  2. To achieve that goal, it is necessary to put aside the debate over who should take the first step and stop arguing over who is right and wrong. Rather, we should start from the low-hanging fruits and remove flash points so as to engender peace on the peninsula and establish conditions conducive to stability in the region. In that regard, I also want to stress that the state of affairs of the peninsula issue is not caused by any one single party, and it is not realistic to ask one party alone to assume all the responsibilities in connection with resolving the issue. As President Xi Jinping said, only with all relevant parties shouldering their respective responsibilities and meeting one another half-way will there be a timely solution to the nuclear issue on the peninsula.

The dual-track approach aims to promote parallel progress in the denuclearization ofthe peninsula and the establishment of a peace mechanism on the peninsula in a synchronized and reciprocal manner, thereby ultimately achieving both goals together. The double suspension proposal, which calls for the suspension of nuclear and missile activities by the Democratic People's Republic of Korea and the suspension of large-scale military exercises by the United States and the Republic of Korea, seeks to bring both sides back to the negotiating table, thereby initiating the first step of that approach. China's proposals have taken into consideration both the short- and long-term goals, while making them complementary to one another.

  5. The key to solving the nuclear issue on the peninsula does not rest in the hands of China. However, as a close neighbouring country to the peninsula, with a responsible attitude with regard to peace and stability there and in the region, China has made unrelenting efforts and played a unique role in promoting a negotiated solution of the issue over the years. Through China's efforts and the support of all parties, the three-party talks on the nuclear issue on the peninsula was expanded to include six parties. In the current circumstances, China remains prepared to work with all parties to contribute anew to the settlement of the nuclear issue on the peninsula. In view of recent developments on the peninsula, China has put forward a double suspension proposal that builds on the dual-track approach, which we proposed earlier.

Even today, the joint statement still carries major positive significance and has been reaffirmed and acknowledged by all Democratic People's Republic of Korea-related resolutions adopted by the Security Council. Since dialogue and negotiations came to a halt in 2008, the situation on the peninsula has gradually spiralled out of control. The Democratic People's Republic of Korea has accelerated its nuclear-missile development process and conducted four nuclear tests and dozens of missile launches. We therefore hope that all parties will devote greater efforts to seeking a political settlement through dialogue and consultations, as required by the relevant Security Council resolutions. Our past experience with regard to resolving the nuclear issue on the peninsula has shown that whenever there is recourse to dialogue and negotiations, basic stability on the peninsula is maintained, and efforts towards denulcearization can yield results. During the five-year period from 2003 to 2007, when the parties were engaged in dialogue and negotiations, three joint documents were adopted. In particular, the 19 Septemberjoint statement in 2005 set out the road map for the Democratic People's Republic of Korea's abandonment of all nuclear programmes and the realization of peace on the peninsula.

If the tensions on the peninsula are not kept under control, in particular in the case of unexpected events, it is highly likely that the situation will take a drastic turn for the worse and spiral out of control. There is no lack of such painful lessons in history; we must remain on high alert. To that end, China believes that today's Security Council meeting is necessary. The United Nations and the Security Council must play their part as main channels while other forces should act in a just and fair manner, doing more to facilitate rather than undermine their efforts. Numerous homes have been destroyed. Endless conflicts have emerged and receded. All of this has taught us the following lessons. First, a political solution remains the only way out. Responding to violence with violence will only feed hatred. The use of force will not end conflicts but fuel warfare. The stakeholders in the Middle East must pursue dialogue and negotiations to narrow differences, accommodate the interests of the various parties and seek the most lasting and sustainable solutions. This is consistent with the purposes and principles of the Charter of the United Nations and the universally recogtnized norms governing international relations. I wish to stress again that specific steps in the political transition must be independently worked out between the Syrian Government and the opposition representatives through negotiations. The process of drafting a new constitution must be independently decided on by all parties and groups in Syria, and a future leader of Syria must be independently chosen by the Syrian people. Combatting Violent terrorism in all of its manifestations should be the shared responsibility and priority of countries in the region and the international community. We welcome greater efforts on the part of European Union member States to that end. We support Iraq in enhancing its counter- terrorism capacity-building and we stand ready to strengthen our cooperation with the various parties, in such areas as intelligence sharing and personnel training. In this context, we will provide ¥6O million of emergency humanitarian assistance to Iraq, including to its Kurdish region.   39. Internet companies and operators should exercise self-discipline. To that end, it is imperative to formulate as soon as possible a code of conduct for the global cyberindustry. China will host a symposium on countering cyberterrorism within the framework of the Global Counterterrorism Forum in Beijing later this year. Thirdly, we must block the channels of terrorist movement and financing of terrorism. All countries, particularly those adjacent to ongoing conflicts, ought to fulfil international obligations for effective border control. We must enhance cooperation in financial regulation, crack down on such illegal activities as underground banking, and block terrorist financing. Fourthly, we should promote deradicalization.

  40. Still less should terrorism be identified with any particular ethnic group or religion. Faced with the new trends and new developments in terrorism, we must come up with new thinking and new steps in response. In that regard, China wishes to propose the following. First, we should step up information-gathering and sharing. Full scope should be given to the advantages of the United Nations and relevant international institutions on such matters as establishing a counter- terrorism database and information exchange platform so as to step up sharing of information resources and intelligence analysis. Secondly, we should strengthen counter-terrorism on the Internet. Resolute measures should be taken to stop the use of social media to spread extremist ideas, especially the release of audio and video materials of violence and terror.

