The parties concerned should exercise reason and restraint and refrain from action or rhetoric that might further escalate confrontation or lead to an error in judgment. It is especially imperative to strictly safeguard the bottom line of clear nuclear safety, stay away from the red line of nuclear war and spare no efforts to prevent the situation from getting out of control. The Ukraine crisis remains ongoing with a persistent prevailing military logic, expanding the number of affected areas, utilizing new methods of warfare and causing ever-greater destruction to civilians and to large-scale and critical civilian infrastructure. Cruelty, danger and the unpredictability of the war are all on the rise. The situation is deeply concerning.

  6. We welcome the Syrian Government’s recent sovereign decision to open the Bab Al-Hawa border crossing. OCHA has confirmed that this permission by the Syrian Government can indeed be a basis for the United Nations to legally conduct humanitarian operations. We encourage the United Nations to sort out any subsequent operational issues with the Syrian Government through dialogue and consultation. We also reiterate that the cross-border rescue mechanism was a temporary arrangement made under special circumstances, and there is a need to speed up the transition to cross-line assistance so that the cross-border mechanism can be phased out and eventually discontinued. Fostering Syrian-owned capacity to ensure its socioeconomic recovery and development will go a long way to easing the country’s humanitarian problems.

Countries outside the region must fully respect the will and desires of the countries and peoples in the region, cease all rhetoric and actions that stand in the way of dialogue and reconciliation and create a favourable external environment for engagement and consultation. We are concerned about the security situation in Syria. The international community should take a zero- tolerance approach to all elements of terrorism on Syrian soil. One country has recently ramped up its illegal military presence in Syria, which is concerning. The illegal presence of foreign armed forces in Syria must be ended without delay. China supports the international community in providing assistance to all Syrians who have humanitarian needs, provided that Syria’s sovereignty and its Government’s ownership are fully respected.

All foreign fighters and mercenaries in Libya should withdraw from the country as soon as possible in a balanced and orderly manner in accordance with the will of the Libyan people.

China hopes that the political will of all the parties in Libya can be translated into practical actions and that, through the good offices of the United Nations and on the basis of the work accomplished to date, an agreement will be reached as soon as possible on the outstanding issues with respect to the constitutional framework for the electoral process in order to create the conditions necessary for holding elections as soon as possible. Since he took office, Special Representative of the Secretary-General Abdoulaye Bathily has worked actively to make extensive contacts with all the parties in Libya. China hopes that progress in the political process will be achieved as soon as possible through the good offices of the Special Representative.

China welcomes the recent meeting held by the Commission in Sirte and encourages all parties to continue to strengthen their communication through the Commission in order to prevent any misunderstandings. The general consensus among all the parties is that the political transition should be completed as soon as possible. Currently, all the parties in Libya have reached consensus on most elements of the constitutional framework required for holding elections. The House of Representatives and the High Council of State recently indicated that they would resume their dialogue.

The political process in Libya has been stalled for some time, and instability and uncertainty on various levels have undermined the security situation. It is imperative for all the parties to remain calm, advance towards a political solution, refrain from taking any action that could escalate tensions and maintain the hard-won peace. The 5+5 Joint Military Commission plays an important role in maintaining the ceasefire, among other things.

Currently, the Government of the Central African Republic continues to recover lost territory and eagerly hopes that the Mission’s assistance in extending State authority in regained territory will be prioritized. Regrettably, however, the country’s request was not reflected in resolution 2659 (2022). In addition, China’s views on the security threat posed by armed groups and the Mission’s independent strategic review were not taken on board. Accordingly, China had no other choice but to abstain in the voting.

As a major troop- contributing country, China attaches great importance to the safety and security of peacekeeping personnel and has always called for full respect for the status- of-forces agreement. Nevertheless, experience has demonstrated time and again that differences between the host country and United Nations peacekeeping operations can be resolved only through dialogue and negotiations. Merely resorting to pressure is not helpful. United Nations peacekeeping operations should define their priorities based on the needs of the host country.

