sun Zhiqiang (China) (spoke in Chinese): The Chinese delegation would like to thank High Representative for Disarmament Affairs Nakamitsu for her briefing. China is firmly opposed to the use of chemical weapons by any country, organization or individual, under any circumstance. The world should be free of all chemical weapons as soon as possible. Dialogue and consultation are the only way to resolve this Syrian chemical weapons issue. The latest monthly report of the Director-General of the Organization for the Prohibition of Chemical Weapons (OPCW) (see S/2022/658) indicates that, from 11 to 18 September, the Technical Secretariat conducted the ninth round of inspections of the Scientific Studies and Research Centre, which China welcomes.

  4. The international community should continue to support Iraq in its efforts to fight terrorism and consolidate its hard-won counter-terrorism gains. We call on the countries concerned to expedite the repatriation of foreign terrorist fighters in Iraq. It is also imperative to strengthen cooperation within the United Nations framework and oppose terrorism in all its forms. We must combat all terrorist organizations designated as such by the Security Council and avoid politicizing counter-terrorism and adopting double standards.

  5. Its donation of a DNA laboratory information system to the Iraqi Government and assistance with digitization are commendable efforts. The application of new technologies for greater effectiveness in the area of counter-terrorism is a useful practice and can be an important reference point for the use of technologies in other fields. It should be emphasized that UNITAD is an interim and transitional arrangement in support of Iraq’s accountability efforts and should not become a permanent United Nations body. Last year’s report by the Team (see S/2021/974) set out some preliminary ideas for a completion strategy, which we hope that UNITAD will further flesh out and implement. Terrorism is the common enemy of humankind, and counter-terrorism transcends borders.

The international community should show genuine respect for Iraq’s sovereignty and jurisdiction over its territory and support it in pursuing accountability for terrorist crimes under its domestic law. We encourage UNITAD to continue to strengthen its cooperation with the Iraqi Government, especially with regard to the speedy and complete transfer of evidence to Iraq, in line with the provisions of the relevant Security Council resolutions. If it wants to share evidence with other Member States, the Investigative Team should obtain the consent of the Iraqi Government and adhere to the principles of transparency and non-discrimination. UNITAD should continue to maintain constructive, cooperative relations with the Iraqi Government and assist it with capacity-building, evidence-collection and digitization, among other things.

The collection of evidence is an important basis for pursuing accountability for the terrorist acts committed by the Islamic State in Iraq and the Levant. China supports the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant (UNITAD) in assisting the Iraqi Government with evidence-gathering. We welcome the overall progress that the Investigative Team has made, notably in its investigations of the use of chemical and biological weapons and terrorist financing, which will help to establish the conditions for pursuing accountability for acts of terrorism. Iraq bears the primary responsibility for providing justice within its territory.

The international community should uphold the principles of a Libyan-owned and Libyan-led political process and play a positive and constructive role in bringing the political process back on track in Libya. China is not a State party to the Rome Statute, and China’s position on the ICC’s work related to Libya remains unchanged. We have also noted Libya’s position on the relevant issues. The ICC should continue to strictly abide by the principle of complementarity, stipulated in the Rome Statute, fully respect Libya’s judicial sovereignty and the legitimate requests and opinions of its Government and make practical contributions to the maintenance of peace and stability in Libya.

I welcome the participation of Ambassador Elsonni, Permanent Representative of Libya, in today’s meeting. The differences among parties in Libya have grown for some time now, and the uncertainty of the political process has also increased. It is imperative for all parties in Libya to maintain calm and exercise restraint. Actions that might complicate the situation should be avoided. The current ceasefire should be fully maintained. Differences over the legitimacy of the Government should be resolved through dialogue and consultations, and a consensus on a timetable and road map for elections should be reached to create the conditions necessary for the holding of elections as soon as possible.

We hope that the Government of the Democratic Republic of the Congo will investigate and more effectively manage its military and police. With regard to the MONUSCO drawdown, China’s supports MONUSCO in stepping up coordination with the Government of the Democratic Republic of the Congo and the relevant United Nations agencies to advance the drawdown plan in an orderly and responsible manner, according to the situation on the ground and the benchmarks for withdrawal.