  41. That is the only way to maintain unity, achieve effective coordination and take concerted actions. Secondly, we must adopt a multipronged approach. The global war on terrorism should be fought in an integrated manner, adopting measures in the political, security, economic, financial, intelligence and ideological fields, inter alia, with a view to addressing both the symptoms and root causes of terrorism, especially removing its root causes and breeding grounds. Military actions must comply with the Charter of the United Nations and relevant Security Council resolutions. Thirdly, we must follow a consistent standard. Any act of terrorism in whatever form, whenever and wherever it is committed, and whomever or whatever it is targeted against, must be fought. No double standards should be adopted.

  42. In the meantime, social media have become a battlefield for terrorist and extremist groups to spread their ideology, a tool to plot terrorist attacks and a platform to recruit terrorists. With the progress of information technologies, some young people are susceptible to extremist ideas and demagogy by terrorist forces. We must stay alert, for terrorist organizations and extremist ideologies are competing with us for our future generations. It is indeed a battle bearing on the future of our world. With terrorism raising its ugly head once again, we must adhere to the practices that have proven effective and abide by international law and norms governing international relations. First, we must ensure sound coordination. The United Nations and the Security Council have to play the leading role in a global war on terrorism.

  43. Today, a new terrorist incident took place. We wish to express our condolences to France for the French victim and show our solidarity with France. At the moment, we are witnessing a resurgence of terrorism that deserves serious international attention and vigilance. Wars breed anger. Killings yield hatred. Conflicts in the Middle East attract terrorists and extremists into the region from all over the world, like a magnet, to join in the fighting. Once they return home, they will pose a serious threat to the security and stability ofmany countries, regions and indeed the world as a whole. In this era of rising interconnectedness, terrorist financing has become easier and more covert. International corridors have taken shape for terrorists and extremists to move around across the world.

Mr. Wang Yi (China) (spoke in Chinese): China supports the convening, on the initiative of the United States, of this Security Council summit on terrorism and the adoption today of resolution 2178 (2014). The resolution, which reflects the common will of the international community, should be implemented effectively and in a comprehensive and balanced manner. Terrorists defy the fundamental human rights and challenge the foundations of human civilization. As such, they are humankind's common enemy. Al-Qaida launched, 13 years ago, on 11 September, attacks in this very city. That incident shocked the entire world and claimed over 3,000 innocent lives. Since the end of 2013, terrorists have instigated, orchestrated and carried out numerous violent attacks inside China and caused numerous casualties.

  45. Going forward, various problems are likely to arise. We hope that all parties will maintain their patience and composure, uphold the principle of the peaceful settlement of disputes, and stick to the path of a political settlement. As a permanent member of the Security Council, China stands ready to work with all the parties and to make unremitting efforts to achieve a comprehensive, proper and long-term settlement of the Syrian issue.

  46. Resolution 2118 (2013) clearly requests the implementation of the Geneva communique (S/2012/523, annex) and calls for the convening of the "Geneva II" conference. The relevant parties in Syria should keep in mind the interests ofSyria and its people, achieve a ceasefire and the cessation of Violence as soon as possible, put an end to the crisis through dialogue, and rebuild the homes of the Syrian people. China hopes that the international community will build consensus and promote the early convening of the Geneva II conference. China will maintain its support for the mediation efforts of Secretary-General Ban Ki-moon and Special Representative Mr. Lakhdar Brahimi. The Syrian issue is highly complex. Neither the destruction of chemical weapons nor the process of a political settlement will be smooth sailing.

  47. The humanitarian situation in Syria is deteriorating. China is deeply concerned. The Chinese Government has provided more than $11 million in humanitarian assistance to Syrian civilians in and outside of Syria. China is now providing ¥15 million of emergency humanitarian aid to Jordan and will provide more than ¥24 million in cash remittances for emergency humanitarian aid to the World Food Programme and the World Health Organization. Our assistancewill be used to assist displaced persons inside Syria and Syrian refugees in Lebanon. We will continue to provide humanitarian assistance to Syria and its neighbours to the best of our capabilities. Political settlement is the only way out for Syria. That process should take place in parallel with the process of destroying Syria's chemical weapons.

  48. We are firmly opposed to the use of chemical weapons by any country, group or individual. Whoever uses chemical weapons should be condemned by all. China welcomes Syria's recent accession to the Chemical Weapons Convention. Resolution 2118 (2013) sets out the overall objective of the destruction of chemical weapons in Syria and the road map for the follow-up work. China is ready to send experts to participate in relevant work and provide financial support in that regard. We hope that the parties concerned will maintain their close cooperation, fulfil their respective responsibilities, and comprehensively and accurately implement the decision of the Organization for the Prohibition of Chemical Weapons and the Council resolution, with the ultimate aim of achieving a satisfactory settlement of the chemical weapons issue in Syria.

  49. China opposes the use of force in international relations. We believe that military means cannot solve the Syrian issue; rather, they would lead to greater turmoil and disaster. We are heartened by the Council's unanimous adoption today of resolution 2118 (2013), drawing the Syrian situation back on track towards peace and away from the threat of war, and presenting a new opportunity to find a political settlement to the issue. This is the first time that the Council has taken joint major action on the Syrian issue in more than a year. The resolution is in keeping with the general direction of the political settlement of the Syrian issue and reflects the Council's role and its solidarity. China welcomes the adoption of the resolution. China suffered deeply from the use of chemical weapons by Japanese invaders during the Second World War.

In the more than two years, more than 7 million Syrians have been displaced from their homes, with tremendous losses in lives and property. In this Chamber, on many occasions the Council has discussed major issues involving war and peace. Neither Syria nor the Middle East region can afford another war. In dealing with the Syrian issue, the Council must bear in mind the purposes and principles of the Charter of the United Nations. It must maintain a sense of responsibility towards the Syrian people and to world history and ensure that any decision it takes is able to pass the test of history. Several weeks ago, dark clouds of war overshadowed the Syrian issue. Many countries were gravely concerned.