The peace process is steadily moving forward, although elements of uncertainty remain. The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) is working very hard to deliver on the tasks mandated by the Security Council and has made important contributions to improving the situation in the country. Under the current circumstances, the Mission remains critical to achieving peace and stability in the country. China supports the extension of the Mission’s mandate, and we continue to support its work and that of the Special Representative of the Secretary-General.

The international community should uphold the Libyan-owned and Libyan-led principle, fully respect the sovereignty and the territorial integrity of the country and avoid imposing a solution from the outside, with a view to creating an enabling environment for the political process in the country. China’s position on the International Criminal Court’s work on Libya remains unchanged. We welcome the recent resumption of dialogue between the House of Representatives and the High Council of State, and we hope that the Libyan parties will build upon this by stepping up consultation and by reaching, with the good offices of the United Nations, an early consensus on the constitutional basis, and that they will proceed to elections without delay so as to bring the political process into a new stage.

China firmly opposes the use of chemical weapons by any country, organization or individual in any circumstances and for any purpose, and sincerely hopes that the world will be free of all threats posed by chemical weapons as soon as possible. China notes that the Council’s two latest discussions of the Syrian chemical-weapon issue have taken place within 10 working days of each other (see S/PV.9164). There has been no new report by the Organization for the Prohibition of Chemical Weapons (OPCW) and no new developments on the ground.

The investigation by the Organization for the Prohibition of Chemical Weapons (OPCW) and attribution of the alleged use of chemical weapons should be conducted strictly within the framework of the Chemical Weapons Convention, comply with procedural requirements, rely on reliable evidence and draw credible conclusions. The establishment of the Investigation and Identification Team has gone beyond the Convention and runs counter to the traditional consensus observed by the OPCW. In conclusion, like the Russian Federation, Brazil and the United Arab Emirates, China reiterates that the Council should meet less frequently to discuss Syrian issues or consider combining them for joint consideration. That will not only help to deal with Syrian issues from an integrated perspective, but also improve the Council’s efficiency.

The Libyan House of Representatives and the High State Council have great deal of consensus on the constitutional basis of the election, but a final agreement has not yet been reached. Against that background, China supports the United Nations continuing to play the role of the main mediation channel, and voted in favour of resolution 2647 (2022), on authorizing the extension of the United Nations Support Mission in Libya (UNSMIL). The post of Head of UNSMIL and Special Representative of the Secretary-General has been vacant for more than half a year. The resolution once again called for the appointment of the Special Representative for Libya as soon as possible.

I want to reiterate that from the very beginning several countries, including China, opposed the OPCW’s adoption by a vote of its decision entitled “Addressing the Threat from Chemical Weapons Use”, which goes beyond the scope of the CWC. We also opposed the establishment of the Investigation and Identification Team. China is deeply concerned about the currently highly politicized work of the OPCW and the deep divisions among its States parties. We hope that the Director-General and the Technical Secretariat will make earnest efforts to effectively uphold the OPCW’s technical nature, return to the tradition of consensus- based decision-making and not allow the OPCW to be reduced to a geopolitical tool.

  29. The twenty-fifth round of technical consultations has been delayed for half a year due to the visa issues of one expert. China calls on the Technical Secretariat to respect the State party’s concerns about the visa and to demonstrate flexibility in the matter. The Chemical Weapons Convention (CWC) is the basis and yardstick for resolving issues related to chemical weapons. The OPCW should strictly adhere to the requirements of the Convention when investigating and attributing responsibility for incidents involving the alleged use of chemical weapons. The relevant work must abide by the principles of independence, impartiality and objectivity and ensure respect for science and the facts in order to guarantee procedural compliance, the collection of reliable evidence and credible findings.

The eighteenth round of talks in the framework of the Astana process was also held recently. China supports the countries concerned in their efforts to de-escalate the conflict through enhanced coordination. Terrorism must be eradicated. China is concerned about the widening scope of terrorist attacks south of Damascus by the Islamic State in Iraq and the Levant. The international community should crack down firmly on terrorist forces in Syria, in accordance with international law and the relevant Security Council resolutions, and should denounce any double standards. Syria is a founding member of the League of Arab States and an important member of the Arab world.