  12. Although the world today is turbulent, with hotspot issues arising more frequently, the Democratic Republic of the Congo and other Africa-related agenda items must not be marginalized. China strongly calls on the international community to ramp up its help and assistance to the Democratic Republic of the Congo and other African countries.   13. We note that the Secretary-General’s latest report (S/2022/252) indicates recent political volatility, controversy and challenges concerning the 2023 elections. China welcomes the commitment of President Tshisekedi Tshilombo to holding free, democratic and transparent elections within the constitutional time frame. We welcome the adoption of the electoral road map by the Independent National Electoral Commission and call on all political leaders to overcome their differences, maintain unity and jointly advance specific matters, such as electoral reform, and finalize the electoral calendar and budget. The humanitarian and development needs of the Democratic Republic of the Congo must not be ignored.

We welcome the successful convening of the summit of the tenth high-level meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region and support MONUSCO in enhancing cooperation with the Special Envoy of the Secretary-General for the Great Lakes Region and playing a positive role in achieving peace and stability in the country and the region.   15. The causes for the prolonged turbulence in the eastern Democratic Republic of the Congo are intricate and complex and will not be rooted out by military means alone. China supports the Government’s efforts to strengthen its governance capabilities, promote reform in key sectors, implement the Disarmament, Demobilization, Community Reintegration and Stabilization Programme and exercise effective control over its eastern region. We are deeply worried about the missing helicopter of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and hope that its whereabouts and the safety and of its crew and passengers will be confirmed as soon as possible. The security situation in the eastern Democratic Republic of the Congo saw continued deterioration in the recent period, with escalating violence by armed groups and more frequent attacks on civilians and displaced persons.

Such acts undermine the authority of the OPCW, poison the atmosphere and erode mutual trust among States parties. China urges the countries concerned to change course and desist from politicizing the work of the OPCW.

  24. We hope that they will work in strict compliance with the provisions of the Chemical Weapons Convention (CWC). With regard to the twenty- fifth round of technical consultations, we hope that the Technical Secretariat will heed the concerns of the State party over the issue of visas and remain open and flexible so as to avoid a stalemate in the discussions. I would also like to raise a question on the issue. Given Syria’s refusal to issue a visa for only one member of the Declaration Assessment Team (DAT), would it be possible for the Technical Secretariat to find a replacement or deploy the other DAT members to Syria first for the consultations? The CWC constitutes the basis and yardstick for addressing chemical-weapons-related issues.

China welcomes such progress and encourages the Technical Secretariat to maintain its engagement and cooperation with Syria. At the recent eighth Ministerial Conference of the Forum on China-Africa Cooperation, President Xi Jinping announced nine projects of practical cooperation with Africa and set out policies and measures in that regard, such as providing 1 billion vaccines to Africa and promoting Africa’s exports to China, debt relief, investment and climate response. That will inject new impetus to the pandemic response and post-pandemic recovery for African countries. Through close cooperation with ECCAS and ongoing communication with the countries of the region, Special Representative Fall has helped the United Nations Regional Office for Central Africa carry out its work effectively.

  29. This is the most pressing challenge for the countries in Central Africa. The international community should support those countries in their pandemic responses and step up assistance for early and broad access to safe and affordable vaccines. We call on countries to effectively honour their official development assistance commitments, scale up their assistance, actively provide finance, technology and capacity-building and help countries in the region to eradicate poverty, expand employment and improve their livelihoods.

The international community should support the building of a regional security mechanism, enhance the region’s capacity to maintain stability and counter terrorism and to address cross- border challenges such as piracy and drug smuggling in the Gulf of Guinea. We must help countries in Central Africa to improve their governance capacity, achieve sustainable development, promote social inclusion and cohesion and eliminate all potential breeding grounds for extremist forces and terrorism. Thirdly, we must support the region’s fight against the coronavirus disease pandemic. With the pandemic still raging worldwide and a low vaccination rate in the Central African region, we cannot ignore the pandemic’s negative impact on the region’s political, economic and social stability.

  31. Secondly, we must support regional unity and cooperation. We welcome the nineteenth Conference of Heads of State and Government of the Economic Community of Central African States (ECCAS), which adopted a series of important resolutions on regional connectivity, economic and trade integration, security- mechanism building and more. At the same time, it is concerning that the Islamic State West Africa Province and other terrorist groups continue to spread in the region. Maritime security in the Gulf of Guinea remains a pressing issue. The humanitarian situation in the region has deteriorated, with a spike in refugees and displaced persons.

