  1. China has always called for dialogue and consultations to solve the outstanding issues regarding the initial declaration on chemical weapons submitted by Syria. We welcome the active preparation by the Technical Secretariat and Syria for in-person meetings between the Director-General and the Syrian Foreign Minister. We hope that the two parties will finalize meeting arrangements as soon as possible and avail themselves of that opportunity to enhance mutual trust and cooperation. The Syrian Government and the Technical Secretariat are discussing the arrangements for the twenty-fifth round of technical consultations.

  2. Mr. Xing Jisheng (China) (spoke in Chinese): Today marks the twenty-fifth anniversary of the entry into force of the Chemical Weapons Convention (CWC). For 25 years, the Convention has played an important role in safeguarding international peace and security. Humankind has been moving towards a vision of a world free of chemical weapons. China is a founding State party to the CWC. We support the comprehensive and balanced implementation of the CWC and the defence of the legitimate rights and interests of developing countries with respect to the peaceful use of chemicals. We call on the country concerned to seriously fulfil its obligations under the CWC and complete the destruction of stockpiled and abandoned chemical weapons as soon as possible. We hope that UNSMIL will continue to uphold the principle of Libyan ownership and leadership, redouble its efforts with the relevant States and regional organizations, and strengthen its mediation efforts so as to play a greater positive and constructive role in the realization of peace and stability in Libya. In addition to renewing UNSMIL’s mandate, the resolution cuts the reporting cycle of the Secretary- General to once a month. That can help the Council to better follow developments in Libya and respond to them. The resolution calls on the Secretary-General to quickly appoint a Special Representative of the Secretary-General for the Libyan issue. China hopes that the Secretary-General will soon nominate a candidate for the post, in particular a candidate from Africa, so as to fully leverage the political mediation role of UNSMIL.

Mr. Xing Jisheng (China) (spoke in Chinese): At present, the ceasefire in Libya is generally holding, with a notable increase in the uncertainty of the political process and related risks and challenges. It is imperative for the parties in Libya to strengthen dialogue and consultation and quickly reach consensus on the relevant arrangements for the political transition so as to put the political transition back on track. We hope that the Libyan parties will achieve substantive progress at the next round of meetings, to be held in Cairo in May. Under current circumstances, the mediation role of the United Nations Support Mission in Libya (UNSMIL) is even more important. The Council unanimously adopted resolution 2629 (2022) renewing its mandate.

China hopes that the members of the Security Council can focus on the topic of this meeting and refrain from introducing issues that are not related to the subject under discussion, so as to ensure that the Council can consider and deliberate on relevant issues in an efficient and normal manner.

We hope that the Director-General and the Technical Secretariat will make greater efforts to uphold objectivity and neutrality, depoliticize the work of the OPCW, encourage States parties to return to the tradition of making decisions by consensus and maintain the authority and effectiveness of the organization. China also hopes that the Director-General himself will come to brief the Security Council as soon as possible.

  7. We call on the Technical Secretariat to show flexibility by sending experts with valid visas to Syria for consultations on the assessment of the initial Declaration to avoid a stalemate. We also encourage the Technical Secretariat to maintain communication with the Syrian Government on such matters as visits to the Syrian Scientific Studies and Research Centre and face-to-face meetings between the OPCW Director-General and the Minister for Foreign Affairs and Expatriates of Syria. With regard to the information provided by the Syrian Government on the position and use of chemical weapons by terrorist organizations, the Technical Secretariat must take that seriously. The OPCW currently faces challenges in its work. The parties are seriously divided and opposed.

  8. The issue of chemical weapons is of great importance. The OPCW’s investigation and attribution of the alleged use of chemical weapons should be conducted strictly within the framework of the Chemical Weapons Convention, while respecting the facts and drawing conclusions based on conclusive evidence. In that connection, China has always been concerned about the establishment of the Investigation and Identification Team and its work. Before issuing a new report, the Fact-Finding Mission should first clarify the questions on the Douma incident report, as well as setting norms on the sources of information and working methods and improving the credibility of its work. The issue of chemical weapons in Syria must be resolved through dialogue and cooperation.