  34. The Constitutional Committee should remain independent and free from external interference. Progress cannot be achieved in the Syrian political process without an enabling environment. China therefore welcomes the amnesty announced recently by Syria, which is conducive to creating favourable conditions for domestic reconciliation in the country. Significant progress in the political process is inconceivable while Syria continues to be subjected to foreign invasion and illegal occupation. The Permanent Representative of the Syrian Arab Republic recently sent consecutive communications to the President of the Security Council that condemn the violation of Syria’s sovereignty and territorial integrity by certain countries. We urge those countries to immediately cease related activities.

Mr. Xing Jisheng (China) (spoke in Chinese): I thank Special Envoy Pedersen for his briefing and appreciate his efforts to implement the relevant Security Council resolutions and promote the political process in Syria. The core group of the Syrian Constitutional Committee recently held its eighth session, at which substantive dialogue was held on the text of a draft constitution. In view of the highly complex and sensitive nature of the Syrian dossier, the very fact that the caucus meeting was held at all is a positive development. China firmly supports the Syrian-owned and Syrian-led political process, in accordance with resolution 2254 (2014), and calls on all parties in Syria to actively cooperate with the Special Envoy to strive for substantive progress on the draft constitution.

The international community should continue to support the Malian Government’s efforts to combat terrorism and maintain stability, while respecting Mali’s right to carry out external security cooperation independently. The security of the Blue Helmets attached to the Mission has become a prominent concern. This month alone, many deadly attacks have been carried out against them, which we find very distressing. TCCs/ PCCs are generally concerned about the security risks posed to the Mission as a result of the withdrawal of foreign troops. When the United Nations conducts a comprehensive assessment of the work of the Mission in the next phase, it should carefully identify the outstanding risks and weaknesses in the context of the security of peacekeepers and take effective measures.

  37. The Mission’s main task is to assist the Government of Mali in implementing the Agreement on Peace and Reconciliation in Mali and restoring the State’s authority in the north. That should remain a top priority. In fulfilling its human rights mandate, the Mission should communicate and cooperate closely with the Malian Government and listen carefully to its views. Resolution 2640 (2022) lends too much prominence to human rights issues and excessively emphasizes the Mission’s human rights- related mandate. As a result, it is out of touch with the reality on the ground and does not reflect full respect for the Malian Government’s ownership. Therefore, China abstained in the voting on resolution 2640 (2022). The security situation in Mali is complex and grave.

Mr. Xing Jisheng (China) (spoke in Chinese): The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) has been working tirelessly to achieve the maintenance of peace and stability in Mali for many years. In that regard, troop- and police-contributing countries (TCCs/PCCs) have also made tremendous efforts, which China commends. China supports MINUSMA’s mandate renewal and hopes that the Mission will continue to play a constructive role in improving the situation on the ground. We pledge our continued support to MINUSMA and the Special Representative of the Secretary-Genera1 in their work. We must note, however, that Member States bear the primary responsibility for the protection and promotion of human rights.

The Council should make timely adjustments to the sanctions on the Sudan in the light of the evolving situation and create conditions that will enable the Government to strengthen its capacity to protect civilians. (spoke in Chinese): China thanks Ambassador Agyeman of Ghana, the Chair of the Security Council Committee established pursuant to resolution 1591 (2005) concerning the Sudan, for his briefing and welcomes the Permanent Representative of the Sudan to today’s meeting. The Darfur region of the Sudan is at a critical stage of transitioning from peacekeeping to peacebuilding. Its security situation is largely stable but remains fragile, with some violent incidents, including occasional intercommunal clashes. China applauds the efforts of the Sovereignty Council for maintaining stability in Darfur. After the withdrawal of the African Union-United Nations Hybrid Operation in Darfur, the Government of the Sudan has assumed the primary responsibility for protection of civilians.

