We welcome the establishment of a transitional coalition Government in the Sudan and are ready to work with the international community to play a constructive role for the Sudan's peace and stability. The African Union-United Nations Hybrid Operation in Darfur has achieved success and should therefore withdraw by June next year, as scheduled. That should ensure that valuable peacekeeping resources can be channelled to places where there are more urgently needed. Thanks to the mediation efforts of the Intergovernmental Authority on Development and other actors, all parties in South Sudan have signed the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan. We hope that the parties will earnestly implement the Agreement in order to genuinely usher in a new phase of national reconstruction.

  2. The most acute problem is the lack of capacity and funding. The international community, in particular the Security Council, must shoulder its responsibility. We must help Africa to enhance its capacity for maintaining peace and stability and combating terrorism, including by accelerating the development of the African Standby Force, the African Capacity for Immediate Response to Crises and the Continental Early Warning System. African countries look to the United Nations for sufficient, stable and sustainable funding support for African Union-led peace actions. That demand is legitimate and justified, and China fully supports it. We call on the members of the Council to reach consensus on that subject as soon as possible and take more concrete actions for peace and stability in Africa.

  3. At the start of the twenty- first century, African countries have taken new steps to enhance strength through unity and made headway in building peace and security. While independently addressing their own issues, African countries are strengthening regional and subregional cooperation, which has considerably advanced the political settlement of African issues. African countries know Africa best. The Security Council should pay increased attention to African voices, respect African views and leverage the role of Africa. In recent years, there have been deeper dialogue and cooperation between the Council and the African Union (AU). That momentum should be sustained and strengthened. African countries have shown a strong political will to protect their own peace and security; yet, they also face difficulties and challenges.

  4. Helping Africa to achieve peace and security is also the duty of the international community, in particular the Security Council. We should value Africa and prioritize its peace and security. We should trust Africa and give full play to the role of African countries in resolving their own issues. We should support Africa and help enhance its ability to safeguard peace and security. Africa is home to one-fifth of the world's population and the largest number of developing countries. Two-thirds of the issues on the Security Council's agenda involve African affairs. Wars and conflicts have displaced more than 20 million people on the continent. Silencing the guns in Africa is the aspiration of all Africans. Moreover, it should be a goal that the members of the international community work together to achieve.

Mr. Wang Yi (China) (spoke in Chinese): Let me begin by welcoming the initiative of Russia, in its capacity as President of the Security Council this month, to convene a ministerial briefing on the issue of peace and security in Africa. I listened closely to the briefings by the Chef de Cabinet of the Secretary- General and Mr. Moussa Faki Mahamat, Chairperson of the African Union Commission. I applaud their efforts to safeguard peace and security in Africa. Peace and security in Africa concern not only the well-being of the African people, but also peace and stability in the wider world. China supports African countries in their efforts to solve African issues in their own way and has full confidence in Africa's ability in that regard.

Such efforts have effectively curbed the frequency of terrorist activities and ensure maximum safeguards for the right to subsistence, the right to development and other basic rights of the nearly 25 million people in Xinjiang. The measures have been supported and endorsed by people of all ethnic groups in Xinjiang and across China. That is a basic fact recognized by all foreigners who have been to Xinjiang. Past progress shows that the deradicalization measures in Xinjiang have been highly effective. They constitute useful experiments in preventive counter- terrorism and concrete steps in implementing the United Nations Plan of Action to Prevent Violent Extremism, as well as China's important contribution to the global fight against terrorism.

  8. China's efforts on counter-terrorism and deradicalization, as an important component of the global fight against terrorism, have made a valuable contribution to global progress on that front. Let me cite two sets of figures. Between 1990 and 2016, the Xinjiang Uyghur Autonomous Region was plagued by violent terrorist activities, seeing thousands of violent terrorist attacks which, at their peak, numbered one incident per day. In contrast, there has not been a single case in Xinjiang in the past three years. What has made the difference? It is the vigorous measures taken by the Government of the Autonomous Region, including drawing on the good experiences of other countries, to engage in preventive counter-terrorism and deradicalization, in accordance with the law.

  9. Under the stewardship of Under-Secretary-General Voronkov, the Office of Counter-Terrorism has done a great job. It has hosted a series of high-level meetings this year and has achieved positive outcomes. China supports the Office in continuing to play its coordinating role, as well as the holding of a United Nations counter- terrorism week in June next year. We will favourably consider hosting a high-level meeting on counter- terrorism in China. China will stay deeply involved in international counter-terrorism cooperation. We are ready to work with all other countries to deny terrorists safe havens, provide a safe and happy life to our people and make our world a peaceful and secure place for all.