  9. Mr. Xing Jisheng (China) (spoke in Chinese): I wish to thank High Representative Nakamitsu for her briefing. First of all, China would like to echo Russia’s comment about improving the working method on the Syrian issue. The Security Council should proceed in its work on the basis of effectiveness by reducing the frequency with which it considers the issue of chemical weapons in Syria or combining relevant issues for joint consideration. China has taken note of the latest monthly report (S/2022/181, annex) on the issue of chemical weapons in Syria submitted by the Director- General of the Organization for the Prohibition of Chemical Weapons (OPCW). The Council discussed the issue of chemical weapons in Syria just last week (see S/PV.8982). No further progress has been made thus far. I wish to reiterate China’s position.

In conclusion, I would like to point out that, with the Council’s limited resources and busy schedule, China strongly suggests reducing the frequency of the consideration of Syrian issues or considering combining them for joint consideration. That will not only help deal with Syrian issues from a holistic perspective, but also improve the efficiency of the Council.

  11. The Technical Secretariat should take an equally constructive approach and be flexible regarding some of the details. We hope that the two sides will hold the twenty-fifth round of technical consultations as soon as possible to promote the settlement of outstanding issues and maintain communication on issues such as the inspections of the Syrian Scientific Studies and Research Centre and the in-person meeting between the Director-General and the Syrian Foreign Minister. Since 2017, the Syrian Government has repeatedly provided the Technical Secretariat with information on the possession and use of chemical weapons by terrorist groups. That merits the attention of the Secretariat.

  12. That will invariably affect the credibility of the work of the FFM. China calls for upholding the technical attributes of the OPCW and avoiding the politicization of its work. In recent years, some countries have repeatedly pushed for a vote, which seriously undermined the authority and effectiveness of the OPCW. China calls on the Director-General to play an active role in promoting dialogue among States parties, in returning to the tradition of taking decisions by consensus and in avoiding going further down the road of disagreement. The OPCW should not be used as a tool for pursuing geopolitical goals. Syria has repeatedly expressed its willingness to cooperate with the Technical Secretariat, and its constructive attitude deserves recognition.

  13. Mr. Xing Jisheng (China) (spoke in Chinese): I thank High Representative Izumi Nakamitsu for her briefing. China has taken note of the monthly report on chemical weapons in Syria submitted by the Director- General of the Organization for the Prohibition of Chemical Weapons (OPCW) (see S/2022/76), as well as the two recent reports submitted by the OPCW Fact- Finding Mission in Syria (FFM). The investigation and handling of the alleged use of chemical weapons must strictly follow the requirements of the Chemical Weapons Convention, respect science and facts and ensure compliance with procedures, reliable evidence and credible conclusions. There remain many doubts regarding the sources of information, the working methods and the completion of the chain of evidence of the FFM Douma report. So far, they are yet to be clarified.

I would like to reiterate that humanitarian assistance must be carried out on the basis of respect for the sovereignty and the territorial integrity of the country concerned, and the cross-border mechanism should gradually be transitioned to the cross-line mechanism. As the report of the Secretary- General (S/2021/1030) mentions, cross-border assistant operations involve complex environments, and the risk of humanitarian supplies being diverted cannot be ruled out. We urge the United Nations to strengthen the monitoring of the cross-border mechanism to ensure the humanitarian nature of the cross-border assistance operations.

China welcomes the early-recovery and livelihood projects in Syria carried out by United Nations agencies, including the United Nations Development Programme and the Office of the United Nations High Commissioner for Refugees. We hope that the United Nations will step up investment in this regard to help the Syrian people become self-sufficient. The countries concerned should immediately lift their unilateral sanctions and economic blockade on Syria to create the conditions necessary to enable humanitarian assistance and reconstruction. There should be no political strings attached in providing assistance to Syria. China knows that the Security Council’s mandate concerning the Bab Al-Hawa border crossing has been extended to July.