  32. Importing democratic transformation, imposing development models or wilfully applying frequent pressure and sanctions will not only fail, but also backfire. Many Central African countries will hold elections next year. The international community must respect the sovereignty and ownership of those countries while providing electoral assistance. It must also encourage and support regional organizations in playing an important role. Some countries turned a blind eye to the efforts and progress made by Burundi in the promotion and protection of human rights, ignored the strong views of the Government of Burundi and forced through the appointment of a Special Rapporteur to monitor the situation of human rights in Burundi. China expresses its strong rejection and calls on those countries to stop intervening in Burundi’s internal affairs.

  33. This year, the President of the Central African Republic, Mr. Touadera, announced a unilateral ceasefire and continued efforts to improve the security situation. Chad adopted a transitional road map, established transitional national institutions and held a national dialogue, resulting in positive progress. The Government of Cameroon adopted important measures in areas such as decentralization; local institution-building; disarmament, demobilization and reintegration; and culture and education in order to firmly safeguard national unity and security and stability in the South-West and North-West regions. These examples clearly show that only development paths that suit national realities and historical, cultural, economic and social conditions can truly contribute to stability and development.

For some time, countries in Central Africa have taken active measures to maintain political stability and restore socioeconomic development, demonstrating strong resilience and vitality. The stability of Central Africa bears on the overall security in Africa. The United Nations and the international community should heed the voices of the countries in the region, respect their wishes, support their efforts to strengthen unity and cooperation and work together towards regional prosperity and stability. In that connection, China would like to underline three points. First, we must support countries of the region in taking a development path that fits their national conditions.

China notes that, in its recent report to the Technical Secretariat, the Syrian Government reaffirmed its willingness to conduct technical consultations and resolve the issue of the initial declaration, which we welcome. We hope that the Technical Secretariat will remain open and flexible and work towards narrowing differences rather than increasing confrontation. The Syrian chemical weapons issue cannot be resolved overnight. The relevant discussions are progressing slowly. Therefore, the Council’s monthly deliberations is obviously too frequent. Serious consideration should be given to reducing the frequency of the deliberations. The monthly reports submitted by the OPCW are largely the same. China believes that they could be simplified, as appropriate, by focusing on providing new trends and information.

  36. The Syrian Government asked that only one member of the Declaration Assessment Team (DAT) be replaced and issued visas to other members, which should be objectively reflected in the report. Moreover, the Technical Secretariat cancelled the entire consultation because one member did not have a visa and stated that it was not in a position to deploy the DAT. That is not helpful in resolving the problem and does not reflect well on the OPCW. We would like to know whether, in the cooperation between the State party and the Technical Secretariat, the former has no right to express concerns over visas? Has the Technical Secretariat considered the possibility of replacing one member of the Declaration Assessment Team?

It is hoped that State parties will strengthen their dialogue, return to the tradition of making decisions by consensus and avoid repeatedly pushing for voting, which will further widen the differences among all parties. With regard to the initial declaration and the arrangements for the twenty-fifth round of technical consultations, China calls on the Technical Secretariat to maintain constructive communication and cooperation with the Syrian Government. The most recent monthly report mentioned that, “Due to the obstacles produced by the refusal, several times, to issue the visas requested by the Secretariat from the Syrian Arab Republic, the DAT has been unable to deploy to Damascus” (S/2021/989, para. 16). That statement is not accurate.

China has reiterated its position on the Syrian chemical weapons issue on many occasions and has called for respect for science and facts, adherence to the technical attributes of the Organization for the Prohibition of Chemical Weapons (OPCW) and avoidance of politicization. The investigation and handling of the alleged use of chemical weapons must comply strictly with OPCW requirements so that proper procedures and reliable evidence are used to reach credible conclusions. Based on that position, China has always been concerned about the establishment and work of the Investigation and Identification Team.

Just now, some Council members mentioned the recent developments in Khartoum, as China did yesterday during Council consultations. China sincerely hopes that all parties of the Sudan will act in the interests of the nation and its people and carry out dialogue and consultation to address differences appropriately, maintain political and social stability, and continue to promote an orderly political transition within the framework of Constitutional Document and the Juba Peace Agreement. I believe that the Sudanese people have the wisdom and capability to resolve their domestic affairs.

