“Due to the lateness of the hour, I will skip my national statement. Most of it has already been covered by others. I will just make three brief remarks. First, I thank the Force Commanders for being with us and giving us this opportunity for an exchange. I think that it will, indeed, become a tradition. Secondly, I express high appreciation of their difficult service in very demanding circumstances and, of course, through them, of the 120,000 men and women in the field. Thirdly, I would like to join others in paying tribute to Alain Le Roy. He has just left the Chamber, but he knows how highly we regard his outstanding commitment and leadership in managing the peacekeeping operations and in taking forward the challenges of adapting them to the new requirements. “The efforts to promote global climate diplomacy must also be further strengthened. All aspects of climate change must be addressed through a dialogue that can promote a coherent understanding of this issue and a common vision of its solution. In that context, we very much welcome the recent EU Foreign Affairs Council conclusions to strengthen the EU's climate diplomacy. It is an important prerequisite in our efforts to be efficient that we have access to relevant information on developments related to climate change and the security implications thereof. Denmark can therefore lend its support to inviting the Secretary-General to regularly report on these issues. Most important, we must ensure a joint response from the international community to the global challenge of climate change, to secure international peace and security.”

“As developing countries are the most vulnerable to climate change, this issue must also be an integral part of the international development cooperation. That includes capacity-building to deal with security threats and political tension caused by climate change. It also includes immediate activities to adapt to climate change, as well as improved disaster preparedness and warning systems. “The Secretary-General's report (A/64/350) explains how climate change can have an aggravating effect on political tensions. The security implications caused by climate change cannot be ignored. Climate- related resource shortages, such as of water and fertile land, are well recognized and powerful drivers of conflict in many places around the world. In some places, climate change may even threaten to undermine Governments' ability to ensure stability and security for their own people. To find a sustainable solution to this global threat, it is necessary to follow a multi-pronged strategy that incorporates climate and security in the work of all United Nations agencies and relevant international, regional and national institutions.”

“Let me be very clear: Germany does not want the Council to infringe upon the competences of the United Nations Framework Convention on Climate Change or other United Nations organs. We did not, and do not, intend to advance any kind of encroachment. We regret that it was not possible, at least up to now, to find agreement on an outcome document for today's meeting. I would like to reiterate that Germany has a keen interest in a Security Council that rises beyond the day-to-day management of acute crises but takes into consideration the underlying causes of conflict. It was our intention to ask the Secretary-General for a sound basis for these discussions.”

“We all know that conflicts of this sort do not remain isolated within a single country but, on the contrary, tend to destabilize whole regions. We should also keep in mind that not all States and societies have the same capacity to adapt to the dramatic changes in their environment. The mandate of the Security Council is the maintenance of international peace and security. We are convinced that it is the Council's duty to act with foresight and to do its best to prevent crises before they become acute. We therefore welcome the fact that the Council has successfully debated structural aspects of conflicts before, such as the interrelatedness of development or HIV/AIDS with security. “Big or small, rich or poor, each State has the same right for its existential fears and threats to be addressed. There is, however, even more reason for the Council to debate the security dimension of climate change, because what happens to some small island States today might well happen to other countries tomorrow. Most national security establishments consider the threat of global warming as one of the biggest challenges of the twenty-first century. If we take a look at the conflicts on the agenda of the Council, we will easily see that quite a few of these conflicts are, already today, driven by desertification, lack of water and increased trans-border migration. We have no doubt that the environmental degradation due to climate change very often acts as a driver of conflict.”

“The reason why those countries urged the Security Council to act is clear: already today they suffer from the security implications of climate change. They have to deal with rising sea levels, loss of land and increasing scarcity of resources. The Governments of those countries have to resettle their people and ensure that the distribution of basic commodities does not turn into violent fights for survival. For them the security dimension of climate change is crystal clear. It is their daily challenge. The situation of the small island States is a compelling reason in and of itself to discuss today's matter in the Security Council. At this point, it might be useful to remember that the United Nations has always drawn its unique legitimacy from the equality of States.”

“I shall now make a statement in my national capacity. Germany welcomes the unanimous adoption of the resolution on the drawdown of the United Nations Mission in the Sudan (UNMIS). The Council thereby confirms the end of the mandate for UNMIS in the 3 Sudan and reiterates the existing legal framework, as agreed to between the Government of the Sudan and the United Nations, for the liquidation of the Mission. We call on the relevant authorities in the Sudan to fully respect the provisions of the status-of-forces agreement of December 2005 and to ensure that all steps are being taken for an orderly and smooth withdrawal of all UNMIS forces. We agree with the previous speakers that there is a need for a United Nations presence in the north, especially the border areas.”