The Office for the Coordination of Humanitarian Affairs, the World Food Programme (WFP), the World Health Organization, UNICEF and other United Nations agencies have carried out large-scale humanitarian assistance operations throughout Syria. China appreciates that. We welcome the two cross-line WFP humanitarian assistance operations in north-west of Syria. We hope that the third and fourth cross-line deliveries will go smoothly. China appreciates the Syrian Government’s active cooperation in the cross-line assistance operations and urges the relevant de facto local authorities in north- western Syria to provide access and security guarantees for the cross-line deliveries, facilitate the distribution of supplies and jointly implement the United Nations six-month plan for cross-line humanitarian assistance for north-western Syria.

The Syrian Government has taken a series of measures to develop its agricultural sector, help and support small and medium-size enterprises and engage in energy cooperation, which have yielded positive results. Yet the joint efforts of the international community continue to be required to address the serious consequences of the protracted civil war, terrorism and unilateral sanctions. The international community must help Syria respond to the challenges related to its economic and humanitarian reconstruction endeavours in an integrated manner. It is important both to provide Syria with emergency humanitarian assistance, including, inter alia, vaccines, food, water, supplies and services, and actively move forward Syria’s economic recovery and post-war reconstruction.

  18. Mr. Xing Jisheng (China) (Spoke in Chinese): I thank Under-Secretary-General Griffiths and Mr. Egeland for their briefings. The Syrian humanitarian file is considered on a monthly basis in the Security Council and, every time, the briefings have been deeply worrisome. The economic crisis has already affected every aspect of Syrian society. Food and oil prices are soaring, while people’s incomes are constantly in decline. At the same time, the coronavirus disease is rapidly spreading. Certain parts of the country are suffering, from severe water shortages. The refugees and displaced persons are in dire need of an increase in winter supplies.

  19. China welcomes the establishment of the High National Reconciliation Commission in Libya and looks forward to its making full use of various means to actively conduct its work. In addition, Libya has repeatedly expressed its serious concerns about the loss of frozen assets and made specific recommendations. The Security Council and the Libyan sanctions committee should actively study and respond to the recommendations in a timely manner.

  20. In the process of withdrawal, close coordination should be maintained with neighbouring countries to avoid negative impacts on the security situation in the Sahel and other regions. Thirdly, with regard to comprehensive progress in the peace process, the work on the economic track is good for the Libyan people, so that they may enjoy the peace dividend and consolidate the country’s security and stability. China welcomes Libya’s launch of a process for a unified central banking system and the work performed by the United Nations Development Programme for the economic reconstruction of Libya. Reconciliation will help resolve the problems left over from the conflict, heal the wounds of war and promote harmonious coexistence.

We encourage all parties to maintain the current momentum of dialogue and consultation and reach broad political consensus through peaceful means on important issues related to the election so as to create good conditions for the smooth holding of the election. China supports the United Nations in continuing to push dialogue among all Libyan parties forward. The United Nations Support Mission in Libya should continue to provide the necessary electoral support, which is within its mandate. Secondly, an all-out effort in maintaining security and stability is needed. Foreign armed forces and mercenaries in Libya should actively cooperate with the 5+5 Joint Military Committee to withdraw as soon as possible in a phased, balanced, orderly and organized manner.

  22. The Libyan people are looking forward to a coordinated and unified national governance framework with durable stability through elections so as to usher in a new stage of national development. The holding of elections in post-conflict situations often faces many challenges. Realistic considerations should be fully taken into account in order to make full preparations in advance. China welcomes the recent consultations on the elections by the House of Representatives and the High State Council. It is important to adhere to the principle of the process being Libyan-led and Libyan-owned.

Mr. Xing Jisheng (China) (spoke in Chinese): I thank Under-Secretary-General DiCarlo and Ambassador Tirumurti, Chair of the Security Council Committee established pursuant to resolution 1970 (2011) and Permanent Representative of India, for their briefings. I welcome the presence of Ambassador Elsonni, Permanent Representative of Libya, at this meeting. I have also listened attentively to the briefing by Ms. Elham Saudi On the report of the Secretary-General contained in document S/2022/31 and the briefings we heard today, China would like to make three points. First, in relation to the steady progress in the political transition, elections are important measures in the Libyan political process. As the 24 December election could not be held as scheduled, Libya is currently working on a new election plan.