Fighting terrorism requires the individual efforts of Member States; however, at the same time, the United Nations and its Security Council should fully play their key role in order to ensure better coordination at the national, regional and global levels. In that connection, it is crucial to fully implement the United Nations Global Counter-Terrorism Strategy and relevant Security Council resolutions. The United Nations and such regional organizations as the Shanghai Cooperation Organization, the Commonwealth of Independent States and the Collective Security Treaty Organization shoulder a particular responsibility in fighting terrorism.   12. As we confront a new round of resurgent terrorism in the world, it is important that we take the following actions. First, we should apply uniform standards and keep up the pressure. All terrorist activities must be resolutely combated, irrespective of who is behind them and of when, where and why they are committed. There should be no double standard or selectiveness in this fight. No one should use terrorist forces to pursue geopolitical gains, still less tie terrorism to a particular country, ethnicity or religion. Secondly, we should set clear priorities and tackle the use of the Internet for terrorist purposes. The Internet is not beyond the law and should not become a haven for terrorists. We must prevent terrorist groups from using the Internet for propaganda, recruitment, financing, incitement or organization purposes.

  13. The close link between terrorism and extremism is more visible than ever before. For this reason, international cooperation against terrorism must be strengthened, not weakened. We need to recognize that we are in a global community with a shared future. As such, we must take a holistic approach and deliver our joint responses, tackling both the symptoms and root causes of terrorism. Promoting political settlement is the best option for addressing hotspot issues, and different civilizations and religions should live in harmony based on mutual respect. The global fight against terrorism has lasted nearly 20 years, since the incident of 11 September 2001. The experience gained and lessons learned over the course of the global fight deserve to be closely reviewed.

There is a provision in Council resolutions that the Council is prepared to modify the sanction measures in the light of compliance by the Democratic People's Republic of Korea. The Six-Party Talks have played an important role and will remain an indispensable multilateral platform. The Security Council should also form consensus in a timely manner to provide a driving force and international guarantee. All parties need to work together for a peninsula of mutually beneficial cooperation. Denuclearization is ultimately aimed at bringing a better life of greater prosperity, peace and happiness to the people of the peninsula and the region. Over the past decades, cooperation around the peninsula has stalled due to various disruptions, but this year the Democratic People's Republic of Korea has made a major decision to shift its focus to economic development.

  19. Building on that, a timely release of declaration ending the war would dispel the spectre of war on the peninsula and manifest the political resolve to forsake war. It will help build basic trust, further facilitate denuclearization and put in place the conditions necessary for a final peace accord. In China's View, a wise political decision must be taken on this. All parties need to work together for a completely denuclearized peninsula, which is a prerequisite for lasting peace. It is what we must do to uphold the nuclear non-proliferation regime, which is the shared objective of concerted global efforts.   20. At this juncture, we believe that the Security Council has a duty and need to send a clear and united message and accelerate the process of political settlement. All parties need to work together for a peaceful and stable peninsula. That is an aspiration shared by the Democratic People's Republic of Korea, the Republic of Korea and all other countries of the region. The peninsula issue is essentially about security. To secure peace there, it is critical to address the legitimate security concerns of all parties in an appropriate and balanced manner. China applauds the political decisiveness and courage demonstrated by the two leaders. It is Governments that bear the primary responsibility for non-proliferation, and countries should be supported in their efforts to develop their non-proliferation policies based on their national circumstances and encouraged to improve their non-proliferation and law-enforcement capacity- building, and conduct more exchanges and practical cooperation efforts so that together we can strengthen the weakest links and achieve general security. The Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear issue represents a hard-won achievement for multilateralism that reinforces the international nuclear-non-proliferation regime and peace and stability in the Middle East generally. While no international agreement is perfect, the JCPOA has had the unanimous endorsement of the Security Council.

  29. The proliferation of weapons of mass destruction (WMDs) and their means of delivery poses a real threat to global peace and security and is a challenge that we all face. China proposes that we intensify our efforts in three areas. First, we must champion the rule of law in order to consolidate and improve the international non-proliferation regime. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Biological Weapons Convention, the Chemical Weapons Convention, Security Council resolution 1540 (2004) and other relevant Council resolutions together constitute the legal foundation of the international non-proliferation regime. We must all work diligently to safeguard its universality, effectiveness and authority, particularly by preventing terrorists and other non-State actors from acquiring WMD materials and technologies.

  30. All of its members must keep firmly in mind their responsibility for maintaining world peace and security. They should improve their unity and coordination, set aside individual geopolitical considerations, ensure that the Council can function effectively and uphold the common interests of all the States Members of the United Nations.   38. It requires coordinated, good-faith international cooperation on many fronts. First, it is necessary to address both symptoms and root causes. Non-proliferation is basically a matter of security. Security concerns may be the biggest motivation behind proliferation. Thanks to the unremitting efforts of the international community, the non-proliferation regime has become increasingly refined and sophisticated. The Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear issue serves as a useful lesson for the diplomatic settlement of key non-proliferation issues.