In the light of the views of many members, including China, the penholder made necessary amendments to the initial text so that the Council could stay united on this issue. That is the right approach. At present, the Sudanese parties have disagreements on the specific modalities for achieving a political transition, and these differences must ultimately be resolved through a Sudanese-led and Sudanese-owned political process.

  44. We hope that donors will provide adequate funding for those projects, to the benefit of the entire Syrian population. The unilateral coercive measures against Syria have greatly hampered the Syrian Government’s capacity to mobilize resources, control the pandemic and undertake reconstruction, and should all be lifted without delay. Since March, Syria has also been hit by a fresh fuel crisis, while rampant oil pillaging has persisted. The entire Syrian people is the rightful owner of its petroleum resources and the unlawful practice of pillaging and smuggling the country’s oil must stop immediately.

The priorities include ensuring that the relevant parties grant access to north-western Syria, that humanitarian workers are safe and secure and that an enabling environment is created for the distribution of supplies. The recovery of the Syrian economy will ultimately be the conclusive way to reduce the country’s humanitarian needs and overcome its humanitarian woes, but at the moment it is in the grip of grim challenges. The Syrian pound continues to depreciate, and food prices remain at high levels. The Syrian Government has launched a number of initiatives to support agricultural development, build infrastructure and initiate energy cooperation, with some positive results. China welcomes the allocation by the United Nations of 26 per cent of the Syrian humanitarian response plan to some 570 early-recovery projects.

There has been some progress in cross-line humanitarian operations since the adoption of resolution 2585 (2021), with four convoys dispatched by the United Nations to north-western Syria and the cross-line programme extended until the end of the year, which is worthy of positive recognition. In the interests of safeguarding the Syrian Government’s sovereignty over humanitarian issues, and in line with the common practice of international humanitarian relief, the cross-border operations should gradually transition to cross-line operations. At present, cross-line relief is on a smaller scale than cross-border deliveries. The international community should strive as diligently to remove the barriers to cross-line operations as it has done to invest in cross-border relief.

  47. These deeply alarming and troubling numbers compel the international community to look more closely at the situation, consider the issues and take action that is specifically tailored to them. Humanitarian assistance to Syria should put the well-being of the Syrian population first. All parties should work together to maintain the humanitarian nature of aid and avoid politicizing humanitarian issues. China has noted the information from the sixth Brussels Conference on supporting the future of Syria and the region. We maintain our position that humanitarian assistance to Syria should fully respect Syria’s sovereignty and ownership and serve its people as a whole, free of any political preconditions.

  48. Mr. Xing Jisheng (China) (spoke in Chinese): I thank Under-Secretary-General Martin Griffiths for his briefing, and I listened carefully to the statement by the representative of civil society. Throughout the 11-year Syrian conflict, humanitarian issues have been at the centre of the efforts of the Syrian parties and the international community. However, the humanitarian needs in the country have increased rather than lessened and are currently at the highest level ever. According to figures published by the United Nations, 14.6 million people are currently in need of humanitarian assistance in Syria, representing 80 per cent of its total population. Among them, 12 million are food-insecure.

Many countries, including China, have opposed from the outset the practice of adopting by vote the decision on addressing the threat of chemical weapons use, which goes beyond the scope of the Convention, and have opposed the establishment of the Investigation and Identification Team. China’s position in that regard remains unchanged. At present, the politicization of the OPCW is extreme. A number of parties are often divided and in opposition to each other. China is concerned about that. We hope that the Director-General and the Technical Secretariat will facilitate State parties’ efforts to overcome their differences and revert to the practice of making decisions by consensus with a view to upholding the authority of the OPCW.

China calls on the Technical Secretariat to respect the State party’s concerns with regard to visas and move technical consultations forward in a flexible way in order to prevent the assessment of the initial declaration from reaching an impasse. The issue of chemical weapons is of crucial importance. The CWC is the legal basis and benchmark in that regard. The OPCW’s investigation and attribution of accountability for the alleged use of chemical weapons should be carried out strictly within the framework of the Convention. The Technical Secretariat must strictly adhere to the principles of independence, impartiality and objectivity, among other things, and must respect facts and science.