  40. UNISFA performs its duties diligently despite difficulties and has played an important role in maintaining peace and stability in the Abyei Area. China supports in principle the extension of UNISFA’s mandate. A Chinese helicopter unit has been deployed to UNISFA and will contribute to UNISFA’s enhanced capabilities. We are concerned about the recent death of a UNISFA peacekeeper owing to the lack of timely treatment. As a major troop-contributing country to peacekeeping operations, China has always maintained that the Status of Forces Agreement (SOFA) be effectively implemented for the safety of mission personnel, freedom of movement and unhindered access for supplies. This unfortunate incident once again shows the importance of gaining the understanding and support of the local people.

  41. China continues to support the African Union (AU) and the AU High-level Implementation Panel in their mediation roles. Communal conflicts remain the main problem for the security of the Abyei Area. China supports the United Nations Interim Security Force for Abyei (UNISFA) in effectively protecting civilians in line with its mandate. At the same time, law enforcement alone cannot completely resolve communal conflicts. Only by continuously improving the relationship between the Ngok Dinka and Misseriya can the long- term stability in the Area be achieved. China welcomes the new dialogue between the two communities and encourages them to continue to resolve their differences through negotiation to achieve peaceful coexistence. China calls on UNISFA and the Governments of the Sudan and South Sudan to play a constructive role in this regard.

The two countries continue to maintain communication on the Abyei issue and hold meetings on the Joint Political and Security Mechanism, which China welcomes. We encourage both parties to continue to adhere to the political settlement and actively implement the agreements reached, stay committed to resolving outstanding issues, maintain peace and stability in the Abyei Area, and continue to promote the settlement of the final status of the Abyei Area.

  43. In recent years, the OPCW has continued to show a worrying tendency towards increased politicization. Division and confrontation are replacing consultation and cooperation. There are more and more votes driven by political motives, and the spirit of consensus has been depleted. That does not help the OPCW perform its functions under the Chemical Weapons Convention. China calls on the United Nations Secretariat and the OPCW Technical Secretariat to take effective measures as soon as possible in order to push the parties to strengthen dialogue and cooperation, return to the tradition of consensus and putting true multilateralism into practice in order to effectively safeguard the authority and integrity of the Convention and advance the final resolution of the Syrian chemical-weapons issue.

China welcomes these positive developments and supports the two sides in conducting in-depth discussions on working methods and procedures during face-to-face meetings to create conditions for more effective cooperation going forward. China expresses serious concerns about the air strike on a declared chemical-weapons facility in Syria by a relevant country, thereby damaging the physical evidence of the Douma incident. Currently, the Technical Secretariat is communicating with the Syrian authorities with regard to such issues as the movement of two chlorine cylinders. Until the investigation on the movement of those cylinders reaches clear results, China calls on all parties to remain calm, exercise restraint and avoid recriminations and political interference.

  45. That will inevitably damage the professional image of the OPCW Technical Secretariat and the impartiality and credibility of relevant reports. China once again calls on the Technical Secretariat to use science and facts as the criteria for the Syrian chemical-weapons investigation, maintain a comprehensive, objective and impartial attitude, demonstrate professionalism and expertise and provide a clear and direct response to the concerns of the international community as soon as possible. Recently, consensus has been reached between Syrian Foreign Minister Mekdad and Director- General Arias on holding in-person meetings, and the OPCW Damascus office has also completed a staff rotation.

Mr. Sun Zhiqiang (China) (spoke in Chinese): At the outset, the Chinese delegation would like to thank France for the important work done during its presidency of the Security Council in July, and I congratulate India on assuming the presidency of the Council this month. I would also like to thank Mr. Thomas Markram, Deputy to the High Representative for Disarmament Affairs, for his briefing. China took note of the ninety-fourth monthly report (S/2021/692, annex) submitted by the Director-General of the Organization for the Prohibition of Chemical Weapons (OPCW). Regrettably, like numerous previous reports, this report has yet to provide a professional, scientific and convincing response to the issue of technical gaps in investigative procedures and the chain of custody in relevant reports on the Syrian chemical-weapons issue.