China has formed an 8,000-strong standby peacekeeping force and a permanent peacekeeping police unit, provided training to over 800 peacekeepers from the United Nations and relevant countries, and has deployed its first helicopter unit for United Nations peacekeeping operations in Africa. China is actively disbursing $100 million in military assistance to the AU. We have identified support for peacekeeping operations as a priority for the China-United Nations Peace and Development Fund. Peace is hard to achieve and even harder to keep. As a permanent member of the Security Council and the largest developing country, China knows full-well the value of peace. We will continue to work with other peace-loving nations to give concrete support to United Nations peacekeeping operations and to African countries.

China supports the African Union's proposal on financing for peacekeeping and calls upon the Security Council to come up with a concrete method, as soon as possible, to support independent AU peacekeeping operations in accordance with resolutions 2320 (2016) and 2378 (2017). China has always firmly supported, and actively participated in, United Nations peacekeeping operations. China is a major troop-contributor and the second-largest financial contributor. We have deployed approximately 35,000 troops and 2,700 police to peacekeeping operations. At the 2015 leaders' summit on United Nations peacekeeping, President Xi Jinping put forth new proposals to strengthen peacekeeping operations and announced a host of important measures that China would take to support peacekeeping operations.   43. First, we must enhance political support. We must support African countries in resolving African problems independently and in an African way. We must also intensify cooperation between the United Nations and the AU in conflict prevention, crisis management and post-conflict reconstruction. Secondly, we must strengthen support for capacity- building. In response to the African Union's aspirations and needs, the United Nations must help with capacity-building and assist the AU in establishing permanent forces, rapid response forces and an early- warning mechanism. Thirdly, we need to scale up financial support.

  44. It is necessary to motivate host countries and troop- and fund- contributing countries, fully leverage the role of regional and subregional organizations, and forge closer partnerships. Fourthly, the reform should facilitate sustainable development, which is vital to peacekeeping. It is important that peacekeeping reform help foster a safe and stable environment in host countries that is conducive to sustainable development and the elimination ofpoverty and other root causes of conflict. In recent years, some African countries have encountered challenges in their efforts to maintain national peace and security. The international community, and the United Nations in particular, should comprehensively enhance peacekeeping cooperation with the African Union (AU). We believe that efforts must be focused on the following aspects.

Basic norms governing international relations, such as sovereign equality, non-intervention in the internal affairs of other countries and the peaceful settlement of disputes, together with the guiding principles for peacekeeping operations arising therefrom, must always be strictly observed. Secondly, the pursuit of a political settlement should remain central to peacekeeping. The political and peaceful settlement of disputes is enshrined in the Charter of the United Nations. Peacekeeping operations should always serve that objective and follow sound planning in the light of the actual circumstances of host countries. Thirdly, the establishment of a solid partnership is fundamental to peacekeeping.

  48. Those two stepping- up actions can help promote the peaceful settlement of the nuclear issue on the peninsula. The Chinese word for crisis contains two characters, which respectively mean danger and opportunity. Danger embodies opportunity and engenders opportunity. In China's View, now is the time to seriously consider resuming talks. Before concluding, I would like to reiterate China's firm opposition against the United States deployment of the Terminal High Altitude Area Defense system in the Republic of Korea. It is a move that seriously undermines the strategic security of China and other countries in the region and damages trust and cooperation among the parties in connection with the peninsula issue. It is detrimental to achieving denuclearization and maintaining long-term stability on the peninsula.

In addition to introducing sanctions on the Democratic People's Republic of Korea, the resolutions that have been adopted to date also call for resuming the Six- Party Talks, avoiding an escalation of tensions and committing to dialogue. In another words, imposing sanctions and resuming talks are both efforts to implement the relevant Security Council resolutions. We cannot choose one over the other, or implement only what we see fit. As a response to the accelerated progress of the Democratic People's Republic of Korea's nuclear and missile development, the international community needs to step up non-proliferation efforts. In response to the progressive escalation of tensions on the peninsula, it is also necessary for the parties to step up efforts to promote peace talks.

Given the gravity of the situation on the peninsula, China strongly urges all parties to remain calm, exercise restraint and avoid provocative rhetoric or actions that could lead to a miscalculation. I want to stress that there is, and should be, no double standard with regard to this issue. While we demand that the Democratic People's Republic of Korea observe the relevant Security Council resolutions and stop advancing its nuclear and missile development, we also demand that the United States, the Republic of Korea and other parties refrain from conducting, or even expanding, military exercises directed against the Democratic People's Republic of Korea. Secondly, all parties should comprehensively respect and fully implement the Democratic People's Republic of Korea-related Security Council resolutions.
